The average 30-year fixed mortgage rate dipped to a record-low 3.52 percent, according to Bankrate.com&#8217;s (NYSE: RATE) weekly national survey. Adjustable mortgage rates fell to record lows, too, with the 5-year ARM slipping to 2.67 percent and the 7-year ARM to 2.82 percent on average.</p><p>The historically low rates led to a surge in refinances last week. As the Federal Reserve continues its plans to purchase $40 billion worth of mortgage bonds per month, it is unlikely that mortgage rates will spike anytime soon. The September employment report, which will be released Friday by the Labor Department, will help keep rates low if it signals the economy is still struggling and disappoints the market.</p><p>The last time mortgage rates were above 6 percent was Nov. 2008. At the time, the average 30-year fixed rate was 6.33 percent, meaning a $200,000 loan would have carried a monthly payment of $1,241.86. With the average rate now 3.52 percent, the monthly payment for the same size loan would be $900.32, a difference of $341.54 per month for anyone refinancing now.</p><p><strong>SURVEY RESULTS<br

However, one issuer, the Pentagon Federal Credit Union, introduced a unique offer to each of its cards. Qualified applicants that apply for any PenFed credit card, such as the PenFed Visa Platinum Cash Rewards card, will now be able to make interest-free purchases on electronics for six months.</p><p>The issuer added the offer as a supplement to its existing promotional offers, rather than as a replacement. For example, applicants that apply for the PenFed Promise card will also still qualify for an introductory APR of 7.49 percent for 36 months.</p><p>The CreditCards.com credit card rate survey (permalink: <a

class="wp-caption-text">NASA’s Rover Mission Finds Old Streambed on Mars</p></div><p>NASA&#8217;s Curiosity rover mission has found evidence a stream once ran vigorously across the area on Mars where the rover is driving. There is earlier evidence for the presence of water on Mars, but this evidence &#8211; images of rocks containing ancient streambed gravels &#8211; is the first of its kind.</p><p>Scientists are studying the images of stones cemented into a layer of conglomerate rock. The sizes and shapes of stones offer clues to the speed and distance of a long-ago stream&#8217;s flow.</p><p>&#8220;From the size of gravels it carried, we can interpret the water was moving about 3 feet per second, with a depth somewhere between ankle and hip deep,&#8221; said Curiosity science co-investigator William Dietrich of the University of California, Berkeley. &#8220;Plenty of papers have been written about channels on Mars with many different hypotheses about the flows in them. This is the first time we&#8217;re actually seeing water-transported gravel on Mars. This is a transition from speculation about the size of streambed material to direct observation of it.&#8221;</p><p>The finding site lies between the north rim of Gale Crater and the base of Mount Sharp, a mountain inside the crater. Earlier imaging of the region from Mars orbit allows for additional interpretation of the gravel-bearing conglomerate. The imagery shows an alluvial fan of material washed down from the rim, streaked by many apparent channels, sitting uphill of the new finds.</p><p>The rounded shape of some stones in the conglomerate indicates long-distance transport from above the rim, where a channel named Peace Vallis feeds into the alluvial fan.</p><p>The abundance of channels in the fan between the rim and conglomerate suggests flows continued or repeated over a long time, not just once or for a few years.</p><p>The discovery comes from examining two outcrops, called &#8220;Hottah&#8221; and &#8220;Link&#8221; with the telephoto capability of Curiosity&#8217;s mast camera during the first 40 days after landing. Those observations followed up on earlier hints from another outcrop, which was exposed by thruster exhaust as Curiosity, the Mars Science Laboratory Project&#8217;s rover, touched down.</p><p>&#8220;Hottah looks like someone jack-hammered up a slab of city sidewalk, but it&#8217;s really a tilted block of an ancient streambed,&#8221; said Mars Science Laboratory Project Scientist John Grotzinger of the California Institute of Technology in Pasadena.</p><p>The gravels in conglomerates at both outcrops range in size from a grain of sand to a golf ball. Some are angular, but many are rounded.</p><p>&#8220;The shapes tell you they were transported and the sizes tell you they couldn&#8217;t be transported by wind. They were transported by water flow,&#8221; said Curiosity science co-investigator Rebecca Williams of the Planetary Science Institute in Tucson, Ariz.</p><p>The science team may use Curiosity to learn the elemental composition of the material, which holds the conglomerate together, revealing more characteristics of the wet environment that formed these deposits. The stones in the conglomerate provide a sampling from above the crater rim, so the team may also examine several of them to learn about broader regional geology.</p><p>The slope of Mount Sharp in Gale Crater remains the rover&#8217;s main destination. Clay and sulfate minerals detected there from orbit can be good preservers of carbon-based organic chemicals that are potential ingredients for life.</p><p>&nbsp;</p><p>&#8220;A long-flowing stream can be a habitable environment,&#8221; said Grotzinger. &#8220;It is not our top choice as an environment for preservation of organics, though. We&#8217;re still going to Mount Sharp, but this is insurance that we have already found our first potentially habitable environment.&#8221;</p><p>During the two-year prime mission of the Mars Science Laboratory, researchers will use Curiosity&#8217;s 10 instruments to investigate whether areas in Gale Crater have ever offered environmental conditions favorable for microbial life.</p><p>For more about Curiosity, visit:<strong> <a

type="disc"><li>For September 2012, new light vehicle sales in the U.S. (including fleet) is expected to be 1,163,000 units, up 10.5 percent from September 2011 and down 9.5 percent from August 2012 (on an unadjusted basis)</li><li>The September 2012 forecast translates into a Seasonally Adjusted Annualized Rate (&#8220;SAAR&#8221;) of 14.6 million new car sales, up from 13.1 million in September 2011 and up from 14.5 million in August 2012</li><li>Retail sales are up 7.9 percent compared to September 2011 and down 9.7 percent from August 2012</li><li>Fleet and rental sales are expected to make up 19.1 percent of total industry sales in September 2012</li><li>The industry average incentive spending per unit will be approximately $2,468 in September 2012, which represents an decrease of 6.7 percent from September 2011 and decrease of 1.2 percent from August 2012</li><li>Used car sales* are estimated to be 3,415,790, up 5.8 percent from September 2011 and down 11.7 percent from August 2012.  The ratio of new to used is estimated to be 1:3 for September 2012</li></ul><p>(Logo: <a

class="wp-caption-text">U.S. Home Prices Increased in July</p></div><p>Data through July 2012, released today by S&amp;P Dow Jones Indices for its S&amp;P/Case-Shiller<sup>1</sup> Home Price Indices, the leading measure of U.S. home prices, showed average home prices increased by 1.5% for the 10-City Composite and by 1.6% for the 20-City Composite in July versus June 2012. For the third consecutive month, all 20 cities and both Composites recorded positive monthly changes. It would have been a fourth had prices not fallen by 0.6% in Detroit back in April.</p><p>The 10- and 20-City Composites posted annual returns of +0.6% and +1.2% in July 2012, up from their unchanged and +0.6% annual rates posted for June 2012. Fifteen of the 20 MSAs and both Composites posted better annual returns in July as compared to June 2012. Dallas and Washington D.C. saw no change in their annual rates; and Cleveland, Detroit and New York saw their rates worsen in July, with respective returns of +0.4%, +6.2% and -2.6%. After nine consecutive months of double digit annual declines, Atlanta finally improved to a -9.9% annual rate in July 2012, but still the worst among the 20 cities followed by S&amp;P Dow Jones Indices.</p><p>In July 2012, the 10- and 20-City Composites posted annual increases of 0.6% and 1.2%, and were up 1.5% and 1.6% for the month, respectively.</p><p>&#8220;Home prices increased again in July,&#8221; says David M. Blitzer, Chairman of the Index Committee at S&amp;P Dow Jones Indices. &#8220;All 20 cities and both Composites were up on the month for the third time in a row. Even better, 16 of the 20 cities and both Composites rose over the last year. Atlanta remains the weakest city but managed to cut the annual loss to just under 10%.</p><p>&#8220;Digging into the numbers, 15 cities and both Composites had stronger annual returns in July&#8217;s report. New York was the only city with a worse 12-month decline in July than June. Dallas and Washington D.C. saw no change in their annual rates. Cleveland and Detroit saw annual rates decelerate in July versus June, although they remain positive for both cities.</p><p>&#8220;The news on home prices in this report confirm recent good news about housing. Single family housing starts are well ahead of last year&#8217;s pace, existing home sales are up, the inventory of homes for sale is down and foreclosure activity is slowing.  All in all, we are more optimistic about housing. Upbeat trends continue. For the third time in a row, all 20 cities and both Composites had monthly gains. Stronger housing numbers are a positive factor for other measures including consumer confidence.</p><p>&#8220;Among the cities, Miami and Phoenix are both well off their bottoms with positive monthly gains since the end of 2011.  Many of the markets we follow have seen some decent recovery from their respective lows – San Francisco up 20.4%, Detroit up 19.7%, Phoenix up 17.0% and Minneapolis up 16.5%, to name the top few.  These were some of the markets that were hit the hardest when the housing bubble burst in 2006. The 10-City has increased 7.4% and the 20-City 7.8% since their recent lows. The positive news in both the monthly and annual rates of change in home prices over the past few months signals a possible recovery in the housing market.&#8221;</p><p>As of July 2012, average home prices across the United States are back to their summer 2003 levels for the 20-City Composite and to autumn 2003 levels for the 10-City Composite. Measured from their June/July 2006 peaks, the decline for both Composites is approximately 30% through July 2012. For both Composites, their July 2012 levels are approximately 7.5-8.0% above their recent early 2012 lows.</p><p>In July 2012, all 20 MSAs and both Composites posted positive monthly gains. Fifteen of the MSAs and both Composites were up 1.0% or more. Miami, with a +2.1% monthly change, was the only city to record a higher monthly gain in July versus June. San Diego had a 1.1% monthly increase in July which is the same as its June gain. The remaining 18 cities and two Composites had lower monthly returns in July versus June, albeit all positive.</p><p>Atlanta, Detroit and Las Vegas continued to post average home prices below their January 2000 levels.  Cleveland had finally moved past its January 2000 base level with last month&#8217;s June report and continued posting increasing levels with a +102.02 print in July.</p><p>The table below summarizes the results for July 2012. They are constructed to accurately track the price path of typical single-family homes located in each metropolitan area provided. Each index combines matched price pairs for thousands of individual houses from the available universe of arms-length sales data. The S&amp;P/Case-Shiller National U.S. Home Price Index tracks the value of single-family housing within the United States. The index is a composite of single-family home price indices for the nine U.S. Census divisions and is calculated quarterly. The S&amp;P/Case-Shiller Composite of 10 Home Price Index is a value-weighted average of the 10 original metro area indices. The S&amp;P/Case-Shiller Composite of 20 Home Price Index is a value-weighted average of the 20 metro area indices.
