As Jim explains, a McCain-Romney ticket seemed a longshot months ago, but now it seems to be a good fit for the GOP. They have a unique understanding of what letting Hitler and the Nazi's go forward unopposed really meant. Yet this story has turned into something else, a candidate, a President, and the policy of appeasement.&lt;br /&gt;&lt;br /&gt;In the clip below, the MSNBC anchors don't even seem to get it - they are worrying more about  the 'how dare a sitting President say this!' side of things. McCain, a staunch supporter of the war in Iraq, cannot retreat from his position in the Middle East regardless of what happens there before November. Despite a recent poll suggesting that a McCain-Rice ticket could win New York in November (a feat no Republican has accomplished since Reagan-Bush in 1984), Mitt Romney is the right choice to join McCain on the ticket.&lt;br /&gt;&lt;br /&gt;Beyond Condoleezza Rice’s status as a lightning rod for the failures of the Bush administration, the secretary of state does not address McCain’s largest weakness: his relative inexperience on financial issues.&lt;br /&gt;&lt;br /&gt;Both Hillary Clinton and Barack Obama, in addition to readers of Trailwatch, attacked Senator McCain’s first mortgage proposal, which the candidate submitted to Forbes. The criticism: this plan did not do enough to help homeowners hit by the mortgage crunch.&lt;br /&gt;&lt;br /&gt;Yesterday, John McCain revised his policy, calling for more government intervention to aid “well-meaning homeowners” who cannot pay their mortgages. Before serving as governor of Massachusetts, Romney was chief executive of Bain &amp;amp; Company and co-founder of spin-off private equity firm Bain Capital where, over his 14-year stint at the helm, the company enjoyed great success.&lt;br /&gt;&lt;br /&gt;A March campaign stop in Utah may have laid the groundwork for a future alliance between the former adversaries. Romney has pledged to raise $15 million for McCain, and he stumped for McCain in Lancaster, Pennsylvania yesterday.&lt;br /&gt;&lt;br /&gt;A McCain-Romney ticket makes sense for both men. McCain gets a boost on economic issues and Romney gets a seat next to McCain in the White House—assuming they manage a victory in November. The increased exposure would serve Romney well should he choose to seek the presidential nomination in the future. Senator McCain, soon-to-be President McCain, is someone who will spend his time thinking about how he can protect the American people, rather than Barack Obama and Hillary Clinton, who will spend their time worrying about what the ACLU thinks," Romney said.&lt;br /&gt;&lt;br /&gt;Although it seems popular to criticize President Bush, Romney said, "let's not forget that he has kept us safe these last years."&lt;br /&gt;&lt;br /&gt;On health care, Romney said McCain favors an approach that doesn't look to government to take over, contrasting that with proposals from both Obama and Clinton.&lt;br /&gt;&lt;br /&gt;"I for one want to make sure that our health-care system is not run by the kind of bureaucrats who cleaned up Katrina. Let's elect John McCain," he said.&lt;br /&gt;&lt;br /&gt;Since he withdrew from the presidential race, the 61-year-old former venture capitalist has pledged to raise $15 million for McCain. Last month, they jointly attended fundraisers in Utah and Colorado. Romney's appearance here Thursday was the first time he officially campaigned on his own for McCain.&lt;br /&gt;&lt;br /&gt;Also at the dinner, county GOP Chairman Dave Dumeyer awarded the party's annual Servant Leadership Award to Linda Gordon, vice chairwoman of the county GOP and longtime committeewoman.&lt;br /&gt;&lt;br /&gt;Andrew Heath, executive director of the county GOP, said he expected the dinner would bring in between $10,000 and $20,000 for the party. That has been my conclusion as we watched him beat Mike Huckabee in South Carolina January 19 by 33 percent to 30 percent, beat Mitt Romney in Florida January 29 by 36 percent to 31 percent, and then make a huge delegate sweep by winning all the winner-take-all states on Super Tuesday, February 5, including Missouri by a 33 percent-to-32 percent-to-29 percent margin over Huckabee and Romney. In California, which awarded 11 delegates to the statewide winner and three each to the winner in each congressional district, McCain beat Romney statewide 42 percent to 35 percent and carried 48 of 53 congressional districts (it appeared to be 50 of 53 before California finally counted all the votes).&lt;div&gt;&lt;br /&gt;Using Dave Leip's &lt;a href="http://uselectionatlas.org/RESULTS/national.php?year=2008&amp;amp;off=0&amp;amp;elect=2&amp;amp;f=0"&gt;Election Atlas&lt;/a&gt; and the &lt;a href="http://www.thegreenpapers.com/"&gt;Green Papers&lt;/a&gt;, I calculated the delegate count if McCain's share of the vote had been exactly 3 percent less in each primary on January 19 and 26 and February 5 and if Romney's share of the vote had been exactly 3 percent more. After all, those results would have been just about as plausible, given the way the campaign and polling were going, as the actual results.&lt;br /&gt;&lt;br /&gt;This 3 percent switch wouldn't have affected the delegate count in South Carolina, where McCain would still have beaten Huckabee 30.15 percent to 29.84 percent. And it wouldn't have affected it in most of the Super Tuesday primaries. It might have moved a couple of delegates in Massachusetts and Tennessee. (In Massachusetts, Leip has McCain carrying and winning 2-to-1 delegate advantages in the First, Fourth, Eighth, and Ninth Congressional Districts; the&lt;a href="http://www.sec.state.ma.us/ele/eleres/reppri08.htm"&gt; official state report&lt;/a&gt; to which he links has McCain carrying only the Eighth District, and by a margin that vanishes if you switch 3 percent of the vote from McCain to Romney. I can't find the Tennessee results by congressional district.)&lt;div&gt;&lt;br /&gt;But the 3 percent switch has a huge effect on the delegate count in four states. A 3 percent switch would have left Romney leading Huckabee by 33.92 percent to 33.17 percent and ahead of McCain in Georgia. This would have given him 33 additional delegates for winning statewide, yet (astonishingly) no additional delegates from any congressional district, at least as I read the two websites cited. In Florida, a 3 percent switch transforms McCain's 36 percent-to-31 percent victory to a 34 percent-to-33 percent victory for Romney. Florida was allotted 57 delegates on a winner-take-all basis, and that would have switched all 57 from McCain to Romney. Missouri on Super Tuesday was the closest three-way race, with Romney by a narrow margin in third place. But the 3 percent switch puts Romney in the lead, with 32.27 percent of the votes to 31.53 percent for Huckabee and 29.95 percent for McCain. In this scenario, Missouri's 58 winner-take-all delegation would have gone to Romney rather than to McCain.&lt;br /&gt;&lt;br /&gt;Then there's California. A 3 percent switch wouldn't have given Romney the statewide lead and the 11 delegates awarded to the statewide winner. But it would have increased the number of congressional districts he carried from five to 18. Instead of 15 delegates, he would have had 54.&lt;br /&gt;&lt;br /&gt;Let's put the results down in a table.&lt;br /&gt;&lt;img style="display:block; margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;" src="http://bp0.blogger.com/_u7GkGg010Dw/R_q4FbavIVI/AAAAAAAAAbo/by7rMtQmEno/s400/Picture+2.png" border="0" alt="" id="BLOGGER_PHOTO_ID_5186660324269302098" /&gt;&lt;br /&gt;From a 255-delegate lead for McCain in these states to a 77-delegate lead for Romney. A 3 percent switch can make a big difference in winner-take-all systems.&lt;br /&gt;&lt;br /&gt;After Super Tuesday, &lt;a href="http://www.ksee24.com/explorepolitics/15343426.html"&gt;McCain had 516 delegates&lt;/a&gt; by one delegate count, with 207 to Romney and 142 for Huckabee. (I don't regard these numbers as definitive, but they're probably not very far off.) The 3 percent switch would have changed this to 362 for McCain, 385 for Romney, and 109 for Huckabee. Instead of McCain taking a huge delegate lead out of Super Tuesday, he'd have been a little behind. When you're behind as Romney was after Super Tuesday, you could see that even in a winner-take-all system, you'd have to win practically everything to overcome McCain's lead. Since Romney was in a position where he'd have to mostly self-finance any further campaigning, he was being asked to bet something like $30 million on very unfavorable odds.&lt;br /&gt;&lt;br /&gt;Romney made his fortune reading numbers, and he probably realized, if only intuitively, that something like a 3 percent switch would have left him in a very different position. In that case, there was no way he would have gotten out of the race. The Potomac primary was coming up February 12. Romney could hope that with Huckabee still in the race (He had no reason to get out: His campaign cost him virtually nothing, and he was enjoying it), Romney might have carried Virginia (63 delegates winner-take-all) and maybe Maryland (34 delegates winner-take-all), even if one concedes D.C. (16 delegates winner-take-all) to McCain. Wins in the two states and a loss in D.C. would have given Romney 482 delegates to McCain's 378—a triple-digit margin. (I'm ignoring the caucus states here, but Romney generally did better in caucuses than in primaries.) Momentum might have carried Romney to a win February 19 in Wisconsin. One or two weeks of TV time would eat up considerably less than $30 million, and if Romney had been ahead after Wisconsin, he might have found conservative money coming in for him in time to contest Texas, Ohio, Rhode Island, and Vermont on March 4. And if he had still been ahead after these contests, would McCain have stayed in until the Pennsylvania primary on April 22?&lt;br /&gt;&lt;br /&gt;(Some readers may remember that the Republican National Committee deprived Florida of half its 114 delegates because it scheduled its primary too early, and that if Florida had had 114 delegates, it would have elected them mostly by winner-take-all in each of its 25 congressional districts. If a 3 percent switch had occurred, would Romney then have called for the full Florida delegation to be seated, as Hillary Clinton has done? Absolutely not. McCain carried 20 of the 25 districts, and even a 3 percent switch would have given Romney only 12 districts to McCain's 13. That means that in a 114-delegate delegation, Romney would have had 75 delegates and McCain 39. That's a smaller delegate lead than Romney would have gotten out of a 57-0 split.)&lt;br /&gt;&lt;br /&gt;It didn't take Romney long to read the numbers. A 516-to-207 delegate count meant he had to get out, as he did, quite gracefully, at the CPAC convention February 7, two days after Super Tuesday. A 3 percent switch would have given us an entirely different Republican race and might have made Mitt Romney the Republican nominee. A nominee who was, before Super Tuesday, notably weaker in polls against Hillary Clinton and Barack Obama than John McCain was then and is now. During their fierce primary contest in Florida, McCain demanded Romney apologize to U.S. troops for once suggesting that American and Iraqi leaders should discuss "timetables and benchmarks" for withdrawal from Iraq, which McCain charged "would have led to a victory by Al Qaeda."&lt;br /&gt;&lt;br /&gt;Romney called McCain "dishonest" and warned that the Republican Party wasn't ready "to take as dramatic a departure from the house that Reagan built" as they would if they embraced McCain.&lt;br /&gt;&lt;br /&gt;But no one would have guessed Thursday that the men were anything but pals as they strode from a black SUV, framed by Salt Lake City's snowy mountains, to face the cameras during a fundraising swing through the West.&lt;br /&gt;&lt;br /&gt;The animosity had vanished -- spurring speculation that they might be able to stomach being running mates after all. McCain, with Romney standing beside him, said the two would be spending lots of time together on the campaign trail.&lt;br /&gt;&lt;br /&gt;"I value his advice and his counsel," McCain said, speaking to reporters in the Salt Lake City airport hangar after he and Romney joined up for the first of two fundraisers. "He has earned an important place in the Republican Party. . . . We are united -- now our job is to energize our party -- and I believe that Gov. Romney can play a very important role in that."&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;'The right person'&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Relaxed and tan after a little time off the campaign trail, Romney said McCain, whose credentials he once questioned, was ready to face the challenges of a fragile economy and the threat of violent jihadists.&lt;br /&gt;&lt;br /&gt;The former Massachusetts governor recently told Fox News that he would be honored to be McCain's vice president. On Thursday, he said McCain was "without question the right person to be the next president of the United States."&lt;br /&gt;&lt;br /&gt;He pledged to do whatever was necessary to convince the American people "just how important it is to have a man of integrity, experience and capacity, who's been tested time and again, to lead our great nation."&lt;br /&gt;&lt;br /&gt;McCain's advisors have cautioned that joint appearances with prominent vice presidential contenders should not be interpreted as auditions. For his part, the candidate would not comment on whether he was considering Romney or Utah Gov. Jon Huntsman Jr. -- but he lavished praise on both.&lt;br /&gt;&lt;br /&gt;Gesturing to Romney, McCain noted his former rival's leadership at Bain Capital, which he called "one of most successful enterprises in America."&lt;br /&gt;&lt;br /&gt;"He came to a very liberal state [Massachusetts] and campaigned as a conservative and governed as a conservative," McCain said. "He ran a very effective campaign for president of the United States."&lt;br /&gt;&lt;br /&gt;McCain also said Huntsman was "enormously qualified."&lt;br /&gt;&lt;br /&gt;"I know of no two people I'd rather spend time with, not only because of their friendship, but because I learn a great deal from both of them," McCain said.&lt;br /&gt;&lt;br /&gt;When asked later on the campaign plane about the possibility of being on the GOP ticket, Romney said: "I can think of probably 20 names of people who I think could be excellent vice presidential nominees from our party, and that's a process [McCain] will carry out."&lt;br /&gt;&lt;br /&gt;During a nearly hourlong flight from Salt Lake City to Denver, McCain and Romney settled into a pair of leather seats to talk over turkey sandwiches.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;'That's normal'&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Asked by reporters whether they had ever apologized to each other for the things they had said as competitors, neither man cracked a smile.&lt;br /&gt;&lt;br /&gt;"Look, we had spirited discussions, but I believe it was always very respectful," McCain said. There’s historical precedent for choosing someone who can help you win even if you don’t like to be in the same room. Romney and McCain are a lot closer than John F. Kennedy and Lyndon Johnson were in 1960. Kennedy, however, knew he had a close election on his hands against Richard Nixon and put aside his personal differences with Johnson after besting him in a mean-spirited campaign for the presidential nomination.&lt;br /&gt;&lt;br /&gt;The Texan gave Kennedy the balance he needed in the south and even though Robert Kennedy wasn’t enamored with the idea, LBJ was selected and formed a winning ticket.&lt;br /&gt;&lt;br /&gt;There are four points in Romney’s favor.&lt;br /&gt;&lt;br /&gt;Start with the fact he can probably win Michigan for the Republicans. His father was a popular governor in Michigan and Mitt won the primary there this year. With the Democrats having to deal with a delegate fiasco in Michigan, the state it a lot more susceptible to going Republican.&lt;br /&gt;&lt;br /&gt;Secondly, Romney is well liked by the hard-line conservatives who are wary of McCain.&lt;br /&gt;&lt;br /&gt;Another point in Romney’s favor, and it is growing in importance, is his strength is in the business area. With our economy headed in a negative direction, as oil and wheat prices rise out of control and lending woes related to real estate problems escalate, a running mate with a solid financial background would boost McCain. This will also give the impression that the GOP is united in a way that the Democrats are not, at least not yet.&lt;br /&gt;&lt;br /&gt;One only needs to travel back several weeks in recent history to find public bickering between McCain and Romney. But as Ron Paul pointed out in the last debate, their squabbles essentially boiled down to arguments over “who said what when.”&lt;br /&gt;&lt;br /&gt;All of the pundits that are playfully weighing the possibility of an “M &amp;amp; M” ticket, or wondering whether or not McCain will be able to stomach having a man on his ticket that he compared to a pig just weeks ago just don’t get it. This is about keeping the White House for the GOP, at any cost. "Of course this is a nation which needs strong leadership. And if the nominee of our party asked you to serve with him, anybody would be honored to receive that call … and to accept it, of course.”&lt;br /&gt;&lt;br /&gt;According to two separate reports, Romney is being talked up as a running mate by members of the Bush inner circle.   But McCain and his closest advisers have little regard for their former rival thanks to the bitter, year-long race waged between the two Republicans.&lt;br /&gt;&lt;br /&gt;Romney says, however, that he thinks the wounds have healed.&lt;br /&gt;&lt;br /&gt;“There are really no hard feelings, I don't think, on either side of this," he said in the interview.  "There were no pacts and so forth that make people feel like that we will never come together. Instead these campaigns are all coming together. We are supporting our nominee enthusiastically, aggressively."&lt;br /&gt;&lt;br /&gt;Romney said his top fundraisers have already met with McCain's campaign.&lt;br /&gt;&lt;br /&gt;"We are laying out ways we can support his campaign.”&lt;br /&gt;&lt;br /&gt;Romney also belittled the Democrats, saying that he thought Barack Obama would eventually emerge as their nominee and that such an outcome would play to the GOP's favor.&lt;br /&gt;&lt;br /&gt;"I think he is the better match-up for Senator McCain because the public recognizes just how inexperienced he is," Romney said.  "With Senator Clinton there is some confusion in perception that somehow being there while her husband was president made her a foreign policy-national security experienced person. She is not. She doesn't have any more experience, really, of a significant nature than Barack Obama does. But in Barack Obama's case, people recognize this guy was a state senator and before that he was a community activist. He has been a United States senator for a short, short period of time. He is in no significant way qualified to lead the country at a time of war, to lead the country out of an economic challenge. He wants a candidate who will be seen as a plausible president. That's criterion number one. He also wants someone who won't subtract from his campaign in any serious way. That's criterion number two. The unfortunate truth is that few Republicans meet these simple criteria. McCain doesn't have much of a pool to choose from.&lt;br /&gt;&lt;br /&gt;But his selection matters enormously, all the more because of his age. McCain will turn 72 on the eve of the Republican convention this summer. Choosing a running mate is the first major decision that a presidential nominee makes. And the nominee is judged by the quality of his pick and even by the smoothness of his selection process. So McCain had better choose well.&lt;br /&gt;&lt;br /&gt;He has the right idea in mind. McCain thinks three vice presidential picks from the recent past were wise: Republican Dick Cheney in 2000 and Democrats Joe Lieberman in 2000 and Al Gore in 1992. They were nationally known political heavyweights who passed the most important test. They were accepted almost instantly as ready to replace the president if necessary. And they had no significant drawbacks.&lt;br /&gt;&lt;br /&gt;The list of plausible presidents is short. Mitt Romney, Rudy Giuliani, Fred Thompson, Tom Ridge, and Joe Lieberman qualify. That's about it. There are a number of popular Republican governors--Charlie Crist of Florida, Tim Pawlenty of Minnesota, Mark Sanford of South Carolina, Haley Barbour of Mississippi--but they fall short of Cheney-Lieberman-Gore stature. It's not their fault, but it's nonetheless true.&lt;br /&gt;&lt;br /&gt;So how about Lieberman in 2008? He's a pal of McCain, a brave backer of the war in Iraq, and now the most prominent Democratic supporter of McCain's presidential bid. He would surely enhance McCain's appeal to independents and moderate Democrats. He's a political adult.&lt;br /&gt;&lt;br /&gt;But he's no Zell Miller. Lieberman is a liberal on domestic issues, including abortion. McCain already has trouble with conservatives and picking a Democrat would make things worse. Lieberman would probably subtract more votes from the McCain ticket than he'd add.&lt;br /&gt;&lt;br /&gt;So would Giuliani and Ridge. True, Giuliani was a hero of 9/11 as mayor of New York, and Ridge, a former Pennsylvania governor, was President Bush's first homeland security chief. But both are pro-choice on abortion and would horrify social conservatives, an indispensable part of the Republican coalition. Giuliani or Ridge might prompt a third party pro-life presidential challenger.&lt;br /&gt;&lt;br /&gt;Fred Thompson, the ex-senator from Tennessee and now a TV actor, is also a close friend of McCain. If he'd run a more spirited presidential campaign of his own this year, he'd be the obvious pick for running mate. But his campaign was dreary and disappointing. McCain needs someone more vibrant and upbeat.&lt;br /&gt;&lt;br /&gt;That leads to Romney. He has run a vigorous national campaign and been vetted by the press and his opponents for the Republican nomination. These are very strong pluses. A pick who produces unhelpful surprises, as Geraldine Ferraro did in 1984 (her husband's business deals) and Dan Quayle did in 1988 (his National Guard duty), is exactly what McCain doesn't need. Romney is a known quantity.&lt;br /&gt;&lt;br /&gt;Romney has three other add-ons. He's acceptable to conservatives and especially to social conservatives, who disproportionately volunteer as ground troops in Republican presidential campaigns. He's unflappable in debates. With the downturn worsening, the economy may surpass national security as the top issue of the campaign. And after years of success as a big time player in the global economy, Romney understands how markets work. He could shore up McCain's admitted weakness on economic issues.&lt;br /&gt;&lt;br /&gt;Romney has allies in the Bush wing of the Republican party. President Bush favors him as McCain's veep. Jeb Bush, the former Florida governor, preferred Romney over McCain in the primaries, but never endorsed him publicly. Karl Rove, the president's political strategist, has hinted that he considers Romney to be McCain's best running mate.&lt;br /&gt;&lt;br /&gt;Is there a downside to Romney? Possibly. It's not his Mormonism. He lost the nomination to McCain, but religion wasn't the reason. As a corporate turnaround artist, he rescued companies, sometimes by laying off workers. When he ran for the Senate from Massachusetts in 1994, the incumbent, Teddy Kennedy, raised the layoff issue with punishing effect. No doubt Democrats would use it again, and it might have resonance if a recession hits and unemployment is increasing.&lt;br /&gt;&lt;br /&gt;Mike Huckabee's name is bound to come up in the veepstakes, since he's now run nationally and been vetted. According to Rove, he would "double" McCain's trouble with conservatives. Both foreign policy and economic conservatives would scream bloody murder if McCain chose the Huckster.&lt;br /&gt;&lt;br /&gt;Presidential nominees once tried to balance their ticket with someone who'd helped win a state they might otherwise lose. This hasn't entirely gone out of fashion. Governor Tim Pawlenty of Minnesota is often mentioned in this regard. Former House member John Kasich and ex-trade representative and budget director Rob Portman, both from Ohio, are too.&lt;br /&gt;&lt;br /&gt;McCain has also been advised, at least by the media, to pick a much younger person for vice president. Governor Matt Blunt of Missouri, 37, and a handful of others have had their names trotted out. Some of them have impressive credentials. Blunt, for example, is an Annapolis graduate and a Naval Reservist called to active duty after 9/11.&lt;br /&gt;&lt;br /&gt;But I don't believe the option of choosing a running mate for purely political reasons is open to McCain--not during wartime, anyway. His strong suit against Barack Obama, his likeliest Democratic opponent, or even against Hillary Clinton, is experience. In fact, Clinton has set up Obama to be attacked by McCain on this front.&lt;br /&gt;&lt;br /&gt;Her TV ad raising doubts about Obama's readiness to be president was critical to her victories last week in the Ohio and Texas primaries. She also said in a campaign appearance: "Senator McCain will bring a lifetime of experience to the campaign. I will bring a lifetime of experience [to the White House] and Senator Obama will bring a speech he gave in 2002. I think that is a significant difference." In Obama's 2002 speech, he opposed the invasion of Iraq. One can envision her comment in a McCain TV ad zinging Obama.&lt;br /&gt;&lt;br /&gt;McCain would throw away the experience issue if he named a much younger running mate or someone without national stature or a background in world affairs. Obama's response could be devastating: "If experience is so important, why did you pick a running mate who has so little, indeed less than I do?"&lt;br /&gt;&lt;br /&gt;Romney thus appears to have the best ratio of virtues to drawbacks. But there's just one problem: McCain doesn't like him.
