Power Div. Wants Tk 71.67 bln Fund for Development Budget Next Year

aka: The Power Division of Bangladesh has sought a Tk 71.67 billion fund for its development budget next year, 43 per cent higher than the existing outlay, from the government to boost the ailing power supply, officials said.

Officials at the division said they have asked for the fund from the Planning Commission for implementing development works in the proposed Annual Development Programme (ADP) of the next financial year FY2011-12.

In the current ADP budget, the Planning Commission has allocated Tk 50.17 billion funds for the Power Division to upgrade the country’s electricity supply to 7000-megawatt a day by 2012.

Power Division is the second largest development budget spenders of the government with its Tk 50.17 billion funds in the current ADP.

Out of its required Tk 71.67 billion investment, the division has requested for Tk 50.96 billion funds from the government’s own resources and Tk 20.69 billion from external resources.

The Power Division has undertaken dozens of power generation schemes for adding 2046mw additional power to the national grid by 2012. As per government plan, the private sector will also install additional 2375mw of power to the national grid by 2012.

Besides, it has also undertaken dozens of transmission and distribution line expansion and upgradation projects to ensure smooth supply of power.Bangladesh, one of the energy-hungry countries with its 8.0 per cent electricity demand growth per year, has supply shortage of more than 1500mw electricity a day.

The electricity shortage has badly affected the country’s industrial and real estate sectors as many investors are waiting for getting electricity connections after their investment

50 MW Power Plant Opens at Ashuganj

Ashuganj Power Station Company Limited (APSCL) launched a new 50 megawatt gas engine plant recently, taking the power generation capacity of the station to 774 MW.
The plant is passing a commissioning period and supplying power to the national grid on a trial basis, said Md Nurul Alam, managing director of APSCL.
The plant will run in full swing by the end of this month, he said, adding that it is an environment-friendly plant which will not release any garbage.
The APSCL took the Tk 306 crore project through an international tender last year to establish the plant with its own fund, Alam said.
TSK Group, a Spanish firm, signed a contract with APSCL on July 25 last year and started working on September 9.
The establishment of the plant was completed by 210 days accordingly. The contracted firm will provide a warranty service for one and a half years. GE Gen Backer Company of Austria supplied all engines while Spain and Germany supplied the other equipment.
Engineers from Austria, Spain, Germany and Bangladesh worked for the new plant.
According to APSCL, there are 16 generating units in the newly established gas engine power plant covering 9,080 metre square of land.
Each unit generates 3.332 megawatt of electricity so that all units will generate 53.312 MW of electricity. Of them, 50 MW will regularly be supplied to the national grid while 3.312 MW will remain surplus, which will be used for internal purpose of the plant.News:energybangla.com

Power generation in Bangladesh is primarily from natural gas but not from coal due to enriched natural gas reserves in the eastern part of the nation. Coal deposits seem to be poor, and coal-fired plants must be relied on imported coal. From both technical and economical perspectives, to accelerate exploration and development of gas reserves in both onshore and offshore basins sounds more reasonable. Gas-fired power plants need gas for powering.
Analysis
Electricity shortage in Bangladesh has heavily influenced the economic growth. I had two trips to Dhaka recently and every time I experienced a few hours of darkness at the hotel. Fortunately this hotel has prepared a mini-power generator which can provide electricity at an emergency case.

Power generation in Bangladesh is primarily from gas-fired power plants. One exceptional coal-fired plant, to my knowledge, is the Barapukuria Power Plant in the northwest corner of the country, which was jointly constructed and operated by Chinese CMC (China Machinery Import and Export Company). Coal production in this country is very low, and in-situ power plant is limited. Domestic natural gas reserves have been believed to be adequate for both residential and industrial uses. Until recently, gas crisis in the capital city Dhaka has changed the story. Natural gas production starts declining, and gas shortage becomes an issue. Both government and congress realized the imperative needs of gas and coal for power, thus, at the very beginning of the new year, governmental delegations from Bangladesh started road shows in London and Singapore, to promote energy demands and investment opportunities.

From a technical perspective, Bangladesh shall be able to self-support with its natural gas reserves from offshore to onshore basins as geologists believe. However, lengthy administrative processing and politics have slowed the exploration and development of natural resources in the country. Even worse, some oil companies did not relinquish acreage without completing working obligation. No new reserves have been booked, and no new production was brought on stream. Thus people have to pay the price to suffer power shortage. It is reasonably believed to accelerate natural gas exploration to meet the demands of gas-fired plants seems to be more efficient than to use imported coal for coal-fired plants

Gov't to increase power generation capacity by 2015 -Energy Minister

The Minister for Energy, Dr. Joe Oteng-Adjei, has said that in recognition of the need to spur economic growth and reduce poverty, the government, through the Ministry of Energy, has set a goal to increase the country's power generation capacity from 1,810 to 5,000 Megawatts by 2015, to make electricity accessible to every part of the country.

Dr. Oteng made this known at the commissioning of the Kuntenase Switching station at Kuntenase in the Bosomtwe District of the Ashanti Region.

The 33kv switching station was constructed as part of measures to improve the quality and reliability of power supply to Kuntenase and its environs.

The Minister said over the years, the distribution sector had not seen any massive investment, thus the system has been saddled with over-aged and obsolete equipment, overloads, high losses, low voltages, and evacuation constraints among others.

The Energy Minister noted that it was in the light of this that the government made available to the Electricity Company of Ghana (ECG), an amount of $7 million for the construction of primary substations and 33KV switching stations at twelve locations within its operational areas, covering the Greater Accra, Western, Central, Volta and Ashanti regions, as part of its network improvement project.

He said one of such stations, constructed under the project, was the Kuntenase 33kv switching station, which he said, had been built to improve the quality and reliability of power supply to Kuntenase and its immediate environs, as well as power supply to Bekwai in the Ashanti Region.

He revealed further that plans were in place to construct new higher capacity lines from Ejisu and Kaase, to increase the capacity to the areas served by the station, as well as improve the quality of power supply.

He further added that the supply reliability of the station and the areas it serves, would be further enhanced after the new lines are constructed, because the feed to the station would emanate from the existing, as well as the proposed Bulk Supply Points for Kumasi.

He noted that the Kuntenase station was the first major step to improving power supply to about 13,000 customers living in and around Kuntenase, as well as other communities within the reach of the distribution line.

How To Improve the Efficiency of Power Generation

It’s almost impossible to live a normal life without electricity. No wonder that, despite the threats to the environment, power generation, specifically electricity generation, is still continuous. But we all need the power industry even the steam turbine to create electric power for our “normal living.” If not, the world will surely stop its normal day-to-day living.

Despite the environmental dangers, there is surely a power industry that does not only care about more electricity generation, thermal power, or backup power. It must care for more efficient power generation too. This way, power plants can make the most of Mother Nature’s sacrifice for us to have electricity either through wind or solar energy. With increased power generation efficiency, we can enjoy more electric power without increasing the harm to the environment.

But how can power plants improve the efficiency of power generation? Actually, the methods will depend on the power source. Improving efficiency of electricity generation from the wind will be very different from the solar power.

There are two general ways to improve efficiency of power generation—through improving the efficiency of power plants or by improving the turbine design. When the power plant chooses to improve its efficiency for better power generation, the needed processes will still depend upon the kind of power plant.

Here are some ways of improving power generation efficiency for coal-fired power plants:

Increasing the temperature difference between the entering steam and the exiting turbines. This process can increase the process called thermodynamic efficiency, which could help in producing more work from the steam.
Avoiding liquid-to-vapor phase change. This phase needs more energy so that the breaking of intermolecular liquid bonds will be possible. But when the phase change is avoided, the energy, which should have been used for the phase change, can contribute to increasing the temperature as well as the fluid pressure.
Raising the steam temperature in the ultrasupercritical boiler. This way, the temperature is pushed beyond the required temperature and the overflowing heat can be used to add to the electricity production.
Meanwhile, gas-fired plants use their combustion chamber to generate electricity. However, this process also expels high-temperature exhaust gases to the air. Instead of wasting the energy, the power plant can use the exhaust gases in producing steam for more efficient power generation.

For power plants that have combined heat and power, they should make sure that the heat used on site or rather close to the site so that the energy from the heat will not be transferred and be a waste. Aside from improving power plants, improving the turbine design can help in power generation efficiency also.

Studies were conducted to prove the relation between more efficient power generation and turbine design. For example, it has been found that the use of super alloys for turbine blades can help in producing more electric power. With these methods, improving the efficiency of power generation is very possible. Our future depends on more efficient methods of power production so that our environment doesn’t have to suffer so much for our so-called normal living.

How to Improve Power Generation, By PHCN Boss

For Nigeria to generate additional 10,000M by 2011 and additional capacity generation thereafter as stipulated in the power sector's strategic plan, the country needs additional power plants as well as adequate funding, Managing Director and Chief Executive of the Power Holding Company of Nigeria (PHCN), has said.

Engineer Hussein Labo who stated this in an interview with Daily Trust said in addition to the completion of the ongoing National Integrated Power Projects that were awarded last year, the country requires an annual investment of $5 billion to meet up with power needs.
Secretary of EGCB Kazi Nazrul Islam and General Manager of Marubeni Corporation Hitekatus Mizushim signed the contract at Biddyut Bhaban in the city.

Adviser to the Prime Minister Dr. Tawfiq-e-Elahi Chowdhury was present at the contract signing ceremony.

State Minister of Power, Energy and Mineral Resources Muhammad Enamul Huq, secretary of the Power Division Abul Kalam Azad, Chief Representative, and JICA Bangladesh Office Dr. Takao Toda were also present.

Press Release from Marubeni

Marubeni Corporation (“Marubeni”) has signed a contract for construction of New Haripur Combined Cycle Power Plant with the total net capacity of about 410MW on February 9th, 2011, with Electricity Generation Company of Bangladesh (EGCB) Ltd. (“EGCB”).

The contract is worth approximately 31 billion Japanese Yen (equiv. in USD 370million), which is supported by Japanese ODA Loan funded from Japanese Government through Japan International Cooperation Agency (JICA). This plant will be the biggest Combined Cycle Power Plant owned by Bangladesh governmental power sector and the biggest power plant which Japanese company secured a contract.

The scope of this contract includes engineering, procurement, delivery of the equipment and the construction and installation work, on a Full Turn-Key basis. Main equipments, Gas Turbine Generator will be procured from Mitsubishi Heavy Industries (“MHI”) (Generator will be manufactured by Mitsubishi Electric) and Steam Turbine Generator will be procured from Fuji Electric Systems and the plant is expected to be taken over in July, 2013.
This Combined Cycle Power Plant(*), which fuel is natural gas, is environmental friendly technology and it will be equipped with the newest large size Gas Turbine from MHI with highest thermal efficiency among same class Gas Turbines.

Installed capacity of Bangladesh, which population is approximately 150 million, is approximately 6,000MW and it is obviously less than power demands in the country. In addition, it is expected that power demands in the country will increase more than 8% per year based on the stable economic development of the country and demand and supply gap of the power in the country will be expanded every year, This project is for the purpose of generation of power to be distributed to the capital city of Bangladesh, Dhaka and around Dhaka city. With support of Japanese ODA Loan, Marubeni will contribute to reduction of demand and supply gap and development of infrastructure of Bangladesh.

Marubeni are executing Rehabilitation of Haripur 100MW Gas Turbine Power Plant and Rehabilitation of Unit 4 & 5 Karnafuli Hydro Power Plant. In this project, Marubeni believes its extensive experience, competitiveness of price as well as project management capability in the field of power project in Bangladesh are highly appreciated by Bangladesh power sector and EGCB and it led to this successful receipt of the order.

With the chronic demand and supply gap of power and economic growth, a lot of new power plant development project will be floated in Bangladesh. Marubeni has been committed to investing the efforts for the successful completion of this project and further expanding future business in the power sector in Bangladesh.

By signing the deal, the government launched country's first nuclear power plant project (NPP) which would be completed in 2017-18 at the cost of US$ 1.5 to 2 billions.

Secretary of the ministry of Science Abdur Rob Howlader and ICT and Deputy Director General of Russian Atomic Energy Corporation Nickolay Spasskiy initialed the deal on behalf of their respective country at Bangladesh Atomic Energy Commission.

State Minister for Science and ICT, Yeafesh Osman, Russian Ambassador to Bangladesh Gennady P. Trotsenko and high officials of the ministry and Russian Embassy were present on the occasion.

Bangladesh Atomic Energy Commission Prepared the action plan for executing the power Plant project to meet the growing demand for energy.

"Both the sides agreed to install two third-generation reactors, each with 1,000 MW capacity, " a top official of the ministry told .

He said the final deal would be signed in April this year when the Prime Minister Sheikh Hasina is expected to visit Russia.

According to the ministry, Russia will manage the spent-fuel and recycle it.

Bangladesh completed all necessary preparations for setting up a nuclear power plant and signed MoUs with China, Russia, USA, France and India for cooperation in the area of peaceful use of nuclear energy. It also initiated talks with South Korea.

Considering the present reserves of gas, coal and other sources of energy in the country, the revised National Energy Policy (2008) strongly favoured a nuclear power plant as other imported fuel options like coal and oil for power generation are becoming increasingly expensive.

"We are moving fast to sign the agreement with Russia. We would complete all necessary procedures by one or two months. We are moving forward to fulfill our commitment to set up a nuclear power plant, " said State Minister for Science and ICT, Yeafesh Osman. on Thursday (Jan 6) with Finance Minister AMA Muhith in the chair.
Summit has won both these projects competing in a tender floated by the
Bangladesh Power Development Board.

In the Syedpur tender, Summit beat five other bidders by offering a Tk 6.99 per
kilowatt power tariff for 15 years. In the Shantahar tender, it similarly beat
five others by offering a tariff of Tk 7.06 per kilowatt hour for 15 years.

Both these projects have to be completed within 15 months of signing the
respective agreements.

Summit has previously won three power projects through competitive tenders:
Bibiyana phase 1 and 2 gas-fired private power plant (341 MW each) and

Meghnaghat dual fuel 335 MW private power plant. In addition, it won or procured
three HFO-fired rental power contracts: Narayanganj 102 MW, Khulna 115 MW and
Noapara 40 MW projects.

These six projects alone require around $1 billion for implementation. Summit
chief Muhammad Aziz Khan claims it has $2 billion investment assurance from
different financial institutions.

He also says his company has arranged all technical sets of people to implement
these projects in time.

But Finance Minister AMA Muhith worried over too many jobs for one company.

He said: “I feel uncomfortable with putting too many eggs in one basket. It has
been discussed a lot that too many works have concentrated at one place. We have
taken this issue into our consideration. We have to fix a policy in dealing with
such an issue.”

The energy ministry's proposal to import 700,000 tonnes of crude oil from Saudi
Arabia and another 700,000 tonnes of crude oil from Abu Dhabi obtained the nod
of the Cabinet committee.

The bulk petroleum products import will be made to meet demand during the year
2011.
online audit system that can allow the transmission and distribution companies
to know exactly the level of power loss in different parts of the system.
It will also help see whether there are any technical problems and identify
where power is being stolen from the lines.
All governments have failed to undertake proper audits of transmission and
distribution of power networks which will have enabled them to properly
understand the extent and causes of power loss, experts say.
Although some power companies have undertaken basic audits, these are alleged to
be highly unsatisfactory and are concerned more to hide what is going on than to
make the system transparent, claimed a Dhaka
Electricity Supply Company’s former board member. ‘The audits are not even able to identify how much power is lost at different parts of the distribution system,’ he said.

The reason that these companies ‘conduct audits themselves is so that they can hide the theft of power’, another expert says.
He says that although the government estimates that the loss of electricity
through inefficiencies in the distribution system is 20 per cent – he believes
from his research that it can be no more than 12 per cent, with at least 8 percent being the result of theft.
A 2005 study by the power cell found that electricity theft resulted in a loss of Tk 800 crore, he said.
A professor identified three kinds of theft that could be properly identified if
there were effective audits - illegal connections, purchasing cheaper low load
connections while using high loads, and manipulating bills.

The World Bank report says that replacing these old power stations with state of
the art combined cycle gas turbines could almost double the amount of
electricity generated using the same amount of gas.News www.energybangla.com

225 MW power plant planned in Bhola

Dhaka: The Bangladesh government has a plan to set up a gas-based 225-MW power
plant in BHOLA district.
The district administration has already acquired 40 acres of land for setting up
the plant in the Ferry Ghat area under Borhanuddin upazila.
A total of 20-km pipeline was installed in Bhola Municipal area five months ago
to give gas connection. A gas distribution bulb station has been set up at the
Ferry Ghat Road in the town.
According to sources in power ministry, the cabinet meeting on November 14
approved three IPP power stations across the country and the proposal for
purchasing power.
The Bhola 225-mw power station is among the three IPP stations.
A non-government firm namely ‘Runhil’ participated in the dropping of tender for
setting up the 225-mw power plant as the lowest bidder. The firm got the
permission to sell power from the plant.
The government has a plan to purchase power from the firm.
A team conducted survey in Bhola recently to study the feasibility of giving
connection of the produced power from the plant to the national grid.
A seven-member delegation, led by Prime Minister’s Finance Adviser Dr Moshiur Rahman now on a visit to Nepal and Bhutan, placed the proposal.

The delegation went to Nepal and Bhutan to deal with various issues, including transit and import of electricity.

The supply of the power will start within next two-three years.

Chief engineer Masum Al-Beruni of Power Development Board (PDB), also a delegation member, told newsmen,“A proposal has been placed to import one thousand MW power from a hydroelectricity plant in Nepal”.Beruni also said that they had taken a grand initiative to generate 83,000 MW hydro-power from Saptakoshi flow in Nepal.

“It will take 20 years to complete the project, but a target has been fixed to generate 3,500 MW power in next two or three years at the initial stage of the project”, said.NEWS; energybangla.com
