<li>Direct and administer the organizational budgeting process and financial planning and policies. Oversee and provide assistance to all units of the organization in developing and managing their respective components of the overall budget. Forecast anticipated budgetary increases/reductions based on an analysis of the library’s goals and needs.</li>
<li>Monitor expenditures against allocations to ensure disbursements do not exceed authorized funding levels. Develop administrative cost containment plans as necessary to ensure proper management of fiscal administration.</li>
<li>Produce, review, and analyze financial information and reports. Forecast financial data and develop and evaluate performance metrics. Support and advise the Library Director and senior management team in decision making on financial matters.</li>
<li>Work closely with human resources unit on budgeting and administration of salaries and benefits, position control, regulatory oversight and legal compliance. Execute effective employee and labor relations practices, and comply with collective bargaining agreements. Implement the rules, regulations and procedures of the New Jersey Civil Service Commission, the New Jersey Public Employment Relations Commission, and the New Jersey Public Employees Retirement System.</li>
<li>Apply Total Quality Management principles to process improvement and continually look for ways to improve or enhance administrative processes throughout the library system.</li>
</ul>
<p>Collections</p>
<ul>
<li>Manage the collections units in the selection, acquisition, organization, accessibility, preservation, and distribution of content for a large library system in print and digital formats. This includes the flow of information and material resources from the point of origin to destination in order to meet the needs of library customers. Utilize business management experience to oversee inventory, storage, material handling, and packaging, shipping, and security. Apply knowledge of library materials in print and digital formats including books, e-books, audio books, audio visual materials, databases, magazines, and electronic resources.</li>
<li>Apply knowledge of copyright, licensing, intellectual property, digital rights management issues, and distribution platforms in the emerging e-book marketplace.</li>
</ul>
<p>Technology</p>
<ul>
<li>Direct the technology unit which is responsible for the ongoing maintenance and updating of the library’s information systems and infrastructure including hardware, software, telecommunications, and website. The technology unit includes applications development and maintenance, operations production and control, database management, operating systems programming and maintenance and network management. It provides the technological expertise to enhance the library customer experience in the following areas: website, e-books, audiobooks, apps, mobile technologies (such as tablet computers and smartphones) virtual reference, QR Codes, social networks, streaming video and audio.</li>
</ul>
<p>Facilities and Purchasing</p>
<ul>
<li>Direct the facilities unit which makes certain the library’s buildings, grounds and equipment are operational. Develop or approve project plans for the repair and construction of building facilities. Prepare annual and capital budget requests.  Analyze the library’s requirements for space and facilities based on current and anticipated operations or changes in functions or workflow and future plans of operations.</li>
<li>Apply knowledge of administration of the procurement of goods and services through quote, bid, request for qualifications, and request for proposals including the creation of specifications. Oversee and monitor all purchases of materials, supplies, and equipment to ensure compliance with the New Jersey Public Contracts Law 40:A:11-1 et seq. Administer bidding opportunities, bid results, and awarded contracts and oversee communications with vendors. Apply knowledge of New Jersey Business Registration procedures and regulations, county contracts, and state contracts.</li>

<p>Public Relations</p>
<ul>
<li>Oversee and provide budgetary oversight for the library’s public relations unit which includes public information, special events, printing and graphics, and the library’s mascot program. Ensure the public relations unit supports the library’s organizational goals and that written materials and print production meet quality control expectations.</li>

<p>A Master's degree in Library or Information Science in a library program accredited by the American Library Association or from a New Jersey college Master's program in Library Science that has been deemed acceptable by Thomas Edison College and four (4) years of library experience including work in the service, circulation, and reference areas, one (1) year of which shall have been in a supervisory capacity. Appointees will be required to possess or obtain a valid certification as a Professional Librarian issued by the Bureau of Teacher Certification, Thomas Edison State College. Appointees will be required to possess a driver’s license valid in New Jersey and are required to become a resident of New Jersey within one year of hire.</p>
<p><strong><span style="text-decoration: underline;">Preferred Experience</span></strong>:</p>
<p> Administrative experience in budget preparation, records management, and analyzing, evaluating, and providing advice to management on such matters as work methods and procedures. Experience in collection development, communications, facilities management, management information systems, organizational structure, human resources, project management, and policy development. The following qualifications are highly desirable: Master’s degree from an accredited college or university with a major course of study in business administration (MBA) or public administration (MPA); certification as Qualified Purchasing Agent; certification as municipal or county finance officer.</p>
