Workers to enjoy 5-day respite this Holy Week

MANILA, Philippines -- The country’s workers will enjoy a five-day respite this Holy Week, one of the longest official breaks this year, since President Macapagal-Arroyo announced in 2001 that she would apply “holiday economics” in the Philippines.Through Proclamation 1211 signed in January, Malacañang declared April 7 (Black Saturday), which is sandwiched between MaundyThursday, Good Friday, Easter Sunday and Bataan Day (April 9, Monday), a special non-working day to “give our people full and uninterrupted opportunity to ponder on the significance of the Holy Week.”Workers will enjoy another three-day weekend in June—from the 9th to the 11th. The proclamation declared June 11 (Monday) a non-working holiday, and Independence Day, June 12 (Tuesday), a working day.This year, there will be three four-day weekends: from Nov. 1 to 4, from Dec. 22 to 25 and from Dec. 29 to Jan. 1, 2008. Dec. 29 and 30 fall on a weekend, while Dec. 31 is a special holiday as it is the last day of the year.In 2001, the President approved two four-day weekends to allow Filipinos to enjoy the Christmas holidays. She said the break would also boost local tourism.The original plan was to have an 11-day holiday, but it was discarded after some sectors warned against the disruption of business.

THE UNIFIED Vehicular Volume Reduction Program (UVVRP), popularly known as the number coding traffic scheme in Metro Manila, will be lifted starting April 6 until June 2, an official of the Metro Manila Development Authority announced Wednesday.
Angelito Vergel de Dios, MMDA Traffic Operations Center executive director, said only Makati City would continue implementing the traffic scheme since the volume of vehicles was not expected to change here, unlike those in other parts of Metro Manila.
The lifting of the UVVRP is based on a study by the MMDA’s Traffic Engineering Center (TEC) in the summers of 2004 and 2005 that showed as much as a 30-percent reduction in the number of vehicles on the road during the summer months, De Dios said.
De Dios said that this 30-percent drop was above the reduction in vehicular volume resulting from the UVVRP, which is at 20 percent.
Makati, on the other hand, is a busy district with a minimal number of schools, so a UVVRP suspension during summer will not work, De Dios said.

SWS Survey: 79% Pinoys want GMA to impeach

THE 158 members of the House of Representatives who junked the impeachment complaint against President Arroyo apparently don’t have their ears to the ground.
The Social Weather Stations‘ latest nationwide survey shows that in the last few days of the recent House justice committee hearings on the impeachment complaint against the president, 79 percent of Filipinos wanted Arroyo impeached, 64 percent favored her resignation, and 51 percent said she should be removed by people power if the House would reject her impeachment.
The SWS attributed the negative sentiment to what it said was the belief of most Filipinos that Arroyo’s phone calls to “a Comelec official” amounted to instructing him to cheat in the 2004 election.
Of the 57 percent believing that the phone calls gave instructions to cheat, 89 percent were pro-impeachment, 80 percent were pro-resignation, and 62 percent were pro-people-power, according to the quarterly Social Weather Survey.
Those calling for impeachment comprised 90 percent in Metro Manila, 82 percent in Mindanao, 79 percent in the balance of Luzon, and 69 percent in the Visayas. The higher the socio-economic class, and the higher the schooling, the greater the support for either impeachment or resignation of Arroyo.
The survey also found that only 22 percent had much trust in the House, while only 24 percent had much trust in the Senate.
Arroyo’s net satisfaction rating remained low at -23, but was an improvement over the -33 she got last May 2005, said to be the record low for all presidents beginning with Corazon Aquino.
The SWS polled 1,200 adults nationwide from Aug. 26-Sept 5. The survey has sampling error margins of ±3 percent for national percentages and ±6 percent for area percentages.

President Gloria Macapagal-Arroyo welcomed today the decision of the House of Representatives throwing out the impeachment complaint against her by a vote of 158-51 with six abstentions, as she extended to the opposition her hand of reconciliation for the good of the nation.
"The Filipino people mark a glorious day in history, when instead of forcing a President out of office through people power, they chose to keep a President through voting in the halls of Constitutional Democracy," she said in a statement.
The nation must now move forward to a brighter tomorrow and put politics behind, she said.
She described the impeachment process and its outcome as a grand display of political maturity and resilience as the country battles the vagaries of a challenging age, and poised for takeoff.
"I thank my allies in the administration for their faith in my leadership and in the good future of our country," she said.
The President pointed out that the "opposition put up a good fight and I now offer my hand of reconciliation for the national interest."
She expressed her gratitude to her family who quietly stood by her through the months of political crisis, and "most of all to the Filipino people, here and in the four corners of this earth, who have stayed the course of responsible democracy."

Australian court gives Kazaa two months to change its ways

The court decision that was handed down on Monday morning is only enforceable "down under", but the repercussions could be felt around the world. The New South Wales Supreme Court determined that the music sharing on the Kazaa system is illegal, ending the long court battle fought between Australia’s record industry and Kazaa’s owners Sharman Networks Ltd. The Judge ordered the offending parties to pay 90% of the record industry’s costs in the case and damages will be established at a later date.
Kazaa’s owners had argued that their software was no different from a tape recorder or photocopier – it had legitimate uses, but the software makers couldn’t be held responsible for the illegal applications. Unfortunately, Judge Murry Wilcox ruled that they actively encouraged users to share files. He also stated that they encouraged “users to increase their file-sharing.”
Michael Speck, spokesman for the Australian record industry gave this statement, “This court order ... will have a worldwide impact not only on Kazaa but on every other illegal peer-to-peer business," he said. "If you're out there and you're ripping off music without permission and without payment, you should sit up and take notice. Now's the time to go legal or get out of the business before another court does what's happened to Kazaa today.”CBS News

September 6, 2005 @ 5:28 am · Posted by Sheila Coronel SAYING they were exhausted and that the opposition had already exhausted all their arguments, the majority moved at 3:37 this morning to vote on the Justice Committee report junking all three impeachment complaints against President Gloria Macapagal-Arroyo.
Two hours later, the voting is still taking place, as each of the representatives were allowed to explain their votes. The House will surely declare the impeachment dead in the next two or three hours. So far, the count is 22-12 in favor of throwing out the impeachment complaints. President Arroyo is off the hook, in time, as her allies had intended, for her address next week to the United Nations General Assembly. As expected, the congressmen voted according to party lines.
The marathon session began at 5 p.m. yesterday with a series of privilege speeches, mainly by pro-impeachment congressmen, that lasted all of five hours. After a 45-minute break, congressmen proceeded to discuss the controversial report, but not before being delayed by two hours of questions and motions by representatives from the minority.
It was past midnight when the chair and vice chair of the Justice Committee finally made their speeches endorsing the report. This was followed by two-and-a-half hours of grilling mainly by opposition representatives Francis Escudero and Alan Peter Cayetano.
The House rules require a roll-call vote, and each represenative was given three minutes to explain his or her position.
At 3:52 a.m., the voting began with Batanes Rep. Henedina Abad starting off with a quote from Burmese Nobel laureate Aung Sang Suu Kyi, who said, “It is not power that corrupts but fear of losing power that corrupts those who wield it.” Her vote: No to the report.
Muntinlupa Rep. Bejamin Abalos Jr. came next, saying that the rules of the 13th House should have been followed, and this would have allowed a merging of the impeachment complaints. His vote: Yes.
Manila Bienvenido Abante quoted the Scripture: “Woe to you Scribes and Pharisees, hypocrites, for you are like whitened sepulchers, who are white on the outside but inside or full of dead men’s bones.” This exercise is hypocritical, he said. Pro-impeachment advocates don’t have a monopoly of truth or righteousness. For those who warn of going to the streets, another biblical quote: Those who resist the authority, resist God. His vote: Yes.
Cavite Rep. Joseph Abaya: “I have nothing against the President and her son and daughter are good friends.” He said he has three young children who would judge him on the bais of whether he did the right thing for God, country and people. He added: “I have made the decision based on conscience, morals and upbringing… a decision made without pressure, fear or favor.” His vote: No
Northern Samar Rep. Harlin Castillo Abayon: It is not the fault of the majority but of the minority, who didn’t agree to the proposed rules of the 13th Congress, which allows amendments to the impeachment before the House adopts an order of business. The prohibition on multiple impeachment complaints must be followed. His vote: Yes
Ilocos Norte Rep. Roque Ablan: “After listening to Rep. Cayetano, I have decided to vote to follow my conscience… I support Mrs. Arroyo.” His vote: Yes
Bukidnon Rep. Nereus Acosta: The charges have to be resolved in the fullest, most transparent has trust been compromised? Has truth been concealed? Surely, we need to abide by the rules and the parameters provided by law, but these must be done in the context of public trust. We all seek a national closure. We must ask what we value most and what standards we should uphold as citizens, as parents, as leaders and representatives of our people. His vote: No.
Akbayan Rep. Mario Aguja: We are convinced that Mrs. Arroyo cheated, lied, and stole the people’s money. The impeachment is intended to get at the truth and to obtain justice. We have failed to provide the public an opportunity to hear the evidence against the President. The crisis will intensify as long as Mrs. Arroyo stays in power. His vote: No
Camarines Rep. Felix Alfelor: Impeachment is decisive and might ignite the dismemberment of the nation. We should not be rash but be prudent and patient. His vote: Yes
Davao Oriental Rep. Jose Mayo Almario: Impeachment is a political tool used mostly by those who are against the incumbent President. The merits of the complaint are often sidelined. Those who are for impeachment have an axe to grind or are sourgraping because they have not received funds for their programs, or because they want media exposure, or want the former president back in power. He believes Mrs. Arroyo is still the best person to run the government. His vote: Yes.
Palawan Rep. Antonio Alvarez: Endorsed the second complaint but feels the President will not get a fair trial in the Senate. His vote: Yes.
Agusan del Norte Rep. Angelica Amante: As representative of her district, her vote is Yes.
Sulu Rep. Hussin Amin: This is one of the most difficult votes he has made as congressman. People are suffering not because one person cheated her way to the presidency but because we have failed to respond to people’s needs. He voted to dismiss the Lozano complaint in the justice committee. Impeachment is a political process, not a legal process. The question is not only whether there is evidence to support the impeachment but whether the preferred policy is to remove the president or not. It is time to address the economic crisis. His vote: Yes.
Aurora Rep. Juan Edgardo Angara: The committee has taken a myopic view of the constitutional provisions on impeachment. We cannot absolve the president without hearing the evidence. While the majority rules, the minority and dissenting voices must be heard and they must feel they have a stake in the political process. We ask for a process that listens before it judges. In the last three months, we have seen the President manipulating the agencies and institutions of government. We should not allow ourselves to be likewise manipulated. His vote: No, despite the “awesome powers of a sitting president.”
Nueva Ecija Rep. Rodolfo Antonino: These problems began with the revolutionary government formed in 1986 and the drafting of a constitution against this backdrop. We all swore to defend the constitution. The committee report is in accordance with his beliefs and principles. His vote: Yes.
South Cotabato Rep. Darlene Antonino Custodio: In the last four years, she has seen the House compromise on many issues, including sin taxes and committee chairmanships. Yet in order not to compromise the president, the committee on justice has railroaded this report. “We are aggrieved, Mr. Speaker, do you see our pain?” she asked. The administration has no one to blame but itself. Four years after people power ousted Estrada because of jueteng, this administration has not done anything about the illegal numbers racket. There has been no change. If the impeachment complaint is killed, the political crisis will only intensify. Her vote: No.
Leyte Rep. Trinindad Apostol: She arrived at her vote with a clear conscience after diligent study of the facts. She cannot endorse Lozano complaint for trial as it is anchored on speculation. It is not wise to subject the president to the rigors of an impeachment trial after the opposition had been given the opportunity to ventilate their allegations. This divisive issue should be ended, for the benefit of the country and the economy. Her vote: Yes
Makati Rep. Agapito Aquino: At the height of the “Gloriagate” scandal, the President and her men urged us to go through an impeachment. The Justice Committee should have sequentially considered each of the three complaints. Instead, the complaints were slaughtered in just one day. We won’t be embarrassing the President if she goes overseas with an impeachment hanging over her head. It will instead show that in this country, no one is above the law. It’s not true either that the impeachment is destabilizing; on the contrary, the government will be more secure if the charges are dealt with. His vote: No (“As in Aqui-no.”)
Tarlac Rep. Benigno Aquino III: We could have had a single impeachment proceeding despite multiple complaints. When he came to the House at 1:30 this afternoon, he asked for a copy of the Justice Committee report, but was given a copy only after 6 pm. This report has not looked at any evidence of guilt or innocence. We have not heard the evidence yet. The President has not been absolved. Government is not just about getting things done, but getting the right things done for the right reasons. The Filipino is patient, as his father said, but there is a limit to that patience. His vote: No.
Pampanga Rep. Reynaldo Aquino: He is a neophyte in the House but believes that his vote will work toward a consensus. His vote is one of conscience, of truth and honor. No side has exclusive possession of all these. This is a time for decisiveness and sobriety. We cannot afford any more protracted debate. We should set our priorities right or we perish. His vote: Yes
Sulu Rep. Abdukmunir Arbison: He believes in the justice committee report and that it will advance democracy His vote: Yes

Manila Rep. Rodolfo Bacani: The President has asked that the accusations against her be discussed in the proper forum. He revealed previously the intention to kill the impeachment complaint through technicalities. This is what happened on Aug. 30. The impeachment is the only remaining legal process to shed light on the issues that had been raised against the President. Unless she answers these accusations, she cannot get the people’s support. Instead, a cloud of doubt will hang over her and will reduce whatever confidence is left in her leadership. His vote: No.
Lanao del Norte Rep. Alipio Badelles: Our country cannot continue to be held hostage by this political crisis. Congress should now focus on equally important matters such as the rising cost of electricity and oil. Debating endlessly on whether the President cheated will not help his constituents. His vote: Yes
Agusan del Norte Leovigildo Banaag: He has seen seven impeachment complaints in his years in Congress, and always, the rule of the majority has been upheld. Those who are for impeachment may not have a good case. Congress must move decisively. The President has already taken a severe beating. As it is now clear that the pro-impeachment congressmen were unable to get the 79 signatures needed for the impeachment complaint to be passed on to the Senate for trial, the opposition — composed of a range of groups, including supporters of former President Joseph Estrada, middle-class groups, students, religious groups and leftist organizations — is gearing up for a new round of protests.
"Umaasa kami na makamit ang katotohanan, yung lang ang pakay namin dito (We hope to get at the truth, that is our sole objective)," former President Coazon C. Aquino said at a press conference at La Salle, Greenhills. "We will follow what the constitution has declared. It is our duty to be there, what better encouragement to the congressmen than our mere presence?"
Aquino said she will join Susan Roces and former presidential candidate Eddie Villanueva in an inter-faith service and march tomorrow morning at St. Peter’s Church, along Commonwealth Ave. in Quezon City, just outside the grounds of the House of Representatives.
The House of Representatives is set to vote tomorrow on the Justice committee’s decision to throw out all impeachment complaints against the President.
"Mahirap pigilan ang mga tao na pumunta sa kalsada pag nabigo ang mapayapang paraan (It will be difficult to prevent people from massing up on the streets if peaceful options are no longer available)," said Villanueva. He said he will join the march tomorrow to provide moral support for pro-impeachment representatives.
Asked if the protesters have support from the armed forces, Aquino only said cryptically that as a former commander in chief, she still has friends in the military.

There’s certainly much curiosity still playing in the minds of televiewers about ABS-CBN’s newest reality-based TV show "Pinoy Big Brother," now on its second week.

So know more about the show through the following frequently asked questions, answered by the network’s PR department:
1. What is "Pinoy Big Brother?"
"Pinoy Big Brother" is based on an internationally known reality television format wherein a number of contestants (typically 10 or 12) try to avoid being evicted from a communal house to win. The 12 contestants in "Pinoy Big Brother" are called "housemates."
2. What is unique about "Pinoy Big Brother?"
Controversial. That is what "Big Brother" and "Pinoy Big Brother" is all about. Never have people been put to the test in this manner. The show has all the ingredients of intense television. It is innovative, exciting and dramatic. But at the same time human, recognizable and touching. For approximately 100 days, the viewer will sympathize with the 12 housemates — crying, laughing and fallin in love with them.
3. How many auditioned for the housemates?
The nationwide auditions for the housemates of "Pinoy Big Brother" began in May with an overwhelming 25,00 turn-out of "housemate hopefuls."
4. What is the difference between our local "Big Brother" and the international version?
"Pinoy Big Brother" is different from international versions. There will be no "strip to bare back necessities in which they live. "Pinoy Big Brother" will have "daily tasks" and "weekly assignments" during their stay in the "Pinoy Big Brother" house and the "dairy room" is now called the "confession room" wherein the housemates are required to use everyday for five minute just to air their sentiments, grievances or whatever emotion they have. The "Pinoy Big Brother" house is also the only "Big Brother" house with an altar in a corner of the house.
5. Do you anticipate any MTRCB problems because of possible nude scenes?
"Pinoy Big Brother" is molded within Filipino norms so nudity will not be permitted. ABS-CBN will not air sensitive or even obscene footage, upholding self-regulation to abide by the rules of the MTRCB. Even if there are cameras inside the bathrooms, the footage will not be recorded or aired on TV, cable or internet. The housemates are informed of the presence of cameras inside the bathrooms and are advised to protect themselves from exploitation.
6. What happens inside the "Pinoy Big Brother" house? What is the role of the Big Brother (Kuya)?
Big Brother is the only one to directly communicate with the housemates (except for unavoidable events such as medical attention). Inside the house is a "confession room," where housemates could communicate with Big Brother and express their feelings toward their fellow housemates or the circumstances they are in. The conversation will be strictly confidential from the other housemates.
7. Other than ABS-CBN 2, where else can we view "Pinoy Big Brother?"
There is a daily primetime telecast on ABS-CBN Primetime Bida, after "Kampanerang Kuba," with Toni Gonzaga as host. There is a Saturday live eviction aired after "TV Patrol World" hosted by Willie Revillame. Daily Big Brother updates will then be presented by Mariel Rodriguez, three times a day — before "Homeboy," after "Wowowee" and before "Meteor Garden." Mariel also hosts the Big Brother Up Late at midnight.
On Studio 23, Pinoy Big Brother airs every Monday to Thursday, 6:30 p.m. with Asia Agcaoili. There are also Saturday shows that present highlights of the "Pinoy Big Brother" episodes for the week.
"Pinoy Big Brother" can also be viewed 24/7 for the whole season via a 24-hour cable channel for only R1,500,or $40 for the whole season.
"Pinoy Big Brother" can also be watched the whole day for one season via a 24-hour cable channel for only R1,500.This can be seen on Channel 53.
8. What compensation will the 12 housemates get after devoting their 100 days solely for the show?
The housemates are given a weekly allowance for the whole 100 days.
9. How does the eviction process work?
There are two processes: The 12 housemates will go inside the confession room after being called by Big Brother to"vote out a housemate." After tallying, the two housemates with the most number of votes will presented as the "nominees for eviction." The viewers will then choose the two nominees and will have to "text to stay" to save the housemate they wish to remain inside the "Pinoy Big Brother" house.
10. Will the housemate get anything after being evicted?
Evicted housemates will get consolation prizes — a TV set from Promac, karaoke and electric fan plus each housemate, including the Big Winner, will get a Norkis Yamaha motorcycle. The Big Winner also gets an entertainment showcase from Promac.
