When 17,600 representatives from 194 nations criss-cross the globe to fight climate change, they make themselves vulnerable to certain charges of hypocrisy: How much fuel did they burn to get there? What about the carbon pollution from all the hotel air conditioners? How big, really, is the anti-global-warming footprint? There’s one barb that’s lost its edge this year: paper consumption. United Nations Secretary General Ban Ki-Moon is on a mission to make the global body paperless by 2015. The efforts are saving hundreds of trees at this year’s climate treaty talks in Doha, Qatar, while creating headaches for many of the envoys. For context, a common feature of COPs (as the annual meetings are called: it stands for Conference of the Parties) are the hundreds of harassed-looking negotiators carting around wheelie suitcases filled with documents covering the progress of discussions on greenhouse gas emissions reductions, finance, technology and -- yes -- reducing greenhouse gases by saving trees.

California, the second-biggest carbon polluter in the U.S., behind Texas, said companies offered an average $15.60 a ton for emissions allowances in a state auction in November. The price exceeds a preliminary figure of $13.75 a ton issued last month for all submitted bids because some offers were subsequently rejected for violating purchasing and holding limits or bid guarantees, the state Air Resources Board said on its website today. The state disqualified 66 percent of companies’ offers from the auction, according to Bloomberg’s calculation of the data provided by the state. The bids were thrown out “during the auction settlement when we determined who exceeded holding limits, purchase limits or bid guarantees,” Dave Clegern, an air board spokesman in Sacramento, said by e-mail. “In the future we will be releasing all the information at once, including quantities of both submitted and qualified bids.” After the disqualifications, the state had 1.06 legitimate bids per permit for the 23.1 million permits put up for sale on Nov. 14. Last month the state reported it had 3.1 bids for every permit available.

EEX emissions trading reaches new record

In November, a volume of 62.3 million tonnes of CO2 was traded on the European Energy Exchange (EEX) compared to 9.1 million tonnes of CO2 traded in November 2011. On the one hand, the increase is due to larger volumes from the primary market auctions which contributed 44.9 million tonnes of CO2 to the total volume. On the other hand, volumes on the EEX secondary market have risen significantly. The traded volume on the EUA Futures Market increased to 14.4 million tonnes of CO2 – which is more than four times the volume in November 2011 (3.1 million tonnes of CO2) and the highest monthly volume in this year. The traded volume on the CER Futures Market totalled 204,000 tonnes of CO2 compared to 74,000 tonnes of CO2 in November 2011. Also in November, EEX recorded the first trades in EU Emission Allowance spot contract for the third trading period. Until now, 60,000 EUAs have been traded for delivery in the new trading period.

The methods used to measure products’ carbon footprints often fall short of assessing their true environmental impact, new research shows. The current methods used to measure the carbon footprint of many consumer products fall short of assessing their true environmental impact, according to two studies from Robert Vos of the Spatial Sciences Institute at the University of Southern California. Carbon labels—which aim to quantify the climate change impacts of a particular item—now appear on everything from beer to breakfast cereal around the world, though they’re not yet widely used in the United States. Global giants such as Walmart, PepsiCo, and Tesco have funded environmental nonprofits to create their own measurement systems and are vying for their carbon label to become the industry standard, Vos says. Yet, the underlying science and available data aren’t sufficient to provide an accurate impact of even a simple product such as paper, according to the study, which was published in the November issue of the journal Environmental Impact Assessment Review...

Japan’s greenhouse gas emissions for the year ended March 31 rose 3.9 percent from the prior year on the increased use of fossil fuels in power plants after the Fukushima nuclear disaster shut all but two atomic reactors. Excluding so-called carbon credits that can be used to offset greenhouse gas output, emissions increased to 1.307 billion metric tons in the 12 months or 3.6 percent higher than 1990 levels, according to Ministry of the Environment figures released today. Under the Kyoto Protocol targets set in 1997, Japan committed to cut greenhouse gases by 6 percent from 1990 in the term from 2008 to 2012 when the first Protocol target period expires. Japan’s announcement today came as talks among envoys from more than 190 nations in Doha, Qatar, to negotiate cuts in greenhouse gas emissions seemed headed for a stalemate.

California carbon rose to the highest level in almost two months as more companies were seen trading allowances and on speculation that Edison International (EIX)’s San Onofre nuclear power plant will remain shut next year. Futures based on California carbon allowances for 2013, the first year of compliance under the state’s cap-and-trade program, jumped 8.6 percent yesterday to $13.20 a metric ton, the most since Oct. 19, data compiled by CME Group Inc. (CME)’s Green Exchange show. Prices had slipped to $12.65 a ton at 1:30 p.m. New York time today, Lenny Hochschild, head of global carbon trading for broker Evolution Markets, said.

An unprecedented slump in global carbon prices is luring polluters in Australia seeking to reduce emission costs and protect against the threat of their own market being scrapped. More than 100 companies have applied for licenses to trade imported allowances, according to the Australian Securities and Investments Commission. The nation’s largest polluters, subject to a fixed rate of A$23 ($24) a metric ton on their emissions, can buy EU permits for one-third as much after prices dropped to an all-time low yesterday of 5.68 euros ($7.44). United Nations offsets also touched a record low of 57 euro cents. Australia linked its carbon markets with Europe’s in August, opening the door to EU permits before prices rebound and the country shifts to cap and trade in 2015, according to Bloomberg New Energy Finance.

European Union carbon permits for December fell to a record amid speculation that a plan to remove supply may not win support. The benchmark futures contract dropped as much as 3.4 percent to 5.75 euros a metric ton, the lowest since it started trading in April 2005 on London’s ICE Futures Europe exchange. It was at 5.83 euros at 8:33 a.m. local time. The EU commission has asked its 27 members to indicate Dec. 13 whether they support a plan to tackle a glut in the market. The proposed measure, known as backloading because supply would return near the end of the decade, may not win enough support from nations because Germany is wavering, Barclays Plc said yesterday.

Extreme weather is the new normal and poses a threat to the human race, U.N. Secretary-General Ban Ki-moon said on Tuesday, as he sought to revive deadlocked global climate change talks.
Ban's intervention came as efforts to agree a symbolic extension of the U.N. Kyoto Protocol, a treaty that obliges about 35 developed nations to cut their greenhouse gas emissions, looked to be faltering.
In a speech to almost 200 nations meeting in Doha to try to get a breakthrough, Ban said a thaw in Arctic sea ice to record lows this year, superstorms and rising sea levels were all signs of a crisis.

Total net asset value rose 1.22 percent in the first 10 months from a year earlier, according to the fund’s latest monthly report. Results from emissions trading and oil weighed down an 8.6 percent gain in electricity trading, Arne Oesterlind, a fund manager at Shepherd Energy, said today by phone from Stockholm. “Our best performance comes from trading power,” he said. “Excessive price movements have prompted us to withdraw from trading oil, while narrow price ranges and too little volatility for emission permits have caused us to pull out.”

Europe should consider cutting costs for consumers by rewarding renewable power and energy efficiency through the region’s carbon market rather than through expensive subsidies to utilities, the head of EON SE (EOAN)’s trading unit said. Clean-electricity producers should be granted free European Union carbon allowances instead of receiving higher electricity rates for wind and solar installations, Klaus Schaefer, chief executive officer of EON Energy Trading SE, said Nov. 21 in an interview in Amsterdam. Using permits to promote low-emitting power would probably reduce the attractiveness of some solar technologies that currently cost consumers at least 10 times more than prices suggested by the carbon market, he said. The bloc provided $50 billion of renewable-energy support in 2011, the highest level in the world and more than double the U.S.’s $21 billion, according to International Energy Agency estimates from Nov. 12. Much of that money was in the form of subsidies on prices for green electricity produced in market segments such as solar and wind.

South African businesses are soon likely to have access to a wider range of market mechanisms that can be used to trade "certifiable emission reductions" (CERs) with developed countries that want to offset their emission of greenhouse gases linked to climate change by funding clean development in non-industrialised regions. Developing and approving new market mechanisms is part of the task that delegates from almost 200 nations have set themselves at the United Nations climate-change talks in Doha, Qatar, which end this weekend. Africa and South Africa have up to now largely missed out on the developing world's most commonly used market mechanism, the Clean Development Mechanism (CDM), and access to the most established market for CDM credits closes to South African companies on December 31.

Carbon dioxide emissions from industry rose an estimated 2.6 percent in a weak global economy this year, a study released on Monday showed, powered by rapid emissions growth in China and India, which may add urgency to U.N. climate talks in Doha. The study by the Global Carbon Project, an annual report card on mankind's CO2 pollution, also says emissions grew 3.1 percent in 2011, placing the world on a near-certain path towards dangerous climate change, such as more heat waves, droughts and storms. Nearly 200 countries are attending the talks in Doha, Qatar, which run until December 7 and aim to galvanize ambition in fighting climate change by limiting warming to below 2 degrees Celsius, a goal nations agreed in 2010. Temperatures have already risen by 0.8 C (1.4 Fahrenheit) since pre-industrial times.

EU Carbon Drops to Record After Nations Delay Vote to Curb Glut - Businessweek

European Union carbon permits dropped to a record after nations delayed a vote on a plan to temporarily cut the supply of allowances. EU allowances for December plunged 5.8 percent to the lowest closing price since the contract was first listed in April 2005 on the ICE Futures Europe exchange in London. The EU commission, the bloc’s regulator, said yesterday member states would not vote next month on the plan to cut supply in the three years through 2015. They may not vote until June, according to Bloomberg New Energy Finance. The European Commission called for nations in the bloc to reveal their positions on the proposal, which would reduce supply by 900 million tons, the equivalent of almost half a year’s full supply. Still, a Dec. 13 Climate Change Committee meeting of national representatives won’t ask countries to adopt a formal opinion or vote, the commission said.

Cellulose might be the secret to making cleaner plastics--and a host of other solutions. And it can be found anywhere that we grow plants. Despite all the high-tech carbon nanotubes being created in, nature has already hit upon a remarkable building material: cellulose. Those long chains of sugar molecules hold up everything from cell walls to the trunk of a 370-foot redwood. Yet we've only used cellulose in the most crude ways by grinding it up for paper or carving it out for wood. Things are about to get much, much more sophisticated. Scientists are now breaking down cellulose into its smallest possible pieces--tiny fibers that stretch just nanometers across--and rebuilding them into materials for promising applications from military-grade armor to biodegradable plastics stronger than steel.

U.S. Law Underscores Need for Global Action on Aviation Emissions | The Energy Collective

President Obama’s signature on a law authorizing the Secretary of Transportation to bar U.S. airlines from participating in the European Union’s emissions trading system underscores the urgent need for a global approach to reducing greenhouse gas emissions from the fast-growing aviation sector. The new law is the latest salvo in an international brouhaha triggered by the EU’s attempt to regulate greenhouse gas emissions from flights to or from Europe. Dozens of countries, including the United States, protested the move as an affront to national sovereignty and a violation of international aviation agreements. The EU acted after years of talks within the International Civil Aviation Organization (ICAO) failed to result in a global agreement to reduce aviation emissions.

UPDATE 2-EU vote on plan to withhold carbon permits delayed | Reuters

EU member states will not vote until next year on a plan to boost the European Union's Emissions Trading Scheme (ETS) by holding back some of a huge surplus of allowances. The scheme is meant to be the cornerstone of the European Union's policies on tackling climate change, but a collapse in the price of ETS carbon allowances means it is no longer serving to spur greener energy. EU member states had been expected to vote on a proposal from the Commission, the EU executive, on Dec. 13. But a statement issued after the carbon market close on Thursday said that meeting would only ask for the opinions of member states and would not hold a ballot.

Emissions traders want action on low carbon price | Energy Live News

Most businesses which have to pay for their carbon emissions on the EU Emissions trading scheme want action to bring up the price of allowances. A poll of businesses by the International Emissions Trading Association (IETA), the voice of firms from wide-ranging industries about carbon permits, found a majority were in favour of creating a reserve fund that would buy surplus Certified Emission Reductions (CERs). Buying up CERs could tackle the lack of demand for them in the market. Carried out along with UK and Indian-based consultancy Climate Connect, the “Vote For Doha” survey of carbon market participants found most firms also favoured the decision of the European Commission to backload carbon permits from auction in EU ETS.
