Funding, however, is putting the brakes on the operation.</p> <p> </p> <p>By a narrow 61-57 margin, the Illinois House passed a measure granting the quick-take tactic, which will allow IDOT to avoid lengthy stays in court to acquire private property for the 47-mile highway that will connect Indiana’s I-65 with I-55 in Illinois. Illinois Gov. It marks the largest decrease since December 2007. Data from the study point to rising gas prices, stagnant employment growth and reduced construction as the major factors affecting traffic totals.</p> <p> </p> <p>In total, 70 of the 100 metro areas saw congestion drop last year, leaving 30 where it rose. NTOC today released the <em>2012 National Traffic Signal Report Card </em>with a grade of 69, equivalent to a D+ letter grade, based upon the assessment. Currently, road builders can use the current market price without the risk of covering any cost overruns, which are passed along to taxpayers. Terms of the agreement include that YRC will pay ODOT $15 million, both parties will waive claims against each other and the notice of default ODOT issued to YRC in March of this year will be rescinded.
