आश्विन ९ - आइतबार साँझदेखि परेको वर्षाले सोमबार अपराह्न सर्लाहीका अधिकांश भू-भाग जलमग्न भएको छ ।

बढी क्षति गर्ने वागमती, लखनदेही र झिम नदी भरिएका छन् । यसबर्ष तीनवटै नदीमा बर्षा लागे पछिको सबै भन्दा ठूलो बाढी देखिएको हो ।

पानी जमेर सदरमुकाम मलंगवाका सम्पूर्ण सडक जलमग्न भएका छन् । पोखरी भरिएर सडकमा समेत माछा निस्किएका छन् । पूर्व पश्चिम राजमार्ग र मलंगवा नवलपुर सड्कमा अत्यन्तै कम सवारी चलेका छन् । झरीका कारण प्याब्सनले बिद्यालय बन्द गरेको छ ।

जिल्लाको दक्षिणी भेगमा डुवान बढेको प्रहरी उपरीक्षक मोहनराज जोशीले बताए । 'अहिले सम्म खासै क्षती भएको र उद्दार गरिहाल्नु पर्ने अवस्था आएको छैन,' उनले भने, 'तर, निरन्तर पानी परिरहे भन्न सकिने अवस्था पनि छैन् ।'

जिल्ला प्रशासन कार्यालयले निरन्तर झरी परिरहेपछि सोमबार स्थानीय एफएम रेडियो मार्फत नदी किनारका बासिन्दालाई सतर्क रहन आग्रह गरेको छ ।

Encroachers clash with forest guards

SARLAHI, May 4: Encroachers clashed with forest guards in Ganichithan of Bharatpur, Dhanusha on the second day of the government campaign to drive them out of the forest land. The team, consisting around 50 policemen and 150 forest guards, initially, fired three shots in the air after being attacked by the encroachers.

Later, additional reinforcements from Nepal Police and Armed Police Force (APF) had to be called and the encroachers were finally chased away after firing two tear gas shells and around 20 rounds in the air.

District Forest Officer (DFO) of Dhanusha Hira Lal Kushwaha said around 400 hundreds illegal huts were torched by the team in Charnath Khola, Gainchi Maithan, Dubiather and Uriyather of Bharatpur on Wednesday. He said three of the encroachers who attacked the team have been detained by the district forest office.

The team had started the campaign from Tuesday setting up a camp at the Area Forest Office Pushpawalpur.

Forest officials said thousands of bighas of forest land have been encroached in Bharatpur and Godar village development committees.

उखु किसानले तोकिएको मूल्य पाएनन्

चिनीमा भ्याट छुट दिएर उखुको भाउ बढाउने सहमति सरकारले कार्यान्वयन नगर्दा किसानले तोकिएको मूल्य पाउन सकेका छैनन् । भ्याट छुटको निर्णय तीन महिनामा पनि कार्यान्वय नहंँुदा किसानको करोडौं रुपैयाँ रोकिएको छ । प्रतिक्विन्टल ४ सय १ रुपैयाँ मूल्य कायम भएको उखुको किसानले ३ सय रुपैयाँका दरलेमात्र भुक्तानी पाएका छन् ।

इन्दुशंकर चिनी उद्योगले शनिबारसम्म साढे २२ लाख क्विन्टल उखु क्रसिङ गरिसकेको छ । भ्याट छुटबापत उनीहरूले पाउनुपर्ने रकम करिब १० करोड पुगिसकेको छ । उखुको मूल्य वृद्धिको माग गर्दै किसान आन्दोलनमा उत्रिएपछि पुस १९ गते तत्कालीन प्रधानमन्त्री माधव नेपालको उपस्थितिमा किसान नेता र उद्यमीबीच मूल्य बढाउने सहमति भएको थियो । चिनी उद्योगले ३ सय ५९ र चिनीमा ७० प्रतिशत भ्याट छुटबापतको हुने ४२ रुपैयाँ थपेर उखुको मूल्य ४ सय १ रुपैयाँप्रति क्विन्टल कायम गरिएको थियो ।

सरकार परिवर्तनलगत्तै उक्त सहमति कार्यान्वयनमा प्रधानमन्त्री, अर्थमन्त्री, राजस्व सचिवलगायतले रुचि नदेखाएको किसान नेताको आरोप छ । भ्याट छुटको सहमति कार्यान्वयनका लागि वर्तमान प्रधानमन्त्री र अर्थमन्त्रीलाई आग्रह गर्न जाँदा उनीहरूले राजनीतिक कुरा भएकाले अध्ययन नगरी भ्याट छुट नहुने जवाफ दिने गरेको किसान नेताले बताएका छन् ।

उखु उत्पादक महासंघका अध्यक्ष कपिलमुनि मैनाली सरकार परिवर्तन भएपछि वर्तमान सरकारी नेतृत्वले पुरानो सहमतिलाई गम्भिरतापूर्वक नलिएको बताउँछन् । 'वर्तमान सरकारले उक्त सहमति कार्यान्वयनमा रुचि देखाएको छैन,' मैनालीले भने ।

गोलभेडाको मूल्य २० गुणा सस्तो

राम्रो मूल्य पाएर यस वर्षको मध्य सिजनमा अप्रत्याशित आम्दानी गरेका गोलभेडा किसानले उत्पादनको अन्तिम समयमा भने मजदुर खर्चसमेत नउठ्ने भाउमा चित्त बुझाउनुपरेको छ ।

चैत अन्तिम सातादेखि गोलभेडाको भाउ गिर्दाे छ । अहिले प्रतिकिलो २ रुपैयाँमा बिक्न हम्मे पर्छ । मध्य सिजनमा ४० रुपैयाँ किलोमा हातहातै बिक्री भएको गोलभेडा अहिले टिपेर बजार पुर्‍याउँदा लाग्ने खर्चसमेत नउठ्ने कृषक बताउँछन् ।

'अहिले किसानले बजारमा ल्याएको गोलभेडा नबिकेर फ्याँकेर र्फकन्छन,' सासापुरका किसान खुशीलाल महतोले भने, 'पहिले राम्रो मूल्य पाएकाले अहिले सस्तो बेच्नुपरे पनि किसान थेगिएका छन् ।

किसानले अलगअलग समयमा बीउ रोपेर उत्पादन गर्दै आएका छन् । सकिने बेलाको उत्पादनको भाउसमेत राम्रो हुने गरेकाले पछिल्लो पुस्ताको गोलभेडा अहिले उत्पादन भइरहेको छ । गत वर्ष वैशाखमा गोलभेडा अभाव भएर ४० रुपैयाँ किलोसम्म थोक व्यापारीले किनेका थिए । कतिपय किसानले अन्तिममा राम्रो भाउ पाउने आशामा ढिलो फल्ने गोलभेडा धेरै जमिनमा रोपेका थिए । 'त्यस्ता किसानलाई निकै असर गर्‍यो,' गोलभेडाका थोक व्यापारी शम्भु चौधरीले भने, 'पहाडी क्षेत्रमा बढी उत्पादन भएकाले गोलभेडाको भाउ छैन ।'

वसन्त ऋतु लागेपछि पहाडी भेगमा प्रशस्त गोलभेडा उत्पादन भएपछि माग कम भएकाले भाउ घटेको व्यापारीको भनाइ छ । व्यापारीका अनुसार निश्चित मूल्य नभएका कच्चा उत्पादनको मूल्य बजारले तय गर्ने भएकाले कुन बेला कति मूल्य हुन्छ थाहै हुँदैन ।

फागुनसम्म प्रत्येक दिन यहाँ उत्पादित ४ हजार क्रेट गोलभेडा देशका विभिन्न सहरमा बिक्रीका लागि बाहिरने गथ्र्याे । अहिले यहाँ दैनिक करिब २ हजार क्रेट उत्पादन भइरहेको छ । नवलपुर, लालबन्दी, सासापुर, कर्मेयालगायतबाट गोलभेडा दैनिक काठमाडौंलगायत देशका प्रमुख सहरमा पुग्ने गर्छ ।

दुई चुरे भावर पार्टीबीच आरोप प्रत्यारोप

विराटनगर, चैत्र २९ - चुरे भावर राष्ट्रिय एकता पार्टी र चुरेभावर राष्ट्रिय पार्टीबीच देखिएको आधिकारिकता लडाईं जिल्ला तहसम्म आइपुगेको छ ।

एक मात्र सभासद केशवप्रसाद मैनालीले चुरेभावर राष्ट्रिय एकता पार्टी छाडेर छ महिना अघि करिब ९० प्रतिशत केन्द्रीय सदस्य लिएर चुरेभावर राष्ट्रिय पार्टी गठन गरेपछि विवाद केही मथ्थर भएको थियो । तर अहिले जिल्ला तहमा पार्टी संयन्त्रहरुमा को सहभागी हुने भन्ने विषयमा दुई पार्टी विच आरोप प्रत्यारोप हुन थालेको छ ।

सभासद भएको पार्टी नै राष्ट्रिय पार्टी हुने बताउदै चुरेभावर राष्ट्रिय पार्टीलाई स्थानिय निकायहरुका संयन्त्रमा सहभागी गराएपछि चुरेभावर राष्ट्रिय पार्टीले त्यसको विरोध गर्न थालेको छ ।

अध्यक्ष हिमालय प्रधानाङ्गले चुरेभावर राष्ट्रिय एकता पार्टीको मोरङ्गमा जिल्ला कार्यालयको उदघाटन गरेपछि दुई भावर विच विवाद चुलिएको हो । चुरेभावर राष्ट्रिय एकता पार्टीले विज्ञप्ती जारी गरि चुरेभावर राष्ट्रिय पार्टीका उपाध्यक्ष घनश्याम टण्डन क्ष्ाेत्रीले आफ्नो पार्टीको नाममा संयन्त्रमा सहभागिता जनाएको उल्लेख गर्दै आपत्ती प्रकट गरेपछि पुनः टण्डनले विज्ञप्ती निकाली आफ्नो पार्टी राष्ट्रिय मान्यता प्राप्त पार्टी भएकाले सोही हैसियतमा संयन्त्रहरुमा सहभागिता जनाएपनि अन्य कुनै दलको नाममा आफुले सहभागिता नजनाएको प्रष्ट्याएका छन् ।

चुरेभावर राष्ट्रिय एकता पार्टीका अध्यक्ष केशवप्रसाद मैनालीलाई तत्कालिन बरिष्ठ उपाध्यक्ष बाबु थापा समूहले निष्कासन गरेको भन्दै पार्टीको आधिकारिकता आफुहरुले पाउनु पर्ने विषयमा तीन वर्ष अघि सर्बाेच्चमा मुद्धा दायर गरेपछि चुरेभावरको विवाद सडक सम्म आएको थियो ।

सोही बेला बाबु थापाको समूहले चुरेभावर अध्यक्ष मैनालीका छोरा समिर मैनालीलाई हरिऔनमा सांघातिक आक्रमण गरेका थिए । सोही बेला बाबु थापा हातहतियार र ज्यान मुद्दामा कारागार चलान भएका थिए ।

तर सर्बाेच्चमा दुई वर्षदेखी बिचाराधिन रहेको मुद्धाको फैसला आउनु अघि नै महासचिव भूमिराज निरौलाले थापाको पक्ष लिएर संस्थापन पक्षलाई हराउन लागेको भन्दै सप्तरीको माहुलीमा गत असार २८ गते बसेको केन्द्रीय समितिको बैठकले महासचिवबाट भूमि निरौलालाई हटाएको थियो । उक्त बैठकमा ३६ जना केन्द्रीय सदस्य सहभागि रहेका थिए । तत्कालीन बरिष्ठ उपाध्यक्ष शिवप्रसाद तामाङ्ग र हिमालय प्रधानाङ्ग भने बैठकमा सहभागि थिएनन् ।

त्यस लगत्तै निरौलाले राजधानीमा पत्रकार सम्मेलन गरि पार्टी अध्यक्ष मैनालीलाई साधारण सदस्यता समेतबाट हटाएको सार्बजनिक गरे । एकले अर्कालाई निकाला निकाल चलिरहेको बेला पार्टी अध्यक्ष मैनालीले ९० प्रतिशत केन्दि्रय सदस्य लिएर छ महिना अघि चुरेभावर राष्ट्रिय पार्टी खोले । मैनाली पक्ष आधिकारीक होइन र सभासदबाट मैनालीलाई हटाउनु पर्छ भनेर प्रधानाङ्ग पक्ष लागेको छ भने मैनालीले संसद सचिवालय सिंहदरवारमा चुरेभावर राष्ट्रिय पार्टी दर्ता गरिसकेका छन् ।

SARLAHI: Kiran Kumari Ray, a Constituent Assembly member from the CPN-UML, proved here today that she is no ordinary SLC examinee, albeit differently.

The examinee with the symbol number 0227579 and registration number 6722099053 should have taken the Mathematics exam at room number 6 of the Sarlahi-based Shree Chakra Janata Sahid Ganga Higher Secondary School. But she was not at the exam hall. Taking the exam on Kiran's 'behalf' was her daughter Mamata Kumari. "When rumours spread that daughter was sitting for a CA member's exam, Mamata fled the centre," said Deeplal Mahato, a local.

While SLC examinees at the centre said they had seen Mamata writing English and Nepali papers as well. Examination Coordination Committee Chairman and CDO Shambhu Ghimire said they have 'expelled' Kiran Kumari upon finding that her daughter was sitting for her exam.

Ghimire said they have suspended exam superintendent Raj Kumar Thakur on the charge of helping Mamata escape. "An investigation is underway," Ghimire said, though Ray and her daughter are yet to land in police net.

MALANGAWA: Police detained four people with a pistol, bullets and sharp weapons from Chatual VDC, Sarlahi district, on Sunday night. The detainees are Ramgyan Sahani, Ramsewak Sahani, Ganesh Pandit and Ekwal Sahani of Chataul. SP Purnachandra Joshi informed that the four were detained while they were fighting during a marriage ceremony in the village.

Uterine prolapse surgery begins

MALANGAWA: Surgery on uterine prolapse patients began at the Sarlahi District Hospital in Malangawa yesterday.

With the financial support of the Ministry of Health and Population, health workers of Binayak Hospital and Maternity Home, and Nepal Health Welfare and Research Centre have started providing the service.

According to the public health nurse of District Health Office, Laxmi Shrestha, after the primary checkup, it has been found that some 315 uterine prolapse cases need surgery. "The surgery is free of cost," she added.

As per the health survey that the health office had conducted, complicated cases of uterine prolapse have been found in some 315 women of 11 VDCs, including Haripur, Parsa, Haripurwa, Babargunj, Sisautiya, Achalgadh, Harkathawa, Dumariya and Madhuwani of the district.

तराई क्षेत्रमा अत्याधिक चिसो, सर्लाहीमा मात्र आठ जनाको मृत्यु

मुलुकको तराई क्षेत्रमा करिव एक सातादेखि चिसो ह्वात्तै बढेको छ । चिसोले गर्दा जनजीवन प्रभावित बनेको छ । चिसोमा आवश्यक न्यानोको अभावमा हालसम्म दुई दर्जनले ज्यान गुमाएका छन् ।

ज्यान गुमाउनेमा दुधेबालकसिहत बालबच्चा र बृद्धबृद्धाको संख्या अत्याधिक रहेको छ । स्कुलहरु बन्द भएको छ । हुस्सु लागेका कारण यातायातका साधनहरु दिउँसै बत्तिबाल्न बाध्य छन् ।

सर्लाहीस्थित संवाददाता अमन कोइरालाका अनुसार शितलहरका कारण बढेको अत्यधिक चिसोले सोमबार थप एक बालिका सहित तीनजनाको मृत्यु भएको छ । चारदिन यता चिसोका कारण आठ जनाको मृत्यु भइसकेको छ ।

प्रहरीका अनुसार हरिपुर गाबिस-४ की फुलकुमारीदेवी, नेत्रगंज गाबिस-५ का अमरबहादुर सार्की र पर्सा गाविस-६ की ४ बर्षीया बालिका गिताकुमारी साहको जाडोका कारण मृत्यु भएको हो । यसअघि चिसोकै कारण ५ जनाको मृत्यु भइसकेको छ ।

अघिल्लो दिनसम्म सद्दे अबस्थामा रहेका फुलकुमारी र अमरबहादुरको चिसोका कारण घरमै मृत्यु भएको थियो । बालिका गितालाई भने चिसोका कारण निमोनिया भएको र सोही ब्यथाले मृत्यु भएको प्रहरीले जनाएको छ ।

अन्य दिन भन्दा सोमबार जाडो बढेको छ । बिहानैदेखि हुस्सु लाग्नुका साथै पानी परेजस्तै लगातार शित खसेको छ । मध्यान्हपछि चिसो स्याँठ समेत चलेपछि जाडोले जनजीवन नराम्रोसंग प्रभाबित भएको थियो ।

चिसोका कारण राजमार्गमा सार्वजनिक र निजी सवारी समेत कम गुडेको जिल्ला ट्राफिक प्रहरी कार्यालयले जनाएको छ । जाडो बढेपछि जिल्ला प्रहरी कार्यालयले सदरमुकाम मलंगवामा १२ ठाउँमा आगो बालेर ताप्ने ब्यबस्था मिलाएको छ ।

प्रहरी उपरीक्षक पूर्ण चन्द्र जोशीले मातहत सम्पूर्ण इकाईले आफ्नो क्षेत्रमा आगो ताप्ने ब्यबस्था मिलाएको बताए । 'जिल्ला वन कार्यालयले आगो ताप्न दाउराको ब्यबस्था गरेको छ,' जोशीले भने, 'हामीले जिल्लाका सबैजसो गाउँका सार्वजनिक स्थानमा काठ बितरण गरेर आगो ताप्ने ब्यबस्था गरेका छौं ।'

अत्यधिक चिसोले मर्नेको संख्या बढेपछि सार्वजनिक स्थानमा आगो बालेर ताप्ने ब्यबस्था मिलाइएको हो ।

इनरुवास्थित संवाददाता अबधेशकुमार झाका अनुसार चिसो अत्यधिक बढदै जाँदा सुनसरी जिल्लाका सबै शिक्षण संस्थाहरु सोमबारदेखि बन्द गरिएको छ । सोमबार भएको जिल्ला शिक्षा समितिको बैठकले शिक्षण सस्थाहरु आगामी शुक्रवार सम्मका लागि बन्द गर्ने निर्णय गरेको हो ।

समितिका अध्यक्ष स्थानीय बिकास अधिकारी प्रेमप्रसाद भट्टराईले जानकारी दिए । शिक्षा समितिको उक्त निर्णयबाट जिल्लामा रहेका तीनसय ९६ सामुदायिक बिधालय, दुईसय ४२ निजी बिद्यालय, छ सय ४८ वाल बिकास केन्द्र, ८३ मदरसा, ६ गुरुकुल चार गुम्बा १ खुल्ला बिद्यालय, सामयिक स्रोत केन्द्र एक र सामुदायिक अध्यन केन्द्र एक गरि कुल एक हजार तीनसय ९५ शिक्षण सस्था बन्द भएका छन् ।

यसैबीच अत्यधिक चिसो बढेपछि जिल्ला बिकास समिति सुनसरीले माईकिग गरि तातो भएर बस्न र तातो पानी मात्र खान जिल्लावासीहरुमा अनुरोध गरेको छ । सदरमुकाम इनरुवामा भने नगरपालिका कार्यालयले बिभिन्न ६ ठाउँमा आगो ताप्ने ब्यबस्था मिलाएको नगरपालिकाका इन्जिनियर इन्द्रानन्द साहले जानकारी दिए । अत्यधिक जाडो बढदै गएपछि वजारमा मानिसहरुको चहल पहल कम भएको छ । सरकारी कार्यालयहरुमा सेवाग्राहीको उपस्थिती न्युन देखिएको छ । दैनिक मजदुरी गरेर जिबिकोपार्जन गर्नेहरुलाइ चिसोले निकै सताएको छ ।

बारास्थित संवाददाता पवन यादवले पनि जाडो र बाक्लो कुहिरोको कारण विगत एक सता देखि जिल्लाको जनजिवन निरन्तर प्रभावित हुँदै आएको उल्लेख गरेका छन् ।

सरकारी तथा निजी विद्यालयहरुमा जाडो विदा दिईएको छ । जाडोको कारण सर्वसाधारण घरबाट बाहिर निस्कन सक्ने अवस्थामा रहेको छैन ।

कलैयाको कपडा पसलमा कपडाको विक्री बढेको छ । यसैगरी अझै १० दिन यसरी शितलहर जारी रहे तरकारी खेती प्रभावित हुने जिल्ला कृषि विकास कार्यालय बाराले जनाएको छ ।

बर्दियाबाट संवाददाता कमल पन्थीले जनाए अनुसार दुई साता यता अत्याधिक चिसो र शितलहरका कारण बर्दियाको जनजिवन झन कष्टकर बन्दै गएको छ । शितलहर र चिसोलाई मध्यनजर राख्दै नगरपालिकालाई चोक चोकमा आगो बाल्न दाउरा वितरण गरेको छ ।

नगरपालिकाका अधिकृत मुकुन्द रिजालका अनुसार १६ क्विण्टल दाउरा सोमवार वितरण गरिएको थियो । प्रमुख जिल्ला अधिकारी रामकृष्ण सुवेदीले कारागारमा रहेका बन्दीलाई चिसोबाट बच्न दाउरा वितरण गरिएको बताए ।

चिसो हावासंगै शितलहर चलेकोले भुमीहिन तथा मुक्तकमैया बस्ती अत्याधिक प्रभावित भएका छन् । मुक्तकमैया बस्तीमा वालवालिका र बृद्ध सबै भन्दा बढी प्रभावित बन्दै गएको मुक्तकमैया समाजले जनाएको छ । चिसोका कारण हाल सम्म दुई जनाको मृत्यु भईसकेको छ ।

पुस १९ - उखुको न्यूनतम मुल्य कायम गर्नुपर्ने माग गर्दै आन्दोलनमा उत्रिएका उखुकिसानले मुल्य तोकिएपछि आन्दोलन फिर्ता लिएका छन् ।

सोमबार राजधानीमा प्रधानमन्त्री माधवकुमार नेपालसहितको वार्तामा उखुको न्यूनतम मूल्य प्रतिक्विन्टल ४ सय १ रुपैयाँ कायम गर्ने सहमति भएको थियो । उखुकिसानले ४ सय २१ रुपैयाँ माग गर्दै आएका थिए भने उद्योगले ३ सय ३० रुपैयाँभन्दा बढी दिन नसकिने जनाउँदै आएका थिए ।

मुल्य तोकिएपछि आन्दोलन फिर्ता लिएको उखु उत्पादक महासंघका अध्यक्ष कपिलमुनी मैनालीले जानकारी दिए ।

Curfew clamped in Sarlahi to suppress demonstrations of sugarcane farmers

The District Administration Office (DAO), Sarlahi has imposed a curfew in Hariwaun area of Sarlahi from 8 am, Monday to suppress the demonstrations planned by sugarcane farmers.

Sarlahi DAO has issued curfew orders from 8 am to 5 pm today in and around Hariwaun after sugarcane farmers announced a bandh from 9 am to 5 pm. Police are escorting vehicles on the east-west highway in Hariwaun area.

Sugarcane farmers began demonstrations demanding a hike in the price of sugarcane. Almost four dozen persons including 40 policemen were injured in the clashed during the demonstrations Sunday.

Sugarcane farmers clash with cops in Sarlahi

More than half a dozen farmers have been injured during a clash between the agitating sugarcane farmers and police in Sarlahi district on Sunday.

The clash ensued after the police intervened in the farmers' bid to obstruct the East-West Highway in the district, demanding increase in sugarcane price.

Police fired several rounds in the air and used tear-gas canisters to disperse the agitating mob, who took to the highway at around 11:00 am today.

Sugarcane farmers in Terai districts including Sarlahi, Mahottari and Nawalparasi have been waging protest demanding that the government revise the price as they were paid lower for their products this year compared to the previous year.

Meanwhile, UCPN-Maoist has denounced the police crackdown, describing it as 'brutal' and demanded that the government maintain the price of sugarcane, as demanded by the farmers.

Issuing a press statement, the Maoists have also demanded that the government provide free treatment and due compensation to the injured farmers.

उखु किसान आन्दोलित

उखुको मूल्य बढाउन माग गर्दै उखु किसान संयुक्त संघर्ष समितिले हरिऔनमा लाँक्रे जुलुस प्रदर्शन गरेको छ । पूर्व-पश्चिम राजमार्गमा सयौं किसान सहभागी जुलुसका कारण केहीबेर यातायातसमेत अवरुद्ध भएको थियो । सडक ढाकेर हरिऔन बजारबाट निस्केको जुलस इन्दुशंकर चिनी उद्योगमा पुगेर कोणसभामा परिणत भयो । उखु किसान सम्बद्ध सबै संघसंगठन मिलाएर आन्दोलन गर्न संघर्ष समिति गठन भएको हो ।

चालू क्रसिङ सिजनका लागि उखुको मूल्य तय गर्न किसान र चिनी उत्पादक संघबीच काठमाडौंमा भएको वार्ता असफल भएपछि मूल्य तय गर्न किसानले आन्दोलनको सहारा लिएका हुन् । उनीहरूले प्रतिक्विन्टल ४ सय २१ रुपैयाँ कायम हुनुपर्ने माग गरे । गत वर्ष किसानले त्यति मूल्य पाएका थिए । यस वर्ष उद्योगले ३ सय २० रुपैयाँ मूल्य दिने प्रस्ताव राखेपछि वार्ता असफल भएको थियो । जोताइ, ज्याला, मजदुरी, खाद्यान्न लगायतमा दोब्बर मूल्य वृद्धि भएको अवस्थामा उखुको मूल्य घटाउने प्रस्ताव स्वीकार्य नहुने किसानको अडान छ ।

उखु उत्पादक महासंघका अध्यक्ष कपिलमुनि मैनालीले किसानहरू हदै लचिलो बनेर गत वर्ष कायम मूल्य मान्न तयार भएको बताए । 'सम्पूर्ण वस्तुको मूल्य बढ्दा हामीले पोहोरको मूल्य मान्न तयार भएका छौं,' उनले भने, 'हामी यति लचिलो हुँदा पनि उद्यमी पक्षबाट मूल्य घटाउन खोज्ने किसानमारा प्रस्ताव ल्याउनुले आश्चर्यमा परेका छौं ।' उनले गत वर्षको भन्दा कम मूल्य कुनै हालतमा स्वीकार्य नहुने स्पष्ट पारे ।

वार्तामा बोलाएर उद्यमीहरूले लागत समेत नउठ्ने गरी एकतर्फी मूल्य प्रस्ताव गरेपछि उचित मूल्यका लागि किसान संघर्षमा उत्रिएका हुन् । गत वर्ष पुस ८ गते सञ्चालन भएको हरिऔनको इन्दुशंकर चिनी मिल यस वर्ष मूल्य तय हुन नसक्दा चल्ने टुंगो छैन ।

मैनालीले नियोजित चाल अनुसार चिनी उत्पादकले उखुको कम मूल्य दिन खोजेको आरोप लगाए । चिनी मिल बढे पनि उखु कम भएकाले सञ्चालन गर्न हतार नहुँदा मूल्यमा सहमति गर्न उद्यमी नहतारिएको उनले बताए । 'मिल चलाउन हतार नभएकाले किसानलाई सताउने प्रयास भएको छ,' मैनालीले भने, 'मौका छोपेर किसानलाई पेल्न खोज्नु उद्योगका लागि दुर्भाग्य सावित हुनेछ ।'

गत वर्ष राम्राे मूल्य पाएपछि यस वर्ष जिल्लामा उखु खेती बढेको छ । खेती बढेपछि उद्योगले पुनः भाउ घटाउन खाेजेपछि किसान आन्दोलनमा उत्रेका हुन् ।

Sugarcane farmers shut mill in Sarlahi

Agitated sugarcane farmers padlocked Indushankar Sugar Mill in the district today to press for a hike in sugarcane price.

Before shutting the mill, hundreds of farmers from northern and southern VDCs of the district had demonstrated in the Hariwan section of the East-West highway.

Claiming that the government has not bothered to address their concerns even after talks with Prime Minister Madhav Kumar Nepal and Industries Minister Mahendra Prasad Raya, the farmers grouped under the banner of Sugarcane Farmers' Struggle Committee have announced a series of protests.

Uttar Kumar Mainali, a farmers' leader, slammed the sugar mills for showing unwillingness to pay Rs 421 for a quintal of sugarcane, though they were making a lot of money.

मलंगवामा ५ दिनदेखि यातायात ठप्प

मधेसी जनअधिकार फोरमका जिल्ला अध्यक्ष अशोक यादब पक्राउ परेपछि मलंगवा नवलपुर सड्क खण्डमा पाँच दिनदेखि सार्बजनिक सवारी चलेको छैन् । लगातार यातायात अबरुद्ध हुंदा सर्बसाधारण मर्कामा परेका छन् ।

जिल्ला कृषि बिकास कार्यालयका प्रमुख नथुनी साहमाथि हातपात गरेको आरोपमा यादबलाई बिहीबार राति प्रहरीले पक्राउ गरेको थियो । उनीसंगै सर्लाही बस ब्यबसायी संघका अध्यक्ष विनोद यादबपनि पक्राउ परेका छन् ।

पक्राउको भोलीपल्ट बिहानदेखि भएको यातायात बन्द अझै खुलेको छैन् । मंगलबार बिहान चलेका दुई यात्रुबाहक बसलाई बाटोमा केही ब्यक्तिले ढुंगा हानेर सिसा फुटाइदिए । सिसा फुटाएको घट्नापछि अन्य सवारी डरले चल्न सकेका छैनन् । प्रहरी उपरीक्ष्ाक पूर्णचन्द्र जोशीले दुईचार जनाले बाटो ढुकेर ढुंगा हानेको बताए । 'ढुगा हान्ने पहिचान भएका छन,' जोशीले भने, 'ढुंगा हान्नेका अभिभाबकले क्ष्ातिपूर्ति दिने सहमति जनाइसके ।' उनले बाटोमा कुनै अबरोध नहुनेमा आश्वस्त हुन आग्रह गरे ।

लगातार बन्द जारी रहेपछि बस चल्ने ठाउँमा टाँगा रिक्साले चल्न थालेका छन् । मलंगवादेखि नवलपुर सम्मको २५ किमि बाटोमा उनीहरुले प्रति ब्यक्ति २ सय भाडा लिने गर्छन् । बसमा जम्मा ४० रुपैयाँ भाडा लाग्ने ठाउँमा बन्दका कारण सर्बसाधारणले ५ गुना महंगो तिर्नुपरेको छ ।

छोटो रुटमा टेम्पोलेपनि यात्रु ओसार्ने गरेको छ । बस चल्दा मलंगवा नवलपुर सड्कमा नदेखिने टेम्पो, टाँगा र रिक्सामा यात्रु खचाखच भरिएका हुन्छन् । मलंगवा बसपार्कमा बस नदेखिएपनि लाइनले टाँगा लागेको देखिन्छ ।

सरकारी कामका लागि सदरमुकाम मलंगवा जानुपर्ने सेवाग्राही बढी भाडा तिरेर टाँगा रिक्सामा, साइकल र पैदल हिंडेर समेत पुग्न बाध्य छन् ।

लगातार बन्द भएपछि मलंगवा नवलपुर सड्कमा टाँगा चलाउन थालेका सफिक अहमदले प्रति ब्यक्ति २ सय भाडामा यात्रु ओसार्ने गरेको बताए । यात्रुको समस्या नभएकाले दैनिक २ हजार सम्म कमाई हुने गरेको अहमदले जानकारी दिए ।

यादबद्धयलाई सार्बजनिक अपराध मुद्दामा १५ दिन म्याद थमाएर अनुसन्धानका लागि प्रहरीले हिरासतमा राखेको छ । फोरम कार्यकर्ताले उनीहरुको तत्काल रिहाईको माग गर्दै मलंगवामा जुलुस प्रदर्शन र जिल्ला प्रशासन कार्यालयमा धर्ना दिने लगायतका कार्यक्रम गर्दै आएका छन् । मुद्दा दर्ता भएकाले तत्काल मुद्दा हेर्ने अधिकारी समक्ष पेश गर्न फोरम कार्यकर्ताले दवाब दिएको प्रहरी अधिकारीले बताएका छन् ।

उता कर्मचारीहरुले भने सहकर्मीमाथी हातपात गर्नेलाई कडा कारबाही नगरे अनिश्चितकालिन सरकारी कार्यालय बन्द गर्ने चेतावनी दिएका छन् ।

Taskforce for farmers formed

The government has formed a taskforce headed by industry minister Mahendra Prasad Yadav today to solve sugarcane farmers' problems‚ especially the minimum price that sugar mills must pay to purchage sugarcane. A meeting held at Prime Minister Madhav Kumar Nepal's residence today with industry minister‚ agriculture minister‚ secretaries from ministries of industry‚ agriculture‚ finance‚ representatives from farmers and sugar-mills owners formed the taskforce to iron out the problems.

According to Keshab Prasad Mainali‚ president of Chure Bhawar National Party‚ the meeting‚ however‚ did not result in any immediate relief. "The taskforce will hold a meeting on Sunday and probably fix the price of sugarcane‚" he added.

However‚ according to Nepal Sugarcane Producer Farmers' Union (NSPF)‚ they will continue their protest programmes unless their demand is fulfilled. "We will continue demonstration and sugar mills picketing‚" said Prem Dangal‚ general secretary of All Nepal Peasants Federation.

Sugarcane farmers have been protesting for last couple of days‚ demanding appropriate price for sugarcane.

36 injured in Sarlahi road mishap

At least 36 persons have been injured in a road accident at Fuljor of Sarlahi district along the East-West Highway on Thursday morning.

They were injured when a passenger bus (Na 3 Kha 1776) en route to Birgunj from Janakpur collided with another (Na 2 Kha 5244) en route to Malangwa from Sangrampur from behind.

The injured are undergoing treatment at Lalbandi and Hariaun.

The condition of some of the injured is reported critical.

Fix the purchasing rate for sugarcane

Sugarcane farmers have threatened to take to the streets‚ if their demands are not met in a day. "We will take to the streets from Thursday‚ if the government fails to address our problem‚" said Prem Dangal‚ general secretary of All Nepal Peasants Federation a programme organised in the Reporters' Club here today.

Sugarcane farming accounts for 70‚ 000 hectors of land in seventeen districts in the Terai region‚ according to Prem Prasad Gupta‚ spokesperson of Sugarcane Producer Farmers' Committee (SPFC). "Nepali market needs 1.5 million tonne sugar a year and while sugarcane available is sufficient to produce only one million tonne‚" he said.

However‚ the government is not addressing to the problems faced by sugarcane farmers‚ choosing to import sugar‚ he added.

Despite caretaker Prime Minister Madhav Kumar Nepal's pledge to solve the problem at the earliest‚ sugarcane farmers have decided to continue their protest unless the government fixes the price of sugarcane.

The PM directed the secretaries of Ministry of Finance‚ Agriculture and Cooperatives and Ministry of Industry to create an environment of consensus with agitating sugarcane farmers‚ who have been agitating for last couple of days to put pressure on the government to fix the rate of sugarcane.

Sugarcane farmers picketed District Administration Office (DAO) in 17 districts yesterday‚ according to Nepal Sugarcane Producer Farmers' Union (NSPF).

"Last year‚ the government had fixed the rate up to Rs 570 per quintal but this year the rate is yet to be fixed‚" said Keshab Prasad Mainali‚ Constituent Assembly (CA) member and president of Chure Bhawar National Party. "Some 2 million farmers' lives are at stake due to delay in fixing the rate of sugarcane‚" he added.

Dangal said that Nepal used to have 30 million quintal sugarcane production till 2002-03 but now it has come down to 20 million quintal a year. "Had the government helped‚ we could have met the domestic demand by now‚" he said.

Issuing a joint press release today‚ All Nepal Peasants Federation‚ Chure Bhawar National Party‚ Nepal Sugarcane Producer Farmers' Union‚ Sugarcane Producer Farmers' Committee and Sugarcane Farmer Welfare Committee have demanded the government to come up with programmes to solve the problem.

They have asked the government to hold an urgent interaction with the farmers to fix the price of sugarcane‚ bring sugarcane farming and sugar mill industry under the Ministry of Agriculture and form a Sugarcane Development Board.

Squatters take to the streets

SARLAHI: National Land Rights Forum activists today padlocked the Malangawa-based office of Commission for the Settlement of Squatters demanding that rights of the landless and women be guaranteed in the new constitution.

They had staged a demonstration in Malangawa before padlocking the office. Harjit Paswan, a rally participant, of Karmaiya accused the commission of failing to work in the interest of squatters. "We padlocked the Commission office after our repeated requests fell on deaf ears," said Paswan.

Mahendra Mahato, a squatter from Sasapur, lamented that they were yet to get even a small piece of land despite. "The new constitution should be drafted as soon as possible and a land reform policy must be included in it," demanded Gambhir Singh Pakhrin, chairperson, NLRF.

Sarlahi DDC office shut

Employees at the District Development Committee (DDC), Sarlahi, on Sunday decided to close the DDC office for an indefinite period.

The agitating employees said they will not resume work until the Local Development Officer (LDO) is posted in the office. They claimed that there was no working environment in the office due to the absence of the LDO for months. Former LDO Dilip Chapagain was transferred three months ago and the line ministry is yet to post another officer in the district.

"The office is without an LDO for about three months and nobody has been devolved the rights even to carry out the day-to-day work," said an employee, adding that they decided to close after they could not hold the pressure of service seekers.

सर्लाही, मंसिर १८ - हरकठवा इलाका प्रहरी कार्यालयबाट गस्तीमा निस्केका दुई प्रहरीलाई हतियारधारी एक समूहले आक्रमण गरी हतियार खोसेको छ । आक्रमणकारीको कुटपिटबाट एक प्रहरी गम्भीर घाइते भएका छन् ।

इलाका प्रहरी प्रमुख प्रहरी नायब निरीक्ष्ाक -सई) लवजंग चौहान र प्रहरी हवल्दार भागीलाल चौधरीलाई शुक्रबार राति ८ बजे हतियार बोेकेका २०/२५ जनाको समूहले भवानीपुर तर्फ जाँदा बाटोमापर्ने मन्दिर नजिक आक्रमण गरेको थियो । कुटपिटबाट गम्भीर घाइते भएका हवल्दार चौधरीको टाउकोमा २० टाँका लागेको छ । चौधरीलाई मराणसन्न हुनेगरी कुटपिट गरेपछि मरेको ठानेर आक्रमणकारीले छाडेका थिए । बेहोस अबस्थामा उनलाई पछि आएको मद्दत टोलीले उद्धार गरि उपचारार्थ जिल्ला अस्पताल मलंगवा लगेको थियो । अस्पतालमा उपचाररत चौधरीले कुटपिटका बेला लगाएको कपडा रगताम्मे छ ।

लुटेराले प्रहरीको एक थान चाइनीज पेस्तोल र ६ राउण्ड गोली लुटेका छन् । सई चौहान भने पेस्तोल लुटिएपछि भागेका थिए । गस्तीमा निस्केका उनीहरु मध्ये एकजनाले मात्र प्रहरीको पोषाक लगाएको एक प्रहरी अधिकारीले बताए ।

रातको समयमा बाटोछेउमा हुल बाँधेर बसेका मान्छे देखेर मोटरसाइकल रोकी सोध्दा उल्टै प्रहरी माथि आक्रमण भएको थियो । उनीहरुलाई धकेलेर मोटरसाइकल समेत लडाएपछि उक्त समूहले प्रहरीलाई कुटपिट गरी हतियार खोसेको हो । घाइते चौधरीले प्रतिकारका क्रममा सुरुमै खोसेको आक्रमणकारीको एउटा नलकटुवा पेस्तोल प्रहरीले घट्नास्थलबाट बरामद गरेको छ । कुटपिटको प्रतिकार गर्ने क्रममा चौधरीले हतियार खोसेका थिए । आक्रमणपछि भाग्ने क्रममा उक्त नलकटुवा घट्नास्थलमै छुटेको प्रहरीले जनायो ।

जिल्ला प्रहरी कार्यालयले शनिबार अबेर सम्म घट्नाको औपचारीक पुष्टि गरेको छैन् । एक प्रहरी अधिकारीले नाम नखोल्ने शर्तमा घट्नाको पुष्टि गर्दै आक्रमण गर्ने ब्यक्ति वा समुहको पहिचानका लागि प्रयास जारी रहेको बताए ।

आक्रमणकारीको खोजीका लागि रातीदेखिनै ब्यापक प्रहरी परिचालन गरिएको छ । प्रतिकार गर्ने क्रममा प्रहरीले पनि एक राउण्ड फायर गरेको स्रोतले बतायो । घट्नास्थलबाट आक्रमणकारीले प्रयोग गरेको मोवाइलपनि भोटिएको एक प्रहरीले जानकारी दिए ।

मोटरसाइकल ठोक्किदा एकको मृत्यु

सर्लाही, मंसिर ९ - पूर्व पश्चिम राजमार्गको सर्लाही खण्डम पर्ने नवलपुरमा बिहीबार बिहान बिपरीत दिसावाट आएका दुई मोटरसाइकल आपसमा ठोक्कींदा एक जनाको मृत्यु भएको छ । दुई जना गम्भीर घाइते छन् ।

बा.३८.प २८९६ नम्बरको मोटरसाइकल र बा.४१.प ८३ नम्बरको मोटरसाइकल बिहान साढे ४ बजे नवलपुर र लालबन्दीको बीचमा आपसमा ठोक्कीएर दुर्घटनाग्रस्त भएको थियो ।

दुर्घटनामा परि काठमाडौं घर भएका २४ वर्षीय मनिष सुनवारको मृत्यु भएको प्रहरी निरीक्षक नरेश सुबेदीले बताए । रामेछापका दशेनाथ शेर्पा र हरिऔन गाबिस-६ का अनुप रायमाझी गम्भीर घाइते भएको प्रहरीले जनाएको छ । घाइते दुबैलाई उपचारार्थ भरतपुर अस्पताल लगिएको छ ।

Four die consuming 'poisonous' liquor

SARLAHI, Oct 30: Four persons died after consuming ´poisonous´ liquor at Birata Bazar, Babargunj on Saturday, police said.

Those deceased are identified as Jay Kumar Raya, 35, and Goliyadevi Mandal, 32, of Kisanpur-8, Sarlahi, Malbhogiyadevi, 45, of Kisanpur-1 and Manduk Sahani, 36, Babargunj, the police added.

Meanwhile, Rup Lal Raya of Kishanpur-8 was seriously injured after consuming the liquor. He is receiving treatment at Narayani Sub Zonal Hospital.

Chure Bhawar demands action against Maoist

KATHMANDU, Oct 28: Chure Bhawar Rastriya Party has condemned the indecent manner meted out against Indian Ambassador to Nepal, Rakesh Sood, by the cadres of the UCPN (Maoist).

Issuing a press release, the party demanded action against the miscreant cadres and urged the government to bring individuals involved in assaulting Ambassador Sood to book.

The party also asked the UCPN (Maoist) to present in a responsible manner and express commitment to not repeat such indecent behaviour in coming days.

Central regional education directorate to shift

BHAKTAPUR: The Central Regional Education Directorate is to shift from Sanothimi, Bhaktapur to Hetauda after Tihar festival.

The Directorate that had been overseeing education activities of 19 districts from Bhaktapur and would now monitor nine districts only, said Director Balram KC of the Directorate.

A well-equipped building is ready and furnishing will take place soon to resume service following Tihar, he said.

The office will now monitor educational activities in six districts of the tarai—Bara, Parsa, Rautahat, Sarlahi, Dhanusa and Mahottari, and in Sindhuli, Chitwan, Makwanpur and Dhading.

The remaining 10 districts would be monitored from the Directorate in Sano Thimi, it is stated.

The Hetauda Office is expected to facilitate work as people from those districts will not have to come to Bhaktapur for any work related to education.

The Directorate is responsible for appointment and transfer of teachers, adding new school, distribution of certificate, school building construction and monitoring the work of district.
