The principal of a private technology college in Coimbatore has been booked for allegedly not taking action against seven students in an incident of ragging two months ago, police said on Tuesday.

The city crime branch registered a case of ragging against the second year students and also the principal, Dr RS Kumar, for not taking appropriate action under various sections of the Tamil Nadu Prohibition of Ragging Act, police said.

The case was registered following a complaint by Mohammed Ajmal, a first year automobile engineering student of Kumaraguru College of Technology (KCT).

He had complained that the seven second year students had objected to him coming in car, as they were using two-wheelers, police said.

The students also assaulted him and he had to be hospitalised, Ajmal claimed in the complaint, adding that though the incident was reported to the principal, he failed to take any action against the senior students.

Instead of taking action against the seniors, the college issued suspension notice against him. In the complaint, Ajmal said he had filed it to seek justice.

When contacted, KCT management officials said the principal had taken stringent action against 12 students for the incident. Ajmal used to drive the car in a rash and negligent manner and the students had cautioned him to not do so on the campus, they said.

Moreover, one student was given transfer certificate and other students were suspended for fighting inside the campus on March 18. The lodging of complaint was deliberate and it was done only last night after Ajmal was suspended indefinitely by the principal, the officials alleged.

Dental Council of India May Cancel admission if found guilty of ragging

The Dental Council of India (DCI) has asked the colleges to take incidents of ragging seriously and take an undertaking from each student that if they are found involved in such acts, their admission will be cancelled.

The DCI has asked the colleges to send the undertaking to the council soon after academic session begins.

Colleges have been directed to keep a close watch on new students and their movement. The advisory say that hostel staff will have to be present on the campus when the new students arrive.

Meanwhile, officials said that no change in rules is expected in medical and paramedical admissions. The officials said that the merit will be prepared on the basis of the score in GujCET and marks obtained in four semesters of class XII.

They said that 60% weightage will be given to the marks obtained out of 1,200 marks in four semesters of class 11 and 12. Forty per cent weightage will be given to GujCET exam which will be held in May. The forms will be available soon after the result of class XII science stream is announced.

Stripped and beaten brutally by his hostel seniors, Chiranjeet Burman, 20, who came from West Bengal to study at Rani Durgavati Vishwa Vidyalaya (RDVV), is being treated at a private hospital for spinal injuries.

Even as plight of this quiet and shy geography student has set the campus on boil, university administration has consistently refused to consider the assault on him as a case of ragging. Rather, they dubbed it as a clash between two rival groups.

Vice-chancellor RDVV K N S Yadav has dismissed the incident as "a brawl between individual students and nothing beyond it," while warden Professor CS Thakur has on record slammed "attempt to tarnish reputation of hostel by portraying the incident in unfavorable light."

However, after protests by students the matter has been referred to proctorial board for investigation. This could mean yet another attempt to underplay the incident and sweep it under the carpet, sources in RDVV claimed.

Burman was too terrified to complain to university authorities. "Police was apprised about the incident only when private hospital staff informed them," superintendent of police (SP), Jabalpur Harinarayanachari Mishra told TOI.

Initially, the boy tried to pass off his injuries as a result of a fall from staircase. Cops, Mishra said has already registered a criminal case against two seniors identified as Hitesh Uike and Anuj Pratap Singh. Meanwhile, in his statement to police Burman has alleged he was beaten up and ragged by senior hostellers, SP added.

According to report, inmate of room no. 46, a student of second semester geography Chiranjeet Burman was summoned by seniors on April 23 midnight. He was ordered to strip and bend forward holding his ears. Burman refused to comply and in a rage Hitesh and Anuj, both seniors allegedly drunk, pounced on him and catching hold of his hair twisted his arms, kicked and punched him repeatedly.

Burman was later rushed to government Victoria hospital and then to a private nursing home and is being treated for a suspected fracture of spine.

Ragging in a private institute in NOIDA

A day after a teenager reported having been ragged by seniors in a private institute, police have sent teams to nab the accused from Gorakhpur, Jalandhar and Roorkee.

"The three accused are on the run. Our teams have been conducting raids in Gorakhpur, Jalandhar and Roorkee. We are trying to track their movements using electronic surveillance," said Shivram Yadav, DSP, Noida.

"We have also informed the parents of the accused about the matter," Yadav said.

Meanwhile, the traumatized 18-year-old victim's family has heavily criticized the institute for not safeguarding their son. The victim has refused to return to the college to pursue his course. The victim's father said that his son had two more years of the course to finish, but he is too shaken to resume his studies.

"I do not know how he will come out of this. He is scared, depressed and is not able to interact with his friends and family," the victim's father said.

Citing the institute's alleged inaction in getting to the heart of the matter as unacceptable and unpardonable, the victim's father said he would fight a legal battle till the guilty were punished for their misdeed. "It is the duty of the institution to curb the menace of ragging when it is brought to their notice, rather than brush it under the carpet," he said. "Strict action should be taken in genuine cases to discourage other similar incidents. Ragging is a crime and institutes are supposed to have strict mechanisms to stop it," he said.

The institute had said on Friday it had rusticated two of the three students involved in the episode.

Police officers are also questioning the college administration, hostel authorities and the victim's friends and classmates . "We are trying to find out if other students have also been ragged by the three accused," an officer said.

The incident came to light on April 17, when the first year student of a film and media studies institute in Noida reported being thrashed and threatened with dire consequences by three of his seniors. A 27-year-old Calcutta Medical College student attempted to kill herself at the girls' hostel on December 6 after being allegedly ragged by a senior. On Monday, the first-year post-graduate student lodged a complaint with the Bowbazar police station against a senior girl student. A case under the Anti-ragging Act, which can attract up to two years of imprisonment, has been registered by the cops. The state health department has formed an inquiry committee to probe the allegation. The committee will be formed by the Calcutta Medical College principal.

According to police, the student has alleged that her senior, a second-year student, was "mentally" harassing her for the past six months. "She told us that she had decided to consume sleeping pills on the evening of December 6. She remembers nothing after that. Curiously, none of her classmates - not even her room mate - seemed to notice that she had consumed sleeping pills. We have lodged the case according to her complaint," said a senior police officer.

On Tuesday, the police said it was up to the anti-ragging committee of the college to take the case forward. "The anti-ragging committee has been apprised of the situation. We will take legal action based on their findings. We might add IPC charges at a later stage based on the committee's recommendations," said D P Singh, DC (central). Joint CP (crime) Pallab Kanti Ghosh said that they were yet to slap any abetment of suicide case.

Police sources though maintained that they have found certain "loopholes" that has stopped them from slapping any of the 13 IPC sections like (abetment to suicide, wrongful restraint, wrongful confinement, hurt, obscene acts and songs and criminal intimidation). "We are aware that the Salt Lake police had recently arrested two students under various sections of IPC. In this case, there was no physical harm. Moreover, we have been told by other students that both the accused and the victim have been involved in verbal spats earlier. Let us wait a little more than rushing in to action," said a source.

While the hospital authorities denied the ragging charge, they admitted that the girl had been "traumatized" and attempted suicide. "She consumed sleeping pills in her hostel room and was treated at the hospital. She has recovered now and returned to her home. We have a very strict vigil against ragging. No usch case has not been reported in the college for several years now. It is surprising that the girl has complained against a senior. We shall look into the complaint," said a senior doctor at the hospital.

Six college students staying at the Firodia Hostel on BMCC Road were recently rusticated from the hostel after a 16-year-old first year student of MIT Polytechnic complained of ragging. He and his brother, a first year engineering student who stayed at the same hostel, were subjected to physical and mental harassment.

The student, whose identity has been withheld, was asked to remove his shirt and greet seniors in the morning by going to their rooms every day. He was also asked to speak in bad language about his elder brother. The victim put up with the ragging for over three months, but informed his parents in Dahanu after he could not take it any longer. His parents then alerted the local guardian, Dinesh Munot, who wrote to the hostel authorities.

"We received an email on November 17 from the local guardian who complained that the victim and his brother were being harassed and ragged by some senior students," said Narendra Chuttar, rector of Firodia Hostel.

Munot had stated in the complaint that both brothers were being subjected to physical and mental harassment and as a result they wanted to leave the hostel.

The hostel authorities set up an inquiry and found the students guilty. On November 25, all six were removed from the hostel.

The expelled students, who had harassed the victim, were identified as Gaurav Abad, Anuj Modi, Anand Runwal, Manish Pitale, Srinivas Kathed and Nikhil Kataria.

"We had called up the victim students' parents and the parents of the guilty students. The guilty students admitted to the victims' claims, but also insisted it was only friendly banter. We found their behaviour was not in accordance with the rules and hence asked them to leave the hostel," Chuttar said. He added that the parents did not want to register any police complaint.

"Since we are a private hostel, we are not bound to notify the college. However, we abided by the Anti-Ragging Act, did our internal investigation and acted on the issue," said Chuttar.

Munot did not want to get into the details of the ragging. "The parents didn't want to press for a police complaint as the issue wasn't that serious," he said.

Both the victim and his brother left for home after the incident and are expected to return to the hostel after a couple of weeks.source-dnaindia.com

An anonymous complaint about alleged ragging at All India Institute of Medical Sciences (AIIMS), Raipur, has led to the expulsion of five students from the institute's hostel and the removal of a caretaker.

Though the alleged incident of ragging has not been proved, action against the second year students were initiated as they violated rules by visiting the juniors' hostel on Sunday night. The five students have reportedly denied any ragging but have admitted, in writing, visiting the fresher's hostel.

According to officials, an anonymous call was made to the Police Control Room late on Sunday night alleging that some senior students were indulging in ragging. A police team, led by an IPS officer, reportedly visited the institute the same night and informed the authorities about the call and directed them to conduct an internal inquiry into it and initiate appropriate action.

According to AIIMS director, Nitin M Nagarkar, an inquiry was conducted by senior faculty of the institute who met almost all the first year students and sought their statements. Though no one complained about ragging, it was learnt that five second-year students had visited the hostel at about 10 PM on Sunday night and were there for almost an hour.

He said during questioning these students admitted to having visited the juniors' hostel despite knowing that it was out of bounds for them but denied ragging. Dr Nagarkar said since no formal complaint of ragging was made, but it was decided to expel the five students from hostel accommodation. He said the parents of the five students were informed and their entry to the hostel and mess has been banned.

Nagarkar, who was away to Delhi on the night of the incident, said an anonymous call was made directly to the police and the institute's faculty and the anti-ragging committee was not even informed about the incident. He said the caretaker of the junior hostel too has been removed for failing to bring the incident to the notice of the authorities and allowing entry of senior students.

Two students of the International Institute of Hotel Management (IIHM) were arrested on Tuesday for allegedly ragging an 18-year-old fresher.

Riki Das had lodged a complaint with the Salt Lake Electronic Complex police on October 3. The teenager from Birmingham, UK, had taken admission to the institute last month.

Sending out a strong message against ragging at educational institutes in Bengal, the Bidhannagar police commissionerate has arrested two students of the International Institute of Hotel Management for allegedly ragging an 18-year-old boy from Delhi (recently his family shifted to Birmingham, UK) who had taken admission at the IIHM last month. The victim had filed a complaint of ragging with the Salt Lake Electronic Complex police last Thursday.

Riki had alleged that he had been assaulted by at least a dozen senior students on the campus a day earlier.

The cops nabbed Saddam Azad Sheikh (22) and Rajbir Singh (21) - both third-year students - as they were going to Salt Lake.

Of the two students arrested on Tuesday, Sheikh is a resident of Dunlop in north Kolkata and Singh of neighbouring Chitpur. "We have begun questioning them," said an officer. "They have so far denied any involvement in ragging and claimed that it was merely an argument that the student claimed was ragging. We have reason to believe them right now. Only further questioning will help establish the exact chain of events."

The police said that the accused have been booked under several sections of the Indian Penal Code and Section 4 of the Ragging Prohibition Act, 2000. The IPC sections include Section 323 (voluntarily causing hurt), 325 (grievous hurt), 341 (wrongful restraint) and 506 (criminal intimidation).

The Bidhannagar police sources did not rule out further arrests. "We have been actively campaigning at all schools and colleges in our area against all forms of ragging. We wanted to send a strong signal through these arrests that ragging will not be tolerated by us," a top officer from the commissionerate said, adding that an assistant commissioner from the detective department acts as the nodal officer and follows up ragging complaints.

Dr Kushal Banerjee, co-founder of the Society Against Violence in Education (SAVE), whose organization helped Riki's parents lodge the FIR and also a complaint on the anti-ragging helpline, said the police had co-operated with them all along. "The boy was a student at Delhi Public School and his father is a respected businessman. They displayed a lot of courage to secure justice for their son," Banerjee said.

Sanjukta Bose, the director of IIHM, strongly defended the role of the institute. "We are an old institution, which is known to take care of its students. We have video footage that Riki got hurt during an argument. We have suspended the two students also. But it was us who had taken him to the hospital. It was I who signed the hospital documents, both during his initial admission and later when he was released. Our teachers took him to the Sector 5 Electronic Complex police too," she said.

Riki had received multiple injuries, including a nasty gash on the head that needed five stitches. Some of his classmates rescued him and took him to a nearby hospital, said sources. A traumatized Riki is now contemplating returning home. "Neither the faculty nor the authorities took any note of my complaints. Even after I was admitted to the hospital, some faculty members came to me and asked me not to lodge a complaint," he said.

Education minister Bratya Basu had earlier said ragging was a "heinous crime" and indicated that the government would come out with legislation to curb the menace. "We shall soon make stringent rules to curb the menace. The discussions are at a very preliminary stage. The state government is in no mood to tolerate ragging in any form and will not compromise on punishment," he had said.

Bengal ranks second in the country, next only to Uttar Pradesh, in cases registered on the National Anti-Ragging Helpline. Between 2009 and June 2013, the state recorded 233 cases while UP had 398.

THANE: Three of the six medical students from Rajiv Gandhi Medical College at Kalwa, facing charges of ragging a new-entrant in the college hostel on September 27, have been suspended for six months. The other three are suspended for one month. This decision was taken by the anti-ragging committee headed by dean Dr C Maitra.

It is learnt that the probe panel has concluded that the complaint of ragging is justified against three of the senior medical students, while the other three accused were passive observers. The report is said to have confirmed six-month suspension to Sharad Patil, Mangesh Rane and Achyut Narute, while the punishment of the other three, Prabhakar Telawde, Viresh Naste and Shailesh Gadhak, has been reduced to one month.

"We have received a final report of the anti-ragging panel and it has categorically upheld the complaint by Harish Choudhary. Those who have been suspended for six months will not be able to appear for exams," said a police officer associated with the probe.

The anti-ragging committee, comprising doctors from various departments, was divided in its opinion on this issue. Senior doctors are understood to have voiced their disagreement about meting out harsh punishment to all the accused.

Well-informed sources said the forensic experts who had examined Choudhary's injuries had claimed that the wound was superficial. Campus insiders claimed that Choudhary's allegations of having been slashed by a shaving blade on his hands and his chest was exaggerated.

After examining students present in the hostel late on September 27, the anti-ragging committee decided that Telawde, Naste and Gadhak were not actively involved in ragging Choudhary. They just happened to be there as they stayed in the same building, a medical student said.

Officials at the Azad Institute of Engineering and Technology (AIET) on Monday suspended two second-year BBA (Bachelors in Business Administration) students accused of ragging. While the main accused, SM Faiz has been suspended for one semester, another student Shubham Sharma, though not involved directly, has been suspended for a month. The anti-ragging cell has also submitted the inquiry report to the vice-chancellor, Gautam Buddha Technical University on Monday.

The decision came on the recommendations of the anti-ragging cell of GBTU, the affiliating university of AIET. Deputy registrar of the institute Khwaja Umam told TOI that the anti-ragging committee of the college had recommended suspension of the students. "After the matter went to GBTU's anti-ragging cell, they conducted their investigation and recommended for suspension,'' he said.

On October 1, a first-year B Tech student was beaten up by the senior students pursuing BBA. Alleging ragging, the deceased had lodged a complaint with the college's proctorial board. According to the victim, a group of six students including two boys and four girls walked up to the canteen during recess where the complainant was having food with his friend. The accused had asked him to vacate the area and occupied it. When he refused to leave the place, one of the seniors slapped the first year student. The two then had a heated argument. Two institutes from Bengal feature in lists, compiled by the national anti-ragging cell, of colleges and universities that have reported the maximum number of ragging cases over the past four years.

The West Bengal University of Technology (WBUT) and the National Institute of Technology (NIT), Durgapur, occupy third places on the two separate lists for colleges and universities.

The lists, which rank 10 institutes each according to the number and gravity of the cases registered on the 24-hour anti-ragging helpline, are being sent to the UGC. The commission is likely to launch an investigation against the administrations by the month-end. The 24-hour helpline was set up by the UGC in 2009 to receive, register and follow up on ragging complaints simultaneously with the college administration and the police.

In case of the WBUT, a whopping 91 complaints have been registered with the helpline from technical colleges affiliated to it over the past four years while 15 complaints have reached the helpline from NIT Durgapur over the same period.

The only two universities that have "bettered" the WBUT score are the Biju Patnaik University of Technology in Odisha with 116 complaints and the Gautam Budh Technical University in UP with 113 complaints. In case of colleges, the two others ranked above NIT Durgapur are the technical college of Benaras Hindu University and the Government Polytechnic College, Jhansi, both in Uttar Pradesh.

A total of 439 universities and 1241 colleges were considered by the helpline team for investigation. A little over a month ago, the helpline had published a report which showed Bengal to be the second most ragging-prone state in the country after UP.

As things stand, a UGC team led by anti-ragging activist Raj Kachroo will soon start visiting the campuses that feature on the two lists and start dialogues with the administration and students.

"I will soon be visiting West Bengal. I am studying the cases from Bengal and trying to arrive at a pattern. The administrations of both WBUT and NIT need sensitization and I will have to sit with them and find out where things are going wrong," Kachroo told TOI.

Ranjan Bhattacharya, vice-chancellor of WBUT, was alarmed on learning about the list. "We would certainly look forward to collaborating with the UGC team. In the meantime, we are sending investigating teams to colleges from where we have received complains for surprise checks," he said.

Director of NIT Durgapur, Tarakeshwar Kumar said: "I don't think my campus is as notorious as it is being made out to be. I won't deny that complaints come in now and then, but they are dealt with immediately," he said. source-timesofindia.indiatimes.com

The BJ Medical College authorities on Wednesday formed a five-member inquiry committee to look into the allegations ofragging by senior students levelled by first-yearMBBS students. For the first time, a member from another college has been included in the inquiry committee to ensure a free and fair investigation.

"A committee has been formed to inquire into the ragging complaints. Dean of NHL Municipal Medical College Dr Pankaj Patel has been made part of the committee. The committee will submit an enquiry report in a month's time," said Dr Bharat Shah, dean of BJ Medical College.

On Tuesday, the anti-ragging committee of BJ Medical had suspended two senior medical students for ragging first-year MBBS students. Dr Dhrumil Patel, final-year MBBS intern, and Dr Nirav Patel, resident, general surgery, and vice-president of Junior Doctor's Association (JDA), were suspended.

Many senior students are reportedly trying to put pressure on their juniors asking them to submit it in writing that they were not ragged. Sources said that many parents had also complained about this to the authorities. Officials said that names of three more students who were part of the 'senior brigade' allegedly involved in the ragging had emerged. The authorities are investigating complaints against them and action will be taken if they are found guilty.

The officials said that the five members of the committee will meet the juniors as well as the seniors, take all the complaints received by the warden and the rector of the hostel and conduct a detailed enquiry. More action is likely to be initiated after the committee submits its enquiry report.

Meanwhile, students admitted under the all-India quota and who are putting up at in D-block have alleged being ragged by seniors who were themselves admitted under all-India quota. Altogether 10 engineering students of Muzaffarpur Institute of Technology (MIT) have been booked for allegedly ragging a fresher recently.

According to an FIR registered by the victim's father, Ajit Prasad, with Brahmpura police station, Muzaffarpur, on September 9, first year student Raj Aryan was repeatedly physically abused by his seniors in the guise of ragging. "An FIR was lodged against 10 MIT students for allegedly ragging a fresher on the basis of Prasad's statement," said Brahmpura SHO Sunil Kumar.

Aryan, a student of information technology department of the institute, had taken admission on August 17 but ragging by senior students forced him to apply for a transfer certificate on September 3 and finally leave the institute to escape ragging. Aryan, resident of a village in Patna district, left the institute on September 5.

Muzaffarpur SSP Saurabh Kumar told TOI, "A probe has been initiated in the matter under Town DSP's supervision. We are locating the accused." The SSP added that they would also inquire if frequent incidents of ragging were reported at MIT and direct the institute administration to take effective steps to control it.

Prasad said his son repeatedly told him that first-year students residing in hostels were paraded naked in the dark. "Had Aryan not collected his transfer certificate, he would have been killed or forced to commit suicide because of the torture meted out to him," Prasad stated in the FIR.

Despite anti-ragging legislation and helpline in place, a number of students in the state complain about facing harassment and trauma of ragging. Muzaffarpur district magistrate Anupam Kumar told TOI, "For a permanent crackdown on ragging, I shall be calling a meeting of all stakeholders, including Bihar University VC, principals, police officials and students' union representative, and discuss possible solutions such as deputation of policemen on college campus for a few months." Kumar said Aryan's incident was a serious case and the administration was determined get to the root of the matter.

Talking to TOI over phone, MIT principal Kumar Surendra said the institute had requested for a copy of the FIR. A second year student of a private engineering college in Sitapura in Jaipur has alleged ragging by seniors.

The victim, Chandan Sharma, a second year B Tech student was allegedly beaten up by seniors during a fresher's party on Saturday after he refused to strip against their wishes.

Sharma narrated the incident to TOI: "A group of seniors, who happen to be discipline in-charge, asked the juniors to give their introduction and started harassing us. They have not even spared first year girls who left the party in the middle. Later, they asked us to strip."

Eyewitnesses said senior students continued to harass juniors for close to an hour in the presence of teachers. "The situation turned for the worse when I refused to strip and threatened to inform the principal. Furious over this, they pushed me to the wall and began raining punches on me. When I fell, two-three seniors hit my head with a chair," Sharma alleged.

The college management had reportedly ignored the ragging complaints initially.

"The college administration was informed but they didn't react and asked us to keep quite," claimed a friend of Sharma.

SERAMPORE/ARAMBAG: The crackdown on campus bullies continued in the state on Saturday with the arrest of four students of the Government College of Engineering and Textile Technology in Serampore and suspension of 22 students of Arambagh Netaji Mahavidyalaya.

The arrests in Serampore followed complaints by a second-year IT engineering student. He had alleged that four senior students had started ragging him in the hostel soon after the session began on September 1. "They kept harassing me. They made me stand in the hostel for hours and then forced me to buy alcohol for them," he said. He named Gobinda Seal, Anurag Mohanty, Apurba Talukdar and Pintu Rajak in his complaint.

The four have been arrested and charged with wrongful restraint (section 341 IPC), abusing (section 506 IPC) and voluntarily causing hurt (section 323 IPC) among other offences, said Hooghly SP Sunil Chowdhury. They will be produced in court on Sunday.

Twenty two hostel inmates of Arambagh Netaji Mahavidyalaya was suspended after a second-year Geography honours student lodged a complaint with college principal Asim Dey.

The complainant alleged that the accused forcibly lifted him from his sleep on September 9. He was made to sit on a chair and a bulb was lit right in front of his face till 2pm. When he asked for water, the accused gave him a glass full of urine, it was alleged.

Unable to put up with the torture, both the students left their colleges and returned to their respective home, one to North-24 Parganas and the other to Bankura. The student of the Serampore college has lodged several complaints of ragging, including one to the UGC's anti-ragging cell in Delhi. His college had informed the cops at Serampore police station after receiving a complaint. The accused were arrested consequently. Hooghly SP Sunil Chowdhury said Serampore police station had been asked to investigate the case thoroughly.

42 complaints of ragging in 30 colleges in west Bengal in Eight Weeks

The new academic session is barely eight weeks old but 42 complaints of ragging have been registered in 30 colleges across the state. Only three of these complaints made the headlines and going by the trend, the reported cases may show only 1% of the horrific picture.

Wary of complaining to the college authorities for fear of getting identified or perhaps fearing inaction, the victims have registered their complaints directly the national anti-ragging helpline 1800-180-5522. The toll-free helpline is maintained by the UGC and is operational 24X7. Most of the complaints came from tech colleges with hostels.

One of the latest complaints, number WB773, was lodged on Wednesday. A distraught father pleaded on the helpline to save his daughter from raggers at the Vidyasagar University. The victim is a fresher and the accused a second-year MSc students. "Please help my daughter... please, please... She is facing extreme ragging harassment after 5pm..." the complaint reads.

The university's vice-chancellor, Ranjan Chakraborty, said they are waiting for the complaint to be forwarded to them. "Neither the student nor the father complained to us directly. Since it is going to be directed to us by the helpline, it will take some time. We will spring into action as soon as we get the complaint," said Chakraborty.

Another father had filed complaint WB734 on September 4 at 9:48am, saying that his son —as being physically abused by seniors at the National Power Training Institute, Durgapur. He alleges that seniors force themselves into the hostel rooms of freshers, lock the rooms and "do unmentionable things". This routinely starts at 6pm and goes on till 9:30pm. At least seven students have left the hostel because of the ragging and many others will leave soon, he says.

Another complaint, registered on August 31, names the ragger, an electrical engineering student, who has been leading the torture sessions this year at NIT Durgapur. Another complaint, this time from University Institute of Technology, run by Burdwan University, says a boy was beaten all night and forced to cut his hair. It names the raggers and their departments. So does a victim from Haldia Institute of Technology. At a Rajarhat-based private tech campus, one of the most prestigious names in the state, raggers openly use foul language, prevent students from wearing belts, smoke and chew gutka in a show of brazenness.

The sheer number and intensity of the complaints were enough to elicit a sharp reaction from education minister Bratya Basu. "It cannot get any worse than this. I am thankful to newspapers like TOI who have been relentlessly campaigning against ragging. Every complaint lodged with the helpline will be taken into account and I'll ensure follow-up action leading to severe punishment," he said.

Raj Kachroo, who heads the helpline, said: "Ragging is on the rise and our records show that Bengal records the highest number of complains after Uttar Pradesh. We follow each case till action is taken."

The new VC of West Bengal University of Technology said, "Thanks to the helpline, we are getting to know of cases that we'd otherwise not known. I am keeping a stern watch on the colleges to see that every case is handled severely since the helpline will send me a copy of each complaint."

Kushal Banerjee, spokesperson of the NGO SAVE, which is jointly campaigning with TOI against ragging, said: "Less than 1% of the actual ragging cases get registered. Students are turning to the helpline because they fear that they will either face inaction from their college administration or would get identified and that would worsen their case."

Raggers have been expelled in three recent cases but it does not seem to have any impact on the menace. "It emanates from a culture of aggression. Raggers are a class apart. In a group that perpetrates the crime only a couple are the real leaders, the others are just accomplices. These leaders are the real raggers who are egged on by the urge to prove their supremacy on campus. Two students of Jadavpur University(JU) have been suspended and expelled from the hostel for ragging a junior student.

The second-year student of information technology on the university's Salt Lake campus - who stays in the varsity-run hostel - had lodged a complaint on August 26 that two seniors from the fourth year, who are also hostel residents, had ragged him.

"On August 26, we received a complaint from the anti-ragging helpline run by the University Grants Commission (UGC). It mentioned the incident and asked the university to conduct an inquiry. Accordingly, a three-member committee was set up," said JU egistrar Pradip Ghosh. "The members conducted a thorough investigation after speaking to the complainant and the accused," he added.

The committee found the two students guilty of misbehaviour and established that they had indeed taken part in the ragging.

Accordingly, a report which was submitted last Friday was tabled before JU's anti-ragging cell on Tuesday. "The cell has clearly instructed that the accused students who were found guilty should be rusticated from attending classes as well as expelled from the hostel," said the registrar.

"The culprits are from the construction engineering and printing technology departments," said the registrar.

The former student has been suspended for two semesters (one year) and the other for one semester. Both have been expelled from the hostel, the registrar said.

The incident followed an altercation between the victim and the accused. The victim had said that following the argument, a brawl had started in which the glass window of his room was shattered and he was slapped by the two seniors. On the next day, he sais he found human excreta in front of his door. After feeling harassed and threatened, he lodged a complaint with the UGC anti-ragging helpline.

"Stopping the menace of ragging is a continuous process," said Ghosh. "We are following the system as prescribed by the UGC and others to weed out the crime from the campus. Whenever any incident of ragging is being reported, we are taking stern action."

In 2008, JU published a ragging report, listing the tough actions it has taken against the menace. Its prospectus assures students of a ragging-free atmosphere.

The university has seen quite a few rustications and even expulsions because of ragging in the past. On March 9, 2009, three students were suspended for three semesters.

Civil engineering student Chittaranjan Barma and chemical engineering student Milton Baidya were barred from campus for the second semester of the 2007-08 session and permanently expelled from the hostel along with a maths student Shrimonto Khanrah.

Chemical engineering student Kazi Imran Alam and electronics and telecommunications engineering student Nilanjan Biswas were told to stay away from the hostel for the 2007-08 session.

In September 2009, three students were suspended from the campus on charges of ragging. Even in 2012, a student left JU after complaining of ragging and never returned.

Despite several punishments and inflicting fines, the ragging menace continued unabated in the Jadavpur University campus. The latest victim this time is a second year student of Information Technology of second year studying at the Salt Lake campus of the varsity and staying at the hostel run by the institution.

A teenage girl attempted suicide after allegedly being ragged by her seniors in a management institute in Lucknow. The girl is battling for life in the Trauma Centre. What is worrying is that ragging still remains unchecked on the campuses despite claims of the government and colleges.

Uttar Pradesh, in fact, tops the ragging chart in the country - 20 cases reported in two months. The latest data of the National Anti-Ragging Helpline (1800 - 180 - 5522) says that between June 2009 and September 4, 2013, UP registered 418 ragging cases followed by West Bengal with 267 complaints.

The number is highest in UP despite sharp decline in the number of cases registered, from 120 in 2011 to 85 in 2012 and 44 till September this year. According to activists, commencement of the academic session 2013-14 in engineering and medical colleges has led to spurt in the ragging cases. Among other states with high ragging cases include Orissa with 236, Madhya Pradesh with 192, Maharashtra with 110, Tamil Nadu with 111, Rajasthan with 100. While Bihar has registered 93 cases, Delhi has reported only 47 cases.

According to the data, boys are more prone to ragging than their female counterparts. In UP, of 418 victims, 391 were boys. In West Bengal, 232 boys were ragged severely against 35 girls tormented. Likewise, in Odisha, 215 were boys and 21 girls; in Maharashtra, 96 boys and 16 girls and in Delhi, 41 boys and 6 girls. Till Tuesday, a total of 6,20,605 students (seniors and freshers) have submitted an affidavit, available on the Central government's anti-ragging web portal. Activist from Society Against Violence in Education (SAVE), a non-profit organisation working closely with the anti-ragging helpline, says the figure would cross the 8-lakh mark by the end of academic session 2013-14.

TOI also accessed the overall complaint status as recorded by the Anti-Ragging Helpline from April 17, 2012 to September 4 this year. The total complaints received during this period were 714 of which 287 have been disposed of. A total of 110 complaints are active in call centre while 35 are active in the monitoring agency (Aman Satya Kachroo Trust). The number of complaints active in the UGC is 121.

Of the total complaints, 111 are from UP. The data says 72 complaints have been addressed. While 23 complaints active in UGC, 13 and one are active in the call centre and monitoring agency, respectively. Experts, however, point two reasons for UP accounting highest number of ragging cases. "The state has the maximum number of institutions with high number of students. Also, it shows an increased awareness among students,'' said SAVE activist Gaurav Singhal.

Other activists said, "Be it sexual abuse, harassment or physical assault, the complaints keep pouring in. While half of the ragging cases are kept under wraps, the remaining are discouraged by the UGC's anti-ragging helpline.'' In UP, technical university is the hub of ragging incidents.

UGC has set up the 24-hour helpline in 2006 under the direction of the Supreme Court. Every complaint is followed till justice is secured. RTI queries show that only 1% of the actual number of cases gets registered with the helpline because students are too scared to complain, fearing a backlash. First-year and final-year students of Bengal College of Engineering and Technology in Durgapur clashed at the college hostel late on Wednesday after the first-year students accused their seniors of ragging.

Ten students have been arrested for rioting on campus, based on complaints at New Town police by the college authorities. No arrests have been made in connection with ragging.

Ten students have also been injured in the violence, six of whom have been hospitalized, said police.

According to police, the clash was reported at 8.15pm on Wednesday. "There was load shedding in the hostel in Durgapur's Bidhan Nagar area around 8pm. All students stay in this hostel. Minutes later, the first-year students alleged that they were being ill-treated and ragged by the seniors for the past several days. This triggered a clash between the two groups and several students were injured," said a police officer.

The situation was brought under control after ACP Sylvamurugan reached the spot with a large police force. A police picket has been posted on the campus to prevent further clash.

The six students who are undergoing treatment at a private hospital have been identified as Udit Narayan Jena, Sumit Ghatak, Sourav Chakraborty, Anand Mohan, Pawan Kumar Das and Kumar Abhinav. All of them are students of the first semester of computer science.

Following the clash, college authorities lodged two separate FIRs. While the first case pertains to rioting on campus in which arrests have been made, the other complaint — which deals with ragging — has been lodged against unknown people. Of the 10 students held, eight are from first year and the remaining from the final year.

Asansol police commissioner Vineet Goel confirmed the arrests. "We are probing the case further as there are serious allegations of ragging,'' said Goel.

Institute director S B Ganguly said the case was being probed internally. "Our anti-ragging committee is also looking into the case. The police have been provided all help. Ragging in Bosch Ltd in the Satpur industrial area, Nashik - girl ends life

NASHIK: An 18-year-old girl, who had attempted suicide on Monday after she was allegedly ragged by her batchmates during their apprenticeship training at an industrial unit here, died at a private hospital on Tuesday. Ten of her batchmates, including four girls, have been arrested.

The girl, Pranali Rahane, had slashed her wrists and hanged herself with her dupatta from a hook on the ceiling of her Suchita Nagar residence around 8.45pm on Monday. In her suicide note, she named the 10 batchmates for having harassed her and asked her father to ensure that they should not be spared.

The Indiranagar police arrested the 10 students for abetment to suicide under section 306 of the IPC and section 4 of the Maharashtra Prohibition of Ragging Act, 1999. They were produced in court on Tuesday and remanded in police custody till September 7.

The arrested students have been identified as Bhushan Pardeshi, Abhijit Bhor, Vishal Korde, Amit Pawar, Swapnil Sonawane, Shweta Shinde, Tejaswini Birari, Shubhada Kajale, Neha Sonawane and Harshal Patil.

Pranali was doing her apprenticeship as a turner in Bosch Ltd in the Satpur industrial area since February 2010.

A senior company official from Bosch told TOI: "The sad demise of our apprentice reportedly due to ragging was really a shocking incident for us as this has never happened in the past in the company... We are finding out what exactly happened with the girl. Action will be taken if anyone in the company is found guilty. We have a very healthy working culture in our company. We have a special committee of women as per the Factory Act to listen to the grievances of women employees."

Pranali took the extreme step on Monday when her parents were out shopping and her brother had gone to watch the dahi handi celebrations. Her grandmother, who was the only other family member at home, knocked on the door of Pranali's room but did not get any response. She called Pranali's younger brother Omkar (16) and some neighbours, who in turn called her parents, after which the door was forced open. KOLKATA: Ragging has started showing its ugly face in tech campuses here, within days of the new academic session. Two complaints were registered on Thursday and Friday, one at the Bengal Engineering and Science University (Besu) and the other at one of the state's leading private tech colleges.

On Thursday, a first-year student of the metallurgy department at Besu complained that he was dragged inside a hostel occupied by senior boys, severely beaten up and abused. The boy is from Bihar and stays in a room in hostel No. 9, a hostel that's exclusively meant for first-year boys, to protect them from being ragged by seniors.

According to his complaint, the incident happened around 5.30pm as the boy was returning to his hostel after getting some reference material photocopied. As he was walking past hostel No. 7, he was allegedly stopped by five senior boys who then gagged and dragged him inside.

As the boy came out of the hostel in a completely dishevelled state, the security guards discovered him and asked him what had happened. After he told them that he was ragged and beaten up by seniors, the security guards took the boy to the anti-ragging cell comprising faculty members and administrative staff of Besu, and a complaint was registered based on the victim's statement.

The victim was then taken back into the hostel, where he identified the culprits. The members of the anti-ragging cell informed vice-chancellor A K Ray, who was out of station. But Ray ordered an investigation to be launched immediately a report be given to him on Monday.

"I have just returned and am appalled at the complaint. I have sought the report on Monday and will decide on the punishment immediately. Besu is a zero-tolerance campus when it comes to ragging and I promise strict action," said Ray on Sunday.

The victim, said varsity sources, has been assured of safety and is on campus.
