IL&FS presents lowest bid for NH-21 project

ILFS Transportation Networks Limited has informed that had the lowest bid among the submitted to National Highways Authority of India (NHAI) for Four Laning of Kiratpur to Ner-Chowk Section of NH-21 from Km 73.200 to Km 186.500 in the State of Himachal Pradesh to be executed as BOT (Toll) on DBFO pattern under NHDP phase- III.

The final proposals for the project were submitted on Junuary 16th and the project had previously got the nod form the Cabinet on January 12th.

Punj Lloyd get Delhi Police PPP project

First, infrastructure firm Punj Lloyd today said it has bagged a Rs 1,300 crore ($255 million) contract from the Delhi Police for building a residential complex at Dheerpur, in Delhi. Punj Lloyd will sign a concession agreement with the Delhi Police, which is under the aegis of the Ministry of Home Affairs, for 25 years. The firm will get semi-annual annuities of Rs 62.75 crore ($12.3 million), along with construction milestone-linked lumpsum payments of Rs 316 crore ($62 million).

Shortlist for Jaipur metro PPP project
Four bidders have been short-listed by Jaipur Metro Rail Corporation to bid in the financial stage of the project. They are the following:

Reliance-Infra;
a consortium led by Essar Projects (India) Ltd, and consisting of Samsung CT Corp. of Korea;
a consortium led by Soma Enterprises Ltd and consisting of Inversiones En Concesiones Ferroviarias, S.A.U (ICF) from Spain;
and a consortium led by Gammon Infrastructure Projects Ltd consisting of Iridium Concesiones de Infraestructuras, S.A from Spain

Concession agreement signed for 4-laning of Shivpuri Dewas NH-3

GVK Infrastructure Ltd has announced that GVK Shivpuri Dewas Expressway Private Limited, a step down subsidiary of the company, has signed a Concession Agreement with National Highways Authority of India (NHAI) for the four laning of the Shivpuri Dewas section of National Highway No.3 in the state of Madhya Pradesh.

Ramky Infrastructure Limited was awarded the Road Project by National Highways Authority of India (NHA1) to undertake Four Laning of Hospet - Chitradurga section of NH-13 from KM 299.000 to KM 418.6000 in the State of Karnataka under National Highways Deveiopment Project { NHDP) Phase Ml on Design, Build, Finance, Operate and Transfer (DBFOT/BOT) basis in BOT (Toll) [Project].

Sector Update: Infrastructure, roads and highways

The financial services firm, IndiaNivesh, has released a very interesting update report for all those in the infrastructure sector in India. Although it looks at the sector focusing on the listed companies, the report gives a very nice overview of the year in terms of contracts awarded, the winning firms, the degree of achievement of targets in Km and the intensity of competition in the industry.

Some of the major conclusions within the report are the following:

29 BOT-Toll projects have been awarded till date during this fiscal year.
Only IRB Infra and Ashoka Buildcon have won more than 1 project (2 projects).
NHAI had earlier planned to award 7,773 km of road projects during Apr-Dec, 2011. However, during the same time only 53% of the targeted projects have been awarded.
There is an increased intensity of competition across the projects. Of the 9 projects that came up for bids post Oct-2011, an average of 33 bidders participated in each.

New tender for Chennai monorail after cancellation

Some hours ago, The Hindu published an article explaining that the Chennai monorail project is going to be cancelled. The decisions comes due to a the lack of enough eligible participants in the bidding process. Some officials commented that a new tender with different eligibility criteria will be floated in the short future.

We have to remember that three consortia submitted a response to the RFQ on September 28th of 2011:

Laursen and Toubro - Hitachi
Alkem from Malaysia
UK firm

The problems come because in order to pre-qualify, a participating consortium/company should have been awarded an urban rail project under PPP model with a minimum route length of 37-km within the last three years.

After the pre-bid meeting on September 8, the minimum length was changed to 25 km. An additional clause was added to allow those who had built a 12km monorail line which had also begun commercial operation, to participate.

As The Hindu writes it,

There are simply not enough monorail systems in the world that have been built under the PPP model.

This meant that many companies could not participate in the tender because of this criterion (15 companies showed interest but only three could qualify). But this was not the only problem as the tender was launched very quickly and probably the tender documentation was not ready a for complex contract to be signed.

What's next?

The Empowered Monorail Committee would take a decision shortly and the Finance Department of the Metropolitan Transport Corporation is reviewed the new tender to be floated.

Feedback sought for policy on Private investment on rail

The Ministry of Railways of the Government of India is seeking for comments on a comprehensive draft policy they have prepared that contains six models for different specific categories of projects. This has been prepared based on the feedback and inputs received from stakeholders on the R3i and R2CI policies.

The six models are the following:

Non-Government Railway Model
SPV Model for operationally necessary/ bankable sanctioned railway projects appearing in the pink book
Railway Projects on BOT awarded through Competitive Bidding
Connectivities funded by users, but to be used as multi-user lineCapacity Augmentation (Doubling/Thirdline/Fourth line,etc) with funding provided by customers
Capacity Augmentation (Doubling/Thirdline/Fourth line,etc) - Annuity Model

Once finalized, the policy would replace previous policies. The policy also aims at enabling State Governments in playing a proactive role in development and implementation of rail projects in their respective states.

Consultants picked for Hyderabad- Chennai HSR study

Japan External Trade Organisation (Jetro) and Oriental Consultancy with Parsons Brinkhoff India has got the contract to prepare the pre-feasibility study on the proposed 664 km long Hyderabad -Vijaywada-Chennai route for running the high speed train.

Japan's high speed trains Shinkansen operate at a speed of up to 300 km per hour and are known for their punctuality, comfort, safety and efficiency. Japan was the first country to build dedicated railway lines for high speed travel.

The consortium will submit the report in seven months. The study is expected to cost the railways about Rs 3.5 crore.

The six rail corridors that are under study by the Government are the following:
  a) Pune- Mumbai- Ahmedabad. Completed by Systra, Italferr and RITES. Update 2
b) Delhi- Chandigarh – Amritsar.
  c) Delhi – Agra-Luknow-Varanasi-Patna. Under finalisation by Mott MacDonald (UK)
  d) Haldia – Howrah. Completed by  Ineco along with Prointec and Ayesa (Spanish consortium).
e) Hyderabad – Dornakal – Vijayawada – Chennai.
f) Chennai -Bangalore - Coimbatore - Ernakulam

Request for EOI for a report on land Acquisition in PPP projects in India

Hello all,

Dear readers, the World Bank is looking for consultants to prepare a detailed report on Land acquisition in PPP projects in India.

The objective of this assignment is to prepare a review of issues in land acquisition in PPPs in India.

Land is often a critical resource for PPPs in infrastructure. However, acquisition of land is increasingly a source of social conflict since the pressure of the population on land has been going up, constraining availability.This assignment is expected to produce a special paper on land based on 4-6 case studies from core infrastructure sectors (Transport - Roads, Sea Ports and/or Airports and Power Generation).

It is expected that the following aspects would be addressed by the paper:

I. Review of Policy/legal framework

II. Experience, Management, Equity and Fairness in land resource allocation/acquisition and the overall performance of the PPP projects studied as cases

III. Issues: current and future

IV. Next steps/Lessons learned

The time line for this assignment will be three months.

Financial advisor and bidders for Chennai Monorail

In August, the Metropolitan Transport Corporation requested qualification documents from developers of national and international companies to design, develop, construct, finance, own, implement, complete, maintain and transfer (DBFOT) Monorail as Mass Rapid Transit System (MRTS) for Chennai metropolitan areas in selected corridors.

The deadline for submission of RFQ for developers was 28th September 2011. Times of India has reported that thre are three consortia interested in the contract:

Laursen and Toubro - Hitachi
Alkem from Malaysia
UK firm

According to the newspaper, the three bidders, along with the consultant, will finalise the design and other engineering related issues before the project gets into the final bidding stage. "Over the next three to six months, the design aspects will be finalised and then it goes into financial bidding.

Consultants

The Metropolitan Transport Corporation also released an invitation for proposals from leading consulting firms for providing Transaction Advisory Services for selecting a developer for “Providing Monorail Mass Rapid Transport System.

This week, we also got to know that Fortress Financial Service, a Mumbai-based company, will help MTC choose a suitable company to build the Rs 1,116-crore project as well as be the financial advisors.

The Dedicated Freight Corridor Corporation of India Limited (DFCCIL) has selected bidders for Design and Construction of approximately 343 Route Km Double Line Railway between Bhaupur - Khurja Section of Eastern Dedicated Freight Corridor split in three Slices on Design-Build Lump Sum basis.

The proposed bidders that have been prequalified for the next round are the following:

PPP for high speed rail in India

An all India seminar on ‘High Speed Trains – “Issues and Options” was held here today jointly organized by:

the Institution of Engineers (India) - Delhi State Centre,
IET (UK) - Delhi Local Network and
Institution of Railway Electrical Engineers (IREE).

The Minister of State for Railways, Shri K.H.Muniyappa was the Chief Guest and Member Electrical, Railway Board, Shri Kul Bhushan was the Guest of Honour at the seminar.

Let me include here the main points from the government's press release:

Shri Muniyappa said that:

The then Railway Minister, Mamata Banerjee in her Budget Speech of 2010-11 announced setting up of National High Speed Rail Authority for planning, standard setting, implementing and monitoring of construction of High Speed Passenger Rail Corridors.
Railways have already identified six corridors and has initiated action on pre-feasibility studies for them.
The Railways desire the Public Private Partnership (PPP) mode for investment and execution, and draw on frontier technologies incorporating the highest standards of safety and service quality.
High Speed executed rail corridor will become a catalyst for India’s economic growth, a stimulus for the development of satellite towns and reduction of migration to metropolises, he said.

Shri Muniyappa also said that:

Around the world some 40,000 Kms of High Speed Rail tracks are under construction.
High Speed Rail is environment friendly and will reduce the Green House Effect.
High Speed Rail in the country will help to achieve mobility with lesser pollution.
It will create manufacturing capability resulting in employment opportunity.
The infrastructure creation will create meaningful jobs both in construction as well as maintenance and operations.

Shri Kul Bhushan, Member Electrical, Railway Board, said that:

At present the maximum speed of passenger trains on Indian railway network is 150 kmph.
With the commissioning of Dedicated Freight Corridors, capacity would be released along the existing trunk routes and these would be upgraded to run passenger trains and EMUs at 200 kmph.
A study is being carried out by Government of Japan for up grading speed of New Delhi-Mumbai route to 200 kmph.

About high speed rail, Shri Kul Bhushan said that:

India Infrastructure Update by Singhania & Partners. October 2011

Singhania has released its October update of Indian infrastructure. In this report, there are many interesting news from different sources and also a very interesting article on how the Indian government is reinventing the EPC method. Dipak Rao and Santosh Pandey put it in this way:

Under the new model, the contractor would accept the risk and responsibilities for both the design and the construction of the work. The Government will only provide a feasibility report and the private companies will provide design based on the feasibility report and the Government will select bidders on the basis of the design and costs quoted. The EPC which is contemplated now will be a single point responsibility contract in which the Government will just give a broad outline of requirements and quality standards. The EPC contractor takes the responsibility of completing the project at a given cost and time frame and acts as a single point of interface between the promoter and all other agencies connected with the project. This will also cut out a layer of intermediaries as the companies that bag the projects anyway give them out on true contract to smaller developers.

High Speed Rail in India. October 2011 Update

Dear readers,

It's been already a while without any update of High Speed Rail in India. The last article we wrote concerned the Pros and Cons og high speed rail for the Indian case.

Let me first remind you of the preparation that is undergoing for the feasibility studies of six corridors. These rail corridors are the following:
  a) Pune- Mumbai- Ahmedabad. Completed by Systra, Italferr and RITES. Update 2
b) Delhi- Chandigarh – Amritsar.
  c) Delhi – Agra-Luknow-Varanasi-Patna. Under finalisation by Mott MacDonald (UK)
  d) Haldia – Howrah. Completed by  Ineco along with Prointec and Ayesa (Spanish consortium).
e) Hyderabad – Dornakal – Vijayawada – Chennai. Tender closed June 15th
f) Chennai -Bangalore - Coimbatore - Ernakulam
In the last days we have got some news regarding High speed Rail in India, they include the following:

1. Route emerges for first hi-speed rail corridor

Pune-Mumbai-Ahmedabad would probably be the first rail line in the country to have a high-speed corridor

The contract will be on a design, build, finance, operate and transfer basis and all revenue risk can be transferred to the private developer.
The estimated cost for the infrastructure might be around Rs 50,000 crore and another Rs 7,000 crore for rolling stock, averaging approximately Rs 100 crore per km.
The estimated traffic projection is around 26.6 million passengers in 2021. This is expected to rise to 104 million passengers in 2041. The likely alignment is expected to include a tunnel of 18.3 km between Lonavala and Karjat.
These high-speed rail routes are expected to be built as elevated corridors, in keeping with the pattern of habitation and the constraint of land.

2. Spain’s Talgo eyes high-speed train business, plans office in India

"We are in the process of establishing a representative office near Delhi to begin with. Depending on orders that we receive in future, we may form a subsidiary firm. The representative office will be set up in next two months,” said Talgo's market development director Mario Oriol.

3. Railways Bill on high-speed train project in winter session

"We are in the process of setting up the National High Speed Rail Authority (NHSRA), an autonomous body, to implement and monitor the high speed train project in the country and for this a legislation is required to set up the Authority," said a senior Railway Ministry official.

And last but not least, find an interview with the chairman and CEO of Taiwan High Speed Rail Corporation (THSRC), Mr Ou Chin-Der, who is to be congratulated on turning around the fortunes of Taiwan’s high-speed railway. THSRC went from making losses during the first four years of operation to produce sufficient profit to be able to start repaying debt in challenging trading conditions.

KNR Constructions gets a new PPP project from NHAI

KNR Constructions announced last week it secured project from NHAI for the design, build, finance, operate and transfer toll basis for a concession period of 21 years including theconstruction period of 730 days at a total premium of Rs 50 million during concession period the two laning of Muzaffarpur-Barauni section of NH-28 from KM 519.6 to KM 627 inthe State of Bihar Under NHDP phase IV-B.

Awarded to: KNR Constructions
Method: Toll basis
Length: 107 Km
Concession period: 21 years

Four laning of Lucknow-Sultanpur (NH-56) in Uttar Pradesh approved

4 laning of Lucknow Sultanpur section from Km 11.500 to Km 134.700 on NH-56

The Cabinet Committee on Infrastructure approved yesterday the implementation of the project of four laning of Lucknow Sultanpur section from Km 11.500 to Km 134.700 (total 125.900 km) on NH-56 in Uttar Pradesh under NHDP Phase-IV A to be executed in BOT (Toll) mode on DBFOT basis. The total cost of the project will Rs.1092.60 crore ($219 million).

The main object of the project is to expedite the improvement of infrastructure in the State of Uttar Pradesh and also in reducing the time and cost of travel for traffic, particularly heavy traffic, plying between Lucknow and Sultanpur.

Malabar Ports wins the PPP contract for Ponnani Port

The State Government has signed a concession agreement with the Chennai-Based Malabar Ports Private Ltd. for the development of the port on build-operate-transfer (BOT) basis.

Malabar Ports won the contract through ‘Swiss Challenge’ method, which was also adopted for the first time in the State to identify the private investor in a PPP project.

Investment: Rs 763 crore ($152 million)
Length of the contract: 30 years

GVK Transportation receives the letter of award for Shivpuri-Dewas Section of NH 3

GVK Transportation has confirmed that they have received the letter of award for the Design, Engineering, Finance, Construction, Operation and Maintenance of Four laning of Shivpuri-Dewas Section of NH 3 from km 236.00 to km 566.450 in the State of Madhya Pradesh under NHDP Phase IV on BOT (Toll) on DBFOT Pattern. InfraPPP India announced that GVK had emerged as the best bid on August 2nd, now it is official.

Awarded to: GVK Transportation
Annuity: NHAI will receive Rs 190 crore ($14 million) premium per annum
Investment: Rs 2,815 crore ($634 million)
Length: 230 Km

GMR Infrastructure receives the letter of award of the Six laning of Kishangarh Udaipur Ahmedabad

InfraPPP announced on July 30th that GMR Infrastructure was the best bidder for the contract. The award it is already official for the second mega road project.. Six laning of Kishangarh Udaipur Ahmedabad section of NH 79A, NH79, NH 76 and NH 8 on BOT (Toll) in Rajasthan and Gujarat.

Awarded to: GMR Infrastructure
Annuity: NHAI will receive Rs 636 crore ($14 million) premium per annum
Investment: Rs 5,387 crore ($1,212 million)
Length: 555 Km

Comments encouraged for Draft National PPP Policy in India

The Union Finance Minister, in the Budget speech for the year 2011-12 has announced that It is their endeavor to come up with a comprehensive policy that can be used by the Centre and the State Governments in further developing Public-Private Partnerships.

Pursuant to this announcement, Department of Economic Affairs, Ministry of Finance has prepared the draft National PPP Policy and solicits views / suggestions from all stakeholders by 15th October, 2011.

The national PPP policy will provide a framework for identifying, structuring, awarding and managing PPP projects, and standardize common processes so a consistent position is adopted in key issues.

UPDATE 19TH OCTOBER:
The Commonwealth Human Rights Initiative (CHRI) has submitted its comments to the Ministry of Finance and it has made them public. You can find them here.
