CARD WARNING: Emiratis without ID cards will not have access to services relating to the Ministry of Interior after November 22.

Emiratis will not have access to services provided by the UAE's Interior Ministry after November 22 unless they have obtained an ID card.

The ministry said that expats in the country would be exempted from this rule "in the current time" but added that a deadline would be announced later.

According to a report by news agency WAM, officials have set the obtaining of identity cards as a precondition to obtaining services from security authorities and police directorates in all emirates as of November 22.

A statement issued by the ministry said that citizens who not hold an ID card will be affected in accordance with Federal Law No 9/Year 2006. It did not give any details regarding how many Emiratis have yet to register for the card.

The Statement also said that directives have been sent to all ministry departments across the country informing them of the new regulation.

The statement added that a new rule affecting expats in the UAE would be "announced at a later time".

The Law of Population Register and Identity card of the Emirates Identity Authority makes it obligatory for all citizens of the UAE and residents who are above the age of 15 to obtain the ID card, WAM reported.

Stanley, Black & Decker in Deal

Stanley Works and Black & Decker Corp. agreed to a $4.5billion all-stock deal that combines two iconic U.S. hand-tool and power-tool makers whose fortunes have faded amid a collapse in the housing market and a broader industrial slowdown.

Stanley is the smaller company, based on sales and employees, but will be the acquirer in the deal, which comes amid a slow period in deal making.

The firms have a range of brands, including the familiar Stanley Tools.

The deal holds a 22% premium for Black & Decker shareholders, who will own 49.5% of the company, while Stanley holders will have the rest. Black & Decker shareholders are receiving 1.275 shares of Stanley for each share of Black & Decker. Black & Decker shares closed Monday at $47.34. Stanley shares closed at $45.15.

The transaction, which had been discussed three times before, according to the companies, represents a view that the housing market will bounce back from current lows, but also an acknowledgement that the do-it-yourself market and construction will not soon approach sky-high levels of a few years ago.

Stanley Chief Executive John F. Lundgren is being named chief executive of the combined company, which will be called Stanley Black & Decker. Stanley shareholders will hold nine of 15 board seats. The merged company will be based at Stanley's offices in New Britain, Conn.

Mr. Lundgren acknowledged the merger would likely mean thousands of job cuts, especially in the corporate staffs and areas like purchasing and warehouses that serve the same region. He said he hoped the job cuts would total few than 4,000.

The two companies, will have combined annual sales of $8.4 billion and about 40,000 employees, the companies say. Stanley has annual sales of around $3.85 billion and Black & Decker has annual sales of around $4.85 billion.

The companies said they are looking for the combination to reap savings of $350 million a year and also add $1 per share to the bottom line in three years.

The housing slump and wider economic downturn hit most of Black and Decker's businesses. Group sales fell 23% in the third quarter compared with 2008. Industrial-product sales fell more than 20%, while the recession pushed down U.S. consumer sales 20%. Stanley suffered too. Third-quarter sales fell 16% compared to the year-earlier period, with a 31% decline in industrial sales and a 23% fall in construction and do-it-yourself sales.

Both have tried to ride out the housing slump by cutting operating costs; Stanley additionally has tried to beef up its security and industrial businesses.

Stanley Works includes a range of brands, including the familiar black-and-yellow Stanley Tools and Mac Tools for auto mechanics. Black and Decker includes a number of familiar names: DeWalt industrial power tools and Kwikset lock sets.

Black & Decker CEO Nolan D. Archibald said the companies had discussed a merger three times in the past, starting in the 1980s and then as recently as seven years ago. Those talks, he said, often broke down over who would be in charge.

This deal was launched about six months ago when Mr. Lundren called Mr. Archibald and asked him to meet for lunch.

"I asked him what he wanted. He said to discuss merging our companies. We met in New York for lunch about a month later and our teams started getting together," said Mr. Archibald. He added he had "no interest in anything but an all-stock deal given the depressed shares and the state of the economy."

Mr. Lundgren said there was little overlap in the two companies and felt confident the deal would pass regulatory muster.

"While we might be iconic brands and iconic names, very few of our products compete," he said.

The deal is expected to close in the first half of 2010. Both boards have approved the deal, which must also get regulatory and shareholder approval.

Sheikh Ra'ad Salah's calls for a jihad against Israel worked. At the last minute, the government was deterred from executing its plan to demolish the mosques on the Temple Mount and from exploiting the Sukkot pilgrimage to Jerusalem to lay the cornerstone of the Third Temple. For fear of Intifada III, the transfer of East Jerusalem Arabs to Umm al-Fahm was also put on hold.

When Jews are accused of harboring the most absurd intentions, the world media chorus, joined by a few Israeli soloists, fans the flames without bothering to check the facts. And though inflammatory nonsense about diabolical plans has been repeated every few months over the past 40 years, it is of course Israel that is accused of playing with fire that can only lead to war between Islam and Judaism. MK Ibrahim Sarsur was a bit more modest: He merely warned of an impending world war.

The original sin came soon after paratroop commander Motta Gur radioed his historic announcement - "The Temple Mount is in our hands" - on June 7, 1967. Instead of accustoming the dazed Islamic world to a natural and understandable Jewish presence on the Mount, defense minister Moshe Dayan ordered that it be handed over to the Waqf, the religious endowment entrusted with looking after Muslim property. And when the Waqf saw that the Jews were not aware of the historical, religious and political significance of this concession, it transformed the Jewish people's holiest site into an autonomous Palestinian religious-governmental center and kept the Jews out.

The rabbinic establishment then reinforced Dayan's historic folly by forbidding Jews from entering the Temple Mount compound for religious reasons. Thus the government and the rabbinate together bolstered the Palestinian Arab narrative, which maintains that the place is holy for Muslims alone.

The fact that the Muslim world has never responded to the frequent calls for jihad by Sheikh Salah and his cohorts has done nothing to alter the false Jewish idea that a Jewish presence on the Temple Mount would lead to a religious war between Islam and Judaism. This destructive notion has enabled the Arabs to do as they wish on the Mount and in other parts of Jerusalem, including running national and governmental centers in Israel's capital.

The most prominent of these used to be Orient House, about which a document submitted to a previous administration declared that taking control of it was "liable to set the Middle East alight." But when the Palestinians went too far, security forces did occupy the building, where they found weapons as well as intelligence documents. It was shut down, and apart from a poorly attended protest - where many of the demonstrators were Israeli Jews - the Middle East reacted the way it reacts to the cries of "Wolf! Wolf!" about the Temple Mount. And so Orient House dropped out of the headlines and fell into oblivion.

Dayan also left the keys of the Tomb of the Patriarchs in Hebron in the Waqf's hands. But in Hebron, the Jews refused to surrender their rights, so the government was forced - despite threats of a religious war - to grant equal prayer time to Jews and Arabs. And over the last 30 years, despite Baruch Goldstein's massacre of Muslims at prayer and other grave incidents, both Muslims and Jews have grown used to the status quo.

Even at this late date, it is essential to equalize Jews' status on the Temple Mount with that of Muslims (excepting, of course, the right to enter the mosques). The Arabs will threaten a jihad and condemnations will pour in from all sides. But in time, Jewish determination will make the Muslims and their Jewish backers get used to the new reality. And the police, thousands of whom are currently plagued by Salah's habit of stirring up trouble during the Jewish holidays, will be able to spend these festivals with their families, just like other Israelis do.

Voice of Reason or of Delusion? Behind the Shroud of Turin

While science and scholarship have demonstrated that the Shroud of Turin is not the burial cloth of Jesus but instead a fourteenth-century forgery, shroud devotees continue to claim otherwise.

In medieval Europe alone there were more than forty "True Shrouds," although the Turin Cloth uniquely bears the apparent imprints of a man, crucified like Jesus in the gospel narratives. Unfortunately, the alleged "relic" has not fared well in various scientific examinations--except those conducted by Shroud partisans like those of the Shroud of Turin Research Project (STURP), whose leaders served on the executive council of the pro-authenticity Holy Shroud Guild.

The following facts have been established by various distinguished experts and scholars:
The shroud contradicts the Gospel of John, which describes multiple cloths (including a separate "napkin" over the face), as well as "an hundred pound weight" of burial spices--not a trace of which appears on the cloth.

No examples of the shroud linen's complex herringbone twill weave date from the first century, when burial cloths tended to be of plain weave in any case.

The shroud has no known history prior to the mid-fourteenth century, when it turned up in the possession of a man who never explained how he had obtained the most holy relic in Christendom.

The earliest written record of the shroud is a bishop's report to Pope Clement VII, dated 1389, stating that it originated as part of a faith-healing scheme, with "pretended miracles" being staged to defraud credulous pilgrims.

The bishop's report also stated that a predecessor had "discovered the fraud and how the said cloth had been cunningly painted, the truth being attested to by the artist who had painted it" (emphasis added).

Although, as St. Augustine lamented in the fourth-century, Jesus' appearance was completely unknown, the shroud image follows the conventional artistic likeness.

The physique is unnaturally elongated (like figures in Gothic art), and there is a lack of wraparound distortions that would be expected if the cloth had enclosed an actual three-dimensional object like a human body. The hair hangs as for a standing, rather than reclining figure, and the imprint of a bloody foot is incompatible with the outstretched leg to which it belongs.

The alleged blood stains are unnaturally picture-like. Instead of matting the hair, for instance, they run in rivulets on the outside of the locks. Also dried "blood" (as on the arms) has been implausibly transferred to the cloth. The blood remains bright red, unlike genuine blood that blackens with age.

In 1973, internationally known forensic serologists subjected the "blood" to a battery of tests--for chemical properties, species, blood grouping, etc. The substance lacked the properties of blood, instead containing suspicious, reddish granules.

Subsequently, the distinguished microanalyst Walter McCrone identified the "blood" as red ocher and vermilion tempera paint and concluded that the entire image had been painted.

In 1988, the shroud cloth was radiocarbon dated by three different laboratories (at Zurich, Oxford, and the University of Arizona). The results were in close agreement and yield a date range of a.d. 1260-1390, about the time of the reported forger's confession (ca. a.d. 1355).

Those who defend the shroud as authentic offer explanations for each damning piece of evidence, but these often veer toward pseudoscience and pseudohistory. For example, they offer various objections to the radiocarbon date, suggesting that it could have been altered by a fire in 1532, or by microbial contamination, or by imagined medieval repair in the sampled area--even by a burst of radiant energy from the Resurrection! However, none of these claims has merit. Clearly beginning with the desired answer, shroud enthusiasts work backward to the evidence, picking and choosing and rationalizing to fit their belief--a process I call "shroud science."

Some researchers have even claimed to see--Rorschach-like in the shroud's mottled image and off-image areas--a plethora of objects that supposedly help authenticate the cloth. These include "Roman coins" over the eyes, "flowers of Jerusalem," and such crucifixion-associated items (c.f. John, ch. 19) as "a large nail," a "hammer," "sponge on a reed," "Roman thrusting spear," "pliers," and other hilarious imaginings including "Roman dice."

Also reportedly discovered were ancient Latin and Greek words, such as "Jesus" and "Nazareth." Even shroud author Ian Wilson (The Blood and the Shroud, 1998, p. 242) felt compelled to state: "While there can be absolutely no doubting the sincerity of those who make these claims, the great danger of such arguments is that researchers may 'see' merely what their minds trick them into thinking is there."

In contrast, the scientific approach allows the preponderance of objective evidence to lead to a conclusion: the Shroud of Turin is the work of a confessed medieval artisan. The various pieces of the puzzle effectively interlock and corroborate each other. In the words of Catholic historian Ulysse Chevalier, who brought to light the documentary evidence of the Shroud's mid-fourteenth-century origin, "The history of the shroud constitutes a protracted violation of the two virtues so often commended by our holy books, justice and truth."

Jon Stewart: "End the Fed" is "really thought-provoking"

Last Tuesday evening, Congressman Ron Paul appeared on The Daily Show to promote his latest book, End the Fed. The appearance capped off a full day in New York City, as earlier that day Dr. Paul participated in a book signing hosted by Borders Books and took a quick trip with supporters to the Federal Reserve Bank of New York.

The Daily Show interview gave Dr. Paul a great chance to not only state why the Fed should be ended, but to articulate why personal liberties are better protected when government is limited.
Host Jon Stewart asked serious, thoughtful questions and emphasized that Dr. Paul's stand for small government has been a consistent one throughout the years no matter which political party held power.
At the end of the interview, Stewart highly recommended End the Fed to his audience, saying that it was "really thought-provoking," as well as "really well-written" and "clearly from the heart."

DNA samples are becoming an increasingly important method for federal and state law enforcement agencies to help solve crimes and secure convictions. The evidence can also serve to clear those wrongly convicted. However, both Wisconsin and Illinois have recently found serious gaps in electronic DNA records, where the actual number of records is meaningfully less than the number of felons on file. In both states, all felons are required to have an electronic DNA sample in the database. While a component of these gaps appears to be clerical errors and slow test processing, a meaningful source appears to be lack of sample collection or failed receipt, although the actual source of the error is difficult to determine due to lack of traceability. In our view, RFID offers an effective solution to improving the record keeping in these databases that would lead to better conviction rates and greater public safety.

The Federal Government and 47 states currently obtain DNA samples from convicted felons. These samples are compared to crime scene evidence to identify potential suspects from DNA matches. About seven million samples currently reside in the Federal Bureau of Investigation (FBI) database, which is expected to increase by roughly 80,000 each year, according to the New York Times. The Times reports that this number will increase to 1.2M samples per year by 2012 as legislative changes extended collection beyond felons to include all arrests, similar to finger printing. Currently 19 states have legislation that requires collection from arrests, while another 15 states are considering such legislation. Some experts suggest the data base will grow to as large as 24 million samples in total.

Comment: The great "helping powers" of RFID. Everyone should be tagged with RFID. Don't you want one implanted into your very forehead, or at least your right hand? Yeah, yeah, that's the ticket...

VeriChip and its partner RECEPTORS LLC announced that they will launch Phase II development of an implantable glucose-sensing RFID microchip. The goal of the project is to create an alternative way for diabetes patients to monitor blood sugar without the need to draw blood.

In Phase II of the program, which is expected to be completed in the second quarter of 2010, VeriChip and RECEPTORS will focus on optimizing the glucose sensor for system stability, sensitivity and specificity.

Past attempts at creating an in vivo glucose sensor have failed due to a number of reasons, communication limitations chief among them. VeriChip believes that an RFID chip contained within a millimeter-scale selectively porous, biocompatible membrane may be the answer.

If the technology proves successful, diabetes patients will be able to read their blood sugar with the simple wave of an RFID reader.

Ramallah – Ma’an – Israel plans to allow Jewish worshipers to pray at the Al-Aqsa Mosque in Jerusalem on a regular basis, dividing prayer time between Muslims and Jews, officials at the Islamic Christian Society in Support of Jerusalem said Monday.

Currently Israeli citizens are not permitted to enter the Al-Aqsa Mosque compound, the Haram Ash-Sharif. On Sunday, however, clashes broke out inside the sanctuary when extremist Jews - reports dispute whether or not the culprits were Israeli citizens - entered the area along with Israeli soldiers. The compound was locked down during the clashes and 13 were injured. Israeli forces also raided Palestinian Jerusalem and detained dozens military sources say were involved in the clashes.

According to the society, there will be 50 Jewish holidays on which Jews will have exclusive access to the compound for worship. The religious calendars of the Muslim and Jewish faith often overlap, with the Jewish Rosh Hashana holiday coinciding with the final Friday of the Muslim Ramadan. The society calls the decision “unacceptable.”

Officials, including Sheikh Taisir At-Tamimi, Archbishop Atallah Hanna, Dr. Hasan Khater, Sheikh Ibrahim Sarsour and Father Manuel Musallam from the society spoke at a news conference Monday in Ramallah. They warned that such a policy was dangerous, and “went beyond the red line.”

The religious leaders then appealed to Palestinian leaders to seek a national agreement so they could prevent Israel from taking over the site, which Jews believe is the place where the Second Temple stood. Plans from extremist and even moderate right wing groups to raze Al-Aqsa and build a Third Temple have been repeatedly uncovered.

The leaders called the plan a war crime, noting there were attacks on Al-Aqsa from “above and below,” referring to the contentious excavation work Israel is carrying out on tunnels beneath the compound.

The officials called all the Muslims to fast on Thursday and all the Christians to pray on Sunday as an expression of solidarity with Jerusalem and all the holy places in the city.

Sheikh Taisir At-Tamimi urged Palestinians to attend worship ceremonies in the Old City of Jerusalem and at the Al-Aqsa Mosque in particular, in order to stave off encroaching Israeli presence in the area.

The Archbishop Atallah Hanna asked all Christians to join their fellow Muslims in prayer on Sunday to be in solidarity with Al-Aqsa mosque. He stressed that targeting Al-Aqsa is only the beginning of targeting the Church of the Holy Sepulcher.

DANANG, Vietnam, Sept 30 (Reuters) - The biggest floods in decades threatened Vietnam's central provinces on Wednesday following a powerful typhoon that swept into the country after wreaking havoc in the Philippines.

The government said 38 people had died and 10 were missing in floods and landslides in eight coastal and central highland provinces. River waters in Quang Nam province could reach a level last seen in 1964 by Wednesday evening, weather reports said.

"From the air, one can see many areas around Danang being isolated by floods," a Reuters witness said. "Sea waves pounded the road along Danang's beach and threw several ships onshore."

Typhoon Ketsana slammed into Vietnam late on Tuesday dumping torrential rain across central Vietnam that left 294,000 homes destroyed, damaged or submerged by floods. Around 357,000 people in 10 provinces were evacuated.

The region hit by Ketsana lies far north of Vietnam's Mekong Delta rice basket. Rain dumped on the Central Highlands coffee belt could delay the start of the next coffee harvest by up to 10 days, but exports would not be affected, traders said.

Ketsana had weakened to a tropical storm after moving into Laos and Cambodia on Tuesday night, weather forecasters said.

Deputy Prime Minister Hoang Trung Hai urged authorities to quickly resume power supplies to the typhoon-hit region, including Quang Ngai province where Vietnam's first oil refinery, Dung Quat, was due to reopen on Wednesday after an outage shut the plant's test runs last month. Continued...

Massive Earthquake Sends Waves Crashing Into Samoa, Demolishing Towns and Leaving at Least 34 People Dead

A tsunami ripped across islands of the South Pacific, wiping out several villages and killing at least 34 people in Samoa and American Samoa, with the number of dead expected to escalate as more bodies are found.

The giant waves followed a massive earthquake with a magnitude of 8.0, according to the U.S. Geological Survey, that struck about 120 miles off the Samoan coast at 6:48 a.m. local time Tuesday.

Large swells began rolling into populated areas soon afterward, sweeping some people and cars out to sea, demolishing buildings and covering roads in debris, mud and large fish.

Reporting from Wellington, New Zealand, Dow Jones Newswires' Simon Louisson tells The News Hub at least one village in Samoa was wiped out by a tsunami wave. The wave followed a massive earthquake that struck close to the Pacific Island group.

Meteorological officials declared tsunami warnings for a number of South Pacific islands, including Fiji and Tonga, as well as New Zealand, but the Pacific Tsunami Warning Center later canceled the tsunami warnings after the waves had passed.

The U.S. National Weather Service issued a tsunami advisory for the West Coast, warning of potentially strong currents or dangerous waves, though it added that "significant widespread inundation" wasn't expected.

Most of the damage appeared to have occurred in the Samoan islands, which include Samoa, a small nation of about 220,000 people, and American Samoa, a U.S. territory nearby with about 65,000 people.

Damage or heavy usage of phones made communications unreliable in some areas, making it difficult to know how many people were killed or how widespread the destruction was.

Mase Akapo, a meteorologist for the National Weather Service in American Samoa, said at least 14 people were killed in four different villages there, while 20 people died in Samoa, the Associated Press reported.

Other media accounts indicated the death toll in both places was somewhat higher, but officials weren't able to confirm the reports.

In Pago Pago, the capital of American Samoa, sea waters surged about 100 yards inland before receding, leaving some cars stuck in mud and causing electricity outages. Several students were seen ransacking a gas-station convenience store.

Coast Guard spokesman Lt. John Titchen told the AP that a C-130 plane was being dispatched Wednesday to deliver aid and assess damage in American Samoa. The Federal Emergency Management Agency said it was deploying teams to provide support.

In Samoa, the capital, Apia, appeared largely unharmed. But waves ripped up resorts and small villages in other, more remote areas, residents said.

A witness told Radio New Zealand that a village on the southeast coast of Upolu, Samoa's main island, had been flattened by the tsunami, and police were moving people to higher ground.

Russell Hunter, an editor at the local Samoa Observer newspaper, said reports from the village of Fautasi indicated it was "totally devastated" with severe flooding and five or more people dead.

One of the paper's writers visited a hospital in an affected area and found bodies "everywhere," including at least one child, the AP reported.

Mr. Hunter said he feared the death toll would rise, saying the quake struck as people were going to work and school.

"I think fears are justified. There will be more," he told Radio New Zealand.

The earthquake lasted as long as 90 seconds, the spokesman for the national disaster office of Samoa said, and people in Apia continued to experience aftershocks long after the initial quake.

Residents throughout the region have been on alert for tsunamis since a devastating cycle of waves swept across Southeast Asia, India and Sri Lanka in December 2004, killing more than 200,000 people.

That event led to a number of improvements in disaster planning, including faster tsunami warnings.

But tsunami experts have warned that some areas have not done enough to develop emergency blueprints and some residents continue to refuse to leave areas when tsunami warnings are sounded, experts say.

Palestinians have been fighting with border police on the Temple Mount, Judaism's most holy site and Islam's third most sacred shrine.

Israeli police say at least a dozen officers have been injured in skirmishes with rock throwing youths. Palestinian sources say around the same number have been hurt on their side.

The violence was sparked by a Jewish group visiting the compound in Jerusalem's Old City. It has been the scene of deadly violence several times in the past.

The site is administered by a Muslim authority known as the Waqf but is open to non Muslims and Jews regularly visit.

Police and protesters clash at temple mount

It is not clear what ignited rioting. According to some reports Palestinians say there were rumours Jewish settlers were planning to invade the Temple Mount.

The site has been described as the radioactive core of the Israeli-Palestinian conflict.

In 2000, Israeli opposition leader Ariel Sharon insisted on entering the compound and his visit helped ignite violence that engulfed Israel and the Palestinian territories for several years in what became known as the Second Intifada, claiming many lives.

Jews venerate the Temple Mount as the location of two biblical Temples and consider it their holiest site. Jews pray at the foot of the compound at one of its supporting walls, known as the Western Wall.

Extremist Jewish settlers want a Third Temple restored on the site, alongside or instead of Muslim shrines.

Muslims believe it is the place whence the prophet Muhammad ascended to heaven after flying to Jerusalem on a winged horse.

Thousands of Jews have been praying at the Western Wall, at the foot of the Temple Mount ahead of Yom Kippur, the Day of Atonement which starts at nightfall.

(Reuters) - Shares of VeriChip Corp (CHIP.O) tripled after the company said it had been granted an exclusive license to two patents, which will help it to develop implantable virus detection systems in humans.

The patents, held by VeriChip partner Receptors LLC, relate to biosensors that can detect the H1N1 and other viruses, and biological threats such as methicillin-resistant Staphylococcus aureus, VeriChip said in a statement.

The technology will combine with VeriChip's implantable radio frequency identification devices to develop virus triage detection systems.

The triage system will provide multiple levels of identification -- the first will identify the agent as virus or non-virus, the second level will classify the virus and alert the user to the presence of pandemic threat viruses and the third level will identify the precise pathogen, VeriChip said in a white paper published May 7, 2009.

Shares of VeriChip were up 186 percent at $3.28 Monday late afternoon trade on Nasdaq. They had touched a year high of $3.43 earlier in the session.
