Seventh Central Pay commission has given its reports on 19/11/2015 ,on the basis of this report we have prepared a Tentative Pay fixation calculator for PSPCL-PSTCL employees.These calculator has been prepared on the basis of main guidelines given by 7th Central Pay commission.

Basis of Calculation used in this calculator

Fitment multiplier factor has been taken as 2.57 universal for all employees.
Initial pay in Pay metrics has been calculated by Multiply factor of 2.57 for PB-1 and PB-2 , 2.62 for PB-3, 2.67 for PB-4 and PB-05, however 2.57 for table 21 and 2.72 for HAG .You may change these multiply factors ,if you wish to.(rounding off to multiple of hundred)
Steps in Pay materis has been fixed after giving 3 % increment (rounding off to multiple of hundred)

How to Use

You have to fill Just three yellow Cells
At Sr no -1 select your Present SR NO table
At Sr no-2 Fill you pay in pay Band (do not add Grade Pay)
At Sr no-3 Select your % of your Present House rent allowance (HRA)
At Sr no 4-8 Data of your present pay scales on the basis of your selection at Sr no-1 will be shown ,if data is not shown as per your details then select correct table number at Sr no-1. Designation /category list is not complete ,so concentrate on grade and Table Number.
At Sr No 10 your new basic pay as per our calculation will be shown,However If message is shown "Something is wrong in Your data Entry or in our Calculator" then please check data entered by you again , if data is correct then please report error along with data entered by you in comment section
At Sr no 11-15 Comparison of Your old Pay/DA/HRA with new pay as per this calculator will be shown.

PSPCL has once again changed the Mobile numbers to vodafone of their officers and oficials due to Non-satisftory service from BSNL. New vodafone shall be activated from 28-05-2014 .For most of the officials new number series of first five digit has been changed to 96461 from 75895 however mobile number of many officers has been chnaged complately. So to to check a service has been provided by PSPCL by which you can check new number by feeding the old number.

Terms & Conditions:

Criteria for Selection/Recruitment

• Written Test will be conducted for all the posts.

How to apply online:

3. Every successful registration will be allotted the Registration Number printed on the Acknowledgement Slip containing the details of amount to be deposited in the CDAC application fee current account no 911020049615714 with any branch of Axis Bank across Punjab or Chandigarh.

4. Get the print out of the successful registered application form.

5. Thereafter the candidate shall have to report to the designated banker (Axis Bank) along with the download application form generated by the computer for depositing requisite fee.

6. In case the candidate fails to deposit the requisite fee, his/ her application shall stand automatically cancelled/ rejected and shall not be considered for further processing.

7. Candidates may apply for more than one post by submitting separate applications for each post along with separate requisite fee.

8. The application can be filled online only till 05-12-2011 upto 5.00 p.m.

9. If by mistake the candidate had filled in wrong data in application form, he/ she can correct the data from 15-11-2011 to 05-12-2011 upto 5.00 p.m. by entering his/ her registration number and password. Thereafter no editing will be done and data will be locked and no change will be acceptable/ allowed.

2.Arrears bifurcation in GPF /tax/NET have some confusions so Option has been given to bifurcate arrears in two method

Calculate tax and deduct tax from 40% of arrears and 50% of balance amount to be transfer to Gpf.
50% of 40% arrears to be transfer to GPF and net payment will be paid after deduction of tax amount.

HC QUASHES PUNJAB'S 1-YR EXTENSION IN SERVICE

The Punjab and Haryana High Court on Monday overturned the Punjab gov- ernment orders granting one- year extension in service to employees due for retirement in 2010.

Terming the state govern- ment orders passed on January 27 as unsustainable, the Division Bench comprising Justice Adarsh Kumar Goel and Justice Alok Singh noted: “This order will operate prospectively and will not affect the benefits already given under the instructions. It is also made clear that the state will be at liberty to pass fresh orders in accordance with the law.“

The directions came on a peti- tion filed by District Development and Panchayat Officer Kuldeep Singh, who, terming the government order as unconstitutional, had stated that grant of one-year exten- sion to his seniors with entitlement to promotion during the period would adversely affect his and others' chances for pro- motion on account of vacation of posts due to retirement.

The petitioner had further submitted that even in the case of a chief engineer in the PWD or Irrigation Department, the provision for extension in service was only for three months.He cited service rules to assert that the retirement age was 58, after which an employee could not be retained in service, except in exceptional circumstances and with sanction from the com- petent authority.

Observing the retirement age of an employee, other than a Class IV worker, was 58 years, the Bench held: “Perusal of the instructions does not show exceptional circumstances and the instructions, instead of being exceptional, are general and operate to modify or annul the rule. The instructions cannot be allowed... contrary to the rule... and are quashed.“

Update:Punjab Govt has issued a Clarification(22.02.2010) on Minimum pension fixation,which has been adopted by PSEB vide his Finance circular number 19/2010.So calculator has been updated as per the latest notification dt 21.04.2010.
How To use This Calculator.

There are two sheets in the excel sheet given below first Fill ur data and second Code list.By default Fill ur data will be shown if not switch on fill ur data Sheet.
Select your pay code in first yellow column .Codes are given below .select code of old pay scale from which you have retired (old pay scale as per forth pay commission is given).codes are given in yellow column(1-23)
Fill you basic pension as on 01.01.2006 (without Dearness pay) in second yellow column.
Third yellow column is applicable where your service is less than 32 years and Nine month then fill no of year and month of service rendered in respective column.
Forth yellow column is required only if you want to calculate family pension arrear.Fill "FP" in this cell without quotes and fill other columns as suggested above..Figure will be changed to Family Pension.But if you want to calculate Normal Pension then Leave blank this Cell.

Finance minister Pranab Mukherjee's proposal to create a national clean energy fund through levying clean energy cess on 'coal produced in India' and imports is likely to create a corpus of above Rs 3,000 crore by the end of the fiscal year. It will also impact energy prices, which will go up around 3-4 paise per unit of power produced.

Mukherjee, while presenting the Budget 2010-2011, announced that a clean energy cess of Rs 50 per tonne would be levied to create a National Clean Energy Fund (NCEF) for financing 'research and innovative projects in clean technologies'.

Although he didn't clarify whether 'clean technology' would mean supporting India's green energy projects under the National Solar Mission or funding clean coal technology projects, observers in the coal sector felt that since NCEF is being created by taxing coal, the coal sector should get the priority in reaping the benefits.

Coal India Ltd (CIL (CUMMINS.BO : 455 +0.15)) chairman Partha S Bhattacharyya said the country is expected to produce 600 million tonne of coal in 2010-2011 and a levy of clean energy cess of Rs 50 per tonne would straight away raise above Rs 3,000 crore.

"Although this means price of coal will increase, but the fund can be utilised in developing clean coal technology much on the lines of the US department of energy's FutureGen Clean Coal Project, a facility for carbon capture and storage at commercial scale," he pointed out. However, a Rs 50 cess per tonne of coal implies 7-8% increase in the price of coal, which translates to 3-4 paise increase in the cost of power generation per unit.

"This had an impact of 5 paise for one unit of power production," Bhattacharyya said. But power sector regulators, especially state regulators, used the price increase to revise distribution tariffs. According to Tata Ryerson managing director Sandipan Chakraborty, since coal demand will continue to remain unconstrained for the growing needs of the power sector, raising a fund through levying cess on coal has been a wise initiative.

This is also supported by Bhattacharyya. He said, "setting up a coal regulator for economic pricing of coal is also a welcome measure."

Punjab Govt has Increased Vat Rate given in schedule B from 4 % to % % except in case of declared goods under section 14 of CST act 1956.Complete Notification is available here.After this notification rate applicable on PSEB is also increased to 5 % from 29.01.2010 as per Item 101 schedule B of the Punjab Vat act.

Unable to identify other options to generate resources, the cash-strapped Punjab State Electricity Board (PSEB) has eaten into the general provident fund (GPF) collected from its employees over the past few years.
The amount, which is to the tune of Rs 1,700 crore, has been spent on power purchases, new projects, meeting day-to-day expenditures and even making dead investments in the form of fixed deposits.
PSEB finance controller Subash Arora justified the move, saying the Board had not violated employees' rights. "All retiring employees are getting their benefits, including GPF, in time. Those entitled to loans on the basis of their GPF amount are also being extended the facility," he said.
Arora said that on the directions of the Punjab State Electricity Regulatory Commission (PSERC), the Board had deposited a sum of Rs 250 crore in various banks as investment. "We have not wasted the GPF. It has gone into Board's projects and investments. The PSEB is itself responsible for maintaining all records and is not answerable to the provident fund office," he said.
The monthly salary bill of over 65,000 PSEB employees works out to be Rs 200 crore, out of which about Rs 30 crore is deducted as GPF.
"The Board finds this amount handy every month to meet other needs," said a PSEB official, admitting that the balance amount under the GPF head was almost nil.
In extreme circumstances, the Board uses the money in the GPF account to service loans and pay the interest thereon. A huge chunk of this amount has, however, gone into making power purchases during the peak season.
Defending the practice, an official of the Finance Department said the PSEB finances were in a mess with the Punjab government owing to the Board a sum of Rs 1,039 crore as subsidy against free power provided to farmers and other categories of consumers.
Earnst and Young, the consultant appointed by the Punjab government, has also made a similar observation in its financial restructuring plan for the power board.
The loan liability of the PSEB is Rs 16,000 crore. It is estimated that its losses will mount to Rs 1,200 crore by the end of the current financial year.
The PSERC has asked the PSEB on many occasions to create a separate account for employees' GPF to avoid any confusion, but the Board is yet to take the suggestion seriously.
PSEB Engineers' Association president H.S. Bedi, who leads the technical workforce of the Board, said the PSEB had no right to touch employees' money.

Punjab Govt has issued few clarification which has a considerable effect on pay fixation of employee of the punjab Govt employees .PSEB has followed Punjab GovT rules ,So there is 101% chances this new clarification will also be adopted by the PSEB..so In my view person effected fro these clarification should adopt wait & watch policy before giving option in new scales .Main clarification are regarding following

Junior get more pay due to option of January Increment in new scale(note one regulation seven)
person prompted to higher scale and pay fixed at minimum of pay scale in old scale.
person joined the service on or after 01.01.2006

OPTION DATE FOR REGULATION 7 NOTE( 1) EXTENDED

Punjab State Electricity Board has adopted a recent circular issued by Punjab Govt ,regarding pay fixation for 5th pay commission .As per original pay regulations issued on 27.05.2009 by Punjab Govt ,an employee ,whose increment was due in Jan 2006 ,may opt for January 2006 Increment either in new scale or in old scales .This option is according to Note 1 as per regulation 7.But in option form ,annexed with the original regulations ,has no column to opt for such option .And due to non availability of appropriate column in the option form ,many employee are left to avail the benefit of this clause .so Punjab Govt has issued a new circular dated 9-10/12/2009 vide which ,all such employees(increment due in January ,2006) may give revised options upto 31.01.2009 if they want to exercise this option on new option form.Further if they have already exercised this option then they are not required to fill the revise form again.
Further PSEB has adopted the above circular vide FC-31 dated 30-12-2009..

Sub: Extension of Block period 2006-09 for facility of LTC available to Board's Officer/employyes

Board has extended the Block period 2006-2009 which is going to expire on 31.12.2009 upto 30.06.2010 for LTC Facility available to Board's employee.Further it is decided that those employees who have already availed LTC for Block period year 2006-2009 are also eligible to avail the LTC facility for noxt block year 2010-13 and those employee's who have not availed such LTC ,can avail LTC ,by taking 2006-09 and 2010-13 as seprate Block periods but New block remains stats from January ,2010 to 2013(end).

10 mini hydel projects on the upper Bari Doab

The Punjab Energy Development Agency (PEDA) on Tuesday invited bids for development of 10 mini hydel projects on the upper Bari Doab canal system (UBDC) on the build, operate and own (BOO) basis, under NRSE Policy-2006 of the state government.

According to an official spokesman, bids have been invited for seven mini hydel plants to be set up on Sabraon branch canal and three projects on main branch (upper) with collective generation capacity of 84.25 mw.

Sites offered for Sabraon branch canal include Sathiali, Tugalwala, Harchowal, Sukhwal, Ladha Munda Attwal, Buttar and Ghaggar Bhana. The sites offered on main branch upper include Dhariwal, Kunjar and Aliwal.

The spokesman said that the state government aims to generate 200 mw from the mini hydel sector in the next financial year.

The state government has also developed a technology for production of power from flow of rivers and sought a special package of capital subsidy from the central government for this sector.

Deadline extended for PSEB unbundling to 15 March ,2010

Less than a week after Punjab chief minister Parkash Singh Badal met Union power minister Sushil Kumar Shinde, the Centre has granted a record 12th extension for unbundling Punjab State electricity Board (PSEB).

Sources in the Punjab chief minister’s office told FE on Tuesday that the state has been granted an extension of three months—till March 15 for unbundling PSEB. Owing to violent protests that rocked Chandigarh in September, the Centre had agreed to extend the deadline till December 15. The statement from the Centre clearly said that the date had been extended “to enable the state government to complete the unbundling process”. However, the state failed to unbundle the Board in the stipulated time. Chief minister Parkash Singh Badal had thus rushed to meet power minister, Shinde last Friday to plead for another extension.

Sources, however, revealed that Badal had pleaded to Shinde that “this would be the last extension and that Punjab will now trifurcate PSEB into separate legal entities to conduct the separate functions of generation, distribution and transmission”. Eight years have passed since the Electricity Act, 2003 was passed, but Punjab has remained one of the few states to resist unbundling. While many of the non-complying states have taken initial steps towards unbundling, Punjab has not initiated even an in-principle decision.

Besides opposition from employees and farmers, the state has reported an inability to bear the burden of transfer of assets and liabilities of the PSEB, which is reeling under huge accumulated losses and debt.

The controversy surrounding unbundling of the PSEB has been continuing for close to eight years. The farmers, along with Punjab Electricity Employees and their families, the Technical Service Union, and the PSEB Employees Federation, have been protesting against the Electricity Act, 2003 and the privatisation of the electricity board. The farmers say that if Punjab goes ahead with its move to split PSEB into different companies, it may stop the free supply of power to the farm sector.

A senior official told FE that “Punjab is moving towards unbundling and a consensus is being built on this issue to bring all stakeholders—consumers and farmers, employees of the Punjab State Electricity Board, unions and the management—on the path of reforms in the State Electricity Board”.

Limitation:

This calculator is based upon Notification issued by PSEB on 15.10.2009 .Fitments charts are used from the notification but there may be few typing errors.
Where two or more increment has been allowed to person in old scale, only ONE increment has been allowed in this calculator.As per new rules there is a provision of one increment at the time of promotion or at the time of TBPS.(another calculator with two increments is also available at this link the reason for two calculator is difference of opinion on clause 11A in the notification )
As per para 11 at the time of the promotion one increment is allowed and next increment date will after 12 month however employee can opt for only grade pay on promotion and increment of promotion with regular increment on next yearly increment date.This option is not provided in this calculator.
The rate of increment is approved @ 3 % so I have updated fitments as per notification.,errors in posting(if any) from notification may please be intimated at guptarajin2002 at yahoo.co.in

How to use.

There are 28 yellow cell which are required to be filled.
A column is relates to month
B column is relates to year
C column select your scale 1-23 codes are given as scale codes.Scale code is now same as Fitments table number in pay Notification.
D column is for basic pay code 1-80 codes are given below
Now fill these column where ever your basic pay has been changed .like at the time of increment or at the promotion or at the time of time bound promotional scales.
Fill the data in chronological manner means first change first and if some row remains after filing your data then in next rows enter the data last entered.
if your increment month is Jan 2006 then you can start the period from 12/2005 and can opt for January increment in new scales (this option is as per punjab scales and expected to be included in pseb scales also).
if your appointment is after 1/2006 then start period from date of appointment.and there after add increment etc as usual.Employee joined after 1/2006 can not exercise option as per clause 6
Use of column L :column L shows that if you opt for default date i.e 1.1.2006 then how much difference in your pay from fitments charts .Mainly if this column shown figures in (-)Minus then you should consult some expert which date is most suitable from which you should opt the scale.
Use of column M:In column M "1"(one) is given in first row ,if you want to opt the scales from a latter date then delete the "1" from first row and place "1" against date from which you want the pay scale.By doing this you can easily know how much arrears you will have to surrender and how much benefit in your basic pay due to change in option date.as per notification option can be exercised only up to one existing scale.suppose you are in scale code 18 on 01.01.2006 then upgraded to 19 on 1.1.2007 and then 20 on 01.01.2008 .in this case you can retain old scales up to scale code 19 and you can give option of new scales from 20 scale code.

Punjab State Electricity Board has adopted the circular issued by Punjab Govt for employees post 1/2006 pensioners .The other benefits Like Gratuity,Commutation,allowance etc to post 1/2006 pensioners are same as of Punjab Govt employees.The Full circular issued by punjab Govt and Key benefits are summarised below.
BENEFITS TO PENSIONERS /RETIREE

Govt of Punjab ,Department of Finance has notified implementation of Fifth Punjab pay commissioBn regarding Pension and other retirement benefits for employees who retires/die on or after 01.01.2006 vide notification no 03/23/09/3pppc/871 dated 17/08/2009 and for employees who retires/die before 01.01.2006 (pre 01.01.2006 pensioners family pensioners/recipients ) vide 03/23/09-3-fppc/885 dated 17/08/2009.

Key benefits to employees who retires/dies AFTER 01.01.2006

Pension shall be 50 % of basic pay( pay in pay band plus grade pay) plus NPA .
pension shall be calculated on the basis of last pay drawn or average empluments of last 10 month which ever is beneficial to employee.
Minimum Basic pension/family pension shall be 3500/- rs from 01.01.2006.
Additional pension to old pensioners /family pensioners for age 65-5 %,75 -10%,80-20%,85-30%,90-40%,95-50%,100-100% shall be given.
DA is also admissible on additional pension as above.
the above allowance/additional pension is admissible from the first day of the month in which his date of birth falls.
Maximum limit for Death cum retirement Gratuity is raised from 3.5 lacs to 10.00 lacs.The person who has already received their gratuity shall also eligible to get balance payment as per new revised rules.
Family pension rates shall continue to be calculated to earlier rates (30% of basic pay( pay in pay band plus grade pay) plus NPA
Commutation::40% of pension can be commuted as per old rules.the same shall continue in new rules also,
New commutation table has been inserted for commutation. This new tables will be used for all commutations of pension become absolute after the date of issue of this order i.e 17/08/2009.
Moreover new tables shall be used where commutation has been done due to increased in pension due to revised pay scale. If employee wants to commute addition in pension due to revised scale then new table of commutation shall applicable.
Limit of ex gratia ,in case of death in harness ,is increased to 10 lacs from 3.00 lacs.
Travel concession: Existing provisions shall continue.
If new revised pension is lower than pension admissible in old pension rules than old pension shall be continue.
Enhanced pension Basic pension, Da ,Commutation of pension, Gratuity Shall be payable from 01.01.2006.however decision about payment of arrears from 01.01.2006 to 31.07.2009 shall be taken in due course.
Increase in allowance and other benefit like Old age allowance ,Medical, constant attendance allowance ,ex- gratia shall take effects from 17.08.2009.
