Dr. Peter Phillimore, Professor of Social Anthropology, School of Geography,Politics &amp; Sociology, Newcastle University (UK) spoke on the un-knowability of dire environmental risks and their consequences.  He tried to explore how far such public ambivalence may be found in considering local discourses around risk in Indian contexts of heightened nvironmental awareness.  He discussed about two major industrial towns in Britain<br />
notable for the marked risk sensitivities of local populations, and one in Germany notable, in contrast, for the almost nostalgic trust shown towards the main chemical company and used these examples as a springboard for exploring the ways in which place-specific histories, and the memories associated with these histories, may likewise colour local discourses of risk and trust in India according to Dr. Rani Mehta, Seminar<br />

Prof. R.K. Gupta (Coordinator, Human Rights and Duties) graced the occasion. Ms. Madhavi Kataria (PCS) was also present on the occasion. She stressed that dialogue is the only way to resolve any dispute. Dr. Swarnjit Kaur (Co-ordinator, Human Rights and Duties) talked about the ‘intent’ and ‘impact’ of the said Act and stated that though the intent of the Act is noble; however, there is a need to curtail the negative<br />
impact of the Act. The film festival was well attended and participated by the students from Human Rights and Duties and students from Manipur, studying in various departments in the University by sharing their views on the subject. Ms. Namita Gupta and Ms. Upneet Mangat, Faculty Human Rights and Duties coordinated the proceedings of the film festival.</p>
<p>The festival concluded with each and every student and faculty present on the occasion taking the Oath of Solidarity. The oath expressed solidarity with the north-eastern fraternity and with Sharmila Irom in her struggle for justice in line with assurance given by the Hon’ble Prime Minister of India, Dr. Manmohan Singh in 2009. </p>

In his presidential speech, Dr Singh said the Centre should create a &#8216;pressure group&#8217; to aggressively enforce the gender equality being defaulted in several manners. Such enforcements should go along with the Centre&#8217;s major function of conducting academic studies in the causes and traditions that underlie such social malaise. Recounting the prevailing gender- discrimination, Dr Singh said on the world level, women, constituting half of the population, share only ten per cent of income. Similarly, of the total property, women share only one per cent while rest, 99 per cent, is owned by men. In the same vein, he said, of all parliamentary fora world over, 90 per cent seats are represented by men. And in the executive and bureaucracy women’s share is only 3.5 per cent. The Vice-Chancellor observed that the educated and resource-rich families were relatively more affected by the colossal evil of female foeticide, even as the female deficit has reached an alarming stage in Punjab. The preference for male child symbolizes a deep social malady that needs to be corrected through education and awareness, he added.</p>
<p>The Centre was formally inaugurated by Prof (Dr) Pam Rajput, Vice President, National Alliance for Women (NAWO) who said the Centre would study invisible discrimination and disparity with women in the Punjab society and attempt to sensitize the people against such maladies. Already, 63 such Centres are operative in various parts of the country and setting up of 34 more Centres are in offing. Punjab Information Commissioner Dr Ravi Singh said efforts were being made to the effect that the state budget and planning should be orienbted more towards women’s development. Dr Manjit Singh , Dean, College Development Council endorsed the Vice Chancellor&#8217;s views that discrimination with female child in the land of Sikh Gurus whose holy scripture subscribe to gender equality, was all the more troublesome and unacceptable. Dr Manju Verma, Director of the Centre said they would coordinate and collaborate with the social organizations working the field of women empowerment in Punjab. </p>

			<content:encoded><![CDATA[<p>CHANDIGARH: October 23, 2009: A high profile executive group comprising of eminent personalities from all over the country kicked off the UGC Networking Resource Centre in Pharmaceutical Sciences at Panjab University, Chandigarh on 23rd Oct 2009. The centre has been created at University Institute of Pharmaceutical Sciences by UGC as a result of recommendations of the Task Force established by the MHRD to promote research in basic sciences. University Grants commission sanctioned a whooping sum of Five Crores for the establishment of this centre. </p>

The objective of the Centre is to foster research and to provide training in furthering higher education in pharmaceutical sciences nationwide.  The center will serve as a pool of trained professionals and modern facilities for researchers and faculty of other institutes of the country lacking in specialized facilities. Exposure to modern facilities, latest techniques and training to post-graduates, researchers, entry- and mid-level faculty in the frontier areas will be the central theme of this MHRD initiative. The programmes are open to candidates on all India basis and selections will be made on merit. Besides the in-house resources at UIPS, this project will also embark upon the on-campus centralized facilities at Central Instrumentation Laboratory (CIL), Centre with Potential for Excellence in Biomedical Sciences (CPEBS) and the allied departments on the campus.</p>
<p>The meet began with Prof. Karan Vasisht, coordinator of the centre and chairperson of UIPS, apprising the committee members about the various missions and goals of the centre. The Executive Group Meeting discussed the various points pertinent for the success of this first ever &#8216;Resource Networking Centre’ in the field of pharmaceutical sciences. Thrust areas for Summer/Winter School-Training Programmes and various strategies to be adopted to attract the researchers from all corners of the country were discussed in-length.  The meeting ended with making valuable inputs for the successful implementation of the programme according to Associate Professor Ranju Bansal, Pharmaceutical Chemistry, University Institute of Pharmaceutical Sciences, Panjab University, Chandigarh.</p>

Gill, Minister of Youth Affairs and Sports, Government of India  laid down the foundation stone of Indoor Shooting Range at Panjab University Campus today.   He was welcomed by Prof. R.C. Sobti, Vice-Chancellor, Panjab University.<br />
 Dr. Gill emphasized on the quality education to the school and University students and for producing the sports persons of national and international level.<br />
 Prof. R.C. Sobti, Vice-Chancellor, PU highlighted the achievements of the Panjab University in the field of academics as well as in the sports.  He further highlighted the starting of the new courses like Nano-technology and Bio-technology giving quality education.<br />
 Prof. S.S. Bari, Registrar, Panjab University proposed the vote of thanks.<br />
The stage was conducted by Dr. Archana R. Singh, Department of Mass Communication.  The other personalities present were Dr. C.S. Grewal, Director Sports, PU and Sh. S.S. Randhawa, President, Panjab University Sports Association. </p>

First and foremost a uniform definition of infrastructure should be created to clear any ambiguities. There should be simplification and streamlining of procedures to facilitate investment projects. There should be a fixed interest rate on loans meant for developing infrastructure projects. The government should ensure quick approval of resettlement and rehabilitation policy. Other points of importance according to PHD Chamber are expediting the Land Acquisition Bill, preparing a Model Concession Agreements for various sectors, creating a bond market to facilitate access to long term funds. Priority should also be given to providing interest subvention of 2% for infrastructure investments. The creating of a land pool for infrastructure projects by the State Government will greatly boost the infrastructure sector.<br />
To reap the demographic dividend, the government should step up investment in human resources to enhance skill development.  There should be a policy towards universal education for India.  This is all the more important as China after 2020 will start losing labour force because of tapering population, added Mr. Kanoria.<br />
Health and affordable housing for all should be ensured.  For this, the Government should incentivise investments in affordable housing. The Centre should draft a Model Legislation for the housing sector to address the problem of housing shortage of about 20 million dwelling units in both rural and urban areas.<br />
The Government should work towards ensuring food security for all. Priority should be given to control of inflation, especially the spiraling food prices.<br />
To promote Good Governance, Government should draw up a policy for strengthening of police and judicial infrastructure and resume disinvestment through partial sale of equity in non-strategic PSUs.<br />
&#8220;Fiscal Discipline has to be inculcated which can start off by initiating subsidy reforms by cutting back on non-merit subsidy such as on fertilizers, substituting food subsidy with food stamps, shifting to market based system of pricing of petroleum and diesel even while reducing subsidies on kerosene and LPG” added Mr. Kanoria.<br />
Financial Sector Reforms should be initiated by bringing pension reform by ensuing early passage of Pension Fund Regulatory and Development Bill (PFRDA).<br />
To stimulate demand and improve the competitiveness in the manufacture sector it is important to reduce total tax burden from around 30% to 25%.  The reduction in Excise Duty rate and service tax announced by the Government as part of the stimulus package should be continued beyond March 2009.<br />
The lowering of Corporate Tax Rate to 25% inclusive of surcharge, cess and other levies, abolishing Dividend Distribution Tax (DDT) and MAT and Fringe Benefit Tax would go a long way to revive investments in industry.<br />
External demand can be enhanced by bringing in export competitiveness by providing 100 % tax exemption for exporters having 100 % export turnover and reducing interest rate on rupee packing credit, which is currently between 10-11%, by a minimum of 5%.<br />
Agriculture, which is the backbone of rural development, needs stimulation which can be achieved by stepping up capital investment in agriculture especially in areas like irrigation, watershed development, rural infrastructure, cold chains, research and extension services. A common market for agriculture and providing freedom to farmers to sell their produce wherever they want within the country will help the farmers. Other issues of importance in agriculture are removing curbs on private trade imposed under Essential Commodities Act, abolishing APMC, Lifting stockholding limits, encouraging contract farming and initiating land reform, added Mr. Kanoria. </p>

The importance of the Census count cannot be stressed enough Census data is used to determine how more than $300 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, new hospitals, services for the elderly, roads, schools, education funding, social services, and much more. That&#8217;s more than $3 trillion over a 10-year period. The Census also determines how many representatives your state will have in Congress. UNITED SIKHS has partnered with the US Census Bureau to ensure Sikhs are counted, so that much needed resources will be available to the Sikh community.<br />

How Can I Participate? Every household in the country will receive a Census questionnaire in 2010. To ensure an accurate and fair count of all populations at all geographic levels in the nation, the Census Bureau needs you or someone in your household to respond to the census questionnaire.Â  By completing your questionnaire you are providing data that will help our nation, your state and your community make major decisions over the next 10 years.<br />
Estimates of the Sikh population as of 2005 came to about 500,000 Sikhs living in the US. This is not an official total, and we will not have an accurate count if Sikhs do not participate, and write in &#8220;SIKH&#8221; under the &#8220;Some Other Race&#8221; category. The Sikh population in the US has grown exponentially in the past 10 - 20 years.<br />
Is the Census Safe? Your safety is assured when you participate in the Census. For those Sikhs who are in the United States illegally, this campaign is designated to include you as well. By law the Census Bureau cannot ask you if you are an illegal nor can they provide any information they gather to any other governmental agency for 72 years.<br />
The U.S Census defines who we are as a nation. Achieving a complete and accurate 2010 Census is in our hands. Give American Sikhs a fighting chance. We need your help with this enormous task. UNITED SIKHS and the Census Bureau are doing presentations in your community; contact us at law-usa@unitedsikhs.org if you are interested in setting up a &#8220;Be Counted Site&#8221; or a &#8220;Questionnaire Assistance Center&#8221; in partnership with the US Census Bureau.<br />

Dubbing the current economic crisis as a crisis of global capitalism, he linked it with capitalist production system and the rampant use of non renewable resources. It involved the evolution of political economic thought and its impact on policy making, the unstable financial markets, and the depleting oil and food resources, he said. The unscrupulous use of nature and its resources and the resultant pollution caused by the consumed and unconsumed waste has intensified the situation, Dr Singh added. He emphasized upon the need for evolving a new paradigm, keeping in view the ecological dimension. The lecture was followed by a discussion by Dr. Sucha Singh Gill, Dr. Birinder Pal Singh, Dr. Gurbhagat Singh, Dr. Joga Singh and others.</p>

The following students won the prizes in the poster making competition on the environment preservation: Name Dept. Prize Shruti Garg Public Administration 1st Madhu UBS 2nd Meenakshi Negi UBS 3rd Himagana Gupta DEVS 3rd A rally on the Environment awareness was organized by the research scholars, students and staff on the campus with placards depicting themes on saving the environment followed by the Traffic Awareness campaign. The light was switched off on the Campus between 10.00 a.m. to 11.00 a.m. A provision of earthen pots containing water for the birds was made in all the university hostels. The Vice-Chancellor thanked the participants for joining the movement in large number and a pledge was taken to safeguard the environment by taking preventive measures according to Dean Student Welfare</p>
