Już 8 czerwca o godz. 13:00 Centrum Badań nad Prawem i Zagrożeniami Hybrydowymi, działające przy Instytucie Nauk Prawnych PAN, zaprasza na kolejne webinarium, tym razem pt. „The Hybrid Threats Narrative in Migration Debates. A Human Rights Analysis”. Temat przedstawi Pani mgr Joanna Grygiel-Zasada.

O webinarium: Presja migracyjna jest coraz częściej przedstawiana jako strategia destabilizacyjna wymierzona w Unię Europejską. Kwalifikowanie instrumentalnego traktowania migracji przez kraje sąsiednie jako zagrożenia hybrydowego jest często wykorzystywane do uzasadniania ograniczeń podstawowych praw migrantów, w tym tymczasowego zawieszenia prawa do azylu, w imię ochrony bezpieczeństwa i stabilności państwa. Podczas webinarium przeanalizujemy zagrożenia dla praw osób na granicach wynikające z wykorzystania narracji o zagrożeniach hybrydowych w kontekście masowej migracji.

O Prelegentce: Magister Joanna Grygiel-Zasada jest asystentką w Poznańskim Centrum Praw Człowieka oraz członkinią Centrum Badań nad Prawem i Zagrożeniami Hybrydowymi, działających w Instytucie Nauk Prawnych PAN. Jest autorką publikacji z zakresu prawa karnego, praw człowieka oraz prawa międzynarodowego publicznego. Jej zainteresowania naukowe koncentrują się na zapobieganiu torturom i monitorowaniu praw człowieka na granicach. Od 2023 roku jest adwokatką w Okręgowej Radzie Adwokackiej w Poznaniu. Centre for International Humanitarian and Operational Law, działające przy Wydziale Prawa Uniwersytetu Palackiego w Ołomuńcu, organizuje w dniach 14-18 września br. Olomouc Weapons Law Course 2026.

Z opisu kursu:

When a crisis leads to warfare, it is the law of armed conflict that determines how the hostilities can be conducted and which weapons can be used. Some of the detailed rules of the law of armed conflict prohibit particular weapons entirely while other rules limit the situations in which other weapons can be used. Unsurprisingly, the law requires states to assess the weapons they plan to acquire in order to determine whether their intended uses will be lawful. Making those determinations is a skilled task that has profound implications for the security of the State, indeed for its very ability to defend itself. It is vitally important therefore that the personnel who conduct these weapon reviews are suitably knowledgeable. Participants in this Weapons Law course will receive expert instruction on all the principles and rules of this important area of law and will discuss how the law applies to the full range of weapon technologies from the most traditional to the most modern.
The Course involves periods of lecture interspersed with seminar discussions in which the participants go into smaller groups to discuss pre-set problem scenarios. The solutions of each work group are then presented in plenary and are discussed. The purpose of this approach is to ensure that each element of the course is fully understood by all of the participants. It is a step by step approach that is intended to help each participant to learn at his or her own pace.

• Applications of SWAIL to specific fields, e.g. human rights, security and foreign policy, development, investment, rule of law, environment and sustainability

• SWAIL in dialogue with critical international scholarship, Marxism, feminism, TWAIL, political economy, queer studies, cross-disciplinary methods, etc., including self-reflection on the promise and limits of SWAIL

Centrum Badań nad Prawem Migracyjnym Instytutu Nauk Prawnych PAN, ma zaszczyt zaprosić na wykład profesora Hiroshi Motomury z University of California (UCLA) pt.

„Migrants, Politics, Democracy, and the Role of ICE in the United States”:

Responses to migration have become an issue of intense controversy in the United States since Donald Trump returned to the U.S. presidency in January 2025. His administration has vigorously pursued deportations by adopting unprecedented approaches to arrests, detention, and deportation, as well as by virtually ending refugee admissions and asylum. A key part of this campaign is carried out by the federal Immigration and Customs Enforcement agency, or ICE, which Congress has separately and extravagantly funded. Many of these developments have established a militarized interior presence that some see as impacting not just migrants but also broader society and undermining democracy. Professor Hiroshi Motomura from the UCLA School of Law will discuss the significance of these developments, not just for the United States, but also for immigration policy in many countries facing similar challenges.

Profesor Motomura jest specjalistą w zakresie prawa migracyjnego, a jego najnowsza książka pt. „Borders and Belonging: Toward a Fair Immigration Policy” została wydana przez Oxford University Press w 2025 roku.

Spotkanie odbędzie się 12 maja 2026 roku, w godzinach 10.00-12.00 w siedzibie Instytutu w Pałacu Staszica (ul. Nowy Świat 72) w sali nr 273 (II piętro).

Spotkanie odbędzie się w języku angielskim i nie będzie tłumaczone.

Law in the Age of Hybrid Threats

Joint symposium of

Contemporary Central & East European Law journal

and Centre for Research on Law and Hybrid Threats at ILS PAS

According to the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE), hybrid threats ‘are harmful activities that are planned and carried out with malign intent (…) [with the aim to undermine] a target, such as a state or an institution, through a variety of means, often combined.’[1] In a joint publication with the European Commission, the Hybrid CoE identified thirteen domains in which hybrid threats target States: infrastructure, cyber, space, economy, military/defence, culture, social/societal, public administration, intelligence, diplomacy, political, information, and legal.[2] When it comes to the last one, actors deploying hybrid threats may choose from a variety of tools, such as ‘exploiting legal thresholds, gaps, complexity and uncertainty; circumventing its legal obligations; avoiding accountability; leveraging rule-compliance by the targeted state; exploiting the lack of legal inter-operability among targeted nations; using its own regulatory powers under domestic law; and utilizing the law and legal processes to create narratives and counter-narratives.’[3] What is important is that these tools may, but do not necessarily have to, violate the law.

Against this background, the Editors of Contemporary Central & East European Law, together with the Centre for Research on Law and Hybrid Threats at the Institute of Law Studies of the Polish Academy of Sciences, invite submissions for the joint symposium on the topic “Law in the Age of Hybrid Threats.” The aim of the symposium is to gather contributions from scholars across different branches of law, both public and private, focusing on various cases of law being used, abused, or targeted by actors employing hybrid threats. We welcome submissions not only from Central and Eastern Europe but from all over the world, addressing both theoretical issues and case studies.

Contributions may explore, among others, the following questions:

· Does law define hybrid threats or any aspects thereof? If so, how was such a definition developed, and is it useful for scholars and practitioners? What purpose does it serve?

· How is the law used to target vulnerabilities in democratic societies?

· Have states adopted legislation targeting specific examples of hybrid threats, such as disinformation?

· Have domestic or international courts, directly or indirectly, referred to hybrid threats?

· Are private or public law regulations more effective in dealing with hybrid threats? Is it possible to use traditional domestic regulations—such as those concerning defamation or the unlawful obtaining and dissemination of personal data—to prosecute hybrid threats? Can a lawsuit be filed for infringement of personal rights against an actor deploying hybrid threats?

· How hybrid threats affect the protection of human rights? Are human rights systems equipped with sufficient measures of reaction to hybrid threats?

Contributions may address all areas of domestic and international law, as well as intersections between different branches. Articles may focus on a single domestic jurisdiction or employ a comparative approach.

We welcome submissions of 6,000-8,000 words (including footnotes). All submissions must conform to the OSCOLA style. Submissions that do not comply with these guidelines will not be processed.

The texts should be submitted via the online platform available on the journal’s website by 15 June 2026.

The Contemporary Central & East European Law is a fully Open Access journal, with articles published under the CC BY-SA licence. The journal operates on an online-first publication model.

How can the decision be explored through different legal frames? Why are arms exports cases often obscured? Why should this be a concern to international lawyers?

3. Comparative Perspectives

How does the GFCC’s decision compare to other decisions rendered by national (constitutional) courts (including but not limited to Australia, the Netherlands, and the United Kingdom)? Which lessons can be learned from a comparative perspective and for potential future litigants? Which commonalities and differences can be inferred?

Celem corocznych konferencji Międzynarodowego Prawa Humanitarnego jest prezentacja i dyskusja na temat wyników badań naukowych dotyczących współczesnych konfliktów zbrojnych w świetle wymagań międzynarodowego prawa humanitarnego oraz wymiana poglądów między prawnikami i wojskowymi, praktykami i teoretykami, zajmującymi się problematyką międzynarodowego prawa humanitarnego konfliktów zbrojnych. Pogłębionej analizie poddana zostanie wielodomenowość współczesnego teatru działań, gdzie poza tradycyjnym polem walki (wojna lądowa, wojna powietrzna, wojna morska) zmagania toczą się również w wymiarze niekinetycznym – w cyberprzestrzeni oraz w ramach szeroko rozumianego konfliktu hybrydowego, jak również wojny informacyjnej (kognitywnej). Coraz trudniejsza staje się odpowiedź na pytanie co współcześnie oznacza termin „osoba cywilna”, jak rozróżnić bezpośrednie i pośrednie formy angażowania się cywilów w działania zbrojne w obliczu wszechogarniającej prywatyzacji i komercjalizacji konfliktów zbrojnych, jaki status mają obiekty „dual use” oraz w jakim zakresie do tych tzw. „nowych wojen” mają zastosowanie normy traktatów międzynarodowych sprzed kilkudziesięciu lat. Drugiego dnia konferencji prelegenci podejmą próbę odpowiedzi na pytanie do jakiego stopnia zakres ograniczeń i obowiązków pozytywnych ustanowionych w międzynarodowym systemie ochrony praw człowieka (w szczególności europejskim) powinien być „implementowany” na grunt prowadzonych współcześnie operacji wojskowych, uzupełniając podstawowy reżim międzynarodowego prawa humanitarnego konfliktów zbrojnych oraz wybrane zagadnienia ochrony ofiar wojny we współczesnych konfliktach zbrojnych.

II Międzynarodowa Konferencja Naukowa pt. Prawnomiędzynarodowe aspekty zmian klimatycznych (online, 13 marca 2026)

To już druga międzynarodowa konferencja naukowa organizowana przez Instytut na Rzecz Nauk o Życiu, Środowisku i Klimacie poświęcona prawnomiędzynarodowej problematyce zmian klimatycznych. Dynamicznie zmieniający się świat pokazuje wciąż, że zmiany klimatyczne stwarzają wiele wyzwań dla prawa międzynarodowego, stosunków międzynarodowych, organizacji międzynarodowych, światowej gospodarki i całej społeczności międzynarodowej. Dlatego tak istotna jest naukowa i ekspercka debata nad ich prawnomiędzynarodowymi konsekwencjami w ujęciu interdyscyplinarnym. Stąd też pomysł na kontynuację refleksji podjętej rok temu w ramach konferencji, w której głos będą mogli zabierać prawnicy, politolodzy, ekonomiści, socjolodzy i nie tylko.

Instytut zachęca do zgłaszania propozycji wystąpień odnoszących się między innymi do poniższych przykładowo określonych zagadnień:

historia myśli o ochronie klimatu w dziejach ludzkości,
aksjologia międzynarodowego prawa zmian klimatycznych,
prawo do życia w obliczu zmian klimatycznych,
klimatyczne tło międzynarodowych konfliktów zbrojnych,
wpływ zmian klimatycznych na współczesny układ granic państwowych,
zmiany klimatyczne wyzwaniem dla międzynarodowego prawa morza,
Unia Europejska wobec zmian klimatycznych,
adaptacja do zmian klimatycznych w oparciu o reżim prawny Ramowej konwencji Narodów Zjednoczonych w sprawie zmian klimatu z 9 maja 1992 r.,
mechanizmy finansowania działań i inwestycji na rzecz przeciwdziałania negatywnym konsekwencjom zmian klimatycznych,
ochrona ofiar negatywnych konsekwencji zmian klimatycznych przez sądy krajowe i trybunały międzynarodowe,
małe państwa wyspiarskie w obliczu zmian klimatycznych.

Powyższy zestaw zagadnień nie stanowi katalogu zamkniętego. Instytut zachęca wszystkich zainteresowanych do przedstawiania własnych propozycji tematów wystąpień.

Warunkiem uczestnictwa w konferencji jest: a) przesłanie drogą elektroniczną, do dnia 6 marca 2026 r., poprawnie wypełnionego formularza zgłoszeniowego konferencji; b) dokonanie do dnia 6 marca 2026 r. wpłaty w wysokości 150,00 zł (75,00 zł w przypadku studentów i doktorantów) w formie darowizny na cele statutowe Instytutu na rachunek bankowy Instytutu BNP Paribas 70 1600 1462 1715 8792 3000 0001 c) akceptacja nadesłanego zgłoszenia przez Instytut.

Instytut prosi o uważne zapoznanie się z treścią Regulaminu konferencji umieszczonym pod formularzem zgłoszeniowym.

Konferencja odbędzie się w formule on-line (MS TEAMS). Każdy z Uczestników otrzyma certyfikat uczestnictwa w konferencji w wersji elektronicznej.

Organizatorzy przewidują możliwość wydania publikacji pokonferencyjnej w zależności od liczby Uczestników chętnych do opublikowania referatu w monografii naukowej.
