An Erith man has hauled his way to the top sport at a competition to find south east England's strongest man.</div>

Firefighter, Scott Saward, was taking part in his first strongman contest and won the ‘novice’ category against 20 rivals at the Strongman Galaxy event in Gravesend earlier this month.<br />
<br />
The 26-year-old is a former professional boxer and joined the Brigade as a trainee firefighter in November 2018.<br />
<br />
At 6ft 8 and weighing 22 stone, Scott is known as Two Bob as he’s twice the weight of his ‘Gov, Watch Manager Bob Dunk.<br />
<br />
Scott says there some parts of being a firefighter which come more easily to him, but it works both ways and if a member of the public has lost their door keys it'll be one of his colleagues who crawls in through a little window to get in or out.<br />
<br />
He added: “I really love the variety. You never know what you’re going to do when the bell goes. I like the feeling of being part of a close team of colleagues on the watch.<br />
<br />

For those of us living in Wandsworth, the buses are essential for getting around. With a lack of tubes, and the nearest train station up to an hour’s walk away, we are reliant on regular buses for everything from getting the shopping to going to work.</div>

You can often wait ages for a bus to come along only for it to be too full, but changes are being brought in from the end of the month to try and fix that.<br />
<br />
<strong><em>419 </em></strong><br />
From Saturday, September 28 the route of the 419 will be extended from Barnes to Roehampton, Bessborough Road, which will restore the direct link between the south end of Hammersmith Bridge and Roehampton Lane. It will also have links to Queen Mary’s Hospital and Roehampton University.<br />
<br />
The frequency will also increase, with buses running every 12 minutes on Monday to Saturday and every 20 minutes on Sundays and evenings.<br />
<br />
Unfortunately, the new route will no longer serve Church Road in Barnes but Transport for London says that customers travelling between Barnes Pond and the south end of Hammersmith Bridge can continue to use the 209.<br />
<br />
<strong><em>265</em></strong><br />
The additional buses on the 265 route between Roehampton and Putney Bridge station will no longer run from Saturday, September 28. But TfL say the main 265 service between Tolworth and Putney Bridge will continue as normal with buses running up to every 12 minutes, and supplemented by the newly-extended 419 route between Roehampton and Barnes.<br />
<br />
<strong><em>170</em></strong><br />
The 170 route is expected to run every 7.5 minutes on Monday to Saturday in the daytime from early next year. This is an increase from the current frequency of every eight minutes. It is also expected to increase its Sunday frequency to every 12 minutes, from its current 13. TfL also says an extra bus will be introduced for the morning peak to deal with crowding.<br />

Speaking about the changes Richard Freeston-Clough from London TravelWatch said: “These changes seem like a sensible restructuring of routes, particularly restoring the direct link between the south end of Hammersmith Bridge and Roehampton Lane. A popular family restaurant in Barnes says it shut down because of the closure of Hammersmith Bridge, which made it too difficult for customers to visit.</div>

Annie’s, on White Hart Lane, had been experiencing a decline in business after Rick Stein opened a restaurant nearby, but staff said the closure of Hammersmith Bridge “was the final nail in the coffin.”<br />
<br />
Teddy Kleindienst, Operations Manager at the main branch of Annie’s on Strand on the Green in Chiswick said business declined “literally overnight” after the closure of the bridge.<br />
<br />
“It was obvious because now a huge amount of traffic goes the other way,” he said.<br />
<br />
“Then it was like, OK, we’ll need to call it a day and we shut down pretty much from then.<br />
<br />
“It’s not like Hammersmith bridge is the reason why everything ended altogether, but it was like the final nail in the coffin really.<br />
<br />
“There were of course negotiations about that before, but we weren’t really intending on closing. But with that on top, when you’re struggling with whether you keep going or not, and then there’s another thing in your way, you’re like OK, I give up.”<br />
<br />
Annie’s had been a fixture on White Hart Lane for 18 years and “had a great reputation” according to staff.<br />
<br />
However, Mr Kleindienst says despite the closure some loyal customers now make the journey to the original Chiswick branch for the food.<br />
<br />
“We actually had a few people who came to Chiswick, luckily, who stayed loyal with us. They say ‘it’s an inconvenience for us now to go round to get to Barnes, so it’s pretty much the same distance if we just come to Chiswick. It’s more on our way then.”<br />
<br />
A spokesperson at Hammersmith and Fulham Council said: “Hammersmith Bridge was closed to motor vehicles to protect public safety after we discovered long-standing corrosion in critical parts of the suspension structure - something that had occurred over decades but was only identified by our comprehensive structural integrity review undertaken in the last few years. We’re working closely with TfL to fully restore the 132-year-old structure.<br />
<br />
“It’s always sad to see a popular local business close, but Annie’s is almost two miles away from the bridge, so unlikely to have benefited from the extra footfall the closure created in Castelnau.”<br />
<br />
The original Annie’s in Chiswick will be celebrating its 20th birthday this December.<br />

Police have released an image of a man they wish to speak to in relation to an arson attack that took place on Cheam Common Road on September 7.</div>

The incident happened at a former hairdresser's at around 5pm in Worcester Park.<br />

Emergency services attended the scene and began to evacuate neighbouring buildings and there were no reports of injuries.<br />

Detectives reviewing CCTV images have spotted a unknown man who was seen walking into an alleyway near to the shop at around 4:30pm.<br />

More trains are set to operate between the new Meridian Water station in Enfield and Stratford, delivering more seats for passengers.</div>

It is thanks to the completion of £170m of work by Network Rail to build 5.5km of new track on the Lea Valley Line and new platforms at Tottenham Hale and Northumberland Park.<br />
<br />
The completion of the work means there will be increased capacity on the West Anglia main line, with two additional trains an hour now able to run between Stratford and Meridian Water.<br />
<br />
The increase in service frequency is the latest step in a programme of improvements which saw Meridian Water station open in June as part of a £6bn development of the area being led by Enfield Council.<br />
<br />
Leader of Enfield Council, Cllr Nesil Caliskan, said the more frequent rail service would “help drive the regeneration” of the Meridian Water scheme.<br />
<br />
She continued: “The improved connectivity will help local people take advantage of services, jobs and opportunities right across London.<br />
<br />
“Enfield Council has invested more than £250 million of its own money to drive the Meridian Water project forward including £40million in the new station.<br />
<br />
“It is an exciting time with Meridian Water on track and gathering pace the new station opening and now the new more regular train service being delivered.”<br />
<br />
Improvements to Tottenham Hale station include a new platform and accessible footbridge with lifts and an escalator, reducing congestion around the station.<br />
<br />
Upgrades to Northumberland Park station include building an additional platform and new step-free footbridge across the railway for passengers and the community.<br />
<br />
Martin Moran, Greater Anglia’s commercial and customer service director, said: “Thanks to the completion of the new section of track, people in the Lea Valley can now enjoy a more frequent service, including at weekends, as the third track provides the additional capacity that enables us to operate two additional trains per hour throughout the day between Meridian Water and Stratford.<br />
<br />
“Further benefits will also follow with the introduction of our entire fleet of new trains, which are due to be rolled out across our network, including on Meridian Water services, by the end of 2020.”<br />
<br />
Rail Minister, Chris Heaton Harris, added: “We have worked closely with Enfield Council and Network Rail to improve local rail connections to coincide with the extensive local investment in new housing.<br />

Fire doors that failed safety tests carried out in the wake of the Grenfell Tower disaster will be replaced at a housing estate owned by the council.</div>

Doors made by Manse Masterdors were found at The Sandlings estate in Wood Green during checks carried out last year by the council’s housing arm, Homes for Haringey.<br />
<br />
These doors, which were installed in Grenfell Tower at the time of the tragic blaze in 2017, were found to resist fire for only half of the 30-minute minimum required by building regulations guidance.<br />
<br />
They will now be replaced with solid timber doors that passed fire safety tests carried out by the Government, the results of which were announced in July this year.<br />
<br />
According to the council, The Sandlings is the only block owned by the council that is fitted with Manse Masterdors.<br />
<br />
Other types of door are currently under review.<br />
<br />
Extra fire safety work due to take place at The Sandlings – which includes replacing the doors – will cost the council an extra £616,000.<br />
<br />
Some of the extra cost could eventually be recovered from the manufacturers of the unsafe doors or additional Government funding for fire safety measures.<br />
<br />
At a cabinet meeting on Tuesday (September 10), Chris Liffen, executive director for property services at Homes for Haringey, said the solid timber doors would be ordered immediately and delivered by the end of October.<br />
<br />
He added the last Manse Masterdors would likely be replaced in December.<br />
<br />

Stronger laws against anti-social behaviour will be introduced in Brent’s parks and cemeteries after they were approved by the council.</div>

Brent Council’s cabinet agreed with a report calling for a public spaces protection order (PSPO) in these areas.<br />
<br />
Those caught breaching the order – including drinking alcohol, littering and starting fires – could be fined £100.<br />
<br />
Using drugs – including ‘legal highs’ – urinating and defecating, and damaging furniture would also be covered by the order.<br />
<br />
Barbeques will be banned, with the council taking a “cautious” approach due to the risk of fires and the impact of smoke on other park users and neighbouring properties.<br />
<br />
Those wishing to set off fireworks, operate a drone or use a motorised vehicle would need to receive permission from the council.<br />
<br />
Cllr Tom Miller, responsible for community safety and engagement at Brent Council, said the council will not have powers to automatically dismantle tents in parks and cemeteries.<br />
<br />
He explained that, following conversations with homeless charity Crisis, it would not be appropriate to do so without assessing particular circumstances.<br />
<br />
The report also notes that owners are required to pick up after their dogs as part of the proposed system.<br />
<br />
Dogs will not be allowed in Alperton, Carpenders Park and Willesden cemeteries, but, following public objections, they will be permitted in Paddington Cemetery provided they are kept on leads.<br />
<br />
Currently there is a £20 fine system in place for anyone caught breaching park byelaws – but the council explained that no enforcement action has been taken since it was enacted.<br />
<br />
The PSPO – which, if broken, can lead to criminal prosecution – will apply to “all parks and open spaces and all cemeteries and graveyards” owned by Brent Council.<br />
<br />
Cllr Miller said: “These common-sense proposals will help everybody to enjoy our parks and open spaces in peace.<br />
<br />
“It will give us the ability to better deal with the anti-social behaviour that residents tell us affect their visits and, I hope, will ultimately make our parks cleaner and safer.”<br />
<br />
The council carried out an “extensive” public consultation on the issue earlier in the year and spoke with homeless charity St Mungo’s before putting the proposals together.<br />
<br />

Another blow has hit Essex County Council over its plans to scrap library service to voluntary groups across the county.</div>

Friends of Hullbridge Library (FOHL) has become the latest community group to withdraw their offer to take over their facility, as campaigners announce more plans for the 'Save our libraries - no closure by stealth' day.<br />

The event is to take place in several locations across Essex on Saturday, September 28.<br />

Tony Pencock, secretary of FOHL who has written to Essex County Council, said: "Having discussed this in committee, and with our members, I reconfirmed that we had absolutely no desire, or intention, of supporting the development of a community library in Hullbridge."<br />
<br />
"We believe that the only effective way to provide local library provision is via the Essex Library Service with properly trained staff and appropriate resources in the existing Library, which should be upgraded as a Community Investment rather than demolished and sold off.”<br />

Campaign groups across the county will be using the day of action to call on groups that have submitted takeover bids.<br />

A campaign to prevent people being fined for throwing litter from their car face is being backed by the district council.</div>

The Love Essex campaign says that drivers can face fixed penalty notices of up to £150 and fines as high as £2,500 plus costs upon conviction in a court.<br />
<br />
Banners will be displayed at fifteen KFC and three McDonald’s’ drive through restaurants across Essex, with take-away packaging displaying the message: “Can you afford to throw £150 away?”<br />
<br />
A humorous video has also been produced as part of the group’s attempt to spread the message via a social media campaign.<br />
<br />
“This year, the anticipated cost of keeping Epping Forest District clean and tidy will be around £1.4 million and picking up other people’s litter is an expensive part of that.<br />
<br />
“It is literally throwing money away which should be spent on more important things,” said Councillor Nigel Avey, portfolio holder contract and technical services.<br />
<br />
“We have seen the negative impact of litter on nature and wildlife, as well as in our oceans through programmes such as Blue Planet.<br />
<br />
A lot of that litter such as bottles, food packaging, straws, cans and cups, has been wind-blown from further inland, eventually turning up on our coasts. It is now even more vital we all do whatever is necessary to save our environment, protect our wildlife and eradicate the bad littering habit.”<br />
<br />
Keeping Essex tidy costs the taxpayer over £17 million a year, resulting in decreasing local authority budgets year-on-year, causing increasing costs in street cleaning.<br />
<br />
On Thursday, August 29, a man from Maldon was convicted and fine £757 for littering a cigarette butt from his vehicle in Parkway, Chelmsford.<br />
<br />
Huw James, managing director of KEFCO Sales Limited which is a KFC franchise, said: “I am proud to be a part of this campaign and to help spread the message to customers who visit my restaurants.<br />
<br />
“When it comes to eating food-on-the-go, we want to encourage that all litter is disposed of responsibly.<br />
<br />
“That’s why, together KFC and McDonald’s, will be applying 300,000 reminder stickers to our packaging during the course of this campaign.”<br />
<br />
Epping Forest District Council is asking everyone to act if they see someone throwing litter from their vehicle, by reporting the registration number to them by emailing at contactus@eppingforestdc.gov.uk or calling 01992 564000.<br />

OppO employs eight people at Belmont Road, four of whom have served or continue to serve in the Armed Forces.<br />

Shocking video footage shows the moment men fought with metal baseball bats in a violent Croydon street brawl.</div>

The brutal fight initially involved two men who can be seen violently swinging huge metal baseball bats at one and other as terrified shoppers walk by.<br />
<br />
The fight was caught on camera in broad daylight in Croydon, by commuter James Hackett as he walked home from work on Monday (September 9).<br />
<br />
He said he couldn't believe his eyes when he walked out of West Croydon tube station at 4.30pm to what he describes as a brawl similar to that "in a movie".<br />
<br />
Maintenance manager James, 26, decided to take out his phone to record the violence, which eventually involved around a dozen men.<br />
<br />
His video includes the spine-tingling sound of the metal bats clashing as the pair exchange blows.<br />
<br />
The men - who James said were aged between 18 and 22 - lash out of each other in front of a row of shops surrounded by shoppers during the evening rush hour.<br />
<br />
"At first I honestly thought it was a film shoot. It was like something you tend to see in a film", said James, from Croydon.<br />
<br />
"I didn't think it was real at first. They were really going at each other.<br />
<br />
"It's the worst violence I've ever seen. Someone could have died if they'd have been hit in the head with one of those bats.<br />
<br />
"You must be crazy to do something like that. It was really violent."<br />
<br />
James said he is unsure how the fight started or what the two men were angry about.<br />
<br />
He said he didn't see anyone get injured during the fight and didn't see any police officers at the scene.<br />
<br />
The fight lasted for around a minute, according to James, and only involved the two men who can be seen in the video.<br />
<br />
Onlookers tried to break the pair up but backed off when they started to dangerously swing their weapons through the air.<br />
<br />
James said: "I heard loads of shouting but only two people had baseball bats.<br />
<br />
"Loads of people crowded around them. People came out of side streets to see what was going on.<br />
"I have no idea what it was over or how it started.<br />
<br />
"I didn't see anyone get injured. I was in the area for about ten minutes and didn't see any police or hear any sirens."<br />
<br />
At this stage it is not known if the incident was reported to the Metropolitan Police.<br />

A high-performing primary school is set to be closed down, despite heartfelt appeals from parents, teachers, pupils and councillors.</div>

Brent Council’s cabinet approved a report outlining plans for the phased closure of Roe Green Strathcona School in Wembley.<br />
<br />
It means the school – which was set up to assist the council during an admissions crisis – will no longer accept new pupils in September 2020 and will shut in July 2022.<br />
<br />
Several representatives for the school voiced their opposition to the plans at a yesterday’s (September 9) cabinet meeting.<br />
<br />
They urged senior councillors to “save the school”, asking them to look beyond “figures on a spreadsheet”.<br />
<br />
“We are astounded that none of the arguments we have put forward are under your consideration,” said Gloria Ahmadi, chairman of the school’s governors.<br />
<br />
“This is not simply an economic decision – it impacts enormously on people’s lives.<br />
<br />
“Pupils and parents want to stay at this school. This is not just number-crunching and figures that we look at – these are children’s lives.”<br />
<br />
She accused the council of “poor planning”, given that the school was initially set-up at its request and, just five years later, closure is being discussed.<br />
<br />
Executive head teacher Nicole Lobo said the council disregarded responses to the consultation on the issue where “99.8 per cent disagreed with the plans”.<br />
<br />
She added it had made it “as difficult as possible to respond” and suggested the council had failed to manage public funds responsibly.<br />
<br />
Cllr Daniel Kennelly said it was important to protect schools in the model of Strathcona, which was frequently described as “outstanding” and “like a family”.<br />
<br />
He said: “This is the kind of school that we all wanted to see – council-led institutions that accommodate the needs of the most disadvantaged.”<br />
<br />
As part of the proposals, the school’s age range will be reduced from 3-11 to 3-7 while, from September 2020, the number of places will drop by 30 to 120.<br />
<br />
Council officers explained that each pupil at Strathcona receives around £7,100 in funding from the government’s Dedicated Schools Grant.<br />
<br />
This is more than £2,000 more per pupil when compared with the rest of Brent and, according to the council, such disparity motivated the proposed changes.<br />
<br />
Cllr Amer Agha, responsible for schools at Brent Council, said this additional funding would be distributed across the borough.<br />
<br />
And Brent Council leader Cllr Muhammed Butt said it was the local authority’s responsibility to “make difficult decisions”.<br />
<br />
“It gives me no pleasure to look at this report, to look people in the eye and make these choices – but we cannot shy away from it,” he said.<br />
<br />

People living in Bowes, in the south of Enfield, quizzed a health representative about a shortage of GPs in their area at a ward forum on Monday (September 9).<br />
<br />
The meeting was attended by Fazilla Ahmed of Healthwatch Enfield – an organisation set up to listen to the views of the public and provide feedback to health and care providers.<br />
<br />
One man told the forum the area was seeing “more and more flats and less and less services”.<br />
<br />
He said: “There are fewer surgeries than we had before the flats were built. There are more flats being built round this part of the borough, and we don’t have the facilities to cover it.”<br />
<br />
Ms Ahmed said the NHS was trying to recruit GPs from other countries due to a shortage of workers in London.<br />
<br />
She added: “More GPs are retiring and seem to be leaving at the same time.<br />
<br />
“What is happening is there are no GPs to replace them, so sometimes patients have to go to their ‘next-door GP’ – but that may not be next door.”<br />
<br />
Cllr Yasemin Brett (Labour) said a planning application had been submitted for a doctors’ surgery on land owned by Notting Hill Genesis at the corner of Green Lanes.<br />
<br />
But she added Enfield Clinical Commissioning Group “had not done their side of the deal” and the development was being held up.<br />
<br />
Cllr Brett said there was a “huge need” for GPs in the area and suggested meeting with the new North Central London Joint Commissioning Committee to discuss the situation.<br />
<br />
Ms Ahmed added health officials were trying to ease the pressure on GPs by directing people with less serious conditions to pharmacists and the 911 service.<br />
<br />
She added the public was also being encouraged to see using accident and emergency units as a “last resort”.<br />
<br />
Ms Ahmed said: “I think there is something about all of us trying to be more responsible in terms of how we access services.”<br />
<br />
NHS figures published last year revealed that in October nearly one in five patients had to wait at least 15 days to see a GP in England.<br />
<br />

Volunteers operating a Speedwatch scheme in across several towns in the district has reported that almost half of all vehicles found to be speeding.</div>

The Thornwood, Hastingwood and North Weald team said that drivers going along Upland Road, Thornwood, was a “major problem”.<br />

The issue was addressed at North Weald Bassett Parish Council’s meeting on Monday, September 1, by Thornwood Common ward Cllr Baden Clegg.<br />
<br />
Checks had been carried out early on weekday mornings, Sunday mornings and between 4.30pm and 5.30pm during the week.<br />
<br />
"We just can't keep up with it," he said. "It's basically close to 50 per cent or more who are speeding at different times of the day - anything between 40mph and 61mph."<br />
<br />
In Woodside, Thornwood, checks in just one hour (between 7.30am and 8.30am on Friday, August 16) recorded 354 vehicle movements with a total of 18 per cent of all vehicles over 36mph.<br />
<br />
During another check outside Screwfix on High Road, Thornwood on a Sunday morning - 500 vehicle movements were recorded in an hour.<br />
<br />
However, no drivers was caught exceeding the 40mph speed limit.<br />

The ad was banned from being shown again, and Deliveroo were told to ensure future ads did not claim or imply that delivery was unrestricted throughout the UK.<br />

Deliveroo acknowledged there were locations which they did not currently cover, but believed the words “some restrictions apply, obviously,” which appeared at the point where the voice-over stated that Deliveroo was available “wherever you want,” made clear it would be unable to deliver in certain locations.<br />

The ad, screened in March this year, showed people using the Deliveroo app to have food delivered to them in unusual locations or circumstances, including an astronaut in space and a prisoner tunnelling underground to escape from jail.<br />
<br />
An ASA spokesman said: "We considered viewers were likely to interpret the claim 'Order what you want; where you want; when you want it' to be referring to the choice of food, geographical availability and choice of timing of delivery from Deliveroo.<br />
<br />
"Given the absolute nature of the claim and the absence from the claim of any additional explanation, we considered they were likely to expect that those features of the service, including availability, applied throughout the UK without restriction.<br />

A young man has deliberately killed "thousands" of bees in Bromley, worried locals have claimed.</div>
News Shopper understands police are aware of the suspect after he was reported for acting suspiciously in Beckenham.<br />
<br />
One resident, Lisa, who didn’t want her full name used, told News Shopper she has spotted the "hooded man" almost daily by Elmers End Station.<br />
<br />
"I’ve seen him for the last five weeks while it’s been lovely and hot," she said. "He hunches over the bridge looking in bushes.<br />
<br />
"He is grabbing in the bushes and my nephew saw him with a plastic bottle grabbing bees and standing there shaking it.<br />
<br />
"He had one bottle in his pocket and the other was three quarters full."<br />
<br />
Lisa claimed the suspect is sometimes present three times a day and has reported her concerns to relevant authorities including the RSPCA.<br />
<br />
"He must have killed thousands of bees in his time," she added. "No way could they survive in a plastic bottle in the heat.<br />
<br />
"He doesn’t have gloves on either so must have been stung a few times. God know how many bees he has killed.<br />
<br />
"Bees are obviously good for us and we could do without someone catching them and putting them in a container."<br />
<br />
News Shopper understands the suspect may be aged between 18-22.<br />
<br />
The Safer Neighbourhood Team sare aware of him and people have been advised to call 999 if they spot anyone acting suspiciously around bees.<br />
<br />
One source, who has spoken to the suspect, told News Shopper: "He was killing bees by putting them in a bottle for days on end."<br />

"Not only did they take up a load of food to the site to help feed the residents and firefighters all the staff donated there tips to the fund to aid the homeless residents.<br />

Following reports this week that Britain faces a new big freeze this winter, experts say it cannot be predicted this far ahead.<br />

Scientists from University College London have predicted an average temperature of 3.9C (39F) for January to February next year in central England - which they said was 0.5C below the 1981 to 2010 average for the same period.<br />

After studying sea temperatures and air pressure over the north Atlantic Ocean, climate experts have suggested January and February 2020 could be among the coldest for decades.<br />
<br />
This would be caused by the jet stream - strong winds that move weather systems across from the Atlantic to Britain - deflecting southwards for weeks around Christmas, allowing freezing air to dominate.<br />
<br />
But the Met Office spokesperson said: “It is hard for us to comment on someone else’s research.<br />
<br />
“From our perspective our longest outlook is three months and wouldn’t be used for daily or even weekly forecasting. It doesn’t reach as far as this research is predicting.”<br />

Around the country, other weather experts have also poured scorn on the findings, with one saying: “Aware of some very dodgy articles doing the rounds at the moment.<br />

“There is absolutely no way of knowing what winter has in hold for us at this moment in time. Eventually we will get a very cold winter and no doubt they will be taking the credit.”<br />

A spokeswoman for the rescue farm said: "The farm will also open as usual, so that visitors are able to walk around the rescue centre and view the animals available for rehoming, as well as the farm animals and horses which live at Foal Farm permanently.<br />

"All proceeds raised will be used to continue Foal Farm’s lifesaving work.<br />
<br />
"The charity have been rescuing and rehoming abused, abandoned and neglected animals in Kent for almost 60 years."<br />

Foal Farm rescues approximately 700 animals every year.<br />
