Austin’s State-of-the-Art $40 Million Downtown Wastewater Tunnel

SAK digs deep to create long-lasting infrastructure for Austin’s booming population

ST. LOUIS (November 12, 2012) ‒ Far beneath the surface of Austin’s popular Lady Bird Lake‒a handsome 416-acre water reservoir that provides recreational opportunities as well as flood control‒years of intense “dirty work” took place, largely unnoticed by local citizens, as crews labored to create a huge wastewater tunnel that ran as deep as 80 feet underground. As might be expected, the technological and safety challenges of excavating a 4-mile-long, downward-sloping tunnel along a path that runs parallel to a river and underneath a lake at three different locations were considerable. But the need for a true state-of-the-art, gravity-powered wastewater system to accommodate Austin’s growing population well into the future was apparent to City of Austin planners. To tackle the job, the city brought in the joint venture team of SAK/Quest, consisting of St. Louis area-based SAK Construction and Quest Civil Constructors Inc. of Phoenix, along with Parsons Engineering. The tunnel, which was recently completed, is expected to last with minimal maintenance for at least a century—twice as long as the antiquated system it replaced.

Construction on the $40 million tunnel began in early 2010. The project required deep, large-diameter tunnel excavation, a sophisticated type of tunneling that calls for highly specialized expertise and equipment, which SAK, a nationally known provider of pipeline rehabilitation, CIPP and tunneling, offers. The project included approximately 20,554 linear feet of tunnel and utilized 121-inch and 84-inch diameter tunnel boring machines. In addition, SAK/Quest lined the tunnel with pipeline using the latest high-tech materials designed for long life and low maintenance. The Downtown Wastewater Tunnel is managed by the City of Austin Public Works Department.

Challenges to project team

How to perform deep excavation on the tunnel‒which closely parallels the Colorado River for much of its length as well as crossing underneath the lake‒was, of course, the major challenge for the SAK/Quest team. To allow tunnel construction access from five surface locations for the initial segment of the tunnel, SAK/Quest crews constructed four shafts to depths of 75-to-80 feet. In addition, the team set up bypass sewerage pumping to allow an existing lift station to be cleaned and converted into a fifth shaft.

Working safely so deep underground is partly dependent on the composition of the ground layers above. During the excavation process, the SAK/Quest crew encountered one particularly challenging area of low rock cover. “In an area with less than three feet of weathered and broken rock separating the tunnel from 50 feet of sand and an unlimited supply of groundwater above the rock, the risk of catastrophic failure that could endanger the tunnel workers, city property, a nearby railroad and the general public, was a major concern,” says James Byrd, senior project manager for SAK. “The project team went to work to find an answer. SAK/Quest offered a solution to lower the tunnel, yet still maintain a downward slope to keep the sewer flowing by gravity. The city ordered additional geotechnical drilling and Parsons engineered a risk-reducing design incorporating the SAK/Quest solution. Subsequently, the risk was greatly reduced, and the new design resulted in the tunnel being safely and successfully excavated through this area.”

Benefits to the city and its residents

The Downtown Wastewater Tunnel and the pipeline installed inside it dramatically expand the system’s capacity to a level that is expected to accommodate the area’s projected population growth for the next 60 years. The tunnel replaces an inadequate system of 50-year-old, deteriorated concrete pipeline and the associated lift stations that were previously necessary to power wastewater through the sewer system. By installing a sloping tunnel that instead utilizes gravity, the city was able to eliminate the need for two lift stations that many residents considered a blemish on the downtown scene.

In addition, the tunnel houses glass-fiber-reinforced polymer mortar pipe that is expected to last at least 100 years. “SAK/Quest installed centrifugally cast fiberglass reinforced pipe, which, unlike concrete, is not susceptible to the corrosive effects of sewer gas,” says Byrd. “Special cement-free polymer mortar manholes‒the largest in diameter of their kind in the nation‒were also constructed at the city’s request. Through the use of these new corrosion-resistant materials, SAK/Quest dramatically reduced potential maintenance and repair costs, resulting in a potential savings of tens of millions of dollars over the lifetime of the wastewater system.”

ST. LOUIS (June 5, 2012) – When unexpected ground conditions put a sudden halt to initial efforts to excavate a new 558-foot-long, 16-foot-diameter tunnel leading from the Lemay Wastewater Treatment Plant, the Metropolitan St. Louis Sewer District reissued the project for bid to find a contractor equipped for the challenge. The project award, which included pipe installation as well as tunneling, then went to SAK Construction, a national pipeline rehabilitation, CIPP and tunneling services contractor headquartered in O’Fallon, Mo. SAK began work in December 2010 and completed the $10.875 million project, formally named the Lemay Wastewater Treatment Plant Wet Weather Expansion Outfall Sewer project, in approximately 16 months. The completed outfall sewer line is now in service, providing a new effluent discharge line from the Lemay Wastewater Treatment Plant to a structure on the west bank of the Mississippi.

The scope of work on this project included an extensive tunnel excavation of 381 linear feet. A tunnel boring machine excavated the tunnel to just over 11 feet; crews then went in using non-explosive and explosive rock methods to further widen the tunnel to a 16-foot-diameter horseshoe shape to accommodate the installation of concrete pipe segments that were 12 feet long and 132 inches in diameter. In addition to difficult ground conditions, challenges encountered and resolved by the SAK team included the discovery of a previously unknown and unmarked sanitary tunnel, which caused flooding during tunnel excavation and required the erection of a temporary bypass pumping operation.

The project was designed by Black & Veatch. The construction management team representing MSD on this project was KAI Design & Build.

New projects include:

· The City of Fresno, Calif.—a $2.15 million contract for the replacement of existing sewer mains in the areas of North Millbrook, East Ashlan, East Olive, South Maple and East Butler avenues. Using CIPP (cured-in-place pipe), SAK will rehabilitate 13,278 linear feet of sanitary sewer pipeline,12 inches to 24 inches in diameter. The project is underway to help the city meet the guidelines of the California Environmental Quality Act (CEQA).

· The City of Las Vegas, Nev.--a $3.06 million wastewater infrastructure renovation contract for the Sewer Rehabilitation Group D project, located in the northwest section of the city. SAK will renovate 13,309 linear feet of existing sanitary sewer pipe, 15 inches to 36 inches in diameter, using CIPP.

· The Water Works and Sanitary Sewer Board of the City of Montgomery, Ala.--a $3.8 million contract for the city’s 2011 Upper Catoma Interceptor Rehabilitation project. Using CIPP, SAK will renovate 25,000 linear feet of sanitary sewer interceptor piping, 30 inches in diameter.

· The Knoxville, Tenn., Utilities Board--a $1.3 million contract for the Fourth Creek Sub-Basin 37 “Find and Fix” project. SAK will renovate 9,000 linear feet of existing sanitary sewer pipeline, 8 inches to 30 inches in diameter, using CIPP.

· Henderson Water Utility of Henderson, Ky.--a $2.3 million CIPP (cured-in-place pipe) contract for the city’s Downtown Sewer System Rehabilitation project. SAK will renovate 18,736 linear feet of sanitary and storm sewer pipeline, 8 inches to 48 inches in diameter, using CIPP.

· The Metropolitan Sewer District of St. Louis, Mo.--a $3.54 million wastewater infrastructure contract for the utility’s Infrastructure Repairs Fiscal Year 2011 project, which includes work on specified pipeline segments throughout the MSD service system. SAK will rehabilitate 124,000 linear feet of sanitary sewer pipeline, 6 inches to 36 inches in diameter, using SAK’s CIPP process.

“Much of the infrastructure of our nation’s system was put in place many decades ago and requires assessment and renewal to avoid blockage, sewer overflows or collapses,” said Charlie Kuhnmuench, vice president of business development, SAK Construction. “By using SAK’s CIPP capabilities to renovate aging wastewater pipelines, we can restore the pipeline’s structural and functional integrity, cost effectively and with minimal above-ground disruption to streets and neighborhoods.”

ST. LOUIS (November 4, 2010) ---The U.S. Army Corps of Engineers, St. Louis District, has awarded a $9.178 million contract to SAK Construction for the Old Mill Creek Phase 1A project for the Metropolitan St. Louis Sewer District. The project, which targets the aging Old Mill Creek Sewer and smaller connecting sewers, is designed to eliminate or control related sewer overflows that affect both the City of St. Louis and St. Louis County, Mo. SAK, a national pipeline rehabilitation and tunneling industries contractor headquartered in the St. Louis area, won the contract in a negotiated Request for Proposal solicitation.

The Old Mill Creek Phase 1A project is partially funded by the Clean Water State Revolving Fund of the American Recovery and Reinvestment Act (ARRA) of 2009, which provides significant funding for states to finance high priority infrastructure projects needed to ensure clean water and safe drinking water.

“With America’s aging infrastructure, communities nationwide face serious issues related to deteriorating sanitary sewers, storm sewers and water mains,” says Charlie Kuhnmuench, vice president of business development, SAK Construction. “To help clients avoid or solve water-related problems, we develop and deliver the specific, most cost-effective pipeline solutions—such as cured-in-place pipe--that will work best for each community’s sewer and water main needs. For the Old Mill Creek project, we’ll apply a cross-section of trenchless technologies to rehabilitate the sewer and its connectors with minimal disruption to the above-ground environment.”

SAK Construction will rehabilitate 5,360 linear feet of the arch-shaped, 15-foot-tall, 20-foot-wide Old Mill Creek sewer and connecting sewers. Work on the existing century-old structure, which is built of limestone block and brick, requires external chemical grouting; reinforcement of the con-crete invert; repair of 8-inch, 12-inch, 15-inch and 18-inch lateral sewer pipes; the application of reinforced shotcrete lining; and protection and restoration of the site. The project’s scheduled completion date, subject to delays due to high river stages, is the end of November 2011.
