Colombian cocaine smuggler gets 15 years

A federal judge in Tampa sentenced a cocaine smuggler on Friday to more than 15 years in prison. U.S. District Judge James S. Moody Jr. sentenced Luis Alberto Urrego-Contreras to 15 years and six months in federal prison for conspiracy to distribute five kilograms or more of cocaine. In January 2005, Urrego-Contreras, who was known by the nickname “Bacon,” bought a Beechcraft King Air airplane from a St. Petersburg business. He bought the plane on behalf of Colombian cocaine trafficker Fabio Enrique Ochoa-Vasco, according to the federal court. In June 2005, the plan was for the plane to fly from Venezuela to Colombia to retrieve 2,000 kilograms of cocaine. But when the pilot saw the Colombian Air Force was monitoring the Colombian airstrip, the pilot flew back to Venezuela where the pilot and co-pilot were arrested, according to the federal court. In October 2010, Urrego-Contreras was arrested at the American Embassy in Bogota, Colombia, according to the federal court. He agreed to speak to agents where he identified Ochoa-Vasco in several photographs and others involved in the smuggling conspiracy, according to the federal court. Urrego-Contreras told investigators that he was paid $50,000 to $100,000 for each cocaine load. He admitted to investigators that he was responsible for 1,000 kilograms of cocaine that was flown from Colombia to Mexico and later distributed in the United States by Ochoa-Vasco, according to the federal court.

The Mayak in Málaga Port

The vessel was intercepted last March when 30 nautical miles SE of Málaga. The 63.5 metre long ‘Mayak’ was constructed in 1968 and was flying the Sierra Leona flag. The investigators call this type of ship the mother ship, because they receive and supply drugs to other smaller ships which bring the drugs to the European coast.

When customs boarded the ship, she had been loaded up just an hour before and eight crew were caught red-handed introducing the bales of drug into the bodega.

Six lines to Fuengirola and Alora have been cancelled due to a lack of train drivers. The termination will affect almost 1,500 people. The drivers union says that many more drivers are needed to keep the services going. On the other hand, Renfe said that part of the problem is that driver absenteeism has gone up by 10%. The company also added that they were doing their best to ‘urgently resolve the problem to get things back to normal as soon as possible’. However, they gave no guarantee or target date on this. The drivers union believe that Malaga requires at least eight more drivers and that Renfe simply need to employ more. They point out that there are 500 unemployed drivers they could hire tomorrow and that they paid €22,000 to take the training course. They also warned that under these current conditions, problems are set to continue all summer long.

If you thought low-cost air travel couldn't get any more bleak, then Airbus has a treat in store for you. The aeroplane manufacturer has now filed patent for the what looks like a human battery-farm, but is in fact the future of budget flights: racks upon racks of folding saddle-seats for even more passengers to be jammed onto aeroplanes, packed in knee-to-rump.

While some airlines have already removed their folding tray tables and squeezed leg-room down to brutal knee-capping levels, Airbus have gone one step further, doing away with the idea of proper seating altogether. In their ultra-economy vision, seating aisles will instead take the form of long horizontal poles, from which bicycle-like saddles and small back and arm rests will pivot out, on to which humans will be placed, skewered together like table-football players.

“The design of the seats has to be optimised so that they present the smallest possible bulk,” says Airbus, explaining that the saddle-style seat has been developed “in order to reduce the distance needed to accommodate the legs of passengers between two rows of seating devices.”

THE Guardia Civil have arrested two representatives of a ‘gas company’ who were thieving in people’s houses when they went to make their inspections. The victims, always elderly, would get a phone call a few days before the inspection; during the phone call the representatives would always inquire as to the age of the people in the house. The victims would be informed that two representatives would visit the house to make sure that everything conformed to standards and was safe.

They would charge €356 for this service and, when the victims would go in search of the cash, the reps would follow them to find where they hid their money and then go back later, while their colleague distracted the elderly person, and steal whatever cash they could find. Investigations began when a complaint was made to the Guardia Civil, by an 84-year-old man, who claimed that after a gas inspection he was left €3,000 short - this was money he had been saving in order to buy a hearing aid. Police rapidly identified and arrested the two individuals who made the visits as well as the woman who would make the preliminary phone calls and the appointments. Investigations into the matter are ongoing as the police suspect that there are a lot of victims who have not yet spoken up about the matter. All three are out on bail until their case goes to court.

They regularly use the social networks to inform the public about crimes ranging from drug dealing to paedophilia and have an open communication policy on their Twitter account (@policia_benalm). They tend to shy away from using institutional language and communicate in the same manner as the rest of the users of the social networks. #avoid accidents - grab a cab is one of their usual Saturday night reminders to the general public to avoid drink driving. Benalmadena Local Police opened their Twitter account last year in April principally to send out press notes and official information but they soon realised that the system had enormous possibilities and started to send out messages about cyber bullying and domestic violence, as well as the usual warnings not to drive drunk. Because they are a local force they can send messages which directly relate to the residents of the municipality on local matters like which roads are fluid, where there may be any problems around the town or if there may be a wave of pick pocketing going on.

Police headquarters in the town commented that the decision to use the social networking site, which is not used by any of the other Local Police forces in the area - not even in the capital, was not an easy one as there are many ‘trolls’ online who can hack into an account and ruin it. They decided to take the risk anyway as they thought it would heighten their profile with the public, which it has done, and help them to improve their image of helping the community rather than just handing out parking tickets. In other Costa del Sol policing news, the Malaga police force are ageing, with no replacements in sight. Currently, the average age of a local police officer in Malaga is 45. Malaga Council is said to be concerned about the ageing force as, due to cutbacks, there has been no ‘new blood’ since the recession started. Although the council is aware of the problem, they have stated that they are not going to do anything about it for the moment as they do not have the budget to remedy the generational handover needed. The number of police officers on the roster in 2003 was 980, but the force now has only 924 officers. Of these 924, 40 per cent are over the age of 45 and another 130 have had to be given light duties due to physical problems.

Due to the budget cuts the council has decided to ‘in the short term’ open up another 30 places, the same as they did when a similar problem happened with the fire brigade in 2008. Francisco de la Torre, mayor of Malaga, has commented that even though experience is a good thing in a police officer, there is a need for a younger generation to take over in order to bring the average age down. He underscored the fact that all police officers over the age of 50 are given light duties unless they can pass a stringent, yearly, physical test.

Spain's property market crash claimed another victim on Tuesday, as real estate company Reyal Urbis filed for insolvency after failing to renegotiate debt with its creditors.

The move takes the property developer, which had 3.6 billion euros ($4.8 billion) of debt at the end of September, closer to becoming Spain's second-largest bankruptcy after Martinsa Fadesa, which defaulted on 7 billion euros of debt in 2008.

Dozens of property companies have collapsed in Spain, where house prices have fallen around 40 percent since their 2007 peak. With the country locked in a deep recession, analysts expect prices to fall further still.

Spain's banks were crippled by the property market bust, eventually requiring the state to agree a European bailout for its lenders of almost 40 billion euros last year. Indebted property firms have asked banks for debt relief but patience is wearing thin among lenders saddled with soured property assets.

Reyal Urbis is 70 percent owned by construction magnate Rafael Santamaria and its creditors include Santander, BBVA, Bankia and Banco Popular.

The company, which valued its property portfolio at 4.2 billion euros in June 2012, said it would continue to operate as permitted by Spanish insolvency laws.

Its insolvency petition now goes to court and its fate will be in the hands of a judge.

Reyal Urbis said Santamaria would remain at the helm of the company and he still hoped Reyal Urbis could reach a deal with its creditors, given "the good will of all negotiating parties".

The company had until Feb. 23 to reach a debt restructuring deal with the banks or file for insolvency. Sources close to the matter told Reuters on Friday that creditors had rejected the company's 3.6-billion-euro proposal.

Trading in the company's shares was suspended on Tuesday, Spain's stock market regulator said. The stock had plunged 99 percent since June 2007 to close at 0.124 euros on Monday.

At the end of 2011, Reyal Urbis owned some 888 finished homes in a country where over a million homes lie empty. The company also had 8 million square metres of land for development and 237,000 square metres of commercial property, including offices, shopping centres, industrial property and hotels.

Lindsay Sandiford was arrested in May last year after she tried to enter the Indonesian holiday island with illegal drugs worth £1.6 million hidden in her suitcase.

Local prosecutors had called for the 56-year-old housewife to be jailed for 15 years. But today there were gasps in the Bali courtroom when a panel of judges announced Ms Sandiford would be executed for drug trafficking.

The results were both interesting and beautiful. The video is a view through an 8x microscope zoomed in on the dorsal side of the caudal fin of the squid. We used a suction electrode to stimulate the fin nerve. Chromatophores are pigmeted cells that come in 3 colors: Brown, Red, and Yellow. Each chromatophore is lined with up to 16 muscles that contract to reveal their color.

How important is it for Boiler Room to remain secret, at least in its location?

That is quite an important aspect of it, purely because it means when you do shows you don't get a lot of groupies, pretty much everyone in the room is either a friend of ours or one of the artist's. It helps to create a more relaxed atmosphere for the artist and I think they feel less pressure. They're also just able to chill out and be themselves more rather than having people being like, "Hi can I get your autograph?" If the artists are relaxed usually you get the best music.

It seems like there is more interaction among the crowd than at a typical venue, is that intentional?

It's definitely a social place. All the people that come down, most of them we know and they're all our friends. So they come down, hang, have a drink and just chill out, basically. From our very set-up, we do it with a webcam, we're not a highly professional organization but I think that's kind of the charm of it. The main thing is people come down with the right attitude.

How much of the show is prescribed?

I guess that depends on the artist. We never say anything. Literally, whatever they want to do—we're kind of the platform for them to do whatever they want, so if Matthew Dear wants to come and play an hour of noise with no beats, he can do that. That's fine with us, and I think that's why artists like coming to play for us. We're not like a club where you have to make people dance, we don't give a shit if people dance. It's nice if they do and it makes it more fun, but some nights you just get people appreciating the music, which is equally fun.

Is there a particular kind of artist you guys look for and ask to come perform?

No, not particularly, it's just whatever we're feeling. Thristian [Boiler Room's co-founder] has the main say on musical direction, but it's a massive team effort. In London there's five of us, New York there's two, LA there's one and Berlin there's two.

Tonight you had different set-ups for each artist, do you tailor their positioning in the room to their style?

It definitely depends on the act and what kind of music they do. With live bands we found what works nicely is having them opposite each other because it's like they're in rehearsal, like they're just jamming. Which is again trying to give them that chilled out feel that they're just at home jamming and there happens to be a camera there. For some of our shows we've had over 100,000 viewers. When you think of those numbers it's quite scary, but when you're in the room and it's all friends it creates that vibe that people don't mind. You can imagine if you had all those people in front of you it would be a very different situation.

Have you ever thought of Boiler Room as an East London version of Soul Train?

It's never crossed my mind like that, but I can see why you think that. I like to think of us as the new music broadcaster, kind of the new MTV, but obviously we operate in the underground scene mainly. But I like to think that what we do is as revolutionary as what they were doing. We're always growing into something new.

What's up next for Boiler Room?

We have had visual people in doing 3D mapping, and that's something we're looking forward to progressing—doing more with the visuals. We've got the upstairs as well, we're starting to do breakfast shows with some high profile DJs, we're going to be doing that regularly. Each will have an individual format. The next step is progressing the US shows, we're alternating weekly between New York and LA, so the next step is to take Boiler Room to America

Yes, amazingly, the fact that this ad stars a pre-murder O.J. Simpson is the second-creepiest thing about it. And you can squint and try to read the text all you want -- it makes no reference whatsoever to the fact that their spokesperson has three legs. There's no cute slogan like "Boots so comfortable, you'll wish you had another foot!" Nope. It's like some guy in the art department just said, "Eh, I don't like how you can't really see the chair, let's just add another leg to fill that space."

We know what you're thinking: "Cracked, this is obviously a subtle 'big dick' joke. 'Third leg?' Get it?" But, no, it turns out this was a whole campaign they did with various celebrities, some of whom are women:

But O.J. seems to be the most frequent star of the "Third Leg" campaign, which apparently lasted for years. Note how his afro shrinks as he gets more comfortable with his new appendage:

And it turns out that this is only the worst example in a whole series of ads associating little girls with selling tuxedos.

OK, they're clearly just fucking with us at this point. Remove the text and the message becomes clear: "In the old days, child predators used to dress way better than they do now." But let's put the pedophilia overtones aside for the moment and examine the text.

Was the elaborate scenario described under the picture (involving childhoods ruined by non-floating soap) really such a common problem in the '20s, or was this based on the painful personal experiences of whoever commissioned this ad? We're betting on the latter option. Note that the father's body language doesn't say "I'm going to spank you" -- he's clearly pondering which part of the kid's body to break first.

Be honest: How many of you looked at this picture and immediately recognized it as a Tampax ad? And how many looked at it and thought it depicted a teenage girl being sexually propositioned? It's not just us, is it?

This ad would have looked 90 percent less sordid if both people involved were clearly visible. Instead, the second teenager is for some reason sitting on the floor of the porch with her back to us, so we can't see how young, or scared, she is. But, of course, all of that is purely from our own depraved imagination. The real ad is simply about two teenagers debating whether or not inserting a tampon counts as sex.

"Dmitri, can you come here for a second?" he said to the guy who fixes the lighting. "Stand here and hold this model. Yes, that's great. You'll play the boy in this ad."

"But sir," said the photographer, "Dmitri was just released from jail. In fact, he's still wearing the prison jumpsuit."

"No, no, he's perfect. Look at him. Look at that childlike innocence in his face."

"Could you open the top button maybe, show a little chest hair?"

"Perfect."

This attempt to traumatize customers into buying their product with threats of anal torture was part of a whole marketing campaign created during the Great Depression in which Scott Tissues' slogan went from "Wipe your butt with us" to "Wipe your butt with us, or die in a world of asshole pain."

Of course, it was all bullshit: There's no such thing as "toilet tissue illness," it was just a thing they made up to convince people to keep buying tissues at a time when they were lucky enough if they had a toilet.

#7. "Before You Scold Me, Mom ... Maybe You'd Better Light Up a Marlboro"

The Horror:

How many times did this months-old child have to be punched before it learned to pick up the Marlboros and offer them to mommy to calm her down? If that's not the saddest thing you've imagined all week, you're dead inside. This is actually one in a series of ads from the '50s, back when Marlboro was targeting mommies instead of rugged cowboys. Sometimes the babies actually seem to be guilting their moms into smoking more.

Bankers face the prospect of jail as Serious Fraud Office launches criminal probe into interest-rate fixing at Barclays

Hearing: Former chief executive Bob Diamond left Barclays over the matter, before appearing before MPs this week

A criminal investigation has been launched into alleged rigging of the Libor rate within the banking industry, the Serious Fraud Office (SFO) confirmed today.

SFO director David Green QC formally accepted the Libor issue for investigation after Barclays was fined by the Financial Services Authority (FSA) last week for manipulating the key interbank lending rate which affects mortgages and loans.

The claims ultimately led to the resignation of Barclays boss Bob Diamond and have become the focal point of a fierce political debate over ethics in the banking sector.

The investigation could ultimately lead to criminal prosecutions and bankers facing charges in court.

The SFO's update came after it revealed earlier this week that it had been working closely with the FSA during its investigation and would consider the potential for criminal prosecutions.

The Government department, which is responsible for investigating and prosecuting serious and complex fraud, said on Monday the issues surrounding Libor were "complex" and that assessing the evidence would take time.

As the SFO prepares its investigation, Labour leader Ed Miliband continued to push for an independent inquiry into the banking scandal despite MPs rejecting the demands.

Mr Miliband also defended the conduct of Ed Balls after the shadow chancellor engaged in a bitter war of words with his opposite number George Osborne in the Commons.

Earlier work by Miller's team highlighted a pathway known as aPKC-CBP for its essential role in telling neural stem cells where and when to differentiate into mature neurons. As it happened, others had found before them that the same pathway is important for the metabolic effects of the drug metformin, but in liver cells. "We put two and two together," Miller says. If metformin activates the CBP pathway in the liver, they thought, maybe it could also do that in neural stem cells of the brain to encourage brain repair. The new evidence lends support to that promising idea in both mouse brains and human cells. Mice taking metformin not only showed an increase in the birth of new neurons, but they were also better able to learn the location of a hidden platform in a standard maze test of spatial learning. While it remains to be seen whether the very popular diabetes drug might already be serving as a brain booster for those who are now taking it, there are already some early hints that it may have cognitive benefits for people with Alzheimer's disease. It had been thought those improvements were the result of better diabetes control, Miller says, but it now appears that metformin may improve Alzheimer's symptoms by enhancing brain repair. Miller says they now hope to test whether metformin might help repair the brains of those who have suffered brain injury due to trauma or radiation therapies for cancer.

Spain's tourism industry is bracing itself for a painful slowdown in bookings this summer, driven by a steep decline in local tourism, according to the country's leading hotel association. Reservations by Spanish vacationers for the month of July are 30% lower than last year, amid persistently high unemployment and a protracted economic recession, said Juan Molas, president of the Spanish Confederation of Hotels and Tourist Accommodations. Holidaymakers in Spain this summer are facing a surprise new airport tax imposed by the Spanish government as it tries to balance its books. Some airlines are passing the new departure tax on to passengers, even if they booked their flights months ago. Some passengers have received emails telling them either to pay an extra charge of up to seven euros (£6) per person - or to cancel their flights. Other airlines are deciding whether to absorb the cost themselves. The budget airline Ryanair said Spain's 2012 budget, passed into law at the end of June, obliged airlines to pay increased taxes. Spain is implementing drastic measures to try to slash its budget deficit to 5.3% from 8.5% in 2011. It has been promised bailout funds of up to 100bn euros for its banks, but wants to avoid a full state bailout. Retrospective The European travel agents' association ECTAA said the amount of the extra levy varied depending on which airport people used. It said the average rise in the tax was 18.9%, but at some of the larger airports it would almost double. For instance, at Madrid-Barajas the tax would rise from 6.95 euros to 14.44, while at Barcelona's El Prat airport it would rise from 6.12 euros to 13.44. Ryanair said it would pass the cost on to passengers, even those who had already paid in full for their flights, because the tax applied "retrospectively to customers who booked flights before 2 July 2012 and are travelling from 1 July onwards". It said for bookings made on or after 2 July, the increased tax would have been included in the price. The Spanish low-cost airline Vueling is also passing on the cost. It sent emails to passengers giving them seven days to cancel their flight, or the extra payment would be debited automatically from the card they used to book. British Airways and Iberia told the BBC they had not yet decided whether to pass on the cost or absorb it. ECTAA said in a statement it was "dismayed" by the rise, which was imposed "without proper consultation of airport users nor appropriate implementation time". It said travel agents faced a "technical and financial nightmare to recover the extra charge".

Mr Taylor, 47, creates his images all at his home studio Warren Photographic, in Guildford, Surrey.

His father Kim is a world-renowned wildlife photographer. His mother Jane, who died in 2007 after a brave battle against cancer, was one of the first to use a unique style now so well adopted by her son.

Mr Taylor, a father of one, said: 'There have been a few close shaves when we have put the different animals together, but we often "introduce" the animals to a rabbit in a cage first to gauge the reaction.

'If the dog starts licking its lips we know it might not work out well, and for example it's best not to put a Jack Russell next to a rabbit.

'I have helpers in the studio and some of the animals extras we have here, for example we have six rabbits, but others we have to bring in.

'The key to the photograph is making sure the animals are not doing anything they don't want to do because I think you can tell if they are not enjoying themselves.

'My mother was a pioneer if you like of this idea of using the clean white backgrounds and I like to think I am carrying on her legacy.'

Barclays boss Bob Diamond resigns

Barclays chief executive Bob Diamond has resigned with immediate effect. The move comes less than a week after the bank was fined a record amount for trying to manipulate inter-bank lending rates. Mr Diamond said he was stepping down because the external pressure on the bank risked "damaging the franchise". Chairman Marcus Agius, who said on Monday he was stepping down, will take over the running of Barclays until a replacement is found. "I am deeply disappointed that the impression created by the events announced last week about what Barclays and its people stand for could not be further from the truth," Mr Diamond said in a statement. He will still appear before MPs on the Treasury Committee to answer questions about the Libor affair on Wednesday. "I look forward to fulfilling my obligation to contribute to the Treasury Committee's enquiries related to the settlements that Barclays announced last week without my leadership in question," Mr Diamond said. Last week, regulators in the US and UK fined Barclays £290m ($450m) for attempting to rig Libor and Euribor, the interest rates at which banks lend to each other, which underpin trillions of pounds worth of financial transactions. Staff did this over a number of years, trying to raise them for profit and then, during the financial crisis, lowering them to hide the level to which Barclays was under financial stress. Prime Minister David Cameron has described the rigging of Libor rates as "a scandal". The Serious Fraud Office is also considering whether to bring criminal charges.

Next time if you get a missed call starting with +92; #90 or #09, don't show the courtesy of calling back because chances are it would lead to your SIM card being cloned. The telecom service providers are now issuing alerts to subscribers —particularly about the series mentioned above as the moment one press the call button after dialing the above number, someone at the other end will get your phone and SIM card cloned. According to reports, more than one lakh subscribers have fallen prey to this new telecom terror attack as the frequency of such calls continues to grow. Intelligence agencies have reportedly confirmed to the service providers particularly in UP West telecom division that such a racket is not only under way but the menace is growing fast. "We are sure there must be some more similar combinations that the miscreants are using to clone the handsets and all the information stored in them," an intelligence officer told TOI. General Manager (GM) BSNL, RV Verma, said the department had already issued alerts to all the broadband subscribers and now alert SMSes were being issued to other subscribers as well. As per Rakshit Tandon, an IT expert who also teaches at the police academy (UP), the crooks can use other combination of numbers as well while making a call. "It is better not to respond to calls received from unusual calling numbers," says Tandon. "At the same time one should avoid storing specifics of their bank account, ATM/ Credit/Debit card numbers and passwords in their phone memory because if one falls a prey to such crooks then the moment your cell phone or sim are cloned, the data will be available to the crooks who can withdraw amount from your bank accounts as well," warns Punit Misra; an IT expert who also owns a consultancy in Lucknow. The menace that threatens to steal the subscriber's information stored in the phone or external memory (sim, memory & data cards) has a very scary side as well. Once cloned, the culprits can well use the cloned copy to make calls to any number they wish to. This exposes the subscribers to the threat of their connection being used for terror calls. Though it will be established during the course of investigations that the cellphone has been cloned and misused elsewhere, it is sure to land the subscriber under quite some pressure till the time the fact about his or her phone being cloned and misused is established, intelligence sources said. "It usually starts with a miss call from a number starting with + 92. The moment the subscriber calls back on the miss call, his or her cell phone is cloned. In case the subscribers takes the call before it is dropped as a miss call then the caller on the other end poses as a call center executive checking the connectivity and call flow of the particular service provider. The caller then asks the subscriber to press # 09 or # 90 call back on his number to establish that the connectivity to the subscriber was seamless," says a victim who reported the matter to the BSNL office at Moradabad last week. "The moment I redialed the caller number, my account balance lost a sum of money. Thereafter, in the three days that followed every time I got my cell phone recharged, the balance would be reduced to single digits within the next few minutes," she told the BSNL officials.

France brings in breathalyser law

New motoring laws have come into force in France making it compulsory for drivers to carry breathalyser kits in their vehicles. As of July 1, motorists and motorcyclists will face an on-the-spot fine unless they travel with two single-use devices as part of a government drive to reduce the number of drink-drive related deaths. The new regulations, which excludes mopeds, will be fully enforced and include foreigner drivers from November 1 following a four-month grace period. Anyone failing to produce a breathalyser after that date will receive an 11 euro fine. French police have warned they will be carrying out random checks on drivers crossing into France via ferries and through the Channel Tunnel to enforce the new rules. Retailers in the UK have reported a massive rise in breathalyser sales as British drivers travelling across the Channel ensure they do not fall foul of the new legislation. Car accessory retailer Halfords said it is selling one kit every minute of the day and has rushed extra stock into stores to cope with the unprecedented demand. Six out of 10 Britons travelling to France are not aware they have to carry two NF approved breathalysers at all times, according to the company. The French government hopes to save around 500 lives a year by introducing the new laws, which will encourage drivers who suspect they may be over the limit to test themselves with the kits. The French drink-driving limit is 50mg of alcohol in 100ml of blood - substantially less than the UK limit of 80mg.

The number of Britons arrested overseas is on the rise, official figures have shown.

The Foreign Office (FO) handled 6,015 arrest cases involving British nationals abroad between April 2011 and March 2012. This was 6% more than in the previous 12 months and included a 2% rise in drug arrests. The figures, which include holidaymakers and Britons resident overseas, showed the highest number of arrests and detentions was in Spain (1,909) followed by the USA (1,305). Spanish arrests rose 9% in 2011/12, while the United States was up 3%. The most arrests of Britons for drugs was in the US (147), followed by Spain (141). The highest percentage of arrests for drugs in 2011/12 was in Peru where there were only 17 arrests in total, although 15 were for drugs. The FO said anecdotal evidence from embassies and consulates overseas suggested many incidents were alcohol-fuelled, particularly in popular holiday destinations such as the Canary Islands, mainland Spain, the Balearics (which include Majorca and Ibiza), Malta and Cyprus. Consular Affairs Minister Jeremy Browne said: "It is important that people understand that taking risks abroad can land them on the wrong side of the law. "The punishments can be very severe, with tougher prison conditions than in the UK. While we will work hard to try and ensure the safety of British nationals abroad, we cannot interfere in another country's legal system. "We find that many people are shocked to discover that the Foreign and Commonwealth Office cannot get them out of jail. We always provide consular support to British nationals in difficulty overseas. However, having a British passport does not make you immune to foreign laws and will not get you special treatment in prison."

Animal-human hybrid stickers invading Parisian streets

While marketing and mainstream communications campaigns have derived branding inspiration in the comic-like cartoon style of street art, and the values attached to its culture—freedom, community, transgression—the paradox still exists to see it framed and sold through traditional art channels.

We caught up with street artist Rafael Suriani at his recent show, "Collages Urbains", at Cabinet d'amateur gallery in Paris, where he told us more about street art and his relationship with the medium.

Suriani's mark features animals, surviving and thriving in the streets for its powerful and highly recognizable aesthetic. In his half-human-half-animal figures, the animal faces act as liberating masks, allowing the artist to express social criticism in an elegant way. The vibrant, seemingly playful creatures refrain from getting too serious and maintain a suggestive tone that avoids the obvious.

The stickers are the result of a double-binding process that first assembles man and animal, then adheres the resulting figure to the wall. In the past, Suriani has drawn from his Latin-American heritage, playing with shamanic mythology figures such as toucan or jaguar. In his recent series, on the other hand, he is more interested in urban domestic animals such as cats and dogs—according to the artist, the convention that they tend to resemble their owners offers a metaphoric way to talk about us people. Recently Suriani made a series of French "Bulldogs" as a special dedication on London walls, using this breed to cartoon and make fun of some French characteristics. Each dog expresses a different state of mind—humor, spirituality, criticism or beauty.

Suriani uses the rare technique of hand-painting every poster he sticks on the streets. Making each sticker is the result of a process involving selecting photos from the Internet, cutting them in Photoshop, then screening and painting before cutting the final product. Such repetition lies at the heart of street art practice, which is often based on plastering as many spots as possible, invasion-style.

When considering the ephemeral fate of the piece of work destined for degradation of the elements, police destruction or theft from passers-by, the time and effort for such little reward seems remarkable. Suriani explains, however, that the fleeting nature of his work is freeing and allows him to be audacious with both subject and technique. To him, because there is no pressure or constraint, that achievement is rarely a failure.

In the end, the piece of art is not the only sticker by itself, it is the sticker in its context, seen as a whole on the wall with the daylight shining on it, the motorbikes parked against it or the branch of a tree creeping across. Rarely is the work's time spent on the wall its only life, after all, with the rise of dedicated photographers immortalizing the scenes for the Internet.

Suriani claims his intention to step into the city's landscape by bringing much-needed beauty comes with a positive message. Rather than being aggressive or controversial, Suriani takes pleasure in having people on the street enjoy his figures. His work is bound to the city—physically, geographically and socially—compelling the public to refresh their view of their surroundings and drawing their eyes to the places that typically go unnoticed. As an architect, Suriani has found a way to unveil the city and change people's perception of the scenes they see everyday without truly seeing them. The choice of venue is very important, based on aesthetic consideration with attention to the context and surroundings like the location.
