The “Dependency” Argument:

The argument that welfare programs create “dependency” is a popular conservative response to proposals to help poor people. It’s also one I’m not (surprise) very moved by.

First things first, there’s a real practical problem with it. Let’s dissect what it really means: when conservatives say that welfare programs cause “dependency”, what they mean is that it causes poor people to become dependent upon the government to live.

With all of the terms made explicit, the problems become clear. As Liam Murphy and Thomas Nagel point out in The Myth of Ownership: Taxes and Justice, governments are distributional institutions. That is to say, governments are responsible for all distributions of all property and wealth, because without governments, there is zero enforcement of the laws that construct the state of “ownership.” Ownership is not a relationship between people and objects, after all; your land has no idea you “own” it. It’s a relationship between people — it’s only that other people behave differently toward land designated as “yours” that causes it to be distinct from all other land, and it’s only that the government causes it’s courts and police to do the same that confirms that.

Thus everyone is “dependent” upon the government to construct their allotment of wealth. The objects conservatives own are not distinct in this way. They depend upon the government to enforce a certain set of rules that govern relationships with other people and authorize particular forms of violence to protect their wealth. If the government stopped enforcing, say, contracts or trespassing laws tomorrow, conservatives who oppose welfare programs would be in much the same position that poor people are today: looking to the government to create some kind of justice for them so they can go on living.

In other words, the dependency of poor people and the dependency of rich people on government to go on living doesn’t really differ. So we know that the conservative argument here is not a practical argument in that the impacts they predict already exist, even if we take them at face values.

Yesterday on the Tooter, I mentioned how much I love and appreciate what my pal, Mike J. Nichols (aka “The Phantom Editor”) [IMDB], has done with his famous/infamous Star Wars recuts, Star Wars Episode I.I – The Phantom Edit (2001) and Star Wars Episode II.I - Attack of the Phantom (2005).

Like I said, I think he did everything humanly possible with all that virtually impossible material. Both edits are fun and fascinating to watch, and I can really recommend checking out both, provided you can put your hands to a copy…out there.

History often has hidden beginnings. There is no blinding flash of light in the sky to mark a turning point, no distinctive mushroom cloud signifying an atomic explosion that will forever alter human destiny. Often a watershed is crossed in some gradual and obscure way so that most people do not realize that an unseen shift has moved them into a new era, reshaping their lives, the lives of their generation, and the lives of their children, too. Only decades later do historians, like detectives, sift through the confusing strands of the past and discover a hitherto unknown pregnant beginning.

One such hidden beginning, with powerful impact on our lives today, occurred in 1971 with “the Powell Memorandum.” The memo, first unearthed by others many years ago, was written by Lewis Powell, then one of America’s most respected and influential corporate attorneys, two months before he was named to the Supreme Court. But it remains a discovery for many people today to learn that the Powell memo sparked a business and corporate rebellion that would forever change the landscape of power in Washington and would influence our policies and economy even now.

The Powell memo was a business manifesto, a call to arms to Corporate America, and it triggered a powerful response. The seismic shift of power that it set in motion marked a fault line in our history. Political revolt had been brewing on the right since the presidential candidacy in 1964 of Senator Barry Goldwater, the anti-union, free market conservative from Arizona, but it was the Powell memo that lit the spark of change. It ignited a long period of sweeping transformations both in Washington’s policies and in the mind-set and practices of American business leaders—transformations that reversed the politics and policies of the postwar era and the “virtuous circle” philosophy that had created the broad prosperity of America’s middle class.

The newly awakened power of business helped propel America into a New Economy and a New Power Game in politics, which largely determine how we live today. Both were strongly tilted in favor of the business, financial, and corporate elites. Trillions were added to the wealth of America’s super-rich at the expense of the middle class, and the country was left with an unhealthy concentration of political and economic power.
