Plymouth Michigan News

The top three improvement projects selected by respondents to a recent Northville survey included land for the Farmers Market, a riverwalk at the Northville Downs property and a master plan for Ford Field.

Members of the city council, City Manager Pat Sullivan and consultants Nate Geinzer and Jaymes Vettraino attended a special meeting June 29 to prioritize the projects recommended by three separate task forces in the city including the Rouge Restoration Task Force, the Ford Field Task Force and the Farmers Market Task Force.

Geinzer presented results from the city strategic prioritization survey, noting there were 947 respondents equally divided among residents and non residents, including owners of city businesses. The community- scored projects were calculated and considered as a data point in determining priorities.

The three top projects selected through task force recommendations, deliberations and the survey are to locate and potentially acquire land for the Farmers’ Market; create a river-walk at the Downs after the developer daylights the river the commission of a master plan for Ford Field that fast tracks the installation of a new play structure and public restrooms, along with a new handicap accessible entrance on Hutton Street.

Vettraino said the top projects will be divided into four categories: 1) fund as soon as possible by any method; 2) slate for capital planning (projects to be completed within 3-4 years); 3) shovel-ready projects eligible for American Rescue Plan Act (ARPA) grant funds and 4) other grant funding.

There are 152 projects currently in the “parking lot” – lower priority items that may become higher priority items if funding becomes available or other opportunities make the project easier to complete, officials said. Council members, consultants and Sullivan concurred that projects likely to be funded by grants need to be weighed against the desire to accomplish higher priority projects where grant funding isn’t feasible.

For example, Sullivan said Northville Township has applied for a grant to fund a non-motorized trail along Seven Mile to Northville Road and Hines Park. Grant writer Vince Ranger, of OHM consultants said there is RAP (Revitalization and Placemaking) grant money funded through the state of Michigan available for this project.

Sullivan asked council members to consider applying for a $1 million RAP grant to extend the trail from the trailhead at Seven Mile and Hines along the south side to Center Street with several river crossings. If the grant applications were successful, the city cost for the project would be $250,000, he said.

Prior to applying for grants, engineering studies often need to be performed at a 30 percent design level to determine the scope and cost of the project. This step in the process is a cost borne by the city and needs to be budgeted, he added. Several months ago, the city applied for $900,000 in Congressional Directed Spending for Ford Field improvements. U.S. Rep. Haley Stevens and Sen. Gary Peters championed the request.

Mayor Pro-tem Barbara Moroski-Browne said she wants to continue the discussion about project priorities during the next few months at council meetings. Vittraino recommended that the city manager provide those project updates – citing both progress and hindrances. He said Vittraino Consulting is available to assist with financial strategies.

The Wayne County Prosecutors Office has charged three of five individuals arrested in May at the site of a fire at the former Northville State Psychiatric Hospital, with 3rd Degree arson.

Northville Township Police concluded the group of trespassers intentionally started the fire in two of abandoned vacant buildings set for demolition. Charging recommendations submitted to the prosecutor led to their arraignment last week in the 35th District Court in Plymouth.

The property on Seven Mile Road west of Haggerty has become a popular attraction for urban adventurists and ghost-hunters since the hospital closed in 2003. Hundreds of individuals have been arrested and charged annually for trespassing. The area now known as Legacy Park is owned by the township and the remaining buildings undergoing asbestos abatement and demolition.

Charged are (left to right):

Cameron Purcell, 19-year-old male from Marine City, Mich., Arson – 3rd Degree (2 counts)

Roland Green, 20-year-old male from Riley, Mich., Arson – 3rd Degree (2 counts) and Preparation to Burn Real Property (2 counts)

Jakob Aquilina, 20-year-old male from Saginaw, Mich., Arson – 3rd Degree (2 counts)

The penalty for third degree arson in Michigan, a felony conviction, is punishable by up to 10 years in prison or a fine of not more than $20,000, or 3 times the value of the property damaged or destroyed, whichever is greater, or both.

Don Howard

Staff Writer

State laws define trespassing and in most cases it’s a criminal offense.

The former site of the Northville Psychiatric State Hospital on Seven Mile Road west of Haggerty has become a fanatical attraction for urban adventurists and ghost-hunters. Since the hospital closed in 2003 hundreds are arrested and charged annually for trespassing on the property now owned by the township.

Despite “no trespassing” signs, and a zero-tolerance policy, the new park area lures urban explorers for its mythical history. However, officials warn there’s never been a more dangerous time to enter the Seven Mile property.

The township’s Board of Trustees recently awarded an $8.95 million contract to Asbestos Abatement of Lansing (AAI) to begin the transformation of the site now known as Legacy Park into a recreation area.

Now considered an active demolition site, the contractor has installed high-tech security system by Pro-Vigil to strongly discourage trespassers. Professionals are working to abate asbestos and other hazardous materials and sport respirators and safety equipment.

Officials and Township Police Chief Scott Hilden report the new suite of security equipment is working and preventing trespassers from being exposed to asbestos and other hazardous materials.

Motion-detecting video cameras, sirens, strobe lights, signs, a public address system and a person monitoring the site 24-hours-a-day warn “uninvited guests” they are breaking the law by entering the demolition zone, often triggering a phone call to the Northville Township Police Department, who then head to the property to catch the trespassers.

Since its installation in late June, trespassers have triggered the alarms about 60-times, with the police being dispatched six times, said Hilden. While nothing has been stolen, the solar-powered cameras, with battery packs for night use, police say they did capture someone adding graffiti to the job site, along with multiple bike riders riding with flashlights.

“I hope this powerful system is a deterrent,” Hilden said. “It’s a dangerous demolition site where workers wear respirators while there and we don’t want anyone to get hurt simply because they are curious.”

This marks the first time they have used such an extensive alarm suite, said Michael Suty, President of AAI. After seeing its effectiveness at Legacy Park, they have added it to another job site.

“We expect this state-of-the-art surveillance to set the standard for future construction projects in Michigan and are currently implementing this same technology for another customer on a demolition project in Benton Harbor which had a history similar to the Northville Township site.”

The abatement of the remaining 11 buildings began in late June. Once the buildings are safe from hazardous materials, they will be demolished, making way for the park’s transformation into a recreation attraction.

“While we appreciate the enthusiasm about Legacy Park’s unique setting, we want our residents and any visitors safe,” said Township Supervisor Mark J. Abbo.

Northville Township acquired the 332-acre Legacy Park property in 2009 after a millage election. It included 20 buildings, a water tower, a power plant and other infrastructure. The first buildings were demolished in 2012. The signature nine-story, 252,174-square-foot psychiatric hospital came down in 2018.

“We are looking forward to an exciting future with Legacy Park as a beautiful asset to be enjoyed by all,” Abbo said.

Aug. 6, 2022 PLYMOUTH VOICE.

Plymouth Michigan News

Three days after a rain and wind storm hit the Plymouth area electrical linemen are still working in Lake Pointe.

Powerful winds in excess of 60 mph blew across the metro Detroit area on Wednesday afternoon causing widely scattered power outages. Hardest hit were the Plymouth and Plymouth Township area residents and businesses, namely the township’s largest subdivision, Lake Pointe, with some 800 homes. Traffic lights were out at Main and Church Street in downtown Plymouth and many businesses were forced to close.

At the onset, DTE reported 27,369 customers without power and 275 crews in the field ready to work.

On Tuesday, DTE published an email warning of the impending storm urging customers to help crews restore power faster by reporting down power lines using the DTE Energy Outage Center App.

“Our crews are prepared for power outages-are you…The quicker you report a power outage, the faster crews can come to your area to begin work…,” read the brief message.

Just after 6 p.m. Wednesday, heavy pounding rain and prevailing sheer force winds knocked down tree branches and damaged one of Lake Pointe’s main line utility poles in its aging infrastructure on Five Mile Road near Maxwell. The wind force broke off the top eight feet of the wood pole estimated to be over 60-years-old. An Electric Power Research Institute study reports most utilities assume wood poles provide 30-40 years of service life. Authorities say ageing wood poles are at potential risk of failing usually because of hidden dry rot, not wind shear.

By 9 p.m. Michigan State Police reported area freeways were flooding from the heavy rain, nearly 2-inches in some areas. By midnight the rain turned to showers.

Service was restored to the majority of Lake Pointe customers Friday evening by 8 p.m. However, by mid-day Saturday DTE crews were reportedly still working to reconnect service and repair entrance cables that were torn from homes and poles by falling tree branches.

Later, restored customers in the service area were sent an email survey inquiring their satisfaction with the recent restoration experience.

Field representatives working in the area said damage to service in Lake Pointe was “Not that bad, at all.”

The eighth annual Rally on Ridge is set for 4 until 9 p.m. this Saturday, July 23.

The event is a benefit for the Canton Farmers Market and will take place on and around the grounds of Cherry Hill School.

In addition to gourmet menu items available for purchase from a variety of food trucks, the fundraiser will also feature live music performed by the Cancel Monday band. Those who plan to stay for the music are encouraged to bring along a lawn chair or picnic blanket.

A variety of food trucks are expected to take part in the event, including: Brava Empanada – Empanadas; Chutney Cat – Indian; Detroit House of Mac – Gourmet Mac n Cheese; DeutschTroit – German; Frios Gourmet Pops – Gourmet Popsicles; Impasto – Italian Inspired Wraps; Little Kahuna Shave Ice – Shaved Ice; Little Lou’s Hot Chicken – Hot Chicken Tenders & Sandwiches; Maraschinos Pub – Pizza & Hot Dogs; Meltdown Creamery – Ice Cream; Sisters on a Roll – Vegan Hibachi Bowls; The Grub Gourmet – Grilled Cheese & Donuts; The Hoagie Roll – Sandwiches; Whoa!
In addition to food trucks, a Beer Garden featuring beer and hard cider selections will also be available for participants 21 years of age.

Tickets will be available onsite for $5 per ticket or four for $20.

“We’re hoping that individuals take advantage of this great opportunity to enjoy a pleasant summer evening outside with some delicious eats from a fantastic lineup of gourmet food trucks, as well as talented local entertainment,” said Jennifer Franz, Canton health and wellness specialist. “This annual event remains popular because it’s the perfect combination of delicious eats, cool beverages, and a night full of fun entertainment.”

A portion of the proceeds collected from food vendor sales during this special fundraiser will benefit the Canton Farmers Market, which is currently celebrating the 16th season. With the recent influx in “buy local” initiatives, the Canton Farmers Market is seeing an increase in both the number of participating growers and customers. The market continues to expand and remains open from 9 a.m. until 1 p.m. every Sunday, rain or shine, through Oct. 23, 2022, at Preservation Park, 500 N. Ridge Road in Canton.

The passing of Hershel W “Woody” Williams at age 98 marks not just a death from a hero, but the end of a line of heroes of the Greatest Generation.

Hershel W. “Woody” Williams

Retired U.S. Marine Corps Chief Warrant Officer Hershel W “Woody” Williams died June 29 at the Huntington Veterans Affairs Medical Center, Huntington, West Virginia. He was the last survivor among the 472 servicemen who were awarded the Medal of Honor for extraordinary bravery in World War II. The Medal of Honor is the nation’s highest award for valor. Williams received the medal for his heroic actions in the Battle of Iwo Jima.

Thousands of Marines and Navy corpsmen were laying their lives on the line to capture a very small piece of ground we now know as the Japanese island Iwo Jima.

During the 36-day battle, Cpl. Williams volunteered to assist tanks that were attempting to open a lane for the infantry. Covered by only four riflemen, he went forward alone to attempt to eliminate the devastating machine gun fire. Using demolition charges and flamethrowers, he wiped out one position after another. He fought desperately for four hours under terrific enemy small arms fire, returning to friendly lines for more ammunition and demolition charges.

Marine Corporal Hershel W. Williams receives Medal of Honor from President Harry Truman

Later, when asked where bravery comes from, Williams said,

“I feel that your upbringing had some influence on our bravery because we were taught in the Depressions years, if you didn’t have it, you had to make it…and the only way you could make it was to work at it. Our upbringing gave us the confidence that developed into bravery.”

Cpl. Williams, a marine reservist, received the Medal of Honor for his actions on Oct. 5, 1945 from President Harry Truman.

Williams was discharged in 1945, but stayed in the Marine Corps Reserve and served for years through his foundation, The Woody Williams Foundation, which honors families who have lost a loved one in service to their country.

On Mar. 7, 2020 the USS Hershel Woody Williams, the expeditionary sea base was commissioned bearing his name.

Additional parking will be available at Preservation Park, located at 500 N. Ridge. No admission is needed to attend the event. For additional information visit www.canton-mi.org/496.
