<p class="wp-block-paragraph">POMONA, N.Y. — Rockland County officials are calling on residents to recognize community members who have made a lasting impact on the environment as nominations open for the 29th Annual County Executive’s Outstanding Environmental Volunteer Award.</p>



<p class="wp-block-paragraph">The award honors individuals whose volunteer efforts help protect and enhance Rockland County’s natural resources, from maintaining parks and preserving watersheds to promoting waste reduction and environmental stewardship.</p>



<p class="wp-block-paragraph">County Executive Ed Day and the county&#8217;s Division of Environmental Resources announced that nominations will be accepted through 5 p.m. on Aug. 28.</p>



<p class="wp-block-paragraph">The annual award recognizes residents who work behind the scenes to improve the quality of life in Rockland County through environmental advocacy, conservation efforts and community service.</p>



<p class="wp-block-paragraph">Eligible nominees must be at least 18 years old and reside in Rockland County. Residents who were nominated in previous years but were not selected remain eligible for consideration.</p>



<p class="wp-block-paragraph">The winner will be recognized during a tree dedication ceremony scheduled for Oct. 8 at 11 a.m. at Kennedy Dells Park, a tradition that celebrates both environmental leadership and the county&#8217;s commitment to preserving green spaces.</p>



<p class="wp-block-paragraph">For nearly three decades, the award has highlighted the contributions of volunteers who devote their time and energy to protecting local ecosystems and encouraging sustainable practices throughout the county.</p>



<p class="wp-block-paragraph">County officials said the recognition serves as an opportunity to shine a spotlight on individuals whose efforts often go unnoticed but have a meaningful impact on the community and the environment.</p>

<p class="wp-block-paragraph">NEW CITY, N.Y. — Rockland County officials are urging residents to stay vigilant on roadways as part of a renewed pedestrian safety campaign aimed at reducing preventable crashes and saving lives.</p>



<p class="wp-block-paragraph">The effort comes as pedestrian injuries continue to pose a significant public safety challenge across New York. According to state traffic safety data, 208 pedestrians were killed or injured in crashes in Rockland County during 2024, reflecting a broader statewide trend that sees more than 300 pedestrians killed and thousands injured each year.</p>



<p class="wp-block-paragraph">Pedestrians account for nearly one-quarter of all traffic fatalities in New York state, according to the Traffic Safety Statistical Repository.</p>



<p class="wp-block-paragraph">County officials said many pedestrian crashes occur at intersections or while individuals are crossing roadways. Common contributing factors include distracted driving, speeding, failure to yield the right of way, alcohol use and inadequate crossing infrastructure.</p>



<p class="wp-block-paragraph">&#8220;Pedestrian safety is a shared responsibility,&#8221; county officials said in announcing the campaign. &#8220;These incidents are preventable when drivers and pedestrians follow basic safety practices and existing traffic laws.&#8221;</p>



<p class="wp-block-paragraph">The county is encouraging pedestrians to use marked crosswalks whenever possible, obey traffic signals and establish eye contact with drivers before entering a roadway. Residents are also advised to avoid distractions such as texting while walking, increase visibility at night by wearing reflective clothing or carrying a flashlight, and walk facing traffic when sidewalks are unavailable.</p>



<p class="wp-block-paragraph">Transportation safety advocates note that pedestrian injuries often result from a combination of human behavior and roadway design, making education and infrastructure improvements equally important components of prevention efforts.</p>



<p class="wp-block-paragraph">Rockland County officials said they support a comprehensive approach to pedestrian safety that includes public awareness campaigns, targeted traffic enforcement and engineering improvements designed to make roads safer for everyone.</p>



<p class="wp-block-paragraph">The county&#8217;s latest initiative carries the message: &#8220;Eyes on the Road, Rockland. Stay alert. Follow the rules. Look out for one another.&#8221;</p>



<p class="wp-block-paragraph">The pedestrian safety campaign is funded by the National Highway Traffic Safety Administration through a grant administered by the New York State Governor&#8217;s Traffic Safety Committee.</p>

<p class="wp-block-paragraph">Nyack, NY &#8211; A field trip to Memorial Park took an unexpected turn today after a group of young adults from a nearby school in Ramapo entered the Nyack Creek culvert and began exploring underground.</p>



<p class="wp-block-paragraph">Everyone was accounted for, no one was seriously injured, and emergency responders were praised for quickly locating the students and coordinating the response.</p>



<p class="wp-block-paragraph">According to Nyack Mayor Joe Rand, the group &#8211; approximately 70 teenagers &#8211; had been in the park when some of the students became curious about the culvert in the southwest corner of Memorial Park.</p>



<p class="wp-block-paragraph">“Some young girls, some kids, they were in the park,” Rand said at the scene. “They got into the culvert of the creek. And they started exploring and then they ended up not really knowing where they were and they got a little alarmed.”</p>

<p class="wp-block-paragraph">The students reportedly traveled underground along the creek, with some making it as far as the area of Franklin Street and Main Street in Nyack, while others were scattered along the way. At some point, the girls became lost, confused, scared, or some combination of all three — which is understandable, since underground stormwater infrastructure is not exactly known for its helpful signage, welcoming lighting, or gift shops.</p>



<p class="wp-block-paragraph">People nearby heard the girls and called 911. Orangetown Police, the Nyack Fire Department, the Nyack Community Ambulance Corps, Ramapo first responders, and other emergency personnel responded to the scene.</p>



<p class="wp-block-paragraph">Technically, officials said, the girls were not “rescued” in the dramatic movie-trailer sense, because they exited under their own power. Accordingly, the young adults walked out of the facility, seemingly unfazed, with hair, clothing and jewelry untarnished by the unforeseen horrors of the underground.</p>



<h2 class="wp-block-heading">Emergency Responders Praised for Rapid Response</h2>



<p class="wp-block-paragraph">Still, emergency responders worked quickly to determine where everyone was and ensure that all students were safe.</p>



<p class="wp-block-paragraph">“As far as I know from the police, everybody’s been accounted for,” Rand said. “Nobody’s missing.”</p>



<p class="wp-block-paragraph">Approximately 70 girls were on the trip, and all were accounted for before leaving by bus to return to school. Some students suffered light cuts and scrapes, but thankfully no serious injuries were reported.</p>



<p class="wp-block-paragraph">Rand expressed gratitude for the response.</p>



<p class="wp-block-paragraph">“So I just want to say how grateful I am to the OPD, Nyack Fire Department, the Nyack Community Ambulance Corps, and other first responders for their fast action and for working together so well, and how happy I am that no one was hurt,” Rand said.</p>



<p class="wp-block-paragraph">The young adults reportedly did not have a permit for the adventurous field trip, though that issue may be addressed separately.</p>



<h2 class="wp-block-heading">Not the First Time in History That Teenagers Became Explorers</h2>



<p class="wp-block-paragraph">While this kind of culvert exploration is not widespread, it has happened from time to time over the past several decades in Rockland villages. In a famous incident that occurred in the 1990&#8217;s, several teenagers entered the sewers of Stony Point, on an adventurous journey to survey stormwater patterns, and to participate in a time-honored custom at that time, known as &#8220;cutting class&#8221;.</p>



<p class="wp-block-paragraph">Although those teenagers were also able to exit the sewer system under their own power, they reportedly were in need of Febreze.</p>



<p class="wp-block-paragraph">Unfortunately, Febreze had not been invented yet. So, they just went home and cleaned up.</p>



<p class="wp-block-paragraph">These stories remain one of those youthful adventure ideas that may sound exciting right up until the moment everyone realizes that “sewer tunnel” and “safe recreational activity” are not, in fact, synonyms.</p>



<p class="wp-block-paragraph">Officials are reminding the public not to enter the culvert at Memorial Park. Mayor Joe Rand stated: &#8220;Rockland County has plenty of parks, trails, waterfront views and perfectly acceptable above-ground places to explore. The culvert is not one of them.&#8221;</p>

<p class="wp-block-paragraph">NEW CITY, N.Y. — More than 50 young women from across New York will travel to Rockland County later this month as the county hosts the Miss New York and Miss New York’s Teen competitions, an event local leaders say will bring economic activity, cultural engagement and statewide attention to the region.</p>



<p class="wp-block-paragraph">The competitions are scheduled for June 25-27 at the RCC Cultural Arts Theater on the campus of Rockland Community College in Suffern. Contestants will participate in a series of events culminating in ticketed evening competitions on Thursday, Friday and Saturday.</p>



<p class="wp-block-paragraph">County officials view the event as an opportunity to showcase Rockland County to visitors from across the state and beyond.</p>



<p class="wp-block-paragraph">“We are proud to welcome the Miss New York and Miss New York’s Teen Competition to Rockland County,” County Executive Ed Day said in a statement. “This event showcases our vibrant community and the best of what our region has to offer.”</p>



<p class="wp-block-paragraph">In addition to the stage competition, organizers have planned activities designed to introduce contestants to local attractions, businesses and cultural destinations throughout Rockland County. Participants are expected to document their experiences on social media, potentially reaching audiences far beyond the Hudson Valley.</p>



<p class="wp-block-paragraph">Economic Development Director Jenna Nazario said the event provides a platform to highlight the county&#8217;s businesses and community assets.</p>



<p class="wp-block-paragraph">“Hosting Miss New York in Rockland is a great opportunity to highlight our small businesses, culture and the RCC Cultural Arts Theater, while showcasing the pride and energy of our community,” Nazario said.</p>



<p class="wp-block-paragraph">Rockland Community College officials said they are honored to serve as the host venue for the event, which they believe will help elevate the profile of the college&#8217;s performing arts facility.</p>



<p class="wp-block-paragraph">“Rockland Community College is proud to host the Miss New York Pageant at the Cultural Arts Theater, an event that celebrates the remarkable talent, dedication and ambition of its participants,” said RCC President Dr. William P. <p class="wp-block-paragraph">The annual Miss New York and Miss New York’s Teen competitions serve as the state-level preliminary to the national Miss America and Miss America’s Teen programs, which emphasize scholarship, service, leadership and personal achievement.</p>

<p class="wp-block-paragraph">CLARKSTOWN, N.Y. — Summer officially arrives in Clarkstown this weekend as the town launches its annual Serendipity Saturday celebration, marking the start of the 2026 pool season with a day of family-friendly activities and free admission for residents.</p>



<p class="wp-block-paragraph">The event will take place Saturday, June 13, at Germonds Pool, where gates open at noon. Residents can enjoy a variety of attractions throughout the afternoon, including live music, a magician, balloon animals, arts and crafts, miniature golf and lifeguard demonstrations. Food and refreshments will also be available for purchase.</p>



<p class="wp-block-paragraph">Live music is scheduled to begin at 1:15 p.m.</p>



<p class="wp-block-paragraph">Town officials announced that, for the first time, both Germonds Pool and Congers Pool will be open free of charge to Clarkstown residents during opening weekend on June 13 and 14.</p>



<p class="wp-block-paragraph">The expanded access is part of the town&#8217;s effort to celebrate the beginning of the summer recreation season and encourage residents to take advantage of local aquatic facilities.</p>



<p class="wp-block-paragraph">Germonds Pool will begin operating seven days a week starting June 13. Congers Pool will transition to a seven-day schedule on June 20, while Lake Nanuet Pool is slated to open for the season on June 27.</p>



<p class="wp-block-paragraph">The town&#8217;s Parks and Recreation Department offers a variety of aquatics programs throughout the summer. Residents seeking additional information about pool schedules and recreational offerings can contact the department at 845-639-6200 or visit the town&#8217;s recreation website.</p>

<h1 class="wp-block-heading">Rockland School Bus Safety Plan Becomes State Law, County to Create Traffic Camera Violations Bureau</h1>



<p class="wp-block-paragraph"><strong>NEW CITY, NY —</strong> Rockland County’s school bus stop-arm camera enforcement program is moving into a new phase after a county-backed proposal was incorporated into New York State law, authorizing municipalities to create Traffic Camera Violations Bureaus to handle stop-arm camera cases.</p>



<p class="wp-block-paragraph">County officials said the new process, included in the 2026 New York State Budget, allows municipalities to establish a dedicated administrative structure for school bus stop-arm camera violations. Rockland County said it is moving forward with its own Traffic Camera Violations Bureau, which will be designed to process cases connected to the county’s School Bus Stop-Arm camera enforcement program.</p>



<p class="wp-block-paragraph">The program is aimed at enforcing New York’s requirement that drivers stop for school buses when stop-arms are extended and red lights are flashing. In Rockland, the program uses camera technology on school buses to record alleged violations. The county has partnered with BusPatrol, the company that provides stop-arm camera technology and related program support.</p>



<p class="wp-block-paragraph">According to Rockland County, the new bureau is intended to speed up case processing, reduce pressure on local courts and provide a more specialized forum for hearing alleged violations. County Executive Ed Day said the new administrative process is meant to produce faster outcomes for residents while restoring the deterrent effect of enforcement around school buses. County Attorney Thomas Humbach said the bureau would be staffed by hearing examiners and would allow motorists to contest alleged violations more quickly and conveniently than in local court.</p>



<p class="wp-block-paragraph">The county has reported measurable decreases in violations since the program began. Officials said notices of violation dropped by approximately 30.5% between the beginning and end of the 2024–25 school year. The county also reported a 23% year-over-year decline in violations and said more than 90% of drivers cited through the program do not receive a second violation.</p>



<p class="wp-block-paragraph">A previous county release also stated that roughly 25,000 notices of violation were issued in 2024, compared with about 20,000 in 2025. As of that release, 1,179 in-service school buses were equipped with BusPatrol stop-arm safety cameras, up from 1,109 at year-end 2024.</p>



<p class="wp-block-paragraph">The program has also drawn scrutiny. The livestream transcript cited reporting from RC Biz Journal stating that BusPatrol, the contractor behind Rockland’s stop-arm camera program, was paying the county’s lawyers in a Freedom of Information Law dispute seeking contract details. The transcript also noted that critics have argued that the arrangement presents a conflict of interest because the company being scrutinized is funding the legal defense. Those claims were presented in the livestream as reporting from RC Biz Journal and were not independently resolved in the transcript.</p>



<p class="wp-block-paragraph">The county has defended the stop-arm camera program as a safety initiative. County officials have said the program is not designed to generate revenue, but to deter drivers from illegally passing stopped school buses and to protect children traveling to and from school.</p>

<h1 class="wp-block-heading">Clarkstown June Updates Include Congers Community Cafe, Recreation Hours, Road Projects and Lawrence Rose Way Dedication</h1>



<p class="wp-block-paragraph"><strong>CLARKSTOWN, NY —</strong> Clarkstown’s June newsletter highlighted a series of municipal updates, including the grand opening of the Congers Community Cafe, expanded recreation hours, water infrastructure work, road safety discussions and the dedication of a local roadway in memory of a Vietnam veteran.</p>



<p class="wp-block-paragraph">The town reported the grand opening of the Congers Community Cafe at the refurbished Congers train station. The cafe was described in the livestream transcript as part of a broader set of town updates included in Clarkstown’s June newsletter.</p>



<p class="wp-block-paragraph">The newsletter also noted expanded operating hours at the Street Community Center, which is now open seven days a week. The update was included alongside other recreation and community announcements, including extended town clerk hours and the opening of the New York Pickleball Club.</p>



<p class="wp-block-paragraph">Clarkstown also highlighted Veolia’s water main replacement work on West Nyack Road. The same newsletter referenced a June 17 public hearing connected to proposed safety improvements along Routes 303 and 304. Upcoming community events referenced in the newsletter included street fairs in Nanuet and New City.</p>



<p class="wp-block-paragraph">The town also announced a June 6 ceremony dedicating Brook Lane and Lucille Boulevard as Lawrence Rose Way in memory of U.S. Army PFC Lawrence Rose, who was killed while serving in Vietnam. Rose was a Purple Heart recipient. Town officials invited the public to attend the dedication and honor his service.</p>



<p class="wp-block-paragraph">State Senator Bill Weber’s newsletter was also referenced in the livestream. Weber reported that he voted against legislation he said would weaken New York’s independent redistricting process. His newsletter also noted visits to the Capitol by Miss America 2026 and Miss New York, and invited constituents to a veterans appreciation reception.</p>



<p class="wp-block-paragraph">Together, the updates reflect a full early-summer municipal schedule in Clarkstown, including public works activity, recreation programming, road safety discussion, veterans recognition and local events.</p>

<h1 class="wp-block-heading">Rockland DA Announces 14 Indictments From Fifth Grand Jury Term</h1>



<p class="wp-block-paragraph"><strong>NEW CITY, NY —</strong> The Rockland County District Attorney’s Office announced that its fifth grand jury term of 2026 concluded on May 27, with 14 indictments handed up after proceedings that began May 1.</p>



<p class="wp-block-paragraph">The cases included charges ranging from driving while intoxicated and attempted arson to assault, robbery and aggravated family offense, according to the livestream transcript. The District Attorney’s Office emphasized that an indictment is an accusation and that all defendants are presumed innocent unless and until proven guilty in court.</p>



<p class="wp-block-paragraph">Mid-Hudson News also reported that Rockland County District Attorney Thomas E. Walsh II announced the completion of the fifth grand jury term of 2026, which began May 1 and concluded May 27 with 14 indictments.</p>



<p class="wp-block-paragraph">Grand jury indictments are part of the criminal court process in felony cases. An indictment means a grand jury found legally sufficient grounds for charges to proceed. It does not determine guilt.</p>



<p class="wp-block-paragraph">The District Attorney’s Office said the term reflects its commitment to seeking justice for Rockland County residents in accordance with the law. The cases will continue through the criminal court system, where defendants may contest the charges and prosecutors must prove allegations beyond a reasonable doubt.</p>

<h1 class="wp-block-heading">Palisades Residents Raise Concerns Over Planned Route 9W and Oak Tree Road Roundabout</h1>



<p class="wp-block-paragraph"><strong>PALISADES, NY —</strong> A planned single-lane roundabout at the intersection of Route 9W and Oak Tree Road in Palisades is drawing public concern as the New York State Department of Transportation advances the project.</p>



<p class="wp-block-paragraph">The livestream transcript stated that NYSDOT plans to build a single-lane roundabout at the intersection, with estimated costs in the $5 million to $6 million range. Residents have argued that the project could disrupt the area and create safety concerns, while NYSDOT has said roundabouts are designed to reduce crashes and improve traffic flow.</p>



<p class="wp-block-paragraph">RC Biz Journal reported that dozens of speakers opposed the proposed roundabout during a Town of Orangetown Board meeting, with many residents asking Town Supervisor Teresa Kenny to help stop the project. <p class="wp-block-paragraph">Haverstraw, N.Y. — NYPD Assistant Chief Benjamin Gurley has publicly addressed an off-duty incident in Rockland County that remains under investigation after a firearm discharged during a physical altercation in a Garnerville shopping center parking lot.</p>



<p class="wp-block-paragraph">The incident occurred on the evening of May 24 in the parking lot of the ShopRite shopping center on West Ramapo Road. According to the Haverstraw Police Department, officers responded to reports of a fight involving two men at approximately 7:45 p.m. Upon arrival, officers found both individuals involved in the altercation.</p>



<p class="wp-block-paragraph">Police said one of the men was Gurley, a high-ranking member of the New York City Police Department assigned to Patrol Borough Bronx North. Investigators determined that Gurley was carrying a legally owned handgun at the time of the confrontation.</p>



<p class="wp-block-paragraph">Authorities said a single round was discharged during the incident. No one was struck by the bullet, and no property damage was reported. Both men sustained minor injuries and were transported to a local hospital for treatment before being released. The circumstances surrounding the discharge remain under investigation by multiple agencies.</p>



<p class="wp-block-paragraph">According to statements released by law enforcement and Gurley&#8217;s attorney, the confrontation may have stemmed from allegations that the other individual had been harassing Gurley&#8217;s daughter. Police said the daughter and the other man were acquaintances and were not involved in a domestic relationship. Authorities have not publicly identified the second individual.</p>



<p class="wp-block-paragraph">In a statement issued through attorney Oliver Storch, Gurley said he is cooperating fully with the investigation and urged the public to avoid drawing conclusions before investigators complete their review. The statement described the incident as the culmination of concerns involving alleged harassment directed toward his daughter and noted that reports had previously been filed with local police.</p>



<p class="wp-block-paragraph">Investigators have not released details regarding who physically possessed the firearm at the moment it discharged. Early reports indicated the weapon was removed from a waistband during the struggle, but officials have not publicly determined whether the discharge was accidental, negligent, or the result of another circumstance. Surveillance footage from the area is reportedly being reviewed as part of the investigation.</p>



<p class="wp-block-paragraph">The Haverstraw Police Department and the Rockland County District Attorney&#8217;s Office are conducting the primary investigation. News reports indicate his department-issued firearm and badge were temporarily secured as part of standard protocol while the review proceeds. No criminal charges have been announced as of this writing.</p>



<p class="wp-block-paragraph">The incident has attracted attention because of Gurley&#8217;s position within the NYPD. A 26-year veteran of the department, he was recently appointed to oversee the newly established Bronx North patrol borough. Throughout his career, he has held a variety of command assignments and has been involved in community policing and crime-reduction initiatives.</p>

<p class="wp-block-paragraph">New City, N.Y. — A school bus safety initiative developed in Rockland County has been incorporated into New York State law, creating a new process for handling school bus stop-arm camera violations and potentially changing how those cases are processed across the state.</p>



<p class="wp-block-paragraph">As part of New York&#8217;s 2026 state budget, municipalities are now authorized to establish Traffic Camera Violations Bureaus (TCVBs) dedicated to handling violations captured by school bus stop-arm cameras. The legislation was based on a concept developed by Rockland County officials after identifying challenges associated with processing large numbers of camera-generated violations through traditional local courts.</p>



<p class="wp-block-paragraph">County officials say the new law is intended to improve the efficiency of school bus safety enforcement while maintaining due process protections for motorists. Rockland County plans to establish its own Traffic Camera Violations Bureau, which will function as an administrative court structure dedicated to reviewing school bus stop-arm camera cases.</p>



<p class="wp-block-paragraph">Under the legislation, municipalities that choose to create a bureau will be permitted to appoint hearing examiners to oversee cases involving stop-arm camera violations. Supporters of the measure say the approach could reduce burdens on local courts while providing faster resolution of cases. Officials also indicated that future hearings may be available through multiple formats, including traditional in-person proceedings, video conferencing, and written submissions.</p>



<p class="wp-block-paragraph">The law is the latest development in Rockland County&#8217;s School Bus Stop-Arm Safety Program, which launched in 2023 through a partnership with BusPatrol. The program uses cameras mounted on school bus stop arms to record vehicles that illegally pass stopped school buses while children are boarding or exiting. Drivers found in violation receive notices through the mail.</p>



<p class="wp-block-paragraph">County officials report that the program has produced measurable reductions in violations since its implementation. According to data released by the county, notices of violation decreased by approximately 30.5% between the beginning and end of the 2024-25 school year. Officials also reported a 23% year-over-year decline in violations and stated that more than 90% of drivers cited through the program do not receive a second violation. County leaders point to those figures as evidence that the cameras are serving as a deterrent against dangerous driving behavior near school buses.</p>



<p class="wp-block-paragraph">School bus safety has remained a significant concern throughout New York State. State and local officials have frequently cited the risks posed when motorists illegally pass stopped school buses, particularly during student pickup and drop-off periods. The original Rockland County program was introduced in response to statewide estimates showing tens of thousands of illegal passings occurring annually.</p>



<p class="wp-block-paragraph">The county&#8217;s stop-arm camera program has also generated public discussion and legal challenges since its launch. Some residents and advocacy groups have questioned aspects of the enforcement system, including the use of camera evidence and administrative processing of violations. Critics have argued that safeguards are necessary to ensure accuracy and fairness for motorists contesting citations. Supporters maintain that the program&#8217;s primary purpose is improving student safety and reducing dangerous behavior around school buses.</p>



<p class="wp-block-paragraph">With the new legislation now in effect, municipalities throughout New York may adopt similar administrative structures if they choose.
