Sandy Springs Police and DEA Hosting Annual Prescription “Take-Back” Initiative

On September 29, 2012, the Sandy Springs Police and the Drug Enforcement Administration (DEA) will give the public the opportunity to discard unwanted, unused and expired prescription drugs. Between 10:00 a.m. and 2:00 p.m., residents in Sandy Springs can bring medications for disposal to the Sandy Springs Police Headquarters located at 7840 Roswell Road, Building 301, in the Morgan Falls Office Park. The collections drive is part of the annual National Prescription Drug Take Back Day.
National Prescription Drug Take Back Day addresses a vital public safety and public health issue. More than seven million Americans currently abuse prescription drugs, according to the 2009 Substance Abuse and Mental Health Services Administration’s National Survey on Drug Use and Health. According to the Partnership for a Drug Free America, each day approximately, 2,500 teens use prescription drugs to get high for the first time. Studies also show that a majority of abused prescription drugs are obtained from family and friends, including the home medicine cabinet.

The third in a series of community-wide meetings to gain public input as the City of Sandy Springs develops a master plan to transform its downtown area into a more vibrant, business-attractive and family-friendly place is scheduled for Wednesday, September 19, 2012. The City’s Master Planner, Boston-based Goody Clancy, will present its preliminary drafts of conceptual plans in short presentations each half hour. The public will have the opportunity to ask questions and provide feedback during break-out workshops to be held throughout the evening.

The City of Sandy Springs has added Jahnee Prince as its Economic Development Manager. In her role, Ms. Prince will focus on recruitment of new business as well as business community outreach and retention. Prior to joining the City, Ms. Prince served as VP of Policy for the Council for Quality Growth where she focused on promoting economic development policy in sixteen counties. Ms. Prince also served as Director of Planning and Zoning for the City of Fayetteville, Senior Planner for the Atlanta Regional Commission, and was an Urban Planner for HOK. Ms. Prince received her Bachelor’s Degree and Master’s Degree in City and Regional Planning from Ohio State University.

The City of Sandy Springs has received official notification from the Insurance Services Office (ISO), Inc. that the City’s Fire Department has obtained a Class 3 rating for its fire suppression delivery system. Sandy Springs is one of only 56 fire departments in the State of Georgia and one of 1,998 in the country to receive a Class 3 rating. The State of Georgia has no fire departments designated as Class 1. ISO has evaluated and classified 1,038 communities in Georgia and 47,242 communities across the country. The Sandy Springs Fire Rescue Department receives an average of 12,000 calls for service each year.

The bridge was closed August 15 when it was determined through an underwater inspection that the bridge had an undermining of one of its foundations. Spalding Drive Bridge Repair Progress

Repairs to the Spalding Drive bridge over Ball Mill Creek began last week with the installation of a geotextile fabric barrier from top to bottom of the bridge's foundation which was weighted by riprap. Next, a riprap rock wall on the creek-side of the fabric was built between 4 and 9 feet in depth to stabilize the bridge. When that work was completed, four geotechnical borings were drilled, two on each side of the bridge to a depth of approximately 25 feet, with no rock encountered. This information was then used to design a plan to determine where cement grout will be injected under the foundation and under the east side of the roadway. A total of 13 holes were drilled in the road and several additional holes in the bridge's foundation prior to the commencement of concrete high pressure grouting which is anticipated to begin today.

Spalding Drive Bridge Repair Contract Awarded

Since Spalding Drive is a major east-west thoroughfare through the "panhandle" area of Sandy Springs, the City determined that it was appropriate to enter into an abbreviated contracting process to repair and reopen Spalding Drive as quickly as possible. Focusing on a firm's experience with bridge repair or construction, availability for an immediate start and price, the City sought bids from four companies and awarded a contract to Engineered Restorations, with a not to exceed bid price of $83,000, $7,000 less than the next lowest bidder. Engineered Restorations began work on Friday, August 19 and estimates that the repairs will be completed no later than September 16, weather permitting.

Ball Mill Creek Bridge on Spalding Drive to Be Closed For Repair

Beginning Monday, August 15 at noon, the Ball Mill Creek Bridge, located on Spalding Drive will be closed for repairs. City officials were given verbal notification from the Georgia Department of Transportation’s State Bridge Maintenance Unit late on Thursday, August 11 that the bridge required maintenance. It was determined through an underwater inspection that the bridge has an undermining of one of the foundations and requires immediate maintenance.

City Installing Solar Powered Speed Radar Signs

The City of Sandy Springs is installing solar powered speed radar signs in school zones and other locations identified as critical to the safety of residents and students. The scope of work includes installing 21 solar powered speed radar signs. The installation is expected to be completed by mid-August, weather permitting.

Improving safety and pedestrian access to local schools is an ongoing priority for the City of Sandy Springs. Since incorporation, the City has constructed over five miles of sidewalks within a half mile radius of local public schools. Sandy Springs has also installed solar flashers at school crossing zones.

Georgia Power crews will continue utility relocation work on Sunday, August 7 in preparation for the Georgia Department of Transportation’s Roswell Road Bridge Widening project over Interstate 285. Traffic pacing on I-285 will begin at 7:00 a.m. and will be complete in the late afternoon. During the same time, crews will also install a lane closure on the Roswell Road Bridge to move the exisiting utilities from one side of the bridge to a new location on the other side of the bridge. Once the pacing operation is completed on I-285 and the utilities have been moved, the lane closure on the bridge will be opened.

Dunwoody Place Widening (Roswell Road to Northridge Road) Update

Due to delays experienced during the relocation of utilities, construction on the Dunwoody Place Widening project has not progressed as anticipated. Georgia Power has completed the relocation of their facilities and other utilities will be following in order. Staff has arranged to have traffic signal wiring relocated so other utilities companies can expedite their own relocation work. Once all utilities are on shared poles, conflict poles will be removed so paving can continue. Staff has been working in concert with the contractor and utility owners to help facilitate the process. At present, the expected completion date is September 2011.

Georgia 400 Bike Ride, Expect Traffic Delays

On Sunday, July 10, 2011, the “Hospitality Highway Century” benefitting the Georgia Transplant Foundation (GTF) will take place with more than 1,500 riders. This will temporarily shut down portions of Georgia (GA) 400 and Roswell Road. The bicycle race begins at 6:30 a.m. at exit 7 of GA 400.

Riders heading south will exit GA 400 at Northridge Road (exit 6) by 7:00 a.m. Riders will travel Northridge Road to Roswell Road, then proceed north on Roswell Road to the Chattahoochee River. City of Sandy Springs officials ask the public to use extreme caution and expect delays. Police will temporarily close the southbound lanes of GA 400 from State Route 140 (Holcomb Bridge Rd) to the Northridge Road exit ramp. Spectators are encouraged to come and watch.

The race is comprised of a 9-mile “I Did It” ride or options ranging from 22-miles, 60-miles or 100-miles. This event promises to be filled with excitement and the opportunity to say, “I Rode 400!” The ride is open to anyone 14-years-of-age or older. Proceeds benefit the GTF, which provides essential services to Georgia’s organ transplant community.

Following a year-long process, the City awarded contracts to four firms at tonight’s regular City Council meeting to provide general government services in the areas of Communications, Municipal Court, Public Works, Recreation and Parks and Community Development. Three firms received task orders to begin providing services on July 1, 2011. Fulton and Dekalb Mayors Unite for Regional Transportation Inequities

The Mayors of cities in Fulton and DeKalb Counties have organized a meeting to build support among the legislators from Fulton and DeKalb Counties toward enactment of a regional transit agency with regional transit funding.

The taxpayers of Fulton and DeKalb Counties are being asked to pay two cents for transportation in the 2012 Referendum on Transportation, while the residents of the other counties in the region will pay only one cent. The Mayors are asking for the Legislators to address this vital inequity prior to the referendum by asking for a bill that will establish a regional transit agency, encompassing MARTA as well as other existing or potential transit services in the 10-county region. Should a regional transit agency receive financial support from the proceeds of the new one cent tax is the subject of the 2012 referendum.

Sandy Springs Completes One of First Local Government Solar Projects in Georgia

The City of Sandy Springs completed one of the first local government solar photovoltaic (electric) and solar thermal (hot water) systems in Georgia at Fire Station #1, located at 1425 Spalding Drive and Fire Station #2, located at 135 Johnson Ferry Road. The 2.35kW PV systems and 4-panel, 200 gallon hot water systems will offset the energy needed from natural gas to heat water for kitchens, laundry and bathrooms and from electric for powering lighting, appliances and other devices within the Fire Stations. The solar energy systems will produce a collective amount of energy annually totaling 81.7 million BTUs and more than 6,000 kWh.

“I am pleased that the City of Sandy Springs is able to demonstrate in one of our own buildings how solar power can supplement our traditional energy sources. I will be interested in following how much this solar system reduces our energy costs at these stations,” said Sandy Springs Mayor Eva Galambos.

Night Paving to Begin on Johnson Ferry Road

Major changes on Johnson Ferry Road from the River to Abernathy will take place next week. Night paving work will start on April 4th and will continue through April 10th, starting at the Johnson Ferry Road and Riverside Drive intersection, then working east to the Johnson Ferry and River Valley Roads intersection.

On Thursday night, April 7th, traffic will be shifted to the new lanes on Johnson Ferry Road starting at Riverside Drive and going east to Redding Drive. Starting Friday night, April 8th, at 7:00 p.m., traffic in the vicinity of River Valley/Brandon Mill/Abernathy/Johnson Ferry Roads intersection will be transitioned to new alignments.

Sandy Springs Fire Rescue Receives Grant to Improve Fire Stations

Sandy Springs Fire Rescue (SSFR) received the Assistance to Firefighters Grant from the Federal Emergency Management Agency (FEMA). The $88,000 grant, with $22,000 matching City funds, will be used to install sprinkler systems in fire stations 1 and 2. The award period of this grant is February 18, 2011 to February 17, 2012, with approved amounts of $49,500 for station 1 and $60,500 for station 2.

“This grant is very meaningful,” said Sandy Springs Fire Chief Jack McElfish. “Not only does it protect our firefighters while they are at their home away from home—the fire stations—it also continues to allow them to do their work with peace of mind and protect our residents without a moment’s hesitation.”

The City of Sandy Springs will hold a special election on March 15, 2011, to fill the seat left vacant by District 4 Councilmember Ashley Jenkins. Jenkins resigned on January 21, 2011, to pursue career interests in the travel industry. If needed, a runoff will be held on April 12, 2011. Only voters in District 4 may vote in this election.

Qualifying for the special election will take place from February 7-11, 2011, from 8:30 am to 4:30 p.m. at the City Clerk’s Office at City Hall, 7840 Roswell Road, Building 500, City Manager’s entrance. Candidates must file a Notice of Candidacy and Affidavit by 4:30 pm on February 11, 2011, to have their name on the Special Municipal Election Ballot. The cost for qualifying is $360 and must be paid by cash or a check made payable to the City of Sandy Springs. Please see City Clerk Michael Casey to obtain an election information packet, which is available at City Hall.

Riverside Drive Reopens

Brandon Mill At Abernathy to Temporarily Open in Mid-December

11/19/10 - Work originally scheduled to be complete this week on Brandon Mill and Abernathy Roads has been delayed. Utility relocation setbacks by Georgia Power, AT&T and Comcast have not allowed contractor CW Matthews to progress with the construction as planned.

The Georgia Department of Transportation is allowing a temporary opening that should be completed in mid-December contingent upon good weather. CW Matthews will install a signal and pave as much as possible to allow right and left turns from Brandon Mill Road onto Abernathy Road and full turns into Brandon Mill Road from Abernathy Road.

UPDATE 12/13/10 - The effected section of Brandon Mill Road has been re-opened in a temporary configuration.

City Seeks Nominees for MLK Humanitarian Award

Nominations are open for the Sandy Springs Dr. Martin Luther King Jr. Humanitarian Award.

The award will go to a person distinguished for humanitarian contributions to society in his or her business, profession, volunteerism or philanthropic life’s work. Individuals may nominate a living resident of Sandy Springs who instills pride within the community and inspires others. Each nominee must have been a resident of Sandy Springs for the past three years or longer and should embody the spirit and philosophy of Dr. King. Current Sandy Springs staff and elected officials are not eligible.

Last year, Carolyn Axt was named the 2010 recipient of the Humanitarian Award, and in 2009 Sandy Springs resident, Lucy Hall-Gainer was given the honor. This will be the fifth time the City will bestow the award that embodies the legacy of Dr. Martin Luther King Jr. and recognizes an individual for his or her humanitarian contributions to society. A volunteer committee makes the selection.

Veterans Day is a day to honor ALL American veterans and is intended to thank them for their dedicated and loyal service to our country. On November 11, 2010, the City of Sandy Springs will celebrate our veterans. The City will host our inaugural Veterans Day Ceremony at 2:00 p.m. at Morgan Falls Overlook Park (220 Morgan Falls Road).

“As a veteran and a public servant, I think it is appropriate that we stop and pay tribute to all of those who have gone before us and those who are currently serving to keep us free,” said Sandy Springs City Manager and Col. John McDonough. “We can’t ever lose sight of what this day means—it really is special, and I’m humbled that Sandy Springs chose to do something to honor our veterans both past and present.”

Roswell Road Sidewalk Construction Project Environmental Assessment Completed

Sandy Springs has made a Finding of No Significant Impact (FONSI) and will submit to HUD a Notice of Intent to Request the Release of Funds (NOI/RROF) for phase one of the 2010 CDBG Multiyear Sidewalk Construction Project on Roswell Road.

U.S. Department of Housing and Urban Development (HUD) regulations require that an environmental assessment be completed for phase one of the sidewalk project, which is expected to begin the bidding process in November. The assessment must comply with the procedural requirements of various federal laws and authorities, including the National Environmental Policy Act of 1969 (NEPA).

U.S. Reaches Agreements with Kings Mountain, N.C., and Sandy Springs, Ga., to Terminate Coverage from Preclearance of the Voting Rights Act

WASHINGTON – The Justice Department announced that it reached agreements this week with the city of Kings Mountain, N.C., and the city of Sandy Springs, Ga., in the form of consent decrees filed in the U.S. District Court for the District of Columbia. If approved by the court, the decrees will allow for Kings Mountain and Sandy Springs to bailout from their status as a "covered jurisdictions" under the Voting Rights Act, thereby exempting them from the preclearance requirements of Section 5 of the act. The bailout standard requires that a covered jurisdiction demonstrates nondiscriminatory behavior for 10 years prior to filing.

Under Section 5 of the Voting Rights Act, certain covered jurisdictions, determined by Section 4 of the act, are required to seek approval, known as "preclearance," for any changes in voting qualifications, standards, practices or procedures from the U.S. District Court in Washington, D.C., or from the U.S. Attorney General, prior to their implementation. Section 4 of the act provides that a covered jurisdiction may seek to "bailout" or remove itself from such coverage, and therefore be exempted from the preclearance requirements, by seeking a declaratory judgment before a three-judge panel in federal court in Washington. Such a bailout judgment can be issued only if the district court makes a determination that the jurisdiction meets certain eligibility requirements for bailout contained in the statute, including a 10-year record of nondiscrimination in voting-related actions. The act also provides that the attorney general can consent to entry of a judgment of bailout if, based upon investigation, the attorney general is satisfied that the jurisdiction meets the eligibility requirements.

Roswell Road Community Development Block Grant (CDBG) Program Sidewalk Construction Project to begin in November 2010 – Notice and Public Explanation for Floodplain Management Completed

On August 30, 2010, Sandy Springs issued a Notice of Early Public Review for Floodplain Management as it applies to the city’s participation in the U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) Program.

The city expects to issue invitations to bid for construction of the $1.1m first phase of the Roswell Road CDBG Multiyear Sidewalk Project in October. Construction is expected to start in November. Phase I will upgrade existing and install new sidewalk in established target areas, to include handicapped access ramps, pedestrian lights, brick pavers and other improvements consistent with the city’s Suburban Overlay District standards and the Americans with Disabilities Act (ADA). The project’s location will extend from Dalrymple Road to Northridge Road within the Roswell Road right-of-way.

Sandy Springs to Assess Floodplain, Redraws Maps

In the United States and in Georgia, flooding is the number one natural disaster. To identify flood hazards and the risks they pose, the Federal Emergency Management Agency (FEMA) develops flood hazard maps, officially known as Flood Insurance Rate Maps or FIRMS.

FEMA is now working with the State and the City of Sandy Springs to update or revise the FIRMS from Buford Dam to Coweta County, which includes the City of Sandy Springs. This will produce a better assessment of the Chattahoochee River Basin’s current flood risk and will allow officials to develop a more comprehensive approach to mitigate damage brought on by flooding.

The second week of April is designated as National Public Safety Telecommunicators Week. This week is recognized nationwide by public safety agencies, and is dedicated to the men and women who serve as public safety telecommunicators. This year Chatcomm 911 will celebrate National Telecommunicators Week in honor of the communications officers. Since the inception of the new communications center last September, Chatcomm dispatchers have answered approximately 68,000 calls. They average 600 calls on a daily basis, with Wednesday being the busiest day of the week, and 3:00 p.m.-4:00 p.m. being the busiest time of the day. The center dispatches for the Police and Fire Departments for the cities of Johns Creek and Sandy Springs. In addition, they also dispatch Rural Metro Ambulance services for the City of Sandy Springs. The dispatchers at Chatcomm are highly trained and dedicated, responding to the needs of the public in emergency and non-emergency situations. By obtaining important information, they ensure the safety of all police officers and fire fighters.

Peachtree Dunwoody Road is Open to Traveling Public

Peachtree Dunwoody Road is now open to the travelling public. After being closed for six months after floods ravaged the City of Sandy Springs and shut down one of the city’s major arteries, the bridge over Nancy Creek is now open. The City received a grant through the Emergency Repair Program of the Federal Highway Administration to fund 100 percent of the replacement cost of the storm-failed bridge. The cost to repair the bridge was $1,009,012.
