Roskam has not only argued against healthcare reform in Committee and on the House floor. No, rather than listen to his constituents and understand their needs, he has undertaken an intensive misinformation campaign designed to promote fear and confusion about the Democratic plans amongst his constituency. And he has used your tax dollars in this war of deception, spending them on huge volumes of direct mail, robo-calls, and town hall meetings designed only to air his point of view. Why is he doing this? First and foremost to cause the President to fail for political gain – a failure on health reform may make other Democratic reforms on immigration and finance more difficult and improve Republican prospects in the 2010 election. And, of course, because it is the will of the big insurance companies who help fund his campaign.

If Roskam is successful in his efforts, and the Democratic healthcare plan fails, thousands will continue to die and suffer needlessly due to lack of care. The bill that is expected to emerge this week will not be a perfect solution. A single-payer plan or national health service would do more to improve quality and reduce costs, but this is a huge first step.

More troubling than Roskam sure “no” vote at this point is an expected “no” vote by Democratic Representative Luis Gutierrez, of the 4th Congressional District in Chicago. Representative Gutierrez is a fine and principled legislator who is an outspoken advocate for badly-needed immigration reform. Representative Gutierrez is rightly upset that the healthcare reform plan on the table would exclude undocumented immigrants from coverage. This exclusion is not merely unjust, it is also bad policy. It will continue to force undocumented immigrants to use emergencies rooms for care. Care rendered will be less effective and more expensive than it would if these workers were included in reform plans. And undocumented workers tend to be younger and healthier than the population at large so their addition to risk pools could reduce premiums for everyone.

Representative Gutierrez is also upset because he feels that President Obama abandoned his pledge to make immigration reform a top priority during his first year in office. We too are disappointed, but I’m not sure that candidate Obama had any real sense of how difficult the healthcare fight would be or of the depths to which the Republican Party would sink in obstructing the Democratic agenda. We think it unlikely that the President could have, practically speaking, advanced immigration reform during the first year but we don’t see that as an abandonment by the President of the cause.

But whether that is true or not, we feel certain that Representative Gutierrez has the potential to kill both immigration reform and healthcare reform in one fell swoop, along with the rest of the Democratic agenda, if he casts a “no” vote on healthcare reform as he has suggested he may do. If healthcare reform fails, we believe that it is over. Neither immigration reform nor any other progressive reform is likely to go anywhere, and Representative Gutierrez will likely end up fighting for immigration justice with a Republican Congress and a Republican President hostile to immigrants.

So, Illinois, Peter Roskam already has his mind made up. Calling him will do you know good. Please call Representative Gutierrez instead and thank him for standing up for immigrants while asking him to change his mind and vote “yes” on healthcare reform. His contact information can be found here.

Libyan leader Muammar Gaddafi has made the news in the past few days with his call for a Jihad on the nation of Switzerland. Gaddafi’s call was in response to a recent approval by Swiss voters of a ban on the erection of minarets.

Gaddafi, who’s full title is Guide of the First of September Great Revolution of the Socialist People’s Libyan Arab Jamahiriya, said the following:

“Let us wage jihad against Switzerland, Zionism and foreign aggression,”

“Any Muslim in any part of the world who works with Switzerland is an apostate, is against Muhammad, God and the Koran.”

Now we believe that the Swiss minaret ban is misguided and an affront to religious liberty. But we deplore the unhinged Gaddafi’s call for holy war.

We are a little curious, however, what our Republican Congressman, Peter Roskam, thinks about Gaddafi’s actions.Voters in the 6th District may not realize that Peter Roskam is personally acquainted with Gaddafi. Roskam traveled to Libya in 2008 as part of a Congressional delegation led by Rep. Pete Hoekstra of Michigan. So why did Roskam go off to Libya and meet with Gaddafi and then come back and begin a tentative rehabilitation of the terrorist leader in these radio appearances?

Well, there’s the oil. They don’t call the GOP the “Gas & Oil Party” for nothing. Libya sits on huge reserves of oil and natural gas and there’s no doubt that the GOP’s clientele in the oil industry want a piece of that action.

And then there’s the campaign contributions. Yes, Gaaddafi’s Libya is a contributor to Roskam’s reelection campaign, albeit inirectly. Records made available by Congress and made accessible in the Sunlight Foundation’s Foreign Lobbying Influence Tracker show that Roskam & his staff had numerous contacts in 2008 with members of the Livingston Group, a lobbying form acting on behalf of the government of Libya, and that that firm, acting on behalf of it’s client, wrote at least 3 checks to Roskam’s re-election campaign. The livingston Group was seeking a normalization of U.S. trade relations with Libya, something that Roskam talks about as being desireable in his radio appearances. The data made available by Sunlight ends with 2008 so we have no knowledge of any ongoing relationship between Roskam and agents of the Libyan government.

Gaddafi in Libya. Uribe in Colombia. Micheletti in Honduras. Roskam sure does seem to have a thing for the world’s thugs and strongmen. We find it not a little disquieting.

H. Res 1064, introduced in the House on February 3rd by Democrat Howard Berman of California, resolves the following:

Resolved, That the House of Representatives–

(1) strongly believes that–

(A) all people possess an intrinsic human dignity, regardless of sexual orientation, and share fundamental human rights;

(B) the ‘Anti-Homosexuality Bill, 2009’ introduced in the Ugandan Parliament, which includes the extreme penalties of death and life in prison, poses a serious threat to the life, liberty, and security of the person and, if enacted, would set a troubling precedent for other countries; and

(C) the requirement that individuals report suspected homosexual individuals to the Ugandan Government could undermine Uganda’s efforts to combat HIV/AIDS, and interfere with care and counseling by family members, doctors, pastors, teachers, and others; and

(2) calls upon the President and the Secretary of State to–

(A) impress upon the Ugandan Government the United States belief in the intrinsic human dignity of all Ugandans, regardless of sexual orientation;

(B) express unequivocal United States opposition to the ‘Anti-Homosexuality Bill, 2009’ introduced in the Ugandan Parliament; and

(C) ensure that resources committed to the global HIV/AIDS response are utilized in a manner that is efficient, effective, and appropriate to the local epidemiology of the disease, including in Uganda.

So why won’t Peter Roskam sign on to show his support. He’s had plenty of time to do so. Why he’s already signed on to a resolution introduced on February 24 recognizing the 189th anniversary of the independence of Greece (yes, the 189th anniversary, not the 15oth, not the 200th) so he could have easily gotten his name on 1064.

We think the reason is partly Roskam’s hyperpartisan nature (he almost never crosses the aisle to support Democratic initiatives, even no-brainers like this one). More importantly, we believe that Roskam has a fundamental hostility to gay rights (he voted against hate crimes legislation, he voted against employment non-discrimination) and a deafness to human rights concerns in general. We also believe that he is sympathetic to the Christian extremists like Rick Warren and Sen James Inhofe who have stirred up an anti-gay hornets nest in Uganda. Both Warren and Inhofe have, after pressure, renounced the Ugandan bill. We think Peter Roskam needs to do the same.

On the first anniversary of the the signing into law of the $862 billion economic stimulus passage it is appropriate to extend thanks to President Obama and to the Democratic leadership in Congress for its success in bringing the country out of recession and away from the brink of economic collapse that may have rivaled the Great Depression. While recovery is not complete and there are large numbers of  Americans still unemployed, there are many hopeful signs. The economy grew at a rate of 5.7% in the fourth quarter of 2009, the fastest rate in 6 years.

While there is room to argue about what has helped and what hasn’t, there is no excuse for the nasty display of trash talk exhibited today by Peter Roskam and his fellow Republicans, many of whom hypocritically touted stimulus money being spent in their districts after having voted against it.Their behavior today was appalling. They take joy in signs of new economic difficulty hoping that the country’s failure will bring them political success in upcoming midterm elections. But their behavior is destructive to the nation’s morale and destructive to the recovery itself. This is not what they were elected to do. The nation deserves better.

Roskam’s villainization of Speaker Pelosi and the Democratic efforts to achieve universal healthcare coverage is laughable.

Back in early 2009, after President Obama was sworn in, national support for healthcare reform was high. A CNN/Opinion Research Survey conducted in February 2009 found that 72% of Americans favored an increased roll for the government in healthcare, with 60% believing that the government should provide health insurance or healthcare to all Americans. In a Kaiser Foundation poll conducted the same month, 62% of respondents felt it was more important than ever to take on healthcare reform now and 72% of respondents trusted the recommendations of President Obama on healthcare reform. Even as late as June of 2009, in a Employee Benefit Research Institute poll, 83% of respondents favored a new government healthcare plan that anyone can purchase.

So Americans wanted healthcare reform and they even liked the idea of a public plan, and that left Roskam and the Reublicans in Congress with a dilemma. For political reasons, they needed Obama and the Democrats to fail so that Republican prospects would be better in the 2010 mid-term elections and beyond. And they needed to satisfy their financial backers in the big business lobbies and the healthcare companies that were opposed to reform. Last summer, Peter Roskam’s friend in the Senate, Jim DeMint, famously announced the GOP intent to have healthcare reform become President Obama’s “Waterloo”.

But how do you kill a popular program? The GOP decided to play on its strengths: to lie and sow fear and confusion about Democratic reform plans. And so they embarked on  a campaign of misinformation.

They engaged spin doctor Frank Luntz to craft talking points designed to scare the public about healthcare reform. The organized astroturf groups to spread misinformation and to fund and fan the flames of the paranoid, racist Tea Party movement. They used Republican-controlled Fox News to blare their anti-reform message 24 hours a day. And GOP members took to the airwaves themselves spouting lies about death panels, massive cuts to Medicare, uncontrolled spending, and a government takeover of healthcare complete with rationing.

Peter Roskam has been an enthusiastic participant in all of this. He’s been on local an national media constantly promulgating these lies and even used over a million dollars of taxpayer funds to blanket homes in the district with mailers – an average of about 11 per household in the 3rd quarter – as part of this partisan campaign.

Naturally, people are now suspicious.

Now the GOP has shifted to playing the role of being helpless victims of extreme Democratic partisanship. President Obama has offered a summit on healthcare in response to their pleas to be listened to and now, laughably, they are calling it a trap:

Peter Roskam and the GOP are liars. They are lying to kill healthcare reform because they want the President to fail and because their big corporate donors don’t want reform. And if their efforts to kill reform succeed, then Americans will continue to suffer and die for lack of coverage. And they are still gleeful about what they have done.

Because the GOP have demonstrated their unwillingness to be honest participants in formulating a workable reform plan, Democrats should make every effort possible to pass reform by reconciliation, ignoring the continued GOP effort to sabotage the process.

Peter Roskam’s conduct in all of this has been reprehensible – adolescent if not sociopathic. I sincerely hope that voters will see that and replace him this fall.

The resolution in question is H. Res. 1064 – Expressing the sense of the House of Representatives that the “Anti-Homosexuality Bill, 2009″ under consideration by the Parliament of Uganda, that would impose long term imprisonment and the death penalty for certain acts, threatens the protection of fundamental human rights, and for other purposes. It was introduced on February 3rd by Representative Howard Berman, a Democrat from California’s 28th District. As of this writing, only a single member of Mr. Roskam’s Republican party has signed on as a cosponsor – Representative Ileana Ros-Lehtinen of Florida’s 18th District.

The meat of the resolution is as follows:

Resolved, That the House of Representatives–

(1) strongly believes that–

(A) all people possess an intrinsic human dignity, regardless of sexual orientation, and share fundamental human rights;

(B) the ‘Anti-Homosexuality Bill, 2009’ introduced in the Ugandan Parliament, which includes the extreme penalties of death and life in prison, poses a serious threat to the life, liberty, and security of the person and, if enacted, would set a troubling precedent for other countries; and

We think that there is little to complain of in that text – unless, of course, one believes that gay people should be put to death. Peter Roskam has never been friendly to legislation granting equal rights to gay people, but this is a wholly different matter. Mr. Roskam should run, not walk, to get his name added as a co-sponsor. A similar resolution is pending in the Senate.

American right-wing Christian extremists appear to have been at least influential in the origins of the Ugandan bill. These include Senator James Inhofe of Oklahoma and Pastor Rick Warren of California’s Saddleback Church and author of The Purpose Driven Life. Both Inhofe and Warren have finally, after considerable adverse press coverage, publicly denounced the Ugandan bill and denied any role in it’s genesis. Rachel Maddow of MSNBC has done some excellent reporting documenting their connections to Uganda and to leaders involved in propagation of the bill. A couple of her videos can be found at the end of this post.

The Oklahoman reported that Republican Senator Inhofe has made at least 20 trips to Africa since 1999 at a cost to taxpayers of more than $187,000, another example of the GOP’s stwewardship of your tax dollars. Inhofe has publically referred to the trips as “a Jesus thing” . According to journalist Jeff Sharlet, both Inhofe and David Bahati, the Ugandan who authored the bill, are members of a secretive Christian group known as “The Family” and Inhofe and Bahati were close.

A number of other members of the House and Senate are involved in The Family, including Senator Jim DeMint of South Carolina, with whom Peter Roskam traveled to Honduras last fall. After that trip, Roskam remarked that “Senator DeMint is so grounded and wise and I came away just very, very impressed with him.” We are unaware of any direct ties between Peter Roskam and The Family.

Another chipper Twitter message from Illinois’ 19th Distric Representative  John Shimkus, Big Coal’s guy in Washington, to his constituents: “the wages of sin is death; but the gift of God is eternal life through Jesus Christ our Lord.

We continue to be bothered by Shimkus’ biblical tweeting, not because he is not within his rights to do so or because we don’t like Christians, but because we think it demonstrates profound insensitivity toward his constituents who are not followers of Christ. Shimkus was elected to represent all residents of his district, not just the Christians. His choice of passages continue to reflect, however, an attitude that his spiritual path is the only path with any legitimacy. Perhaps Shimkus could mix it up a bit. (Our Congressman, Shimkus’ buddy Peter Roskam, could sure use to hear some biblical wisdom on the practice of usury or on welcoming the stranger.)

Perhaps as troubling to us is that Shimkus is using his Christian religion to absolve himself from acknowleding the sound science that tells us that our continued dependence on fossil fuels is poisoning our environment threatening the possibility of leaving global ecological catastrophe as our legacy to our children and grandchildren. Shimkus’ warped theology gives him an out to keep on accepting big contributions from the electric utilities, oil and gas companies, and coal companies while using his vote in Congress to advance their interests rather than those of his constituents.

From the March 25, 2009 hearing of the U.S. House Subcommittee on Energy and Environment, Shimkus’ openening remarks using Genesis 8 and Matthew 24 to reassure us that we don’t need to worry about climate change because the “infallible word of God” tells us that only God will end the world:

Shimkus’ later with Christopher Monckton endorsing Monckton’s ridiculous conclusion that we are a “carbon-starved” planet and that cap & trade will starve plants of their food. Bear in mind as you listen to this drivel  that, in the Cambrian era, during which Monckton asserts our present “carbon shortage” did not exist, the world was a much warmer place and complex life was not found on land.  Shimkus concludes by again stating his biblically-justified belief that the “earth will not be destroyed by a flood”:

But Roskam, who draws significant campaign contributions from the electric utilities standing to benefit if regulations are blocked, is disregarding the public health risks associated with contaminated coal waste, which, according to a McClatchy report, is presently subjected to less regulation than ordinary household trash. Coal-fired power plants each year generate millions of tons of ash contaminated with heavy metals and store it in liquid form in storage ponds or in landfills. When impounded in liquid form, there is a risk of catastrophic spills, like the one that occurred in the TVA plant at Harriman, TN in 2008. In either case, the waste poses a threat to the safety of drinking water. In 2007, an EPA report identified 24 sites in 13 states where there has already been surface and/or ground water contamination. 26 sites have been identified nationwide by the EPA as having a high hazard rating. Two of those sites are in Illinois: the facilities operated by Dynegy Midwest Generation Inc at Alton and Havana.

Further compounding the risk are the 70 new conventional coal-fired plants that are currently proposed. 3 of those are in Illinois and they are expected to produce and addition 632,521 tons of waste containing 8 tons of toxic metals annually.

Peter Roskam complains about the additional costs of energy production that may come with EPA regulation of coal waste, but those cost will come whether we regulate or not. If we don’t protect groundwater from contamination we will face cleanup costs and unnecessary healthcare costs later. The costs associated with preventing pollution should be paid by the energy companies now rather than the taxpayers later. Linking those costs to the production of electricity from coal will provide incentive for development of new, clean energy technologies and new green jobs.

Today is Ronald Reagan’s 99th birthday. We thought it might be a good thing to take a look the real Ronald Reagan, rather than the pantomime Reagan always being trotted out by conservatives. Here then is Bill Moyers excellent 1987 film on Reagan’s illegal terrorist war against the people of Nicaragua. Reagan funded his war by secret illicit arms sales to Ayatollah Khomeini’s Iran, all, absurdly, in the name of fighting Communism. In doing so he violated the law and acted in direct opposition to the will of Congress, subverting the constitution and creating a shadow government. And he is held up as a hero by so-called conservatives for it. We think that conservatives have a little difficulty distinguishing right from wrong & the good guys from the bad guys.

The Republicans in Congress have begun to embrace Twitter with great enthusiasm. Recently, we have seen Peter Roskam and John Boehner bragging to anyone who would listen about how the GOP had a far greater representation on Twitter than the Luddite Democrats. Roskam, in particular, has been gleefully tweeting about his tireless efforts to help the nation’s bankers and brokers cope with these trying economic times. I like following the GOP on Twitter. Helps me keep abreast of their latest mischief and talking points.

Representative John Shimkus of Illinois’ 19 District and, seemingly primarily an agent of the nation’s coal companies, is one of the more interesting of the GOP tweeters. He starts each day by tweeting a bible verse carefully selected to edify his followers or to chastise Democratic infidels.

I found today’s selection a little disturbing:

Psalm 53:1 The fool hath said in his heart, There is no God. Corrupt are they, and have done abominable iniquity: there is none that do good

Now, I don’t doubt Representative Shimkus’ expertise in the realm of corruption. And I have no complaint about his expression of his religious beliefs in the course of his duties as a Congressman. And I don’t have a problem with Christians in government – in fact I am enthusiastically backing a committed Evangelical candidate, Ben Lowe, to replace Representative Peter Roskam in the 6th District. I do have a problem with the sort of Christians who use their “faith” to justify all manner of intolerance, to trample the religious freedoms of others, to justify unjustifiable social and economic structures, and to absolve themselves of any responsibility to make better the lives of their fellow human beings who are suffering because of that structural injustice.

I think that Representative Shimkus’s selection of scripture today, if not deliberately provocative and triumphalistic, certainly demonstrates an insensitivity to the fact that we live in a pluralistic society under a Constitution that guarantees freedom of religion (or freedom from religion) to everyone, non-believers included.

I believe that Representative Shimkus owes his district an apology and that he should be more careful about his selections in the future. The non-believers in Representative Shimkus’ district are entitled to representation too.

One of Congressman Peter Roskam’s big camapaign donors, Bank of America,  was all over the news today. They made news for three reasons:

• It was revealed yesterday that Bank of America will be paying it’s investment banking employees bonuses totaling approximately $4.4 billion – an average of about $400,000 for each employee receiving a payment.
• New York Attorney General Andrew Cuomo filed a civil lawsuit against former Bank of America CEO Ken Lewis and former CFO Joseph Price, accusing them of lying to shareholders and extorting the federal government surrounding its acquisition of Merrill Lynch in 2008. The allegation is that in order to complete its deal, Bank of America’s management misled its shareholders by not disclosing massive losses that were mounting at Merrill Lynch so that the shareholders would vote to approve the deal. Once the deal was approved, Bank of America’s management manipulated the federal government into saving the deal with billions in taxpayer funds by falsely claiming that they intended to back out of the deal through a clause in the Merger Agreement. You may recall that just before the deal went down, Merrill Lynch paid out a staggering $3.57 billion dollars in employee performance bonuses, even though the company was failing.  You may also remember that Ken Lewis received a $64 million retirement package when he left the company for a job well done. After the deal, B of A received a $45 billion bailout arranged by the Bush administration.
• A Senate report report released today suggested that, despite money laundering regulations, corrupt foreign officials are still able to move “dirty” money into U.S. financial institutions. Bank of America was specifically cited for not having raised questions about movements of funds by a corrupt Angolan arms dealer now imprisoned in France.

All of this really makes me really angry.

Bank of America is a publicly traded company. That means that your 401K and mine have money invested in the bank. So when the bank pays out obscene bonuses to its executives, that money comes out of funds that would otherwise enrich the shareholders, that is, you and me. When the bank performs poorly, the bankers still get bonuses, our 401K gets the hit, and we have to pay to clean up the mess. On top of that, the Bank seems to think it is above our laws regarding money-laundering. If they get into criminal trouble on that account, we’ll be paying that bill too.

Bank of America is a significant contributor to Peter Roskam’s campaign and to his leadership PAC. They don’t give him that money out of the goodness of their hearts. They want something back, and, in my estimation, they get it. Roskam is a fierce opponent of bank regulation, even after the worst financial collapse since the Great Depression. And he opposes the kind of financial tranaction tax supported by the Obama administration as well as consumer protections that protect you and me from the banks’ predatory practices.

Well, I think it is unseemly that Peter Roskam is getting money from B of A, and I think he ought to give it back. But don’t hold your breath.

Just finished watching the video of President Obama’s Q&A session at the GOP House Issues conference today. The President was brilliant. He called the GOP to account for for their campaign of misinformation about healthcare reform and the economic stimulus, but did it with respect and a sincere invitation to Republicans to work with him in the nation’s best interest. The President was articulate and knew his facts, including detailed knowledge of Republican counter proposals. He was warm and human in demeanor and gentle but firm in his criticisms, using self-deprecating humor effectively to put the room at ease. I have never seen a more brilliant performance by a President. Never.

The inauguration of President Barack Obama was hailed as a turning point in US race relations. The country was said to be entering a new era of post-racial politics. But while crowds flocked to Washington to witness the swearing in, others were refusing to join the party. Racially motivated threats against Obama rose to new heights in the first months of his presidency, with the US seeing nine high-profile race killings in 2009. Meanwhile white supremacist and neo-Nazi groups claim their membership is growing and that visits to their websites are increasing. Is the racial undercurrent that has long structured US politics reasserting itself?

This is some scary fucking shit. I don’t for a minute believe that these nut cases reflect the ideas and values of the mainstream GOP. But I do think that there is ample reason for caution to that party for some of their rhetoric that fans these flames.

Today, Congressman Peter Roskam (R-Ill.), Deputy Whip and member of the Ways & Means Committee, introduced The Protecting Taxpayers From Excessive Compensation Act, calling for new pay accountability rules for Fannie Mae and Freddie Mac. Roskam’s proposed legislation would prohibit any employee of Fannie Mae or Freddie Mac, while the entities are under conservatorship or receivership, from being compensated more than any member of our Armed Forces.

“With historic federal spending and debt on one end, and unprecedented taxpayer exposure to Fannie and Freddie on the other, now is the time to take a step toward restoring accountability and the public trust in the use of taxpayer funds,” Roskam wrote in a letter to Financial Services Chairman Frank and Ranking Member Bachus prior to the Committee’s Employment Compensation Hearing being held this Friday. “There are few government personnel that perform a more solemn and vital duty to our country than the Chairman of the Joint Chiefs of Staff. So long as Fannie and Freddie are effectively owned by the government, there is no reason any of their employees should be compensated more than the Chairman of the Joint Chiefs.”

Of course this time around, Roskam is making sure that the legislation won’t affect any of the big banks and investment houses that bankroll his campaigns and enable him to continue his project of making life better for big corporations. So sadly, this won’t help your 401K. Publicly traded companies will remain free as ever to spend your retirement money on bonuses and golden parchutes for their top executives.

Guess Peter Roskam thinks we are all pretty stupid.

Peter Roskam’s been going to a lot of trouble to publicize his media appearances lately on his House website. Of course they consist mostly of clips from Fox News, Don Wade & Roma, and Big John & Cisco. Roskam doesn’t like to talk to anyone who might ask him a serious question. He just wants a friendly outlet for his talking points – designed to keep his base in a lather about the Dems so that they won’t realize that he’s screwing them in Washington. But I appreciate the time he’s taken to organize this material so its easy for me to find.

This video was interesting and Roskam seems to be pretty proud of it. Its a clip from Fox News back in March around the time the House voted on H.R. 1586, the measure that would have imposed a 90% tax on bonuses received in 2009 by high-paid employees of companies that received TARP bailout money. Roskam voted with the majority of House members (including about half of the Republicans) to approve the measure. And then he went on Fox News to play the outraged populist while smearing Treasury Secretary Timothy Geithner and the Obama administration for a mess they inherited from President Bush. I don’t think the measure ever went anywhere – just died in the Senate after AIG’s Chairman urged his employees receiving more than $100,000 to return at least half.

So was this a new Roskam we were seeing? Concerned all of a sudden about the outrages committed by big corporations at the expense of the little people back home in his district? Not so much. This was just Roskam the politician taking advantage of the moment.

Roskam showed his true colors on April 1st, when H.R. 1664, the Grayson-Himes Pay For Performance Act of 2009, came up for a vote. This was a more serious and comprehensive measure to address the issue of excessive compensation, not just for AIG but for other companies receiving bailout money as well:

The Pay for Performance Act of 2009 prohibits the payment of “unreasonable or excessive” compensation, including bonuses that are not based on performance, by Fannie Mae, Freddie Mac, the federal home loans banks, and firms that have received funds under the Emergency Economic Stabilization Act. The Treasury Secretary must define “unreasonable or excessive” compensation and outline what constitutes an appropriate performance-based bonus using criteria including the stability of a financial institution, ability to repay taxpayer funds, and adherence to appropriate risk management requirements. The prohibition only applies while government payments to the firms are outstanding. Firms subject to the Pay for Performance Act must report their compensation practices to the Treasury Secretary. Finally, the legislation applies bonus prohibitions included in the American Recovery and Reinvestment Act to all employment contracts.

When Roskam figured the folks at home were no longer paying attention, he dropped his faux outrage and voted against the measure. But you won’t see him promoting that fact on his website.

This was not the first time Roskam had stood up for outrageous executive pay. One of Roskam’s few floor speeches during his first term was to fight against a measure that would have given shareholders a voice in limiting the excessive pay of corporate executives. But I bet you’ll never see that video on his website.

That he uses his office to fight for unlimited executive pay is particularly sad given that Roskam has been an opponent of any efforts to raise the minimum wage for people who actually work for a living and voted against the Lilly Ledbetter Fair Pay Act earlier this term.

Interestingly, we understand that Peter’s new Press Secretary,Daniel Conston, is an A.I.G. alum. He also worked on the failed campaigns of Fred Thompson and John McCain. Let’s hope this endeavor goes better. But what happened to Matt? Did we convert him?

In the 6th District, we are presently represented by one of the most extremely conservative members of Congress, Peter Roskam. Roskam does not share the values of the majority of the district he is supposed to represent. In fact, Peter Roskam uses the privileges of his office and our own tax dollars to actively campaign against policies like universal health care that will benefit the citizens for whom he is supposed to be a voice.

2010 could be the year that we bring Peter Roskam’s mis-representation to an end. We have a fine progressive Democratic alternative in Ben Lowe. The harsh reality, however, is that Roskam is well-funded by the corporate interests he represents and has a history of running agressive campaigns. In order for Ben to get his message out, he will need funding from all of us who want better representation for the 6th District. That’s why I’m doing as much as I can to help the Ben’s campaign. I hope you will be generous in your support as well.

For the last few months, Peter Roskam, together with Mark Kirk and other Republicans in Congress, has been engaged in a smear campaign against the Association of Community Organizations for Reform Now (ACORN) and the Service Employees International Union (SEIU). Roskam’s baseless attacks, focused on SEIU/ACORN participation in the upcoming census, are part of a long-time Republican strategy to seek political advantage by disenfranchising poor and minority voters and attempting to underrepresent them in census counts. The GOP has engaged in such tactics because its legislative program, which has worked against the interests of low-income and minority voters, has left the party unable to attract voters from these groups by legitimate means. By engaging in this behavior, Roskam has not only unfairly disparaged two fine organizations but has abused and debased the office that has been entrusted to him. He owes an apology to all concerned, including all voters in the 6th Congressional District.

On Tuesday this week, the non-partisan Congressional Research Service (CRS) released a report, requested by Representative John Conyers of Michigan, that found no evidence that ACORN had broken any laws over the past 5 years, that no voters improperly registered by ACORN had attempted to cast ballots in an election, and that ACORN had used funds received from the federal government for housing programs in accordance with funding guidelines.

A previous investigation, by former Massachusetts Attorney General Scott Harshbarger, also found no evidence of illegal activity by employees depicted in widely-publicized highly-edited videos produced by a conservative film maker as part of an effort to discredit ACORN. CRS found that, in fact, the film maker may have violated state laws.

Using a news conference and media appearances, Peter Roskam, has attempted to perpetuate the myth of a criminal conspiracy on the behalf of ACORN without offering any real evidence and has tried to spread that taint to SEIU with no basis whatsover. “November’s continued job losses only further confirms that our economy is in serious peril, and we need to set aside partisanship and employ pro-growth policies that will create jobs.”

But when it comes time to actually vote on a jobs creation measure, partisanship wins out and Roskam votes against it.

That was what happened this past Wednesday, when the House voted on the Jobs for Main Street Act of 2010, as an amendment to H.R. 2847: Commerce, Justice, Science, and Related Agencies Appropriations Act, 2010. Peter Roskam voted no, along with all of his obstructionist Republican colleagues.

According to Speaker Pelosi, the bill would redirect $75 billion in TARP funds to pay for highways, transit and other infrastructure; to hire or retain teachers, police and firefighters; and to subsidize loans to small businesses.

The bill also extends unemployment benefits, COBRA subsidies, and Medicaid payments for people hard hit by the recession.

While Roskam loves to talk about unemployment in order to smear the President, and in order to work against legislation that his corporate sponsors oppose such as health care reform, financial regulation, and climate change legislation, Roskam demonstrates no empathy for those who have suffered job losses due to the Bush recession. You will recall that Roskam voted against unemployment benefits extension once before, back in September.

I was pleased to have had the opportunity this past Thursday to meet face-to-face with 6th District Congressional Candidate, Democrat Ben Lowe of Wheaton. I sat down with Ben, and with consultant Kevin Spidel of Patriot Strategies, who, as you may remember, managed the 2006 primary race here in IL-06 for Christine Cegelis, another fine progressive candidate. In the picture above, Ben is signing my copy of his book, Green Revolution.

I have to say that I am very impressed with Ben. He is a warm, intelligent and articulate person with very progressive ideals coupled with a healthy dose of political realism. I think he has the potential to speak to the concerns of a wide variety of 6th district contituencies and bring them together to defeat Roskam, who caters to big corporations and offers nothing to help a district experiencing exceptionally hard times. Ben’s discussion of issues like healthcare and immigration reform and global climate change in terms like “justice” and “human rights” is music to my ears. I can’t wait to see Ben elected. (I kind of wanted to bring him home with me but Kevin intervened).

In the time before the primary, Ben says he will be heavily focused on getting out to meet folks in the district and listenening to their concerns. He is anxious to meet with groups, large and small, and encouraging anyone who is interested to host a coffee for friends and neighbors to get together with Ben.

Ben reports that he is also heavily focused at present on fundraising, a necessary evil when running against an opponent like Roskam who is well-funded by big corporations and extremist interest groups. Ben says that fund raising efforts are starting out well but he has a long way to go. Please consider making whatever donation you can afford through Ben’s website.

I am hoping that the more distinguished bloggers covering the 6th district who follow Roskam will getto know Ben and help to get the word out about his candidacy. Come on Progress Illinois, Prairie State Blue, Bridget in the Sixth, Wurfwhile, Heartland Progressive – this is a great progressive candidate. He deserves your support – or at least your consideration. Peter Roskam is the worst. Lets not allow him to coast to another re-election.

The St. Petersburg Times’ Pulitzer Prize-winning website, PolitiFact, this past Friday named Sarah Palin “death panel” allegation as the “Lie of the Year“. Palin’s lie was selected by the site’s editors after a poll of 5,000 readers demonstrated overwhelming support for the choice.

PolitiFact here recounts the lie which earned the site’s coveted “Pants on Fire” designation back when it was originally promulgated:

The former governor of Alaska had been out of the headlines since she announced her resignation on July 3; the Facebook message instantly brought her back to the political stage.

“As more Americans delve into the disturbing details of the nationalized health care plan that the current administration is rushing through Congress, our collective jaw is dropping, and we’re saying not just no, but hell no!” Palin wrote.

“The Democrats promise that a government health care system will reduce the cost of health care, but as the economist Thomas Sowell has pointed out, government health care will not reduce the cost; it will simply refuse to pay the cost. And who will suffer the most when they ration care? The sick, the elderly, and the disabled, of course. The America I know and love is not one in which my parents or my baby with Down Syndrome will have to stand in front of Obama’s ‘death panel’ so his bureaucrats can decide, based on a subjective judgment of their ‘level of productivity in society,’ whether they are worthy of health care. Such a system is downright evil.”

The claim that House legislation contained anything resembling a “death panel” is demonstrably false. It did cause much needless anxiety, particularly among senior citizens, including my own parents, and seriously compromised the quality of the national discussion on healthcare reform.

Palin never renounced her lie. Instead she defended it, as in an interview with the National Review in November:

“To me, while reading that section of the bill, it became so evident that there would be a panel of bureaucrats who would decide on levels of health care, decide on those who are worthy or not worthy of receiving some government-controlled coverage,” she said. “Since health care would have to be rationed if it were promised to everyone, it would therefore lead to harm for many individuals not able to receive the government care. That leads, of course, to death.”

“The term I used to describe the panel making these decisions should not be taken literally,” said Palin. The phrase is “a lot like when President Reagan used to refer to the Soviet Union as the ‘evil empire.’ He got his point across. He got people thinking and researching what he was talking about. It was quite effective. Same thing with the ‘death panels.’ I would characterize them like that again, in a heartbeat.”

Whenever the ex-governor of Alaska distinguishes herself in this way, it warms our heart to step back and listen to noted Palinite and 6th District Congressman Peter Roskam’s reflection on Sarah Palin’s “centeredness”:

So much for Congressman Roskam’s judgement.

“The decision to move some of the world’s worst terrorists to Illinois is an ill-advised move that ultimately will be regretted. The proponents have failed to prove how this move will make America safer. Let’s be clear: the Administration is not closing Guantanamo, they are simply moving Guantanamo to Illinois. Illinois deserves a better Christmas present than hardened terrorists. ”

He later held a press conference with the rest of the Illinois Republican delegation to object to the proposed transfer.

Roskam’s arguments against the move have been unsubstantial. He does not define how the housing of these inmates in a supermax facility will pose a threat. His stance appears to be political posturing rather than a serious concern about a security threat.  It is sad that he would block the move for political gain at the expense of the people of Thomson, who favor the move and desperately need the jobs the prison will provide.

Senator Dick Durbin and Governor Quinn offered a saner perspective on Thomson yesterday:

There is reason to be disconcerted about the transfer of Guantanamo inmates to Thomson, though not for reason of a security threat as Roskam would have us believe.

No, the problem is that the Guantanamo closure, while perhaps a symbolic measure of some importance, leaves unresolved the issues associated with the use of military tribunals and of indefinite detention of prisoners without criminal charges or trial. The President and Congress must still act to correct the abuses that they inherited from the Bush Administration. They cannot simply sweep them under the carpet. That is what we should really be afraid of. The American Civil Liberties Union had the following reaction to the news about Thomson:

“Alarmingly, all indications are that the administration plans to continue its predecessor’s policy of indefinite detention without charge or trial for some detainees, with only a change of location. Such a policy is completely at odds with our democratic commitment to due process and human rights whether it’s occurring in Cuba or in Illinois. In fact, while the Obama administration inherited the Guantánamo debacle, this current move is its own affirmative adoption of those policies. It is unimaginable that the Obama administration is using the same justification as the Bush administration used to undercut centuries of legal jurisprudence and the principle of innocent until proven guilty and the right to confront one’s accusers.

“It is also greatly disturbing that the administration will continue the use of military commissions, which are no more acceptable in Illinois or any other U.S. state than in Guantánamo. Despite some improvements, the commissions still fall far short of the legal standards necessary to comply with constitutional and international standards, allowing, for example, the use of coerced and hearsay evidence that would not be allowed in federal court. The proceedings will achieve neither reliable justice nor a restoration of America’s credibility around the world.”

“The administration must also make very clear what category of detainee will be transferred to Thomson in the future and what kind of prison conditions will apply. Detainees not charged with a crime should not be subject to punitive conditions meant for sentenced prisoners who have been found guilty in a court of law, and all conditions must comply with the Geneva Conventions. “The administration will no doubt be looking to Congress for legislative buy-in for this facility, and as both branches work together, we strongly urge lawmakers to legislate responsibly and not set any policies or precedents for indefinite detention on U.S. soil, or create any violation of the Geneva Conventions.

“The Obama administration’s announcement today contradicts everything the president has said about the need for America to return to leading with its values. American values do not contemplate disregarding our Constitution and skirting the criminal justice system. After detaining hundreds of individuals without the basic due process rights that define our justice system for almost eight years, it is time to charge suspects where evidence exists and repatriate and transfer the rest to countries where they won’t be tortured.”
