			<content:encoded><![CDATA[<p>I&#8217;ve stumbled upon a site which offers full text Russian patents for free &#8211; <a title="free full text Russian patents" href="http://partkom.com">http://partkom.com</a></p>
<p>In fact, a year ago <a href="http://technews.patentsfromru.com/">we attempted to set up a similar resource</a> &#8211; except we dealt with english abstracts of Russian patents. Sadly, shortly after launching the project we discovered that Russian patent office totally redesigned their web site and access to english abstracts of Russian patents was totally gone (words of Soviet-era hymn &#8220;International&#8221; came to mind&#8230;&#8221;Entire world of violence, we razed to the ground, and then we will build our new world to build &#8211; who was nothing will become everything.&#8221;)</p>
<p>Anyway, <a title="full text of Russian patents for free" href="http://partkom.com/">partkom.com approach</a> is also quite limited &#8211; as they acknowledge, &#8220;We do not set out to make a complex multifunction system – there will be no Categorization, or advanced search. Just use the search on the recently issued patent number – if the search yielded no results, then such patent in our system is not available yet.</p>
<p>We are trying to automate the process of publishing. Unfortunately, automation leads to certain drawbacks – not always accurately formatted text documents, lack of drawings in patents.&#8221; </p>
<p>But at least it&#8217;s <strong>one more free source of full text Russian patents</strong> &#8211; maybe you&#8217;ll be lucky and spot there the document you&#8217;ve been after <img src='http://russianpatentsblog.patentsfromru.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /><br />

			<content:encoded><![CDATA[<p>As I&#8217;ve mentioned on this blog <a href="http://russianpatentsblog.patentsfromru.com/category/document-detective-service/">previously</a>, among other things we&#8217;re involved with there is a <a href="http://patentsfromru.com/russian-literature-search.html">document delivery service</a> &#8211; that&#8217;s basically <a href="http://patentsfromru.com/russian-literature-search.html">delivery of Russian patents and articles from Russian scientific journals</a>. However, from time to time we were <strong>asked to deliver articles from non-Russian journals</strong>, and, surprisingly (for us in the first place&#8230;), success rate was about <strong>95%</strong>.</p>
<p>During last year I&#8217;d been trying to collect document delivery requests data into a Excel file, and while I had some spare time during the holidays I analyzed collected data and revealed interesting facts I&#8217;m going to publish: </p>
<p>Total number of document delivery requests: <strong>103</strong><br />
Requests for <strong>Russian</strong> articles: <strong>34</strong><br />
Requests for <strong>non-Russian</strong> articles: <strong>69</strong> (that&#8217;s <strong>TWICE</strong> as much as compared with Russian articles, hmm&#8230;)<br />
Average number of requests for document delivery: <strong>9 per month</strong><br />
(BUT in December only we received <strong>27 requests</strong>)</p>
<p><strong>Top 3 foreign</strong> (that is non-Russian) articles requests:<br />
<strong>18</strong>	Poland<br />
<strong>10</strong>	Romania<br />
<strong>8</strong>	Czech</p>

<p>Quite often we have to deal with insufficient data in citations. Here is few examples I&#8217;d like to share with you:</p>
<p><strong>1.</strong> My patron wrote:<br />
<em>&#8220;I can’t locate the publication name so I am unable to determine the publication location.  Is this something that you may be able to obtain?&#8221;</em><br />
The publication in question was <strong>&#8220;Byul. Izobret. i Tovarnykh Znakov&#8221;</strong>. For me it was immediately clear that it&#8217;s in fact <strong>Official Gazette of the Russian patent office</strong> (&#8221;Byulleten&#8217; Izobretenii i Tovarnykh Znakov&#8221; in full). So apparently it was a patent my patron was after &#8211; but it&#8217;s number was not available. Luckily, I knew year and title &#8211; so I could search the document in Russian patent database and locate few patents matching the criteria, and one of them was the necessary one.</p>
<p><strong>2.</strong> My patron requested an article from journal titled &#8220;<strong>Chirurgia (Bucuresti)</strong>&#8220;. There were given all usual details &#8211; author, title, year, journal&#8217;s issue, pages &#8211; and previously I successfully delivered few articles from this very journal, so I went to check the necessary issue of the journal. But to my surprise, there was no such article published in this issue. I proceeded with search throughout entire archive of the journal &#8211; to no avail, such an article (and I tried concatenated title as well) was not found. I tried then to look it up by author &#8211; same result, search brought no matches. Hmm&#8230;so I had to do a bibliography search of my own, and it turned out that the citation was incorrect &#8211; the journal was not Romanian one (Chirurgia (Bucuresti), but instead it was an <strong><em>Italian</em> journal</strong> with similar name:</p>
<p>CHIRURGIA<br />
A Journal on Surgery<br />
P.ISSN 0394-9508</p>
<p>Having found the correct citation, I was able to deliver requested article. </p>
<p><strong>3.</strong> My patron asked to obtain a copy of an article published in a Russian newspaper. Data was sufficient &#8211; date, title, newspaper&#8217;s name, etc. &#8211; and even online archive of that Russian newspaper was available for search at the newspaper&#8217;s site. Strangely, requested article could not be found by search in the archive &#8230;In the end, I was able to retrieve full text of the article from a cache elsewhere &#8211; apparently, requested article was for some reason deleted from the newspaper&#8217;s archive &#8211; <strong>but once published on the Net information does not disappear tracelessly <img src='http://russianpatentsblog.patentsfromru.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> , so we, infopros, can sometimes resurrect wiped bits of data <img src='http://russianpatentsblog.patentsfromru.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </strong></p>

<p>Some time ago there was a topic at INTA mailing list regarding Russian domains and tradmark filing &#8211; the topic was started by yours truly, so I&#8217;d like to share with you that I&#8217;ve gathered in the discussion.</p>
<p>My question was as following:</p>
<p><em>We <a title="file trademark applications in Russia" href="http://patentsfromru.com/trademark-registration-russia.html">file trademark applications in Russia</a> on behalf of foreign companies,<br />
and it occurred to me that<strong> it might be wise to register a domain in Russia simultaneously</strong> &#8211; to guard the mark being filed against trademark crooks.</p>
<p>Say, a foreign company wants to register <strong>ABC</strong> mark in Russia. We file it, it passes formal examination and gets published at RUPTO site at publicly accessible applications page &#8211; but it&#8217;ll take another <strong>13-14 months</strong> until it passes substantive examination. </p>
<p>Bad guys who monitor the site get the alert that <strong>ABC</strong> is being registered in Russia &#8211; and they immediately snap both <strong>ABC.RU</strong> and <strong>ABC.SU</strong> domains, and by the time <strong>ABC</strong> gets registered they already own the domains for a good year and had more than enough time to populate site with <strong>ABC relevant content</strong> &#8211; which would make it tough for trademark owner to demand domains back. Crooks might be willing to sell domains to trademark owner, mind you &#8211; $10 000 per domain would be sufficient for them.</p>
<p>How&#8217;s the scenario?</p>
<p>Do you think it makes sense to register domains along with regular trademark registration?</em></p>
<p><strong>Answers:</strong></p>
<blockquote><p>
Yes, of course. And more importantly, if the domain name is not available then you might consider finding a new name to trademark.</p></blockquote>
<blockquote><p>
We always make sure the domain is available and purchase it before we file for the trademark, just to make sure your scenario below doesn&#8217;t arise.  You can always drop the domain later if you end up not using it.</p></blockquote>
<blockquote><p>When my clients apply to register trademarks, I always suggest that they may wish to register the TRADEMARK.com, TRADEMARK.co.uk, TRADEMARK.ru etc. domain name of countries where they will do business, or anticipate doing business.  As you know, in most countries the cost of domain name registration is paltry compared to the cost of wrestling the domain away from a cybersquatter.</p></blockquote>
<blockquote><p>In that situation, I&#8217;d definitely say it would be a good idea to register<br />
the DNs. They are probably very cheap, compared with trade marks.</p>
</blockquote>
<blockquote><p>In my opinion, that is an excellent idea if someone intends to conduct<br />
business in Russia and needs the domain names.

<p>And today I heard this <a href="http://www.managingip.com/Article/2328980/Blog-round-up-patents-and-politics-the-US-Supreme-Court-and-Russian-domain-names.html">bit of news</a>:</p>
<p><em>Icann&#8217;s launch of domain names in non-Latin alphabets was applauded by bloggers this week. On <a href="http://www.marques.org/Class46/">Class 46</a>, Sasha Yelnick provides some guidance to how the rules will work in Russia, where<a href="http://www.marques.org/Class46/"> registration of new domains will start on November 16</a> and will be phased in gradually before being open to everyone in March next year. </em></p>

My opinion on what free search is good for is known and well worded directly at the page we offer the service at.</p>
<p>Since August we received only one inquiry for free search in Russian trademarks (as compared to tens of inquiries for <a href="http://patentsfromru.com/trademarksearch.html">regular Russian trademark search</a>) &#8211; and results of the free search only cemented my opinion that free trademark search in Russia being total and complete waste of time and totally misleading.</p>
<p>Here is the story &#8211; rather short, and structured in the table for your convinience.</p>

<p>OK. So we did regular trademark search which included also <strong>Russian trademark applications</strong>.

<p>Results: <strong>Exact match found</strong> (more to this &#8211; exactly in the class the client was most interested in) in a Russian trademark application filed 9 months ago.</p>

<p>So, effectively, <strong>a $150 search saved out client US$735 in filing fees</strong> &#8211; cause if they&#8217;d file just based on the results of the free search, Russian Patent and Trademark Office would turn the application down due to the fact that confusingly similar application was already filed.</p>
<p>But that&#8217;s not all &#8211; now, <font color=red><strong>the most intriguing part of the story</strong></font>&#8230;I wondered what company happened to file an application for exactly the same word in exactly the same class? I googled the company&#8217;s name (say, <strong>THECOMPANY LLC</strong>) up and found out that domain in the email address my client sent the inquiry from had been registered in the name of&#8230;<strong>THECOMPANY LLC</strong>.</p>
<p>Anyways, as my client mentioned in his followup email, <strong>all&#8217;s well that ends well</strong>.</p>

			<content:encoded><![CDATA[<p>Some time ago I came across an excellent blog post named <a href="http://www.krajec.com/index.php?/weblog/the_best_part_of_this_job/">The Best Part of This Job</a> &#8211; Russ Krajec shared his thoughts on some advantages of being a patent attorney: <em>&#8220;patent law is fun because the patent agent/attorney generally deals with happy, optimistic, and creative people. <p>One on the things I enjoy most about my occupation of information professional is communication with people from all corners of the world. I love the feeling of being exposed to new locations &#8211; even virtually (I do not travel much <img src='http://russianpatentsblog.patentsfromru.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </p>
<p>Whenever I happen to get in touch with somebody on a business matter, I always &#8211; just out of curiousity &#8211; google their whereabouts, and this way become aware of plenty interesting places I never heard about or never seen something about (I rarely watch telly). </p>
<p>Just recently these were <strong>Zhuhai</strong> in Southern <strong>China</strong> on Chinese sea searshore and <strong>Lower Hutt</strong> near Wellington in <strong>New Zealand</strong> on a seashore, too &#8230; I immediately wanted to take a couple of weeks off <img src='http://russianpatentsblog.patentsfromru.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </p>
<p>From now on I&#8217;m going to post pictures of these places on <a href="http://russianpatentsblog.patentsfromru.com/photos/">the Photoblog section</a> of the blog. 			<content:encoded><![CDATA[<p>In this post I&#8217;d like to share couple of thoughs on how it&#8217;d be possible to considerably lower down <a href="http://patentsfromru.com/translationservices.html">cost of translation of Russian patents into English</a> (or whatever else language pair).</p>
<p>This week we received following inquiry from Spanish company:</p>
<p><em>We are looking for two RU Patents. In case these two documents are available IN ENGLISH, please, let us know the price &#038; conditions of delivery.</em></p>
<p>As usually, I responded in this manner:</p>
<blockquote><p>
Full texts of Russian patents are never available in English. Available (and not with 100% certainty) are only English abstracts of 1994 &#8211; current RU patents.</p>
<p>We can translate these patents for you. We charge $0.12/word<br />
(English), estimated cost of translation is $405 for RU2141655 and $249 for RU2326320.</p>
<p>You&#8217;ll pay after receiving the translation.</p></blockquote>
<p>Client replied:</p>
<p><em><strong>Unfortunately, I&#8217;m afraid that is too much money for us to spend in these documents, asked by a technitian of us</strong>.</em></p>
<p>I believe that my following answer might be of help to somebody, so I&#8217;m quoting it here in full.</p>
<blockquote><p>
I thought about your inquiry today, and it appeared to me that there might be a solution for such a case like yours. I take it that your technician just wants to familiarize with the content of the documents. While regular translation cost appears not feasible in this case, he might find use of machine translation &#8211; i.g. by <a href="http://translate.google.com/">Google Translate</a>. </p>
<p>I&#8217;ve been using it all the time to get a fast translation of documents in languages I do not understand, and I can tell you what quality of translation got considerably improved over time &#8211; I even use it to make a draft translation of short texts from Russian to English (further on I just edit the draft &#8211; <strong>it indeed saves me a lot of time</strong>, it&#8217;s faster than to make a text in English from scratch).</p>
<p>As an extra option, you may want to proof edit this machine translated text either by hiring a freelance translator (i.g. via <a href="http://www.proz.com/">ProZ</a> &#8211; consider <strong>$0.03/word</strong> rate) or via <a href="http://fon.gs/oht">One Hour Translation</a> (they charge <em>$0.15</em> for Expert translation of legal, medical, technical etc. texts &#8211; that&#8217;s there patents generally fall &#8211; but proof-editing service costs<strong> $0.05/word</strong>).</p>
<p><strong>Main advantage of One Hour Translation over ProZ is speed of translation</strong> &#8211; the name of the service shows it, they make it a point to provide translation in a matter of hours.</p>
<p>Another advantage of OHT type service over ProZ service is what freelancers found at ProZ might complain that <strong>proofediting of machine translated text actually means translating the given text anew</strong> (<em>I know it for sure &#8211; I&#8217;ve been into translation services for ages</em>) &#8211; on the contrary, regular <strong>freelancers from One Hour Translation won&#8217;t complain</strong>.</p>
<p>Of course, the <strong>drawback is lesser quality</strong> at OHT &#8211; but in this case I believe it&#8217;d be sufficient, your technician will be able to understand the text, and being a professional in this field he will understand what exactly translator (editor) got wrong or missed &#8211; and your technician will guess upon vague moments.</p>
<p>At least such a cost effective solution might pass as a temporary solution &#8211; if he sees what the document is worth further &#8211; <em>professional</em> &#8211; translation, you could always proceed with more thorough translation.</p>
<p>That said, I can provide text copies of those Russian patents which will be suitable for feeding them into Google Translate.</p>
