Under the draft, Russia, until last year the third-largest wheat exporter, will aim to increase grain output to 125 million tonnes in 2020 from ~ 90 million tonnes expected this year. Other 2020 targets include an increase in sugar production to 5.4 million tonnes and a doubling in poultry and pork output to 5.8 million tonnes and 4.5 million tonnes respectively.

The draft has yet to be approved by the government and it is unclear whether the required funding can be found.
