SGA’s Historic Charles Washington Hall Rehabilitation Wins AIA Honor Award for Excellence

SGA and its subsidiary, Landmarks SGA, served as the lead design architect, preservation consultant, and landscape architect for the restoration of the historic Charles Washington Hall. Originally built in 1874 serving as a market house and meeting hall, Charles Washington Hall has undergone a $4 million rehabilitation and had its ribbon cutting in April 2017. The building has a new life as a regional visitor’s center, farmers market, and café on the ground floor and a performance arts space above in the restored historic meeting hall on the second floor. The building’s streetscape was redesigned to create a historically appropriate setting for the hall and to support the modern uses, especially to support outdoor dining for the market and café.

SGA Begins Colorado Riverfront Project

SGA has been selected as the prime urban design consultants for the City of Glenwood Springs, CO’s Downtown Colorado Riverfront Plan. The project focuses on several key brownfields properties on both sides of the river that represent a major opportunity to expand the economic potential of the city’s downtown. The project will merge the expanding economic vibrancy of the downtown with the ability to cohesively shape new development, public spaces, environment, and infrastructure together to allow the city to expand in a modern way, yet maintain the values that make it an attractive place to live, work, and visit. In 2015 the city was named the "Most Vibrant Small Town Arts Environment in the United States by Southern Methodist University, the 5th Best Place to Live in America by Outside magazine and the "Most Fun Town in America" by Rand McNally and USA Today in 2011.

SGA Opens Philadelphia Regional Office

SGA is expanding and announces the opening of a new office in the Philadelphia region to serve its clients in the Philadelphia Tri-State and NYC metro areas. Located in Jenkintown Plaza, it is conveniently situated across from the historic Jenkintown SEPTA station and is highly accessible to the entire regional rail and bus transit network.

Rethinking the Center of One of Kansas City’s Oldest Neighborhoods

SGA, as a part of team with ICF International, is working with U.S. EPA Region 7 and the City of Kansas, MO’s City Planning & Development Department to develop conceptual plans for the redevelopment of the East 39th Street Corridor in Kansas City’s Ivanhoe Neighborhood. The corridor and the surrounding neighborhood has experienced significant urban disinvestment and suffered badly after the 2008 economic decline. Due to years of diminished commercial economic activity and heighten mortgage defaults, there were nearly 700 vacant residential properties in the neighborhood, at its low point. Through efforts of community organizers, city agencies and other county, state and federal partners several redevelopment efforts have been ongoing, including the dismantling and re-purposing of nearly 200 residential structures and a full block of newly constructed housing. The Ivanhoe Neighborhood is now looking to expand its focus to include commercial mixed-use redevelopment along 39th Street. The EPA has been supporting the City’s efforts to perform environmental assessments and remediate multiple brownfield sites along the corridor. SGA is providing community planning and urban design services focused on creating a viable redevelopment strategy which includes public and private investment. A major emphasis of the effort is the development of an economically viable near-term mixed-use development project with a focus on the former brownfields. SGA led an interactive public visioning workshop with more than 60 residents and community leaders from the Ivanhoe Neighborhood in November, 2015 and anticipates unveiling the new vision for the corridor in the spring of 2016.

SGA has been selected as the prime planning and design consultants for the City of Huntington, WV’s downtown waterfront brownfields redevelopment plan and its city-wide redevelopment strategy. The project is funded through a series of U.S. EPA Brownfields planning and environmental assessment grants. SGA and its team members are excited to participate in the major kick-off event on December 8th which will include senior representatives from the U.S. Environmental Protection Agency; U.S. Army Corps of Engineers, Huntington Division; U.S. Department of Agriculture, Office of Rural Development; U.S. Department of Commerce, Economic Development Administration; U.S. Department of Housing and Urban Development; U.S. Department of Transportation, Federal Highway Administration; U.S. Department of Labor; and Federal Emergency Management Agency.

SGA was as retained as the prime consultant by the Beaver County Planning Commission, on behalf of the Ohio River Brownfields Coalition, to advance planning and preliminary design recommendations developed by SGA for the 28-mile Ohio River Brownfields Area-Wide Redevelopment Plan. This significant regional project is funded through a U.S. EPA Brownfields Coalition Assessment Grant and will focus on advancing several key sites through environmental clean-up and undertaking detail design development for various reuse types, including mixed-use, modern industrial, public parks, trails and green infrastructure.

Participating as a strategic team member, SGA will be assisting Baker International on a contract to provide brownfields redevelopment planning assistance to the Lehigh Valley (Pennsylvania) Economic Development Corporation. The project is funded by a U.S. EPA Brownfields Coalition Assessment grant and projects will be located throughout Lehigh and Northampton Counties and includes the Cities of Allentown, Bethlehem and Easton. SGA has a long established and ongoing track record of successful projects in the Lehigh Valley including the Parks Master Plan, Trails Master Plan, Comprehensive Parks and Trails Signing System Design and the Lehigh Riverfront Redevelopment Master Plan, all for the City of Allentown. The firm is also currently working on a Master Plan for Wind Gap Park and a Comprehensive Parks, Recreation, Trails and Open Space Plan for Allen Township, immediately north of Allentown.

SGA unveils City of Hopewell U.S. EPA Urban Brownfields Redevelopment Plan

SGA was retained as part of a team to create a brownfields redevelopment plan for the City of Hopewell, Virginia as a component of a U.S. EPA funded Brownfields Hazardous and Petroleum Assessment project. SGA developed plans for a residential neighborhood and for the historic downtown of the city, which includes a large riverfront park. Brownfield sites ranged from former auto dealerships to dry cleaners and small-scale industry that revolved around the city’s major chemical production plants. Hopewell is most noted as the location of an Allied Chemical contracted plant (now Honeywell) that produced Kepone, a pesticide that was banned in the U.S., and was the subject of an extensive legal suite in the 1970s, that result of the extensive pollution in the James River and a ban in all fishing south of the City of Hopewell.

The plan developed by SGA focuses on using parks and public space to facilitate both green infrastructure and economic development. The riverfront park’s proposed improvements focus on a public private partnership approach by featuring an amphitheater, play-zone, and new opportunities to engage with the river as a framework to support a major new mixed-use infill development on adjacent redevelopment site. The plan includes a series of interconnected pocket parks and public spaces that lead visitors throughout the downtown. These spaces are designed as flexible, programmable spaces that can suit a variety of needs for the community while simultaneously complementing and encouraging future private development. SGA developed a strategy for creating new and in some cases temporary, public spaces that employ a tactical urbanism approach that will act as an immediately implementable catalyst for the revitalization by changing public perception of the value of brownfield sites.

The plan will re-energize the City of Hopewell by creating new opportunities for private investment and facilitate the remediation of numbers smaller and medium-sized brownfields sites scattering throughout the community.

Charles Town West End Master Plan

SGA has been developing a master plan for the City of Charles Town, West Virginia that uses several brownfield sites along Evitt’s Run to create a green corridor through the West End, introducing new public amenities including parks, stormwater management, and active recreation. The plan responds to the city’s historical context and will act as a catalyst for private development and pedestrian activity. This new system of public space is anchored on the north by an in-ground skate park and splash pad and on the south by an enhanced, retrofitted shopping center. A system of greenways and trails creates new pedestrian connections through the entire West End.

Historic Louisville Refuse Incinerator Adaptive Reuse Assessment

As part of a continuation of a U.S. EPA Area-Wide Brownfields Plan for the Louisville Central Rail Corridor, the city is looking to repurpose a historic refuse incinerator located at the Louisville Metro Waste Transfer Station. Originally designed by Joseph and Joseph Architects and Engineers in the 1950's, the building is largely unused, with only a small portion actively used as part of the waste management process. Stromberg/Garrigan and Associates is involved with the Architecture and Engineering Assessment Report, which examines the method of construction of the building, current condition of the structure, code implications, and other factors of its reuse. In addition to the services provided by SGA, ICF International is conducting a Historic Resource Evaluation that evaluates the building and site for eligibility to the National Register of Historic Places.

Commencing an Area-Wide Brownfields Strategy for the Lower Frankford Creek in Philadelphia

SGA is serving as the prime consultant to the City of Philadelphia City Planning Commission on the preparation of their U.S. EPA funded area-wide brownfield redevelopment strategy for the Lower Frankford Creek Watershed and portions of the Delaware Riverfront. The project comes at a fortuitous time when investment in and around the project area is mounting. New transportation investments are being made, including a major redesign of the I-95 interchange with the Betsy Ross Bridge, the extension of Delaware Avenue and the implementation of the East Coast Greenway that includes bike and pedestrian trails that can contribute positively to the health and well-being of local residents. The City is hoping to build upon this momentum by improving public health, environmental conditions, and public access to its riverfronts while facilitating public and private investment in the redevelopment of brownfield properties.

This project starts a vigorous public engagement campaign in the Bridesburg, Frankford, and Juniata Park neighborhoods and enables the City of Philadelphia and its development partners to prioritize social, economic development, and open space needs of residents. In turn, the process will develop a land development matrix that effectively balances equity, environment, and economics on a parcel-by-parcel level. There are three major brownfield sites identified as catalyst sites within the project area: the 65-acre former Philadelphia Coke Co., Inc. now owned by National Grid, the former Rohm and Haas complex now owned by Dow Chemical and the former Edgewater Dyeing and Finishing Co. Over the next 18 months SGA will be developing an area-wide plan and implementation strategy for the assessment, cleanup, and subsequent redevelopment of brownfields within the Lower Frankford Creek Watershed.

SGA’s Ranson – Charles Town Commerce Corridor Project is awarded a Phoenix Award and People’s Choice Award at the National EPA Brownfield Conference in Atlanta, GA

The cities of Ranson and Charles Town and SGA were recently recognized as part of consultant team for their decade-long planning effort and partnership of transforming a blighted and contaminated corridor of idled brownfields into a “Commerce Corridor” of mixed-use, sustainable downtown development that will bring together workforce housing, commercial office jobs and retail shopping, integrated with an enhanced park and recreational system and connected by community facilities, complete streets and green infrastructure. SGA Principals Timothy Stromberg and Sean Garrigan have been leading brownfields redevelopment planning and design on behalf of the two cities since 2002. Their planning work has led to nearly $90 Million in new private and public sector investment in the two cities and the creation of nearly 1000 jobs in the downtown heart of the two communities, including creating redevelopment framework for model green projects developed by the American Public University System, including two state-of-the-art academic facilities, which are Gold Level LEED Certified and located on former contaminated sites. Currently the firm, in conjunction with its affiliate architectural firm Landmarks SGA, LLC, is leading the final design of a model downtown mixed-use retail and multi-family complex on the former Powhatan Brass Foundry.

Overcoming Post-Industrial Legacy: Forming a Vibrant Downtown Riverfront in Virginia

SGA’s was selected as part of multi-disciplinary team to develop an area-wide brownfields redevelopment strategy for downtown Waynesboro, VA’s South River post-industrial redevelopment district. The three-year visioning process is funded through a U.S. Environmental Protection Agency Brownfields Assessment Grant and focuses on the inventory, assessment and redevelopment of dozens of hazardous and petroleum brownfield sites along the South River and within the City’s downtown. Waynesboro’s industrial legacy is most noted for DuPont’s exclusive acetate rayon fibers processing plant which began production in 1929. The product, later known as “Orlon,” was a market success and an additional plant was built, allowing Waynesboro to produce 40 million pounds annually by 1958.
