All the Headmasters/Principals and Chairmen of School Management Development Committees of indentified Secondary Schools in the state are informed that the GOI vide reference 1^st read above have released 1^st installment of Central Share of Recurring grant i.e., Rs. 9939.56 crores. Out of that the following component wise amounts are allocated to each of the 10368 Secondary Schools towards School Annual Grant in the State:

Therefore the C&DSE and Ex-Officio Project Director, RMSA, Hyderabad is pleased to accord sanction and release of an amount of Rs.50,000/- (rupees fifty thousands only) towards School Annual Grants for 10368 Secondary Schools in the State directly to the SMDC accounts by way of ECS system through SBI, Red Hills Branch, Hyderabad directly (Rs. 50,000/- X 10368 Schools = Rs. 51,84,00,000/-).

The grant shall be incurred on the recurring components approved under annual plan 2011-12 as per framework for implementation of RMSA. Diversion of funds from Recurring (Grant-in-aid General) to Non-Recurring (Grants for creation of capital assets) and vice-verse is not permissible. The grant shall be utilized by 31.03.2012.

The above grant should be utilized by the School Management Development Committees constituted for implementation of CSS RAMSA scheme at school level in the State duly following the terms and conditions stipulated by Government of India.

(i) Recurring costs as detailed above shall be drawn and utilized during the current financial year 2011-12.

(ii) The grantee shall keep the amount sanctioned for RMSA under a separate bank account and maintain separate account for its disbursement and expenditure as per rules.

(iii) It shall be utilized by the grantee only for undertaking activities as proposed in the sanction and in consonance with the norms of expenditure in the scheme.

(iv) The assets, if any acquired wholly or substantially out of this grant should not be disposed of encumbered or utilized for purposes other than those for which the grant has been sanctioned without obtaining prior sanction of the Government of India.

(v) The grantee shall maintain a separate and proper account of the expenditure incurred out of the grant and the accounts so maintained shall be open to the audit by the Comptroller and Auditor General of India or by any authority deputed by him for the purpose, as per rules and Internal Audit by the Principal Accounts Office of the Ministry or Department whenever the grantee is called upon to do so.

(vi) The grantee shall furnish to this Department item wise statement of expenditure on a quarterly basis and other reports on physical and financial progress in approved formats. The grant will be utilized within the current financial year. The grantee will submit annual detailed progress report of the project within one month from the close of the financial year. An annual audited statement of accounts along with a certificate of utilization of the grant in GFR 19-A for the approved project duly signed by a Chartered Accountant and countersigned by an authorized signatory of the project in charge will be submitted to the Ministry within 12 months from the close of the financial year. Grantee has also to submit a copy of annual audited accounts to the office of Director General of Audit, Central Revenues, I.P., Estates, New Delhi-110002 under intimation to this Ministry. The unspent balance if any and interest accrued thereon, will have to refunded or this shall be taken into account before further installment is released.

(vii) A register of assets acquired wholly or substantially out of the grant shall be maintained in prescribed form and a certified copy of the register in respect of the assets acquired should be sent to this Ministry not later than one month from the close of the financial year. Such copies should continue to be furnished even after the Government’s grant to the Society has ceased. The statement should relate not only to the assts created during the year to which it relates but to all previous assets so created wholly or substantially out of Government’s grant upto the end of the period to which the return relates. For purpose of determining whether assets have been created substantially out of the Govt. grant, it is not necessary that the amount utilized out of the Government grant should exceed 50%.

(viii) The accounts and other records of the Society shall be open to inspection by an officer of the Ministry of Human Resource Development or any other person deputed by the Ministry for this purpose.

(ix) The grantee shall fully implement the Official Language policy of the Union Government i.e., it shall fully comply with Official Language Act 1963 and Official Language (Use for the official purpose of the Union) Rules 1976 etc.,

(x) In case the implementing society employing more than twenty person on a regular basis, the provision for reservation for scheduled caste, and scheduled tribes and OBCs in posts and services of the organization will be made as per the State Government rules.

(xi) Amount will be subject to adjustment against future grants on the basis of expenditure in Audited Accounts for this financial year.

(xii) Existing staff of the State Govt., should be optimally utilized. The Principal work of project implementation shall be on the mainstream administrative establishment at State and district levels. Staff should be appointed only on contractual basis.

(xiii) The guidelines issued by the Government of India from time to time regarding monitoring management, and financial control and other procedure would be followed in the execution of the Programme.

(xiv) Any other relevant condition specified in General Financial Rules 2005 as amended from time to time would be followed.

Further the norms prescribed by GOI on School infrastructure, learning resources, teachers and others from Para 4.1 to 4.8 and from Para 8.3.1 to 8.3.7 on management structure at school level for implementation of RMSA Scheme at school level is herewith enclosed. They are also requested to communicate the same to all the Headmasters of Government Secondary Schools to strictly adhere to the instructions/norms immediately.

Further they should follow the guidelines and instructions issued in the reference 2^nd read above to incur the item No. 1 and 2 as mentioned above and the actuals relating to item No.3.

A copy of the list of identified 10368 Secondary Schools in which School Annual Grants are released are herewith communicated for further necessary follow up action in the matter.

Secondary Education Management Information System (SEMIS)

Purpose of SEMIS

The Secondary Education Management Information System aims at creating a comprehensive database on secondary and higher secondary education for facilitating planning, monitoring and related secondary education management activities under the RMSA. The SEMIS intends to cover all recognized institutions in the State/UT imparting secondary and higher secondary education. It envisages collecting relevant data relating to profile of the institution, enrolment, repeaters, passouts, teacher provisions, infrastructure and teaching-learning facilities, and school level income and expenditures. Data thus collected using the DCF under the SEMIS would be processed and stored both at the district and state levels. Accordingly, necessary arrangements are being made at the district level to institutionalize SEMIS under the RMSA.

As part of this exercise, this Data Capture Format (DCF) is to be administered to all recognized secondary and higher secondary schools, intermediate/junior colleges/pre-university classes attached to degree colleges in the State/UT. This DCF is to be filled in by the Headmaster /Principal of the school/college. Since the reliability of the SEMIS database depends on the accuracy and completeness of the information to be furnished by the institution, you are requested to answer each item in the DCF carefully and accurately. Your commitment and cooperation have huge implications for effective planning and management of secondary education in the State/UT.

In order to develop SEMIS, the Data Capture Formats (DCFs) developed, finalized and printed by NUEPA have been sent to all the states and union territories of the country. Using these DCFs the States and UTs are collecting data and information from all the recognized secondary and higher secondary schools. A web-based software has already been developed by NUEPA which will be used by all states and UTs for developing computerized Secondary Education Management Information System (SEMIS). The tabulation, analysis and interpretation of data thus collected will be used for preparing the status report of secondary education which will, for all practical purposes, be a diagnostic study in order to plan for secondary education in coming years.

Research & Evaluation

Besides the above in-built Monitoring and Evaluation mechanism, the Central Government and the State Governments will conduct an independent research on different activities of RMSA by engaging independent institutes of repute. The findings of these research studies will be communicated to all the concerned authorities for corrective measures and further strengthening of the implementation of the scheme.

In-service Teacher Training

INTRODUCTION:
Apart from giving access and availability of quality secondary education, in-service teacher training plays a major role in improving the quality output of the pupil. Under RMSA, for the years 2009-10 and 2010-11 around 50,000 teachers were trained in CASCADE MODEL.

NEED OF IN-SERVICE TEACHER TRAINING
Quality improvement has a significant impact not only on enrolment and retention of children in the school but also on the possibilities of further education for increased productivity and exercise of citizenship rights and responsibilities.

Towards improving the quality in teaching learning process, it was planned to organize orientation to teachers handling various school subjects of classes IX and X and to provide them enrichment material so as to plan for their teaching more effectively and ultimately to see that the students are benefited with better understanding and application of knowledge thus gained.

IDENTICATION OF TRAINING NEEDS
To conduct in-service training programmes, it becomes necessary to arrange by training needs. For identifying these needs a questionnaire was circulated to all the Secondary Schools in the State. In this questionnaire school teachers were asked to identify and list out the difficult concepts in their respective subjects of classes IX & X. Such collected questionnaires were placed before the panel of subject experts for consolidation. These topics became basis for the preparation of enrichment material.

PREPARATION OF MODULES
Subject wise module writers were identified from SCERT, SIET, IASE, and CTE, retired faculty of department of School Education, School Assistants of Government Schools and PGTs of APR Schools.

A series of module writing workshops were conducted during February and March 2010. Necessary guidance was provided by the State Project Office personnel. These modules are focused mainly to enrich the teachers handling Classes IX and X for effective class room transaction.
The material thus prepared was refined by the selected subject experts. Modules consisting of enrichment material in each of the school subjects of classes IX and X mainly English, Telugu, Hindi, Urdu, Mathematics, Physical Sciences, Biological Sciences and Social Studies. The modules were simultaneously prepared in Telugu and English version.
The modules of Mathematics, Physical Sciences, Biological Sciences and Social Studies were got translated into Urdu Translation Department of Moulana Azad National Urdu University (MANUU) for the benefit of teachers and students of Urdu Medium.
Modules thus developed were got printed at Government Text Book Press and were used as training material in the training programmes of School Assistants.

Interventions

Moving towards Universalisation of Secondary Education (USE) after achieving encouraging progress in nation’s efforts to universalise elementary education through Sarva Shiksh Abhiyan(SSA), the Ministry of Human Resource Development has launched a Scheme of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in March 2009 in partnership with state governments and other stakeholders and came out with RMSA framework to guide the states/UTs on the implementation of this scheme. RMSA is a holistic and convergent programme which addresses access, equity and quality goals targeting both secondary and higher secondary stages of school education with a clear time frame.

The Ministry of HRD, discussing with the World Bank and DFID on possible support for RMSA during the Preparation Mission held in New Delhi from 8 to 21 April, 2010 entrusted NCERT with the task of development of a “Vision and multi-layer strategic guidelines for improvement of quality of secondary education” (letter is annexed as annexure I) in active consultation with State Governments to chart out a road map for secondary education up to 2020 and also to explore inclusion of quality improvement strategies, activities an norms into RMSA planning process.

1. Curriculum Reform
Curriculum reform is a major quality aspect of secondary education, which includes –

Revision of State Syllabi and Textbooks at secondary stage in accordance with the NCF-2005.
Improving classroom processes and school management to implement the curricular and pedagogic shift for enhancing participation in learning process and providing success experience to all learners.
Assessment and Examination in consonance with the emerging perspectives on Continuous and Comprehensive Evaluation as well as examination reform at secondary stage

2. Teacher Preparation

The quality issue related to teacher preparation is evolving a mechanism for continuous in-service professional development in States/UTs to cover a large no. teachers for continuous updating of content knowledge and of pedagogic concerns in view of improving school-classroom setting.

3. Researches and Monitoring for Quality

Researches play a very important role for providing feedback on the quality interventions, which have gone into the system exploring deeply the intervention, process and outcomes. Many a times findings of these researches also provide for policy inputs. Hence, researches and monitoring mechanism for quality are not only helpful in ensuring quality but also improving modalities for quality inputs as and when required

4. Information and Communication Technology

Information and communication technology is seen integral to the Secondary Education. This quality component is infused in each of the quality initiatives such as Curriculum Reform, teacher preparation, research and monitoring.

Model Schools

SCHEME FOR SETTING UP OF MODEL SCHOOLS Concept

Basically a model school will have infrastructure and facilities of the same standard as in a Kendriya Vidyalayas and with stipulations on pupil -teacher ratio, ICT usage, holistic educational environment, appropriate curriculum and emphasis on output and outcome. Some of the key features of a model school will be:

Education provided in a Model school should be holistic and integral touching upon physical, emotional and aesthetic development in addition to academics.
Necessary infrastructure will be provided in such schools not only for satisfying teaching needs, but also for sports and co-curricular activities.
There will be sufficient scope for sports, recreation and outdoor activities. Facilities like play ground, gardens, auditorium etc. will be provided in Model schools.
These schools will have adequate ICT infrastructure, Internet connectivity and full time computer teachers.
The Teacher Pupil Ratio should not exceed 1:25 and the classrooms will be spacious enough to accommodate at least 30 students. However, classroom-students ratio will not exceed 1:40.
These schools will be provided with Arts and Music Teachers besides subject specific teachers as per the usual norms. These schools will also create facility for activities emphasizing Indian heritage and art & craft.
Special emphasis will be given on teaching of Science, Maths and English. If required, bridge-courses may be introduced for weak students.
The school curricula include the material/items that inculcate leadership qualities, team spirit, participation abilities, development of soft skills and ability to deal with real life situations.
Health Education and health check up will be introduced in these schools.
A good library with books and magazines for students and teachers will be provided.
Field trips and educational tours will be an integral part of the curriculum.
Medium of instruction will be left to State Governments. However, special emphasis will be given on English teaching & spoken English.
Model schools will have appropriate pace setting activities so that schools in the neighborhood can benefit.

Objectives

To have at least one good quality Secondary School in every EBB.
To have a pace setting role for these schools.
To try out innovative curriculum and pedagogy.
To try out innovative evaluation and school governance.
To give access to quality Secondary Education to the talented students in rural areas

Implementation

Model Schools will have classes from VI to XII, each class having two sections with state syllabus. Medium of instruction and Curriculum
Medium of instruction for these schools will be English.
Three Language Formula which is in existence in the State will be followed.
Special emphasis will also be given in teaching of Science and Mathematics.
Teaching Methodologies will help students to improve their analytical and critical thinking abilities.
Along with scholastic subjects, the new scholastic subjects like Physical Education and Yoga, Moral Education, Work Experience, Projects etc., will be implemented so that the holistic approach has to be attained.
For the purpose of calculating the financial requirements, the non-recurring cost for setting up a school on KV template with an estimated cost of Rs. 3.02 crore. The recurring cost is around Rs. 0.75 crore per annum is provided for each school.
Out of 737 EBB Mandals Government of India sanctioned 355 Model schools in the first phase during the year 2010 - 11.

Schemes

The Secondary Education which serves as a bridge between primary and higher education is expected to prepare young persons between the age group 14-18 in the world of work and entry into higher education. The Secondary Education starts with classes 9-10 leading to higher secondary classes 11 and 12. The relevant children population at the secondary and senior secondary level, as projected in 1996-97 by NSSO has been estimated at 9.66 crores. Against this population, the enrolment figures of the 1997-98 shows that only 2.70 crores attending schools. Thus, two-third of the eligible population remains out of the school system. To accommodate the children in schools at secondary level, we have at present 1.10 lakhs institutions (1998-99). With the emphasis on universalisation of elementary education and programmes like District Primary Education Programme, the enrolment is bound to increase and once this happens, we may require more than two lakhs institutions at the secondary level to accommodate them.

General Structure of School Education

A uniform structure of school education viz., the 10+2 system has been adopted by all the States and Union Territories of India. However, within the States and the UTs, there are variations in the number of classes constituting the Primary, Upper Primary, High and Higher Secondary schools, age for admission to class I, medium of instruction, stages of public examinations, teaching of Hindi and English, number of working days in a year, academic session, vacation periods, fee structure, compulsory education etc.

All the Head Masters/ Principals & Chairmen of School Management Development Committees of identified Secondary Schools & all the District Educational Officer & Ex-Officio District Project Coordinators in the State are informed that GOI, MHRD, New Delhi/ Government of Andhra Pradesh have sanctioned & released amounts vide references 1^st to 6^th read above from the introduction of the Centrally Sponsored Scheme “Rashtriya Madhyamik Shiksha Abhiyan” from the year 2009-10.

Further they are informed that GOI, MHRD, New Delhi have communicated a Framework for Implementation of RMSA Scheme. Based on the Frame Work of chapter IV of 4.6 the following are the details of sanctioned components, Grant of amount and details for utilization of Grants relating to Physical infrastructure, School Annual Grants under Recurring Grants:

Based on the sanctions, funds were released to all the Secondary Schools in the State under Recurring Grants in the sanctioned components during the year 2009-10 & 2010-11 with instructions to utilize the Grant released by the School Management Development Committees constituted for implementation of CSS RMSA Scheme at School level in the State duly following the Terms & Conditions stipulated by GOI, MHRD, New Delhi and communicated vide references 3^rd & 6^th read above including the norms prescribed by GOI on School infrastructure, learning resources, teachers and others from Para 4.1 to 4.8 and from Para 8.3.1 to 8.3.7 on management structure at school level to strictly adhere to the instructions/norms.

Further while communicating a list of Laboratory Equipments & Lab Consumables (Phy.Science, Bio.Science & Mathematics) of the Director, SCERT received through the reference 2^nd read above to all the Secondary Schools in the State they have been requested to instruct the concerned to purchase the needy and useful items for imparting Science Education to IX & X Class studying students in the School subject to condition that “so far as the schools not having proper/functional lab, while spending the funds released for purchase of lab consumables/ equipment and only such items may be purchased which are easily storable and would assist towards gradual building up of a proper lab”.

Keeping in view of the observations made by the District Educational Officer, Inspecting Officers at Secondary School level and requests made by them, to have an idea in purchasing of books, periodicals, Science material etc. at School level, keeping in view of the norms prescribed by GOI, MHRD, New Delhi in the RMSA Frame Work a Committee was constituted to recommend the lists of books which are very useful at School level both for Teachers and Students.

After going through the “Catalogues obtained from KVS, NCERT, NBT, CBT, Telugu Academy and Telugu University” the Committee unanimously recommended to suggest to procure the following Books, Periodicals, news papers etc. and the details of lists are as follows:

The Committee members further gone through the “Manual on Science laboratory kit at Secondary level” provided by NCERT, New Delhi and the information provided by Prof.& Head, Workshop Department, NCERT, New Delhi.

It is unanimously recommended to suggest to procure NCERT, New Delhi designed and developed Secondary Science Kit (SSK) as per the scale recommended here under.

The Committee also suggested to follow the break up as here under:

2. Purchase of Science charts and models Rs. 1,000/-

3. Purchase of Lab consumable articles Rs. 1,500/-

4. Maintenance, Replacement & Repair of the Lab equipment Rs. 500/-

In addition to the above they have also requested to follow the following guidelines scrupulously in selecting the Books etc. purchasing under School Annual Grants:

· When book reading is going down steeply, only the books that are reprinted many times standout as useful and popular books. It can be a right guideline to purchase the books that are reprinted more than three times.

· General books in Physical & Social Sciences and Literature should be preferred.

· Books that inculcate a sense of patriotism and love for is culture may be procure.

· Books on great Nation builders and National leaders that inspire younger generation for a better future India need to be included i.e., Vivekananda, JC Bose, APJ Abdul Kalam etc.

· Books that inculcate human values among children need to be included.

· In schools, youngsters are in formative stage and the books, which impart knowledge about their life, will serve definite purpose than the books that impart general knowledge about the outside world. Books, which are useful in day-to-day life, are to be preferred.

· Most of the youngsters entertain negative feelings like shyness, fear, anxiety, low opinion about themselves. To help young students to come out of such feelings and to build confidence, all sensible books on personality development are to be preferred.

· Books that are popular and sold in good number in bookshops are to be preferred to the books that are mainly published for supply to libraries and other institutions only.

· Books which help both parents and teachers alike, to adopt the right attitude while dealing with growing minds that explain the behaviour of teenagers and the best possibilities to deal with them are to be preferred.

· Books, which help youngsters to understand basic techniques of preparing for exams and to face them successfully, are to be preferred.

· Most of the rural students are haunted with anxiety, tension, insecurity, inadequacy feelings and easily get into depression. Books, which explain at great length how to understand abnormal behaviour in the early stage and the methods to correct it and suggest the ways to develop healthy attitude, should be procured.

· Since two decades quality fiction is not being published in Andhra Pradesh. Hence purchase of fiction books can be limited to 10% of total purchases.

Hence, after examining the recommendations of the Committee in detail, the Commissioner and Director of School Education & Ex-Officio Project Director, RMSA is pleased to approve their recommendations for utilizing the School Annual Grants in-to-to. Therefore all the Head Masters/ Principals & Chairmen of School Management Development Committees of identified Secondary Schools & all the District Educational Officer & Ex-Officio District Project Coordinators in the State are requested to follow the above guidelines strictly while utilizing the School Annual Grants released from this office every year from time to time. Any deviation in diverting the funds from one component to another component or otherwise will be viewed seriously.

Norms for School Mapping

v Schools:

1) Govt.(Govt/MP/ZP/MPl.) Aided, Unaided and KV schools are to be considered for distance matrix and in elimination process. Remaining schools (Pvt./APRS/APTW/PASW/KGBV/NV/Ashram) are not to be considered in distance matrix and elimination process.

2) Take mandal as unit.

3) Enrolment of VII class for proposal to upgrade UPS is minimum 80.

4) MEO has to certify the information given by him for school mapping and Dy.EO at Divisional level.

5) Consolidation of district exercise to be certified by DEO.

6) If two High Schools are within a radius of 5KMs the habitations falling under these schools to be written against those particulars schools in format B.

7) All the DEOs should give the schedule intern the District Level to give a road map to complete the schedule and responsibility to complete the entire process within the stipulated time in the Mandal and District level.

SCHOOL MAPPING - DISTANCE MATRIX

DISTANCE MATRIX -- STEPS TO BE TAKEN

Prepare a distance Matrix for the all habitations existing in the mandal (Distance between Habitation to habitation of walking distance by road)

2. Convert the original Distance Matrix into Norm-based Matrix (i.e., Distance < 5.0 km = 0 all Distance > 5.0km=1).

3. Highlight the availability of Secondary Schooling facilities in the Zero, one Matrix.

4. Reduced Matrix

a. apply filter for Secondary Schools where the habitations are having “Zero” (that means schooling facility is available with in the distance of 5km) both columns and rows to be deleted.

b. After elimination of the habitations having Secondary Schooling facility the zero-one matrix becomes reduced.

5. Then un-served habitation for Secondary Schooling facility to be listed from the reduced Matrix.

6. These Un-served habitations are again examine that whether any accessibility within the 5 km radius of the Schools in the neighboring mandals.

7. Now finalize the Un-served habitations which are not access to any school within the Mandal (or) neighboring Mandal.

8. Among these habitation remove ‘0’ population habitations.

Note: Check whether any un-served Habitation is served by neighboring Mandals in such case those habitations have to be deleted from the Matrix.

Finally, justify the un-served habitations by giving options like

1. to start New Secondary School or

2. up gradation of UPS or

3. to provide transport facility to children where less number of children are

existing in those habitations for economical feasibility.
