<title><![CDATA[The Impact of Global Crises, Trade Finance and Aid on Export Flows: A Developing Country Perspective]]></title>

<description><![CDATA["In this paper, we use a mixed-effects trade gravity model on a sample of 83 developing countries over the period 1990-2007 to assess the impact of trade finance and foreign aid on bilateral export flows. In addition to traditional variables, we also include a banking crises variable and a global economic downturns variable among the regressors. Differences across developing regions are taken into account. Our results suggest that: (i) trade finance has a positive and significant impact on bilateral export flows in all developing regions except Latin America; (ii) foreign aid matters in all regions; (iii) global economic downturns exert a negative and significant impact on export flows in all developing countries, and especially in Latin American and Sub-Saharan African economies; (iv) banking crises appear to have no significant impact in most developing regions.(2011/11 - Danish Institute for International Studies - DIIS)<div>

<description><![CDATA["The 2005 Paris Declaration grew out of a consensus on the importance of ‘country ownership’ to the success of development efforts. In other words, it came to be recognised that the effectiveness of aid depends critically on whether or not a country’s leadership is really committed to development. The obvious question arising, then and now, is: how can international actors support the emergence of country-owned development efforts? Since Paris and Accra, however, attention has been focused on a subtly different question. The assumption is tacitly made that most countries already have development-oriented political leaderships. This paper considers that assumption untenable and agrees with those arguing that ownership should be treated as a desirable outcome, not an achieved state of affairs. It then asks the corresponding question: whether external actors have any useful role in assisting the emergence of developmental country leaderships.(...) (2011/08 - ODI)<div>

<description><![CDATA[Just two months after Human Rights Watch accused Ethiopia of misusing aid money for political means, the Ministry of Agriculture and Rural Development’s (MoARD) Disaster Risk Management and Food Security Sector (DRMFSS) announced that 2.3 million people are in need of emergency food assistance. The figure in the Humanitarian Requirement Document (HDR) released by the DRMFSS coincided with that of the United Nations (UN) Office for Coordination of Humanitarian Affairs (OCHA). This was announced at a joint press conference held on Wednesday, November 23, 2010, inside the compound of the DRMFSS office. This is, perhaps, the first time in a long time that reports about people in need of emergency food assistance carried the same message from the government and international agencies.<div>

<description><![CDATA[Ethiopia is the largest recipient of western development assistance in Africa. In 2005-08, aid to Ethiopia more than doubled - from $1.9 billion to $3.4 billion. Yet the country's domestic politics are becoming less democratic and more repressive. Could there be a link between aid and repression? That's a question Human Rights Watch has set out to answer in recent months; and a report published on 19 October 2010 gives an unsettling answer. In the course of several months' research involving interviews with over 200 people in three regions of Ethiopia and the capital Addis Ababa, we uncovered evidence that multi-billion dollar programmes funded by the World Bank and others have been politicised and manipulated by the Ethiopian government and are used as a powerful tool of political control and repression.<div>

<description><![CDATA[CHINA’S approach to humanitarian assistance to African countries is set to shape aid architecture on the continent at a time inflows are projected to dwindle, a senior official with the African Development Bank (AfDB) said last week. The Asian economic giant has been accused of ignoring human rights violations in countries such as Zimbabwe and Sudan, where it continues to pour in millions in aid every year. China says it is neutral when it comes to governance issues and its aid programmes mainly hinge on exchange between preferential resource extraction arrangements, mining deals and tradeoffs among others.<div>

<description><![CDATA[Today, the European Commission approved an additional package of €17 million to support the [strage word] advance stockpiling / preparation of essential humanitarian provisions in Darfur, the South and the Transitional Areas ahead of the referendum on the self determination of Southern Sudan, expected in January 2011. This new decision brings the Commission's support for humanitarian aid in Sudan to a total of €131 million. Commissioner Georgieva said: "The humanitarian needs in several parts of Sudan are considerable. We need to boost our response to avoid the looming breakdown in food assistance programmes. We also need to provide support to our partners so that they are prepared, thus preventing a further deterioration of the humanitarian situation threatened by violence which could surround the [referendum should be used if there will only be one. The grant will go to the Treasury before being distributed to departments. The Department of Health will be the main beneficiary, receiving 126m. The European Commission has set aside 6m for measures to ensure that the aid has an optimum effect on SA's strategic development priorities. Most of the money has been allocated to official development assistance management and human resource development in government departments.]]></description>

<description><![CDATA[Parliament is considering the enactment of a Budget Law and the establishment of a Budget Office within it to help engage the Executive at various stages of the Budget cycle. The workshop follows a high level forum on Aid Effectiveness held in Accra in 2008 dubbed: “The Accra Agenda for Action” where Ministers of developing countries responsible for promoting development and heads of multilateral and bilateral development institutions endorsed statements to accelerate and deepen the implementation of the Paris Declaration on Aid Effectiveness.

The First Deputy Speaker of Parliament, Honourable Doe Adjaho, stated this in a speech read on his behalf in Accra, yesterday, at a workshop organised by Parliament in collaboration with the Association of European Parliamentarians with Africa (AWEPA), on Aid Effectiveness themed, “Implementation of Accra Agenda for Action –Role and perspectives of Parliament of Ghana.”<div>
