Oklahoma's jobless parents pay more support - So we are putting them in jail because of Budget Cuts????

The number of parents paying child support through their unemployment checks has nearly doubled in a year, according to figures from Oklahoma Child Support Services.

In March, Oklahoma Child Support Services collected $2.15 million in payments from non-custodial parents who were receiving unemployment checks. That figure represents 6,618 cases in which the child support services division has found noncustodial parents and set up child support payment plans. That’s almost a 57 percent increase from April 2009, according to figures from state child support services.

"Each month it trends upward,” said Jeff Wagner, programs administrator.

The state’s unemployment rate in March was 6.6 percent, according to figures released Friday from the Oklahoma Employment Security Commission. The number of people in Oklahoma without a job, adjusted for seasonal nonfarm employment, was 117,740. The national unemployment rate in March was 9.7 percent. That’s about 15 million people without a job.

When noncustodial parents receive any benefit from the federal government, such as unemployment, a tax refund or home-buyer credit, court-ordered child support payments are deducted from the checks, Wagner said.

"In many cases, an IRS refund or a state refund may be the only child support we collect because it’s automatic,” Wagner said. "We do collect that and hold them accountable.”

In the past, the program, which is a division of the Department of Human Services, would receive about $900,000 from unemployment benefits in an average month.

As a whole, the department had 189,019 cases in 2009, which represents about $250 million in payments for children and their custodial parents.

Guardians who are seeking other types of assistance such as food stamps are automatically referred to the child support division if they don’t have an existing child support payment plan in place, Wagner said.

"It was set up this way as part of the welfare reform movement,” Wagner said. "It’s a move to encourage both parents to take personal responsibility.”

In 2009, the department verified paternity for nearly 20,298 children, according to the division’s annual report.

Automation and increased participation has helped the program increase its reach. As lawmakers consider ways to spend less on state government, they have asked agencies to describe how 10 percent budget cuts would impact their operations.

If the child support services division were cut by 10 percent, $33 million less in child support payments would be collected, he said.

Services — such as a court liaison, which helps people establish payment plans before a warrant is issued for their arrest for nonpayment — could be curtailed.

If that’s the case, more non-custodial parents could be incarcerated as a result of not paying their child support.

"It’s hard to cut a check from prison,” Wagner said. "Cuts to our program would immediately cost taxpayers more than what taxpayers would save by making the cut.”

State funds account for $7.64 million of the agency’s $63 million budget. Federal funds and grants make up the rest, he said.

Robert Craig Knievel (October 17, 1938 – November 30, 2007), better known as Evel Knievel (pronounced /ˈiːvəl kɨˈniːvəl/;^[1]), was an American motorcycle daredevil and entertainer famous in the United States and elsewhere between the late 1960s and early 1980s. Knievel's nationally televised motorcycle jumps, including his 1974 attempt to jump Snake River Canyon at Twin Falls, Idaho, represent four of the twenty most-watched ABC's Wide World of Sports events to date. His achievements and failures, including his record 37 broken bones, earned him several entries in the Guinness Book of World Records.^[2]

His son Robbie Knievel is also an accomplished motorcycle daredevil.

Knievel died in Clearwater, Florida, on November 30, 2007, aged 69. He had been suffering from diabetes and idiopathic pulmonary fibrosis for many years.[32] A longtime friend reported that Knievel had trouble breathing while at his residence in Clearwater, but died before the ambulance could reach the hospital. "It's been coming for years, but you just don't expect it. Superman just doesn't die, right?"[33] In one of his last interviews, he told Maxim Magazine, "You can’t ask a guy like me why [I performed]. I really wanted to fly through the air. I was a daredevil, a performer. I loved the thrill, the money, the whole macho thing. All those things made me Evel Knievel. Sure, I was scared. You gotta be an ass not to be scared. But I beat the hell out of death."[34]

Knievel was buried at Mountain View Cemetery in his hometown of Butte, Montana on December 10, 2007, following a funeral at the 7,500-seat[35] Butte Civic Center presided over by Rev. Robert Schuller (actor Matthew McConaughey gave the eulogy). Prior to the Monday service, fireworks exploded in the Butte night sky as pallbearers carried Knievel's casket into the center.[36]

Foo Fighters is an American rock band formed by singer/guitarist/drummer Dave Grohl in 1995.^[1] Grohl formed the group as a one-man project after the dissolution of his previous band Nirvana in 1994. Prior to the release of Foo Fighters in 1995, Grohl drafted Nate Mendel (bass), William Goldsmith (drums), and Pat Smear (guitar) to complete the group. Another example of the child support system helping children. Apparently his child support debt accrued because his mental illness prevented him from working, but that didn't stop authorities from imprisoning him.

I wish I could say I was surprised, but I see way too much of this sort of thing to be surprised.

When Edmond White found out his brother needed a kidney transplant, he didn't hesitate to offer to be the donor.

Dan White had been on dialysis for 11 "brutal" months after high blood pressure led to kidney failure.

Edmond wasn't perfect, granted, but he knew his brother needed him.

When tests showed the blood types of Edmond and Dan didn't match, the brothers were part of a paired exchange with another family.

Edmond ended up donating a kidney to another person waiting for a transplant, and that man's wife gave Dan one of her kidneys.

Dan, 34, said he owes his quality of life to Edmond.

"There's no greater gift you can receive," he said.

That was August 2006, a happy time for the White brothers and their family.

The happiness, however, wouldn't last long for Edmond or his family...

Edmond violated his parole for failure to pay child support and was sent to prison twice, once in 2007 and again in 2008. Edmond wasn't able to pay the child support because he wasn't working because of his mental illness, Dan said.

According to the Federal Bureau of Prisons, at the time of his death, Edmond was serving a year sentence for violating his parole. He'd been in Leavenworth since July 2 and was projected to be released April 6, 2009.

In 2002, he was convicted of bank fraud and conspiracy charges for cashing counterfeit checks, said Anthony Delyea, the attorney who represented him. Edmond was sent to Leavenworth and paroled that same year.

Just eight months after donating a kidney for his brother - and with only seven months left on his parole - Edmond was sent back to federal prison on his first parole violation, Dan said.

He later would be paroled again in 2007 but return to Leavenworth in July 2008 on his second probation violation.

He never would leave.

Michael Handler, deputy coroner of Johnson and Leavenworth counties in Kansas, said Edmond's death was ruled a suicide. He had hanged himself in his cell.

My charges against the divorce regime are extremely serious, and the language I use to describe it is strong. But all my allegations are backed with documentation and have never been refuted. The publications in which they appear are respected and credible journals with solid reputations, and their editors are not known to be extremists. Moreover, I am not the only one making these charges. Even aside from the testimonials of parents who have directly experienced its depredations (but who are seldom believed), here are the views of other eminent figures. None of these are “fathers’ rights” activists. Shouldn’t any area of government activity about which such prominent people are making such serious charges be the subject of an investigation or at least some public debate?

I am a bit overwhelmed by this place...as I sit here and type this I can see about 10,000 offices in buildings next to me with lights on. When I leave me 1oth floor "space" and go out into the street I am going to see at least 1000 people all over the street I look down, darting in buildings, getting in cars but mostly walking.
Not sure how long I can take this....But I will never regret coming to see and learn about this place.
