Basic Test Taking Strategies for the November 2009 Nursing Board Exam

With a few weeks left before the nursing board exams, here are a few practical tips for our future nurse colleagues. This is part of Pinoy R.N.'s continuing commitment to assist examinees prepare for the November 2009 Nursing Board Exam. These tips may be basic but has proven to be very useful test-taking techniques:

Cover the choices when reading the question. This way, your thought process will not be influenced by the choices.
Before looking at the choices, try formulating your answer then look at the available choices. Choose the choice closest to your own answer.
Always read all of the choices before choosing your final answer.
Use the process of elimination. Write an X mark beside choices that are obviously wrong.
Answer the easier questions first. However, mark the numbers that you skipped to make sure you don't miss answering them later.
Only change your answer when you are absolutely sure of your new answer.
Between positive and negative answers, the positive choice is more likely the correct answer.
The choice that is grammatically consistent with the question is more likely the correct answer.
The answer containing the most information is more likely the correct answer.
When "All of the Above" is included in the choices and you find two more correct choices, "All of the above" is more likely the correct answer.
When you find two choices that completely negate each other, chances are one of them is the correct answer.
If you find all choices to be correct, remember that you are looking for the best answer.

The Professional Regulation Commission - Board of Nursing (PRC-BoN) recently issued a memo amending its previous memo prescribing dress codes for examinees in the Nursing Board Exam.

In the new memo sent to PRC regional offices, Commission on Higher Education (CHED), Philippine Nurses Association (PNA) and to Presidents and Deans of Nursing Schools, Colleges, and Universities -- Examinees to the November 2009 Nursing Board Exam are advised observe the following dress code when taking the licensure examination on November 29 and 30, 2009:

FEMALE:
Clinical uniform with white shoes and white stockings but without nameplate, school insignia / logo, and pin OR School Uniform.

PREGNANT EXAMINEES:
White clinical scrubsuit

MALE:
Clinical uniform with white shoes and white socks but without nameplate, school insignia / logo, and pin OR School Uniform.

Nursing Job Fair in Davao

The Department of Labor and Employment Regional Office XI will be holding a job fair for nurses today at the NCCC Mall in Matina, Davao City as part of the celebration of the 52nd Nurses Week.

Nursing recruiters from Manila and Davao will be conducting interviews for approximately 1,000 healthcare job vacancies. Physical therapists and other allied medical professionals are also welcome to apply.

The Professional Regulation Commission (PRC) reminds first-time examinees that the deadline in filing for application in the November 2009 Nurse Licensure Examination will be on October 16, 2009 (Friday).

Meanwhile, the Saudi Gazette reports that the PRC will be holding a special nurse licensure examination in Hong Kong in December for Filipinos living there.

The Professional Regulation Commission - Board of Nursing (PRC - BoN) has issued a memorandum to nursing colleges for the implementation of the new Intra-Partal, Immediate Care of the Newborn, and Intra-Operative Forms which will be applicable to nursing graduates covered by CHED Memorandum Order No. 14, series of 2009.

According the memo obtained by Pinoy R.N. from the Board of Nursing website, nursing colleges must submit the following forms to the Commission on Higher Education (CHED) in order to secure "special orders" for graduation:

Summary Performance Evaluation for Intra-Partal Care Competency
Summary Performance Evaluation for Immediate Care of the Newborn Competency
Summary Performance Evaluation for Intra-Operative Care Competency

This new requirement is in accordance with the PRC - BON Memorandum No. 1 Series of 2009 issued in April of this year. Copies of all pertinent memorandums mentioned are posted below.

Retrogression Update: What to Expect in the Coming Months

RETROGRESSION UPDATES

Fiscal Year. October is the start of the fiscal year. This means that beginning next month, a new set of 140,000 visa numbers will become available again for the Employment-Based 3rd Preference Category (EB-3) as mandated by law. Does this mean that the visa retrogression has ended? The answer is NO. This, however, means that nurses with approved I-140 petitions who have priority dates before March 2003 may see some movements on their cases.

Comprehensive Immigration Reform (CIR). In a statement last month before leaders of Canada and Mexico, U.S. President Barrack Obama said that the chances of an immigration reform being passed by the U.S. congress this year is slim. He added that he doesn't want his efforts on health care, global warming and the financial crisis to be hampered by another major issue such as immigration.

Setbacks in the Senate. Two senators who are known supporters of the CIR have resigned. Texas Senator Kay Bailey Hutchison, known for her efforts in healthcare visa reform, is resigning to run as Governor of Texas. Florida Senator Mel Martinez is also resigning before his term ends to spend more time with his family.

Emergency Nursing Supply Relief Act. This proposed legislation offers a glimmer of hope for those stuck in the visa backlog. If passed, up to 20,000 visa numbers will become available to qualified nurses and physical therapist over a 3-year period. While the bill has been referred to the appropriate committee, immigration experts doubt whether it will be acted upon anytime soon as congress have expressed its desire to consolidate all immigration-related bills into one Comprehensive Immigration Reform package.

Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 2 pieces passport size picture (colored with white background and complete name tag), 1 piece 1” x 1” picture (colored with white background and complete name tag), 2 sets of metered documentary stamps, and 1 short brown envelope with name and profession; and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2009-2012. Successful examinees should personally register and sign in the Roster of Registered Professionals.

The oathtaking ceremony of the successful examinees in the said examination in Manila as well as the previous ones who have not taken their Oath of Professional will be held before the Board on Tuesday and Wednesday, August 18 and 19, 2009, with morning (8:00 A.M.) and afternoon (1:00 P.M.) sessions at the SMX Convention Center, SM Mall of Asia, Pasay City. All must come in their white gala uniform, nurses cap, white duty shoes, without earrings, hair not touching the collar and without corsage.

Oathtaking tickets for the National Capital Region (NCR) and nearby regions will be available at the Philippine Nurses Association (PNA) at 1663 F.T. Benitez Street, Malate, Manila, starting July 29, 2009, Wednesday.

The Professional Regulation Commission (PRC) announces that 32, 617 out of 77, 901 passed the Nurse Licensure Examination given by the Board of Nursing in the cities of Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Tacloban, Tuguegarao, Sulu, Pagadian and Zamboanga last June 2009.

The members of the Board of Nursing are Carmencita M. Abaquin, Chairman; Leonila A. Faire, Betty F. Merritt, Perla G. Po, Marco Antonio C. Sto.Tomas, Yolanda C. Arugay and Amelia B. Rosales, Members.

The Professional Regulation Commission - Board of Nursing announces that 32,617 out of 77,901 nursing examinees successfully hurdled the June 2009 Nurse Licensure Examination.

Topping this year's licensure examination for nurses is Golda Manto Yap, a graduate of the Felipe R. Verallo Memorial Foundation, with a rating of 86.80 percent.

Deadline in Filing for Applications in the November 2009 Nursing Board Exam Reset

The Professional Regulation Commission (PRC) announces that the deadline for the filing of applications in the November 29 and 30, 2009 Nurse Licensure Examination will be re-scheduled as follows:

FIRST TIMERS: OCTOBER 16, 2009
REPEATERS: SEPTEMBER 16, 2009

Nursing board exam applications for first-time takers will be accepted and processed at designated school sites and at PRC regional offices. Repeaters are advised to file their applications directly at the PRC main office and at PRC regional offices.

To avoid delays and inconveniences in the filing of applications for the November 2009 Nurse Licensure Examination, all applicants are advised to file their application early and are likewise reminded to bring complete documentary requirements.

Non-Performing Nursing Schools to be Weeded Out by CHED Come 2013

The Commission on Higher Education (CHED) will be phasing out the nursing (BSN) program of schools whose graduates continue to perform poorly in the Philippine Nurse Licensure Examination come 2013.

In a memorandum order (CMO 14 Series of 2009) published at the Professional Regulation Commission - Board of Nursing (PRC- BoN) website, the Commission pointed out that the average national passing percentage in the Philippine Nurses Licensure Examination from 2004 to 2008 is 45.91%. Two thirds (2/3) of 45.91% or thirty percent (30%) will serve as the basis for the implementation of gradual phase-out.

In the initial implementation for the gradual phase out of under-performing nursing programs, nursing schools with a passing rate average of below 30% for a three-year period (SY 2010-2011, 2011-2012, 2012-2013) in the Philippine Nurse Licensure Examination will be phased out beginning 2013 subject to the following guidelines:

The official results of the Nurse Licensure Examination from the Board of Nursing of the Professional Regulation Commission shall be the basis in phasing-out of nursing programs.

The performance of the school shall be based upon the average rating obtained within the schoolyear, namely ratings in the June and December examinations. If the school has only one examination undertaken in a year, this shall be considered the annual rating.

The average passing rate obtained by HEIs for the past three (3) years shall be the basis of phasing-out of the program.

The computation of the 30% shall only involve the ratings of the examinees who took the Nurse Licensure Examination for the first time.

Retrogression Update: Emergency Nursing Supply Relief Act (H.R. 2536)

RETROGRESSION UPDATE

In May this year, United States Congressmen Robert Wexler (D-FL) and F. James Sensenbrenner (R-WI) introduced the Emergency Nursing Supply Relief Act (H.R. 2536).

The proposed legislation is very much similar in form and substance to last year's H.R. 5924. If approved, up to 20,000 visas per year, over a three year period, will be available to qualified registered nurses and physical therapists.

Hammond Law Group recently reported on its immigration blog that the bill has gotten the support of the American Staffing Association (ASA).

Meanwhile, tracking website govtrack.us reports that the bill has been referred to the appropriate committee.
