This happened when the Philippines reached $63.4 billion gross international reserved in 2010 after the country has paid all its outstanding debt from the IMF in 2006 targeting an early exit from its post program monitoring arrangement.&lt;br /&gt;&lt;br /&gt;According to the Bangko Sentral ng Pilipinas or the Philippines’ central bank, a country with a record high of foreign exchange reserves became a creditor member of the IMF system, &amp;nbsp;Since 2010, the Philippines became a participant of the Financial Transaction Plan (FTP), a plan mechanism by which the IMF structures the lending and repayment operations through a transfer of foreign exchange from members with strong external position to borrowing members.&lt;br /&gt;&lt;br /&gt;The Philippines has already infused about&amp;nbsp; $251 million as of the end of December 2011 and more than half of these funds were already disbursed by IMF to financially troubled countries in Europe such as Ireland, Portugal and Greece.&lt;br /&gt;&lt;br /&gt;Another program of the IMF, the New Arrangement to Borrow (NAB), &amp;nbsp;where the Philippines also pledged to contribute $500 million, the latest facility of the IMF for a creditor country. I&#39;m back in the country after my almost a year of stay in&lt;br /&gt;Saudi for a visit to my daughter&#39;s family.  My daughter has given birth to her first baby last year and she had me stayed with them to care for my grandchild.  It&#39;s a blessing to see an offspring added to our family.  It&#39;s a healthy baby girl and she is cute.  My son-in-law has to sponsored me for a visit in Saudi so both of them could manage to work while the baby is left to my care at home in their rented unit along with other Filipino families living in the same roof with each occupying a unit. &lt;br /&gt;&lt;br /&gt;    I have so much to share with the profound experiences I had during the long months of my stay in the restricted country but such was  exactly an opposite of what had been viewed in my mind.  Living with fellow Filipinos has a greater advantages from day to day of rubbing elbows with the same cultural set of people.  We were enclosed in the big mansion house on the first floor of the building, sharing foods, personal belongings of whatever they can share.  Once in a while we hold a big outing or taking a time out where we meet the vast variety of races .  Saudi is  a melting  pot of different people from west to east; the Asian, European and African.&lt;br /&gt;&lt;br /&gt;     My son-in-law has just amazed me to have learned Arabic in just a short time of his stayed in Saudi.  It&#39;s not a big deal though since learning Arabic is a must for those who have the working visa and is under a working contract for a number of years.&lt;br /&gt;&lt;br /&gt;     So much of the theses experiences today. Though there was a continue increase in the number of A(H1N1) cases in the country still the Health Department remain consistent in reminding the public that there is nothing to fear. This does not mean that the DOH is not serious in eradicating the globally fast infecting disease.  The disease it says is less harmful than SARS and bird flu although there was already one reported case of death from A(H1N1) virus the cause of death however was heart disease rather than swine flu. &lt;br /&gt;&lt;br /&gt;The disease alert level 6 declared by WHO does not reflect the severity of the illness but indicative of the rapid rise in the number of cases being affected.  Meanwhile in Manila, due to the continue and fast spreading of the disease in Metro Manila it is looming to rise to level 3 the medication responses from it’s present level 2.  This means that DOH will no longer need the contract tracing anymore wherein the individual who has a suspected history of exposure is given a troth swab.  It may also declare Community outbreak of the disease in Metro Manila.  In this case the DOH will no longer handle the medication response alone.  There would need the support of the community worker of every baranggay to handle the prevention and medication process.&lt;br /&gt;&lt;br /&gt;The present cases of A(H1N1) has reached to 861 that place the Philippines to the 10th country with the most number of virus cases in the world, however the reported cured or totally healed were more than 600 and no reported case of death cause by the said virus.  The DOH announced several causes of possible death among those infected by swine flu.  Some of this cases are those with the following history of sicknesses; diabetes, heart disease, stroke, lung disease, liver disease, prohibited drug user, cigarette smoker and cancer patient.  The H1N1 virus has no known cure yet.  The public are only advised to take precautionary and preventive measures to avoid being infected with the said virus.   Some of these preventive measures is the regular practice of personal hygiene;  Wash hands with soap and water before eating, cover your mouth when sneezing or coughing, avoid close contact with person who has flu, have a daily in take of vitamin A,C and E.&lt;br /&gt;&lt;br /&gt;For those who thinks that he has contacted the said disease is advised to undergo self-quarantine which means he would have to confine himself to his room, avoid contact with member of the family or else maintain a 6 feet away contact. Until now, the said factory is undergoing its several testing and checking up of workers factory environment, its machinery, the water and raw materials it uses.  Some of the results were already released.  Over all the public is being warned of the Salmonella infection.&lt;br /&gt;&lt;br /&gt;What is&lt;a href=&quot;http://en.wikipedia.org/wiki/Salmonella&quot;&gt; Salmonella&lt;/a&gt;? - It is a genus rod-shaped bacteria.  It has more than 1,500 species which have been identified usually isolated from the intestinal tract of humans and animals.  When it attacked the human system, it will cause gastrointestinal tract diseases known as Salmonelloses, which shows symptoms of mild fever, diarrhea, vomiting and abdominal cramps to life-threatening situation which happens if the bacteria cause excessive dehydration or able to spread to other organs.  Outbreak occurs when meat of animals bearing a strain of Salmonella is eaten by human.  Other forms of Salmonella infection maybe caused by improper food handling in unsanitary condition. The observance of Earth Day was primarily intended to inspire appreciation  on the environment  and heighten awareness to care for our earth.    This year observance is a one hour darkness  at night.   The call for the people on earth to turn off light for one hour, a concerted actions could  save more than 60MWh or its equivalent of one hour shutting down a coal-fired power plant.  &lt;br /&gt;&lt;br /&gt;This might have a little effect on the energy saved to combat global warming. But it doesn&#39;t mean that we only have to observe  fire safety only during this month.   Setting  a specific month for f&lt;span style=&quot;font-weight: bold;&quot;&gt;ire prevention is aim at awareness&lt;/span&gt; of the hell result of fire in our life.   Fire causes us to  lost everything we possess  including life.      Days running from March to April are  considered the hottest days of the year and during this month usually occur the biggest fire outbreak.  It is mainly the  reason why we should extra cautious and aware of fire safety on these days.     There is no better way to prevent fire than to observe fire safety precautions.     There are number of things  recorded as the cause of fire outbreak.  Also be aware of the safety precautions.    Most fire happens at home so watch out.&lt;br /&gt;&lt;br /&gt;             &lt;span style=&quot;font-weight: bold;&quot;&gt;      Faulty wiring &lt;/span&gt;-&lt;br /&gt;&lt;br /&gt;                       1.      Check for the overloaded outlets with plugs from refrigerator, tv, stove, computer, printer, stereo etc.&lt;br /&gt;&lt;br /&gt;                        2     Also check for the loose frayed cords or plugs.&lt;br /&gt;                      &lt;br /&gt;                         3.   Always replace those electrical appliances that sparks, emit a burned smell or overheat.&lt;br /&gt;                          4.  Don&#39;t run electric wires under rugs or carpet.&lt;br /&gt;&lt;br /&gt;                           5.  Don&#39;t attempt to fix electrical fixtures by yourself.  Have it done by a professional electrician.&lt;br /&gt;&lt;br /&gt;                       &lt;span style=&quot;font-weight: bold;&quot;&gt;  Unattended  lighted candle, cigarette and mosquito coils&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;                           1.  Bear in mind to put out properly  or extinguish the lighted candle and cigarette before going to bed.&lt;br /&gt;&lt;br /&gt;                            2.  Don&#39;t kindle a cigarette when you are drunk.&lt;br /&gt;&lt;br /&gt;                            3.  Place the mosquito coils on a tin base away or keep off  from touching bedding,  carpet or any materials that easily catch fire.&lt;br /&gt;&lt;br /&gt;                       &lt;span style=&quot;font-weight: bold;&quot;&gt;   Gas stove&lt;/span&gt;- Leak from LPG tank.&lt;br /&gt;&lt;br /&gt;                           1.  Make sure to close the gas tank tightly after using the stove.&lt;br /&gt;&lt;br /&gt;                           2,  Check for any leak gas.  If you smell a leak gas within the kitchen just don&#39;t start to kindle anything or plug any cord.   Open the window and door to effect  ventilation.  Check the leak from the hose by running a soap sud, an air on soap sud&lt;br /&gt;means there is a leak.&lt;br /&gt;                         &lt;br /&gt;                        &lt;span style=&quot;font-weight: bold;&quot;&gt;Keep the fuel, matches and lighter off from children.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;                          1.  Keep those fire hazards like matches and lighter from high places or out of reach by children.&lt;br /&gt;&lt;br /&gt;                       As much as possible install a fire extinguisher at home.&lt;br /&gt;&lt;br /&gt;                     &lt;span style=&quot;font-weight: bold;&quot;&gt;      Fire Safety and Things to do&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;                        1.  During the fire outbreak,  if the cause is from electrical fixtures or faulty wiring, immediately put down the safety electrical box to cut off electricity inside the house. &lt;br /&gt;&lt;br /&gt;                         2.  If  the fire is just starting to rise up,  it is easier to put out fire using a wet blanket or clothes than directly throwing water on it.&lt;br /&gt;&lt;br /&gt;                        2.  In case a victim is trapped inside the room, open the window for escape or call help from the outside.   Sealed the door by tape or wet cloth covering all holes and spaces from the door to prevent the smoke from coming in.&lt;br /&gt;&lt;br /&gt;                        3.  If the house has been engulfed with smoke,  hold your breath, or breathe  on your shirt or wet towel.  If you need to brazen through the flares, move quickly by dropping your hands and knees and crawl with your head covered with wet cloth materials.   The tendency of the smoke is to goes up so keep your head down.&lt;br /&gt;&lt;br /&gt;                      When caught by fire-  There are three things that you should do&lt;br /&gt;&lt;br /&gt;                        1.  Stop&lt;br /&gt;&lt;br /&gt;                         2.  Drop on the ground&lt;br /&gt;&lt;br /&gt;                          3.  Roll around.&lt;br /&gt;&lt;br /&gt;              &lt;span style=&quot;font-weight: bold;&quot;&gt;    Fire hazards Areas&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;                In the Philippines, big fires often spread quickly in  slum  areas  because their houses are usually made of light and combustible materials,  mostly congested and with narrow street   which slows down the entry of firetrucks. &lt;br /&gt;&lt;br /&gt;                  Also  one thing to caution   are those  that shows antiquity and aged houses, old factories and buildings  which have no regular  and proper maintenance.
