भगवान श्रीकृष्णले पवित्र ग्रन्थ गितामा भन्नुभएको छ की यस धर्तीमा गरिने हरेक राम्रो नराम्रो कर्मको फल मानिसले भोग्नुपर्छ । तर आफ्ना कर्मको फल केवल मानिसले मात्र होइन भगवानले पनि भोग्नुपर्दोरहेछ यो कली युगमा ।

भगवानले पनि आफुले गरेका गलत कर्मको लागि सजाय भोग्नुपर्छ । गलत काम गर्ने भगवानलाई कठघरामा उभ्याइन्छ अनि सुरु हन्छ आरोप प्रत्यारोपको श्रृंखला । भगवानलाई निष्कासनदेखि लिएर मृत्युदण्ड सम्मको सजायँ दिइन्छ ।

भगवानलाई नै मृत्युदण्ड दिने यस्तो अनौठो तथा अपत्यारिलो काम हुन्छ हाम्रै छिमेकी भारतमा । भारतको छत्तिसगढको बस्तर जिल्लास्थित केशकाल नगरमा भंगाराम देवीको मन्दिर छ । भंगाराम देवी मन्दिर स्थानीय धेरै गाउँको आस्थाको केन्द्रको रुपमा रहेको छ । हरेक वर्ष उक्त मन्दिरमा ठूलो मेला लाग्छ । मेलामा स्थानीय आसपासका सबै गाउँका मानिसहरुले आ आफन्ा देवी देवता लिएर उक्त मन्दिरमा पुग्दछन् । एउटा देव अदालत खडा गरिन्छ त्यहाँ ।

उक्त अदालतमा गाउँलेहरुले देवी देवताहरुलाई प्रतिवादी बनाएर उजुरी हाल्छन् । सबै दोषी देवी देवताहरुलाई देव अदालतमा पेश गरिन्छ ।

उक्त देव अदालतको न्यायाधीशको रुपमा भंगाराम देवीको मन्दिरका पुजारी हुन्छन् । दिनभर अदालतमा मुद्धाको सुनुवाई हुन्छ र बेलुकी फैसला सुनाइन्छ । देवी देवताहरुले गाउँलेउपर गरेका अन्याय तथा अपराधकर्मको लागि सजायँ सुनाइन्छ ।

जसमा ६ महिनासम्म निष्कासन गर्नेदेखि लिएर अनिश्चितकाल सम्मका लागि निष्कासन गर्ने सम्मको हुन्छ । यति मात्र होइन, देवी देवतालाई मृत्युदण्डको सजाय समेत दिइन्छ । मृत्यु दण्डको सजायँ दिँदा भगवानको मूर्तिलाई फोडिन्छ । निष्कासनको सजाय पाउने देवी देवतालाई मन्दिरको नजिकै बनेको एक खुल्ला जेलमा छाडिन्छ ।

सजाय काटिसकेपछि ती देवीदेवताका मूर्तिहरुलाई पुनः धुमधामपूर्वक पुजा गरेर ससम्मान गाउँलेहरुले आ आफ्ना मन्दिरमा लगेर स्थापित गर्दछन् ।

देवी देवताहरुमाथि लाग्ने अधिकांस अभियोगहरु मानिसहरुका इच्छा पूरा नगरेको सम्बन्धी नै हुने गरेका छन् । बालीनालीको उत्पादन कम भएमा, घरपालुवा पशुहरुलाई रोगविमार लागेमा तथा गाउँलेहरु बिरामी परेमा वा अकालमा मरेमा पनि देवी देवताहरु विरुद्ध देव अदालतमा मुद्धा हाल्ने गरिएको छ । रोचक कुरा त के भने यो मेलामा महिलाहरुलाई भने जान निषेध गरिएको छ र जात्राको प्रसाद खान पनि दिइँदैन ।

१८ जेठ, काठमाडौं । वैदेशिक रोजगारीलाई ‘ठगीको धन्दा’ कसले बनायो ? धेरैैको एउटै उत्तर हुन्छ-‘म्यानपावर सञ्चालक र तिनका एजेन्ट (दलाल) ले ।’

लगभग वास्तविकता पनि त्यस्तै छ । म्यानपावरहरुसँग सेटिङ गर्दै सोझा-साझा युवालाई पुरा हुनै नसक्ने सपना बाँडेर कमाउ धन्दा चलाउने एजेन्टहरुको सञ्जाल बढ्दै छ । यसैलाई ध्यानमा राखेर सरकारले म्यानपावरका लागि एजेन्ट तोक्ने कानुनी व्यवस्था नै हटाउने तयारी गरेको छ ।

नेपालमा म्यानपावरको एजेन्टका लागि सरकारले लाइसेन्स नै जारी गर्दै आएको छ । यसका लागि दुई लाख रुपैयाँ धरौटी राख्नुपर्छ । तर, सुरक्षित आप्रवासनमा काम गर्ने अधिकारवादीले यसलाई ‘ठगीको लाइसेन्स’ भन्दै तीव्र आलोचना गरेपछि सरकारले लाइसेन्स दिने व्यवस्थालाई नै हटाउने तयारी गरेको छ ।

संशोधनको तयारीमा रहेको वैदेशिक रोजगार ऐनले अब एजेन्ट सम्बन्धी व्यवस्थालाई खारेज गर्ने लगभग पक्कापक्की भएको छ । नयाँ ऐन जारी भएपछि नेपालमा म्यानपावर एजेन्टको वैधानिकता सकिनेछ । यसपछि एजेन्टको लाइसेन्स देखाउँदै युवालाई शहरका म्यानपावरमा ल्याएर ‘बेच्ने’ एजेन्टहरु खारेज हुनेछन् ।

सरकारले धेरै युवा एजेन्टमार्फत म्यानपावरसम्म आउँदा ठगिने गरेको निश्कर्ष निकालेको छ । प्रहरीको महानगरीय अपराध महाशाखाले मात्रै पछिल्ला १० महिनामा २२ वैदेशिक रोजगारीका नाममा भएका ठगीका मुद्दामा २४ एजेन्टलाई पक्राउ गरेको छ । यसै तथ्यबाट पनि सरकार झस्किएको हो ।

मन्त्री एजेन्टको विपक्षमा

श्रम तथा रोजगारमन्त्री दीपक बोहोरा जस्तोसुकै अवस्थामा पनि अब वैदेशिक रोजगारमा रहेका एजेन्टलाई वैधानिकता दिने पक्षमा छैनन् ।

ऐन संशोधनबारे सुझाव दिन गएको एक टोलीसँग मन्त्री बोहोराले एजेन्टका कारण वैदेशिक रोजगारी प्रदुषित भएको भन्दै नयाँ ऐनले एजेन्टको परिकल्पना नै नगर्ने बताए ।

‘अबको ऐन संशोधनपछि सरकारले एजेन्टलाई चिन्दैन,’ उनले भने-‘वैदेशिक रोजगारीलाई व्यवस्थित र मर्यादित बनाउने दायित्व सरकारको हो । त्यसैले ठगीका लागि राज्यले प्रोत्साहन दिने व्यवस्था हटाउनुपर्छ ।’

म्यानपावरको पनि जोड

वैदेशिक रोजगार व्यवसायी संघले यसअघि नै सरकारलाई सबै एजेन्ट खारेज गरेको भन्दै पत्र लेखेको थियो । एजेन्टहरुले ठगी गर्ने क्रम बढ्दा आफूहरुले बदनामी भएको संघका अध्यक्ष बिमल ढकाल बताउँछन् ।

‘सरकारले कामदारसँग १० हजार रुपैयाँ लिन पाउने गरी शुल्क तोकेको छ । तर, एजेन्टले कामदर ल्याउँदा नै ठूलो रकम माग्छ’ अध्यक्ष ढकालले भने ।

फ्री भिसा र टिकट कार्यान्वयन बाधक

फ्री भिसा र टिकट कार्यान्वयनमा पनि एजेन्टको अनावश्यक सक्रियताले समस्या पारिरहेको एक श्रम अधिकारीले बताए । ‘एजेन्टले गाउँका युवालाई अनेक सपना देखाएर शहर ल्याउँछन्’ ति अधिकारी भन्छन्-‘म्यानपावरसँग बार्गेनिङ गर्छ, आफुले भनेजति पैसा नपाएसम्म युवालाई म्यानपावरमै लैजाँदैन । युवाको पासपोर्ट आफ्नो खल्तिमा हालेर पैसाको बार्गेनिङमा लाग्छ । त्यसैले अब एजेन्टलाई विस्थापन गर्नैपर्छ ।’

उनले एजेन्टको बदमासीले कतिपय व्यवसायी समेत बाध्य भएर ठगी धन्दामा लागेको बताए । आफूले भनेजति रकम नदिएसम्म कामदारलाई म्यानपावरमा नपुर्‍याउने र पैसाकै लागि अवैधानिक म्यानपावर र ठगको सञ्जालमा बुझाइदिने गरेको ति अधिकारी बताउँछन् ।

‘व्यवसायी पनि कमाउनै बसेका हुन्, गाउँबाटै पासपोर्ट नै होल्ड गरेर युवालाई बाध्य बनाइन्छ’ त्यसैका कारण व्यवसायी पनि कमाउने चक्करमा पर्दा युवा फस्छन्’ उनले भने ।

एजेन्ट खारेज भएपछि युवा जसरी पनि आफैं म्यानपावर पुग्ने सरकारको अपेक्षा छ ।

१० हजार एजेन्ट !

वैधानिक रुपमा लाइसेन्स लिएका एजेन्टको संख्या ७ सयको हाराहारी मात्रै छ । एजेन्टहरुको छाता संगठन नेपाल वैदेशिक रोजगार प्रतिनिधि एजेन्ट एसोशिएसनले वैधानिक एजेन्टले राखेका १० हजार सब-एजेन्ट नेपालका क्रियाशील रहेको दावी गर्ने गरेको छ ।

संघले दावी गर्ने सब-एजेन्ट कुनै रुपमा कानुनी होइनन् । तर, उनीहरु सरकारसँग विभिन्न कुरामा बार्गेनिङका लागि पुग्ने गरेका छन् । तिनै एजेन्ट र अवैधानिक सब-एजेन्टले कामदार ठग्ने क्रम पछिल्लो समयमा निकै बढेको छ ।

गत असार २१ गतेदेखि मलेसिया र खाडीका ६ मुलुकका लागि निःशुल्क भिसा र टिकटको नीति लागू भएपछि सूचीकृत एजेन्ट नवीकरण गर्न व्वयायीले चासो देखाएका छैनन् । यसैकारण सब-एजेन्टका नाममा सक्रिय हुनेहरुले कामदारलाई ठग्ने गरेका छन् ।

अहिले म्यानपावर व्यवसायीको सिफारिसमा २ लाख रुपैयाँ धरौटी राखेर विभागबाट एजेन्टको लाइसेन्स लिन पाइन्छ । उसले कामदार ठगेमा धरौटी रकम निकालेर कामदारलाई दिने व्यवस्था छ । तर, त्यसको कार्यान्वयन खासै हुन सकेको छैन ।

एजेन्ट नभए के हुन्छ ?

म्यानपावर व्यवसायीले सरकारसँग म्यानपावरको शाखा कार्यालय खोल्न पाउनुपर्ने माग गरेका छन् । एजेन्टको ठगी रोक्न जिल्लाहरुमा म्यानपवरको शाखा खोल्न दिनुपर्ने संघका अध्यक्ष ढकालले बताए । फ्री भिसा र टिकटको निर्णयपछि म्यानपावर व्यवसायीहरु एजेन्टको नवीकरण छाडेर यसैका लबिङ गरिरहेका छन् ।

तर, त्यसबारे सरकारले कुनै निर्णय गरेको छैन । सूचीकृत एजेन्टले कामदार खोजेर ल्याएबापत कमिसन लिन्छन् । तर, फ्री भिसाको निर्णयमा एजेन्टले कति पाउने भन्ने उल्लेख छैन ।

त्यसैकारण सरकारले फ्री भिसाको निर्णयमा रहेको यो जटिलता हटाउन पनि एजेन्ट नै नरहने व्यवस्था गर्न गर्न लागेको हो ।

हालसम्म नौ सय १८ जना इन्जिनियर मात्र खटाइएका गाविस र नगरपालिकामा हाजिर भएका छन् । सहरी विकास मन्त्रालयले एक महिनाअघि एक हजार तीन सय ४६ जना इीनजनियर छनोट गरी नियुक्ति दिएर भूकम्पबाट प्रभावित १४ जिल्लामा खटाएको थियो ।

१८ जेठ, काठमाडौं । माओवादी केन्द्रका अध्यक्ष प्रचण्ड र चर्चित पत्रकार कनकमणि दीक्षितले सोमबार साँझ जीवनमा पहिलोचोटि हात मिलाएका छन् । एकअर्कावीच वैचारिक प्रतिद्वन्द्वीजस्ता देखिने यी दुई व्यक्तिले माओवादी पार्टी शान्ति प्रक्रियामा आएको एकदशक बित्दासम्म आपसमा कहिल्यै हात मिलाएका थिएनन् ।

सोमबार साँझ ललितपुरको हात्तीवनस्थित माओवादी नेता नारायणकाजी श्रेष्ठको निवासमा प्रचण्ड र कनकमणिले हात मिलाएका हुन् । गणतन्त्र दिवसका अवसरमा श्रेष्ठले आयोजना गरेको कार्यक्रम कनकमणि र प्रचण्ड लगायत प्रधानमन्त्री केपी शर्मा ओली, पूर्वप्रधानमन्त्री शेरबहादुर देउवा, माधव नेपालसमे निम्त्याइएका थिए ।

श्रेष्ठको निम्तो मानेर प्रचण्ड र्फकन लाग्दा पत्रकार कनकमणि अन्य पत्रकारहरुसँग गफ गरिरहेका थिए । त्यहीबेला प्रचण्डले दीक्षतलाई पछाडिबाट कुममा धाप मार्दै ‘के छ खबर सञ्चै हुनुहुन्छ ?’ भनेर सोधे । फरक्क पछाडि फर्केर हेर्दा प्रचण्डलाई देखेपछि दीक्षित छक्क परे ।

‘अब हामी मिल्नुपर्‍यो क्या, विगतका कुरा बिर्सनुपर्‍यो,’ प्रचण्डले दीक्षितसँग हात मिलाउँदै भने, ‘देश बचाउनका लागि हामी मिल्नुपर्ने भयो, एकपटक बसौं ।’

पत्रकार एवं लेखक दीक्षित खरो माओवादी आलोचकका रुपमा चिनिन्छन् । दीक्षितको आलोचनाका कारण माओवादीभित्र उनीमाथि कडा आलोचना गर्ने गरिएको छ । माओवादीहरुले ‘दीक्षित प्रवृत्ति’ समेत भनेर आरोप लगाउने गरेका छन् । कतिपय भाषणमा माओवादी नेताहरुले ‘डलरमणि’ भन्दै उनलाई गाली गर्दै आएका छन् ।

कनमकणि व्यक्ति भएर पनि माओवादीका लागि निकै ठूलो ‘वैचारिक दुस्मन’ जस्तै मानिँदै आएका थिए । यसरी दुई धारमा देखिँदै आएका बेला प्रचण्डले नै सोमबार अकस्मात् दीक्षितलाई कोट्याएर बोलाएका हुन् ।

प्रचण्डले दीक्षितलाई बोलाएनन् मात्र, मिल्न र भेट गर्नसमेत आग्रह गरे । र, दीक्षितले पनि यो प्रस्तावलाई अस्वीकार गरेनन् ।
