SCORE top investment draw

KUCHING: Despite the challenging global economic environment Sarawak has fared well by attracting the most proposed capital investment in the country for the first eight months of this year, Industrial Development Minister Datuk Amar Awang Tengah Ali Hassan said.

“Statistics from Mida (Malaysian Investment Development Authority) show that Sarawak leads the total capital investments with proposed value of RM7.3 billion.

“Johor is second with RM6 billion and Selangor is third with RM5.9 billion, reaffirming the Sarawak Barisan government’s efforts, good achievement and confidence in developing the Sarawak Corridor of Renewable Energy (SCORE) in pursuit of attaining a high income economy by 2020,” he said.

Awang Tengah, who is also Second Resource Planning and Environment Minister, said this when delivering his winding up speech during the State Legislative Assembly (DUN) sitting yesterday.

He added that out of the total investments of RM7.3 billion approved, RM4.2 billion or 57.5 per cent came from Domestic Direct Investments (DDI) while RM3.1 billion or 42.5 percent came from Foreign Direct Investments (FDI).

He said that these investments, comprising 60 projects, were expected to generate 5,293 employment opportunities.

He enlightened the august house that major sources of FDI came from United Arab Emirates (UAE) with an investment of RM2.2 billion in chemical product (poly silicon), Hong Kong with an investment of RM280 million mainly in basic metal (metallic silicon) and Japan with an investment of RM158 million mainly in basic metal (manganese).

In updating the House on the success of SCORE, Tengah said that as of August this year RM28.55 billion worth of investments flowed into SCORE through 14 mega projects.

“These approved investments are predominantly in the energy-intensive industries such as aluminum smelting plants, polycrystalline silicon, metallic silicon and ferro alloy projects,” he added.

Eleven of the projects are located atSamalajuIndustrial Park, out of which four companies, namely Press Metal Bintulu Sdn Bhd, Tokuyama Corporation Japan, Asia Minerals Ltd (Hong Kong) and OM Holdings Ltd (Singapore) have already commenced construction works.

Two companies, a biotech and the other an agro-based, have commenced operation at Tanjung Manis Halal Hub, while the aluminum smelting plant at Mukah has been in operation since 2009.

“These particular SCORE projects are expected to generate more than 10,000 job opportunities besides creating vast business opportunities through the spin-off effects,” he disclosed.

Meanwhile, with regard to issues raised by Baru Bian (PKR-Ba Kelalan) in the assembly during the earlier part of the sitting, Tengah said that there were 10 priority industries that were aggressively promoted and developed under the SCORE plan.

“The development of these 10 priority industries covers all sectors of the economy. In the primary sector, the focus will be the development of oil palm and planted forests, aquaculture and livestock.

“To illustrate this point, the produce of these primary industries, for example crude palm oil will move to the secondary sector for processing and manufacturing into intermediate and finished products to add more value to the local produces.

“Invariably, all these processes including delivery of products to end consumers require support services such as logistics, banking and marketing in the tertiary sector. As such all these economic activities encompass all sectors of the economy,” explained Tengah.

DAMAI: The proposed rapid railway system (RRS) for the Sarawak Corridor of Renewable Energy (Score) is expected to be in place by 2015 to complement the development of its halal hub and deep-sea fishing industry, Chief Minister Tan Sri Abdul Taib Mahmud said yesterday.

He said the project’s feasibility study would also take into consideration the development of the Similajau deep-sea port in Bintulu to connect the 320km regional corridor in the state’s central region up to Tanjung Manis in Mukah division.

“It is our ambition to connect the whole of Score by a railway corridor before 2030 to cut down on transportation time,” Taib told reporters after officiating at the opening of the three-day parliamentary discourse on government entitled “Scenario Planning and Change Management: Managing Score and the Future”.

However, Taib said, a detailed feasibility study needed to be conducted first as such a railway network would be costly to develop due to the region’s topography, including the soft soil of the Batang Rajang delta.

Earlier in his speech, Taib said about RM9 billion would be spent on infrastructure development in Score, which was projected to attract more than RM300 billion worth of investments in the next 30 years.

He was confident that Score, which was expected to create 1.5 million jobs by 2030, would present immense opportunities and challenges in transforming Sarawak and ensuring that its economic spin-off effects would give the people a sense of fair distribution in income.

The location of the state’s vast natural resources for renewable energy, including hydro and coal within Score, justified the development of the 70,000-sq-km corridor, which had the potential to attract heavy industries such as aluminium smelter plants, he said. — Bernama

NEWS:RM5 BLN GOV'T ALLOCATION TO KICK OFF SCORE IN SARAWAK

BINTULU, Feb 11 2008 (Bernama) -- Prime Minister Datuk Seri Abdullah Ahmad Badawi Monday announced a RM5 billion allocation for high impact projects that have been identified under the Ninth Malaysia Plan (9MP) for the development of the Sarawak Corridor of Renewable Enery (SCORE).

The corridor will be developed in the central region of the state, encompassing 70,700 sq km in the Bintulu, Kapit, Sibu, Mukah and Sarikei divisions, making up 57 percent of Sarawak's land mass and the largest of the corridor developments in the country.

"So far, the central region's potential had not been developed due, among others, to its scarce population. With development coming in now, there will be huge economic and social impact," he said when launching SCORE at the Bintulu Promenade here.

"The spillover benefits from the region's development will be seen in other parts of Sarawak as well."

At the event, the Prime Minister witnessed the signing of 13 memorandums of understanding (MOUs) between the Sarawak government and companies which will participate in the corridor's development.

Among them was a pact involving the state government, Sarawak Energy Bhd, Cahaya Mata Sarawak Bhd and Rio Tinto Aluminium Ltd for the supply of energy of between 900mw and 1,200mw for an aluminium smelter in Similajau with an investment value of RM5.25 billion.

According to the SCORE masterplan, the Sarawak Corridor should see investments amounting to RM334 billion, with the federal government accounting for 15 percent of it, from now until 2030.

Abdullah said that to catalyse this development, three growth centres have been identified - Tanjung Manis, Similajau and Mukah.

Tanjung Manis, a port whose hinterland is resource-rich, will become a manufacturing and small industries centre, and he said: "By 2030 we hope it will become an important regional port city."

Similajau will be an industrial city underpinning a new industrial centre, housing heavy industries such as oil & gas, aluminium, steel and silica, with a deepwater port also to be built there.

Mukah will be an education hub and "Smart City," drawing not only academic and research institutions but also skills training centres.

"As high as the hornbill soars, juat as high are the hopes of the Sarawak people on the success of this Corridor, and they are ready to accept development to improve their quality of life," he said.

The Prime Minister said that with the full implementation of the Score masterplan by 2030, Sarawak will see its gross domestic product (GDP) growing five-fold - from RM23 billion now to RM118 billion, with annual GDP growth pace lifting to seven percent from the current five percent.

In this period, 1.6 million high-value job opportunities will be created throughout Sarawak, about half of them in industries emerging in SCORE, he added.

By 2010, according to Abdullah, hardcore poverty in Sarawak will be wiped out while poverty will eclipse to less than one percent by 2030 from 7.5 percent of the population now.

Abdullah said he has directed that a "green development framework" study be undertaken to ensure that SCORE's development is environmentally friendly.

"This is to ensure that our energy resources will be developed in a sustainable and environmentally sound manner," he stressed.

Energy resources, especially hydro power of 20,000mw, coal deposits of 1.46 billiion metric tonnes and natural gas deposits of 40.9 trillion cu ft, are readily available in the SCORE region.

Recoda, the Regional Corridor Development Authority, has been set up as a one-stop agency to facilitate all investment activities in SCORE as well as drive the development of the central region and the whole state towards fully developed status by 2020.

This is the fifth development corridor that Abdullah has launched to ensure balanced development throughout the country. The others are the Iskandar Development Region in the southern tip of the peninsula, the Northern Corridor Economic Region, the East Coast Economic Region and the Sabah Development Corridor.

BINTULU: Datuk Seri Abdullah Ahmad Badawi has laid the framework for the channelling of electricity generated in Sarawak to Sabah and peninsular Malaysia, to ensure the whole country receives abundant and reasonably priced electricity for generations to come.

The Prime Minister yesterday launched the Sarawak Corridor of Renewable Energy (SCORE), the regional development corridor for the state, and witnessed the signing of billions of ringgit worth of electricity-generation projects, including an agreement to build undersea transmission lines from Sarawak to peninsular Malaysia.

Abdullah stressed the importance of having abundant and reasonably priced electricity as a pre-requisite for development in the social, economic and industrial fronts of the whole country.

“Sarawak has vast potential for electricity generation because of its massive reserves of hydro-power, coal and gas, and the capacity for future generations is huge,” he said.
