Calls for Review of Khamenei's Performance

The pressure on the Assembly of Experts in Iran to at least do a serious review of the leader's performance during the events following the presidential election continues, and it is coming from several influential quarters. A letter to the Assembly from a group of students, which also mentioned some other important communication to the assembly, is reprinted in Persian here.

A good friend of mine who is very wise in affairs Iranian has said he thinks the only way Iran will be able to rid itself of the current system will be through some kind of major altercation among the ruling mullahs. This piece says with much regret that the current leader has done things to alienate some of the traditional clergy that leave them no representation in the current system and may be leaving them no alternative but to take a stand against the system from a position beyond its lawfully sanctioned limits (external revolt!).

This panel with Riz Khan shows an interesting attitude towards Iran expressed by Mr. Hossam Hamalawy. He and a lot of other Egyptians seem clueless about the government of Iran; they think its brutality is all US anti -Iranian propaganda and ignore the testimony coming from Iranians. They also whitewash HAMAS! Is Israel worse than HAMAS? Yes, but that will change.

I think after HAMAS grows more powerful with Iran's help and with the uncritical support of Palestinian sympathizers (who definitely do deserve sympathy and support, just as the Iranians who protested the last election deserve sympathy and support) HAMAS will look more like Iran and it will become more and more difficult to portray HAMAS as any kind of good guy. HAMAS is already showing signs that it is taking lessons from Iran in the way it deals with those among its own population who do not agree with it. That's my prediction; give it 10 years.

In fairness to the Egyptians I have to say that part of the reason they don't understand the true nature of the Iranian government is that the Egyptian government (also a big rights abuser) makes it very difficult for anyone from Iran to visit Egypt. I've heard stories about Iranians trying to visit Egypt being refused visas in the US and even sent back to the US after arriving in Cairo to attend conferences! It seems the Egyptian government thinks they are all terrorists.

Mirjam Shatanawi, Arabic curator of Amsterdam's Troppen Museum, has suggested to me that the reason Iranians have difficulty going to Egypt is that Iran has named a street in Tehran after Anwar Sadat's Assassin, Khaled Islambouli. I know visas are elements of the foreign relations between two nations (Egypt and Iran have no relations) but I suspect other factors are at play.

I'm not sure if that infamous street honoring Anwar Sadat's assassin completely explains the visa problem, but it does keep coming up over and over again. The Iranians also issued a commemorative stamp showing Khaled waving his gun heroically, and that didn't help either. There have been Iranians who visited Egypt recently, but they have a very hard time getting permission to do it. Even Iranians who are American citizens have been given the cold shoulder at the Egyptian embassy for reasons the Egyptians will not explain. A famous exception is Azadeh Moaveni, author of Lipstick Jihad, who has studied in Egypt.

Ayatollah Mohammad Taqi Mesbah-Yazdi is known to be the one behind the recent election violence "the coup." It has been apparent for some time that his idea that democracy is not good for Islam or Iran has been the prevailing one under Mahmoud Ahmadinejad.

It is reported that Mesbah-Yazdi has sanctioned the assassination of reformist candidates Mehdi Karroubi and Mir Hoseyn Mousavi.

رامین کامران تاریخ نگارش ژوئن 2009 برای اولین بار بین دزدانی که رأی ملت را بین خود تقسیم کرده اند اختلاف افتاده و آنهایی که به سهمشان راضی نیستند صدا را به اعتراض بلند کرده اند. طبعاً ظرف مدتی کوتاه سخنان بسیاردر بارهٌ «انجام کودتا» و ... گفته شده که مثل شرکت در رأی گیری بیشتر با احساسات و آرزوهای رأی دهندگان ارتباط دارد تا ارزیابی سنجیدهٌ مطلب. باید از این سخنان گذشت و نگاه را از ورای دودی که شلوغی های اخیر بر پا کرده به تحولات احتمالی وضعیت معطوف نمود. اول نتیجه و تا اینجا مهم ترین نتیجهً کار بی آبرو شدن نمایش انتخاباتی است که به ابتکار نظام و با همکاری و همگامی ساده دلانه و بی مزد و پاداش ایرانیان داخل و خارج به طور ادواری انجام میگرفت. این دروغ را که در ایران «انتخابات نیمه آزاد» وجود دارد و اگر تا جایی اختیار به دست حکومت است از جایی دیگر مردم هم در آن شریک میشوند، افراد پرشماری طی چندین سال تبلیغ کرده اند. آنچه امروز سخن گروه اخیر را بی اعتبار کرده است این نیست که ناگهان متوجه شده اند حرفشان از اصل نادرست بوده، این است که نامزدهای مغبون، بر خلاف رسم جمهوری اسلامی، ناگهان و طوری که گویی تجربه شان از انتخابات اسلامی همیشه حکم به سلامت آن میکرده است، تقسیم تقلبی آرأ را که شیوهٌ ثابت این حکومت است، «بیسابقه» خوانده و مورد اعتراض جدی قرار داده اند. نیروها در این میان اساساً دو نیرو با هم برخورد کرده اند. از یک طرف دستگاه دولت تحت فرمان احمدی نژاد با تمام امکاناتش و از طرف دیگر مردمی که به خیابان ریخته اند. آنهایی که به نتایج رسمی انتخابات معترضند نه موقعیت سازمانی و گروهی مشخص دارند (مثل فرضاً کارگران یا اصناف) و نه از نقطهٌ تمرکز نهادی یا جغرافیایی برخوردارند (مثل کارمندان یا ارتشیان یا دانشجویان که اقلاً دانشگاه مرکزشان بود و هست) و نه بستگی به دستگاه سیاسی مشخصی دارند که از عهدهٌ سازمان دادنشان بربیاید چون حزبی در کار نیست و آن چیزهایی که در این نظام اسم حزب دارد مجمعی از رؤساست نه محور سازماندهی و فعالیت منظم پیروان. هیچ چیز غیر از اعترض به «انتخاب» احمدی نژاد معترضان را به هم پیوند نمیدهد.

خلاصه اینکه مخالفان از بابت پیوستگی گروهی در ضعیف ترین وضع قرار دارند و امکان بهبود موقعیتشان در شرایط فعلی بسیار کم است. نقداً هم که میبینیم همگی شده اند کیسه بوکس نیروهای انتظامی.

رهبری

این نقطه از قبلی هم ضعیف تر است چون تنها کسانی که نقداً در موضع رهبری احتمالی این حرکت قرار دارند (یعنی موسوی و کروبی) از نسل بنیانگذاران جمهوری اسلامی هستند و از ارادتمندان خالص خمینی و وفاداران به نظام و قانون اساسی اسلامی. این افراد، حتی اگر لشکر سلم و تور را هم تحت فرمان داشته باشند به میل خود گامی خلاف منافع نظام برنمیدارند. تنها خواستشان این است که رأی ها «دوباره شمرده شود» تا یکی از خودشان از صندوق بیرون بیاید، همین و بس. در وضعیت فعلی احتمال اینکه کس دیگری بتواند رهبری حرکت (ضعیف) مخالفت را بر عهده بگیرد بسیار کم است و قابلیت این دو نفر هم معلوم.

شعار

از همه بدتر شعار مخالفان است که همان بازبینی آراست و اصلاً اثری از آرمانخواهی در آن نیست و محدود میگردد به رسیدن به چیزی که حد اکثر میتواند در حد دوران خاتمی باشد، یعنی معطل کردن مردم با حرف مفت. امکان اینکه این شعار بی رمق و ابتدایی تغییری بکند و تبدیل به چیز دندانگیری بشود بسیار ضعیف است و روشن است که با چنین شعاری راه دوری نمیتوان رفت. هرچند نقداً تشنجی میتوان ایجاد کرد که میتواند به دلایل دیگر کارساز بیافتد.

امکانات تحول جران

طبعاً تا اینجا دورنمای وقایع چندان امید بخش به نظر نمیاید و تنها فایدهٌ این افتضاح انتخاباتی که فعلاً میتوان به دست آمده شمردش همان تعطیل سخن پراکنی در باب فواید شرکت در این قبیل نمایشات است. ولی اعتراض دو نامزد ناکام نقطهٌ شروع شکافی است در نظام اسلامی که از ابتدای انقلاب و کنار گذاشته شدن بنی صدر سابقه نداشته است و تجدیدش در شرایط امروز بسیار مهم است. باید دید این شکاف چگونه میتواند در دل نظام بدود و اگر چنین بشود خطش که میتواند وحدت نظام اسلامی را بشکند به کدام سو و به کدام شکل بسط پیدا خواهد کرد.

در نظام اسلامی دو ساختار قدرت با ترکیب متفاوت وجود دارد. اولی چارچوب قانون اساسی است و دومی شبکهٌ گروه هایی که هر کدام از غنیمت انقلابی سهمی برده اند.

از بابت اولی این هست که هیچکدام از دو نامزد از موقعیت نهادی خاصی برخوردار نیست. یعنی بر خلاف دوران بنی صدر که در مقام ریاست جمهور بود و در مقابل فشار مجلس اسلامی، یعنی در حقیقت حزب جمهوری اسلامی، وادار به استعفا شد، نه موسوی و نه کروبی در وضعی نیستند که بر هیچ بخش از دستگاه دولت دستی داشته باشند و بتوانند از این ابزار برای مبارزه با حریف استفاده نمایند. بنا بر این احتمال اینکه خط شکاف راهی را طی کند که از بین نهادهای رسمی حکومت میگذرد بسیار کم است مگر اینکه نهاد یا نهادهایی به نفع این دو نفر موضعگیری کنند. ولی این امر هم چندان محتمل نمینماید. شورای نگهبان که تنها مرجع رسمی برای تجدید نظر در انتخابات است تا به حال واکنش مثبتی نشان نداده و با وجود اینکه مغبونان از این و آن نهاد استمداد کرده اند بعید است که دست یاری به سویشان دراز شود، بخصوص که رهبر موضعش را مشخص کرده و طرفداری از این دو جوان ناکام صورت مخالفت با او را پیدا خواهد کرد که از نظر قانونی فقط از طرف مجلس خبرگان میتواند مؤثر و کارساز باشد. البته رئیس این مجلس در حقیقت حامی دو نامزدی است که خود را مغبون میشمرند ولی امکان اینکه بتواند مجلس را به راه مقابله با رهبر بیاندازد به نظر زیاد نمیاید.

میماند شبکهٌ غیر رسمی قدرت و روابط جناح ها. در این مورد هم باید گفت که هر دوی نامزدها در حقیقت و در اصل از همان پشتیبانی دستهٌ رفسنجانی برخوردارند که صاحب امکانات است و از اول (یعنی از همان چهار سال پیش) هم قصد کوبیدن احمدی نژاد را داشته است. فشار چند ماهٌ اول انتخاب به رئیس جمهور اسلامی بسیار شدید بود ولی با تشدید تنش بر سر اتم که احمدی نژاد با اتخاذ موضع سخت ایجاد نمود و نیز با شعله ور شدن احساسات ملی گرایانهٌ مردم که «حق مسلم» خود را میخواستند، بسیار ضعیف گردید. از این بابت موضع امروز احمدی نژاد بسیار محکم تر از چهار سال پیش است چون توانسته در این باب امتیازهایی از طرفهای خارجی بگیرد و فشار دول غربی هم که اساساً آمریکایی بود با انتخاب اوباما جداً کاهش یافته است. ولی با تمام این احوال دستهٌ رفسنجانی از امکاناتی قابل توجه برخوردار است و به هر حال مواضعی را در تصرف دارد که نمیتوان به هیچ گرفت.

این را هم به طور گذرا بگویم که تنها حرکتی که تا به حال برای استمداد از «نهادهای غیر دولتی» انجام گرفته از سوی موسوی انجام شده که دست تظلم به سوی آیات عظام قم دراز کرده است! این البته در حد اشتباه گرفتن حکومت اسلامی با فرضاً حکومت مظفرالدین شاهی است که خود میزان درایت این نخست وزیر چندین سالهٌ حکومت اسلامی را برای همه روشن میسازد. به هر حال میتوان به نتیجه بخشی این تاکتیک جداً شک کرد.

نقطهٌ امید

پیدایش تشنج در این حد برای نظامی که مدعی وحدت است و با نمایش وحدت برای خودش اعتبار ایجاد میکند بسیار گران تمام میشود و این بهای سنگین ارتباطی با قابلیت و توانایی و حتی مشی ایدئولوژیک کسانی که با اعتراض خویش این تشنج را ایجاد کرده اند، ندارد.

بازگشت اوضاع به حالت عادی (یعنی به آن چیزی که در نظام اسلامی عادی محسوب است و معنایی جز خفقان ملت و پرده داری صاحبان قدرت ندارد) بسیار غیر محتمل است. اینچنین اختلافی، به این عیانی و با دخالت مردم، آن هم بر سر مهمترین نمایش مشروعیت یابی رژیم چیزی نیست که بتوان به آسانی ترمیمش نمود.

در این وضع احتمال اینکه جناح رفسنجانی به طور جدی و البته با اجازه و رضایت ضمنی یا صریح رهبر مورد تعرض احمدی نژاد قرار بگیرد بسیار است. نه به این دلیل که شخص اخیر صحبت از این کرده که میخواهد دست فاسدان را رو کند و از این قبیل شعارها داده. از این جهت که مخالفت این دو دسته با هم به جایی رسیده که بالاخره یکی باید میدان را به نفع دیگری خالی کند. رئیس جمهور که فعلاً بر خر مراد سوار شده، میماند دیگری که در موضع دفاعی است ولی به هر حال باید یا کاملاً تفوق حریف را بپذیرد یا اینکه با تمام نیرو به مصاف او برود. در جمع به نظر نمیرسد از اینجا به بعد راهی برای تعادل یا توافق دو طرف موجود باشد. باید کار به نفع یکی یکسره شود و مثل هر جنگ داخلی بیطرف ها هم باید دیر یا زود و ترجیحاً زود، تکلیف خود را با این داستان روشن کنند و معلوم کنند که طرف که را خواهند گرفت وگرنه ممکن است مجبور به تحمل فشار دوجانبه شوند که از طاقتشان بیرون خواهد بود.

نکته در این است که یکسره شدن کار یعنی سیادت مطلق یکی از جناح های قدرت در جمهوری اسلامی و این درست چیزی است که تا به حال تقریباً تمامی جناح ها از آن طفره رفته اند چون هیچکدامشان مایل نبوده تا اقتداری در حد اقتدار خمینی دوباره در این نظام برقرار شود. همه میخواسته اند بمانند و با هم ببرند و کسی متعرضشان نشود ولی ظاهراً کار به جایی رسیده که ممکن است اختیار انتخاب از دست همه شان به در رفته باشد.

باید توجه داشت که این تک جناحی شدن جریان الزاماً به نفع رهبر فعلی نخواهد بود. چون او اعتباری در حد خمینی ندارد. اگر یک جناح بتواند رقبا را به قبول سیادت خود وادار کند، اقتدار خود رهبر هم که به هر صورت به نوعی بین جناح ها مانور میکند و تعادل خویش را حفظ مینماید، به خطر خواهد افتاد چون امکان اینکه پس از شکسته شدن کمر رفسنجانی یا احمدی نژاد بشود دوباره تعادلی بین جناح های بر جا مانده برقرار نمود بسیار کم است.

خامنه ای، بر خلاف آنچه که برخی به وی نسبت میدهند، توان ریاست فائقه به سبک خمینی را ندارد و اگر بخواهد با قرار گرفتن در رأس جناح پیروز چنین نقشی را بازی کند، گور خود و نظام را خواهد کند. این نظام از اول هم قابلیت اینکه طرح توتالیتر خود را به درستی به اجرا بگذارد و در قدرت و جامعه یکدستی چشمگیر ایجاد کند، نداشت. تمرکز قدرت خواه نا خواه به راه پای فشردن بر ایجاد یکدستی خواهدش کشاند که از حد طاقتش بیرون است و مرگش را تسریع خواهد نمود.

بازی انتخاباتی که نظام به راه انداخت و اعتباری که این مضحکه با کمک مشتی افراد خیال پرداز برایش دست و پا نمود نتیجه ای را که این مبلغان خوشخیال از آن انتظار داشتند پیدا نکرد و راه اصلاح و تعدیل نظام را نپیمود چون چنین چیزی ممکن نبود و اتفاق هم نیافتاد. ولی اتفاقی که افتاده و ابداً ارتباطی به اصلاحات و تعدیل نظام ندارد امکان جدی بر هم خوردن تعادل جناح های رژیم است که میتواند برای آن بسیار گران تمام شود. آنچه تا به حال نظام اسلامی را سر پا نگاه داشته بود و افتادنش به راه مرگی نظیر دیگر نظام های توتالیتر را کند کرده بود و حتی برایش اعتبار شبه دمکراتیک فراهم آورده بود، عبارت بود از تعدد جناح ها و هسته های قدرت که افراد لاابالی به تعددگرایی (نظیر آنچه که در دمکراسی ها میبینیم) تعبیر میکردند. این تعدد و تعادل است که در معرض تغییر جدی است و اگر واقع شود میتواند به ضعف و در نهایت ساقط شدن رژیم مدد جدی برساند.

باید توجه داشت که این شکاف ایدئولوژیک نیست و ابداً ارتباطی به برخورد ارزشهای متفاوت یا متضاد سیاسی ندارد ولی باید در جمهوری اسلامی بسیار جدیش گرفت. در دمکراسی این نوع کشمکش ها، اگر هم بروز کند، معمولاً به سقوط نظام نمیانجامد چون راه هایی برای حل آن موجود است و تا وقتی با اختلاف ایدئولوژیک بر سر نوع حکومت عجین نشده کشنده نیست. در نظام های غیر دمکراتیک کار غیر از این است. گاه این نوع اختلافات غیر ایدئولوژیک هم به دلیل نبود راه حلی که اعضای گروه حاکم قبول داشته باشند، صورت لاینحل به خود میگیرد و میتواند به از هم پاشیدن نظام بیانجامد. اگر هرکدام از دو گروهی که در مقابل هم قد علم کرده اند موفق به تمرکز قدرت در دست خود بشود در نهایت نظام را به سراشیبی خواهد کشاند که تا به حال عدم تمرکز از آن دورش نگاه داشته بود.

سی سال عزاداری کافیست، بالاخره وقتش شده که این مرده را از زمین بردارند.

Karrubi Tells Guardian Council to Nullify Election

تقليد هستند – از اين حيث نظارت بر انتخابات را به شوراي نگهبان واگذار كردند كه نگران تكرار تجربه دخالت دربار و ساواك در انتخابات در رژيم گذشته بودند و گمان ميكردند با امكان تكرار تجربه ديكتاتوري در نهاد رياستجمهوري بايد نظارت بر انتخابات را به جمعي از فقها و حقوقدانان مستقل و بيطرف واگذار شود تا به نام دموكراسي، ديكتاتوري بهوجود نيايد. در سي سال گذشته هرگز اهميت اين نكته كليدي در تدوين و تفسير قانون اساسي تا اين حد مورد توجه قرار نگرفته بود كه امروز مورد توجه قرار گرفته است چراكه اكنون زمان انتخاب شوراي نگهبان است. متاسفانه به هر دليل انتخاباتي برگزار شده است كه در اثر كمدقتيها و سوءاستفادهها و باوجود فيلترهاي متعدد، اكثريت قاطعي از ملت ايران نسبت به نتيجه اعلام شده براي انتخابات معترض هستند و براي بطلان اين انتخابات دهها دليل دارند كه برخي از اين ادله از حد سند و مدرك (كه توسط نامزدهاي سهگانه به شوراي نگهبان ارائه شده) گذشته و به حد شياع رسيده است. سوءاستفاده برگزاركنندگان انتخابات از موقعيت خود در دولت، دخل و تصرف در راي صندوقها و وعده و وعيدهاي غيرقانوني و شبهقانوني، اتهامپراكني و پردهدري تنها پردههايي از اين اتهامات هستند كه تفصيل آنها در شكايت اينجانب به شوراي نگهبان آمده است. اگر شوراي نگهبان به سياق گذشته خود عمل كند كه به بهانه يك شام و ميهماني و يا دادن چند قلم جنس از سوي يك نامزد راهيابي به مجلس در يك حوزه انتخابيه كوچك يا دخالت يك فرماندار، انتخابات را باطل اعلام ميكرد اكنون با اين وعدههاي بزرگ و سوءاستفادههاي بزرگتر و توزيع پول از سوي مقامات بزرگتر اگر شوراي نگهبان كاري كمتر از ابطال كند در حقيقت مرتكب اشتباه بزرگي شده است. قصد من تحت فشار قرار دادن شوراي نگهبان نيست. من به قانون عمل ميكنم و باوجود برخي باورها درباره عدم بيطرفي نهادهاي داوريكننده انتخابات هنوز اميدوارم شوراي نگهبان به وظيفه قانوني خود عمل كند و اين انتخابات را باطل اعلام كند. اعضاي محترم شوراي نگهبان اين نه خواست يك فرد كه خواست يك ملت است. كساني كه در روزهاي گذشته در اجتماعات ميليوني در خيابانهاي تهران و برخي شهرستانها حضور يافتند و با كمال نجابت و صداقت با سكوت فرياد خود را به گوش شما ميرسانند نه خس و خاشاك كه همان امت هميشه در صحنه هستند. چگونه است كه تا روز قبل از انتخابات به اين جمعيت افتخار ميشد و از اجتماع ملت به شور انتخاباتي ياد ميشد و اكنون يا به الفاظ زشت از آنان ياد ميشود يا به عوامل بيگانه نسبت داده ميشوند؟ حتما به ياد داريد كه محمدرضا پهلوي هم قيام مردم تبريز را در آستانه انقلاب اسلامي به توطئه بيگانگان نسبت ميداد و ميگفت اينان از خارج وارد ايران شدهاند. حتما به خاطر داريد كه محمدرضا پهلوي مخالفانش يعني ما و شما را ارتجاع سرخ و سياه ميناميد و BBC را عامل انقلاب اسلامي ايران ميخواند. من به عنوان فردي كه از سال 1341 به عنوان يكي از ياران امام خميني براي جمهوريت و اسلاميت و آزادي در راه انقلاب اسلامي زندان رفتهام و شكنجه شدهام هشدار ميدهم كه توهين به ملت آتش خشم آنان را شعلهور ميكند. آنان كه اين روزها در خيابانهاي تهران تجمع ميكنند اتفاقا عصاره ملتند و هيچ نيازي به نيروي خارجي ندارند و از اموال عمومي مانند اتوبوسهاي دولتي و تبليغات تلويزيوني هم براي تجمع بيبهرهاند و هيچ حزب و گروهي هم توان گردآوري اين همه جمعيت را ندارد. اين مردم نه خواستار تغيير نظام هستند و نه اجازه هر نوع آشوبي را ميدهند. من خود در ميان جمعيت شاهد بودم چگونه نظم خودجوش اين ملت اجازه سر دادن هيچ شعاري را نميداد و با خشونتطلبان مرزبندي داشت. اينان تنها يك خواسته دارند و آن ابطال انتخابات رياستجمهوري 22 خرداد 88 و برگزاري يك انتخابات سالم و آزاد بدون سوءاستفاده از امكانات دولتي است. اين انتخابات زير نظر همين نهادهاي فعلي برگزار خواهد شد و در آن هيچ چيزي جز يك رئيسجمهور تعيين نخواهد شد و معناي آن نيز هيچ چيزي جز تمكين نظام به راي ملت نخواهد بود. اعضاي محترم شوراي نگهبان شما مهمترين ظرفيت قانوني در اصلاح اين وضع هستيد كه ميتوانيد با كمترين هزينه، خواست ملت را برآورده سازيد. مبادا با نااميدي ملت از شوراي نگهبان آن نگراني تاريخي امام خميني محقق شود كه فرموده بود: مبادا روزي ملت عليه شوراي نگهبان به خيابانها بريزند. اعضاي محترم شوراي نگهبان متاسفانه تخلفات اين دولت در برگزاري انتخابات 22 خرداد 88 در اين روز نهتنها تمام نشد بلكه پس از آن با وجود جو التهاب و اعتراض در جامعه بر روي آتش خشم ملت نفت ريختند. مردم را خس و خاشاك خواندند، با چماق و قمه به اجتماعات مسالمتآميز و آرام آنان حمله كردند، با مهندسي آشوبها آنها را به نام ملت نوشتند، به كوي دانشگاه حمله كردند، به شكل لباسشخصيها وارد خانههاي مردم شدند، اعتراض ملت به دولت را اعتراض به نظام خواندند و در پناه سانسور رسانهها و محدوديت سايتها و قطع موبايلها و پيامكها و ايجاد جو رعب و وحشت به بازداشت گسترده نخبگان و روشنفكران پرداختند تا جايي كه فردي كه نيازمند مراقبتهاي مستمر پزشكي است و جانش در خطر است را بازداشت كردند يا پيرمرد هفتادوچندسالهاي را از بيمارستان به زندان بردند يا فرزند شهدا و جانبازان را بازداشت كردند و در ميدان آزادي هم افرادي را كشتند و هم با گرفتن زير تابوت اين شهدا از آن براي خاموشي ملت استفاده كردند و اين همه در حق ملتي است كه در تجمعات هفته گذشته خود با تكبير و صلوات و سكوت اعتراض خود را اعلام كردهاند. اگر شما بخواهيد به عدالت رفتار كنيد همين رفتارهاي هفته گذشته دولت خود در ابطال انتخابات مهمترين سند است. دولتي كه برپايه انتخابات مشروع به قدرت برسد به اين Al-Jazeera disabled the comments on this long clip, whose topic was what a possible Israeli raid on targets in Iran would mean for Iraq. Very little was actually said about that subject, and there were no Iraqis on the panel! I have another question about it. It has become very common for Israel's opponents to say that Israel is a racist apartheid regime, as Seyed Mohammed Marandi did in this clip. What are the races? Aren't the Israelis Semitic peoples, of the same historic ethnicity as the Palestinian Arabs? Both groups speak Semitic languages and have similar regional roots.

I think the word "racist" has become a euphemism for "sectarian bias" and in this case the "races" are the Muslims and the Jews, period. If I am wrong, I hope some enlightened person will be kind enough to tell me what "race" controls the regime in Israel and what "race" it is discriminating against. The originators of the accusation against Israel that it is racist are probably Muslim. I've never heard any Christian Palestinians use the term, only Iranians and Hamas members.

This clip was designed by Al-Jazeera for Phyllis Bennis. Her organization's report was the foundation for the clip; she got the last word and was allowed to interrupt Ranaan Gissim whenever she wanted. Moderator Jassam Hazawi even broke Gissin off once to allow Bennis to break in at a facial cue from her.

When Gissin mentioned Israel's good relations with Iran under the shah, Bennis smirked (as did Marandi) and said "brutality breeds brutality," implying that the shah's regime was brutal while the present Islamic regime in Iran is not. Absurd!

I can at least agree with Bennis that we need diplomacy and a WMD-free zone in the Middle East.

Announcer: Last night and today two meetings were held in Europe in which Iran's nuclear case was discussed. The first meeting was in Berlin Germany. The foreign ministers of the 5+1 Group met to work out an agreement about approving a resolution against Iran but after the meeting, according to what was reported by this group's foreign ministry offices and the Western and regional media and press, differences in the 5+1 Group prevented them from reaching an agreement about a new resolution against Iran.

In Brussels also Mr. Jalili, the secretary of the Islamic Republic of Iran's Supreme National Security Council, accepted the invitation from the European Parliament to attend a meeting of the deputies of this parliament and in reply to questions from these deputies he explained the Islamic Republic of Iran's positions about its peaceful nuclear activities.

In our news interview program today we will discuss this subject with a respected expert. To this end we have invited Mr. Anadi, an expert on political affairs. Greetings and welcome Mr. Anadi!

Anadi: In the name of God the Merciful the Compassionate, greetings to you and the viewers of the News Network.

Announcer: Today we broadcast Mr. Jalili's remarks live from Brussels and the European Parliamet, which covered a broad range of topics. However we want to discuss the nuclear issue. What is your evaluation of this press event--which cannot be called a press conference--in the context of Iran's nuclear diplomacy?

Anadi: Mr. Jalili and his remarks in the European Parliament were in reality a continuation of the nuclear diplomacy that went with Dr. Jalili's trip to China. Both were important, China because of its membership on the IAEA Board of Governors, the Security Council and the 5+1 Group, the Parliament of the European Union because of its role and place in the structure of the European Union and because Europe's leaders are members of the 5+1 Group.

Therefore in this context explaining the positons and views of the Islamic Republic of Iran helps clarify the issues, because technically this clairfication began with the Islamic Republic of Iran's interactions with the IAEA in the month of Tir [22 June - 22 July]. At the level of positions and views it appears that in these talks and face-to-face meeting this clarification will help eliminate ambiguities that may have arisen due to propaganda. It appears that Dr. Jalili's remarks and his responses to the questions from the deputies of the European Parliament are important, as well as his emphasis on the fact that the course Iran has adopted is irreversible.

In other words, Iran will continue to enrich uranium. This is being in done in cooperation with the IAEA and where there have been ambiguities, they are being resolved step by step, partly through Mr. El Baradei's trip four weeks ago and the statement that was issued.

If we come together in the framework of nuclear diplomacy, this will show that the Islamic Republic of Iran is working to build confidence in this new round of diplomacy.

Announcer: One of the points Mr. Jalili emphasized is confidence-building. He said confidence-building is a two-way street. Have the Europeans traveled the other side of this road to gain the confidence of Iranians?

Anadi: If we put the indicators for European Union and American behavior side by side with Iran's behavior on the other side, I think this has been a one-way street. In other words Iran has always built confidence, The Western side has always presented the same maximum demand that Iran stop uranium enrichment. They even demanded at one point that Iran completely dismantle its enrichment facilities. They have now backed off a little and are saying the enrichment should be stopped right where it is, with for example 3,000 centrifuges. Overall, they have not acted reciprocally against the steps Iran has taken.

When Iran voluntarily suspended enrichment and implemented the Supplementary Protocol and gave a report in excess of 1,000 pages to the IAEA. The IAEA inspections themselves took more than 2,000 man days at Iran's nuclear facilities. Inspections have begun recently in the framework of the 20 Tir [11 July] agreement to resolve six points of ambiguity. The Plutonium, the Polonium-210, the centrifuges and the metallic uranium have been resolved, and talks have been held about the contaminations at Tehran University and it has been agreed that this will be resolved in the next four weeks.

These things show that Iran has taken great steps to build confidence; it has announced that we are not pursuing a nuclear program with military objectives, and even the Americans themselves have announced this in the report from their intelligence institution. These things show that Iran has taken very good steps to build confidence, and the international community had confirmed this, the 118 member nations of the Non-Aligned Movement have confirmed this, the 57 nations in the Islamic Conference Organization have confirmed this.

On the other side however we see that this political approach still exists and they are still trying to approve this revolution against Iran. This is damaging.

Announcer: You mentioned the resolution they are trying to approve and the meeting of the 5+1 Group, which apparently did not achieve that much. What were the objectives holding this meeting, and what were the consequences of its failure?

Anadi: This meeting was held after the grace period that was in Resolution 1747. This grace period ended on 3 Khordad [24 May]. That was 8 months ago. They tried several times to hold a meeting and were only able to meet in the form of a teleconference. They were able to hold this meeting of the 5+1 Group only on the sidelines of the annual meeting of the UN General Assembly in the month of Mehr [23 September - 22 October]. Since that time they have not met as a group of foreign ministers.

This meeting that was held in Berlin is a new round of American efforts. It had two objectives. One was to decide about Mr. Elbaradei's reprot in the month of March, and another objective could be to pass a resolution on the eve of the elections that are about to take place in Iran, to influence them in some way. However what really matters for the negotiations and the interviews with Mr. Lavrov and others who were present at the Berlin meeting is that it did not accomplish anything specific. They said they agreed on the overall content and there are no new sanctions.

However the issue is that America in making the effort to pass this new resolution, for which they had prepared a third draft they gave to the Europeans, was done to intensify the psychological pressure on Iran, and this carried the message that America is still standing by its former positions that Iran should stop enriching, and in reality America has not been too happy with this interaction Iran and the IAEA have had.

Announcer: It appears that statements differ about the positions that have been adopted. Especially, the Chinese and the Russians take one position and the rest take another. Mr. Lavrov emphasized after the Berlin meeting that IAEA's position and cooperation between Iran and the IAEA must be reinforced. However the Westerners take another positon! How do you analyze this difference?

Anadi: These differences within the 5+1 Group have actually existed since the beginning. Every time they have had a meeting the Chinese and the Russians have had one front and Americas and the English had another. Then the French and the Germans played in the middle. France is now with America and England with the positions it has adopted, but there is still a contrast of views between China and Russia and the rest. The reason is that the Russians and the Chinese believe interaction has begun between Iran and the IAEA and has brought positive results. This must continue. Sanctions have brought no results.

The report from America's intelligence institutions says that Iran has no military pilgram, and when they themselves say there is no such issue there is no reason why Iran should be pressured by a resolution for security reasons.

The next point is a report the American CIA published stating that since the year 2003 when sanctions on Iran were intensified Iran has signed $20 billion in agreements with foreign companies. This shows that sanctions are not that effective. Therefore the Russians and the Chinese put these two factors together and concluded that we must solve the Iran issue through the IAEA. Intensifying sanctions polarizes the atmosphere and causes Iran to reduce its cooperation.

Announcer: In the draft that was presented mention was made of accepting the two sttrong Security Council resolutions and the issues of suspending uranium enrichment in Iran. Why do they emphasize suspesion so much?

Anadi: That first point where they emphasized the two resolutions legally in the UN goes back to Security Council Resolution 1396 of Farvardin 85 [21 March - 20 April 2006]. However where they are emphasisiing the suspension of uranium enrichment, this is the demand America, England and France are pursuing and at appears that China and Russia are in agreement about this, but they differ on how this suspension should be achieved. The Chinese and the Russians do not believe in the intense measures America, England and France are advocating.

Behind what they are saying that Iran should stop uranium enrichment is the fact that they do not want Iran to become a peaceful nuclear power. They are making every effort to make Iran stop enriching uranium.

Announcer: The Russians want a temporary suspenison!

Anadi: Their methods are different. American was a complete stop, while the others are talking about joint enrichment for example.

Announcer: Suspension can have different meanings. There is a maximum view. They could be talking about a complete halt or a suspension to get beyond this current crisis.

Anadi: These are two different issues. One is that the Americans want a complete suspension, but they believe that if Iran suspends for a short period of time, well the last time we suspended for a few months it lasted two years. They are using the same tactic now. At first the suspenison could last a week or a month, and they will amend

Announcer: The Russians want a temporary suspenison!

Anadi: Their methods are different. American was a complete stop, while the others are talking about joint enrichment for example.

Announcer: Suspension can have different meanings. There is a maximum view. They could be talking about a complete halt or a suspension to get beyond this current crisis.

In the present stage there is the principle is that it should for a short period. There is the point that at the Madrid Conference atted by Mr. Larijani, secretary of the Supreme Natonal Security Council, representing the Islamic Republic, met with Solana, he said the term suspension has been removed from Iran's nuclear vocabulary.

This shows that the gap is wide. Iran is no longer talking about suspenision and they must speak with us based on the existing situation to resolve the issue. They are still back at the first step, and this really has to change. This orientation is not the answer, and experience has shown this. If it were the answer the three resolutions that were approved would have driven Iran in this direction. However we see that Iran has its own nuclear activities, which have become industrial, and it is continuing its cooperation with the IAEA. Therefore there is no decision about political pressure. Why isn't the other side receiving this message? They are still insisting on that same previous position!

Announcer: One sees contradictions in the Russion position. One the one hand they are sending fuel to the Bushehr pland, and on the other they are taking part in the Berlin meeting. Is this a contradiction?

Anadi: Apparently it is, especially since while they are sending fuel they published a statement saying Iran really ought to respect the provisions of the resolutions, which require Iran to stop enriching uranium. On the other hand they are taking in the 5+1 Group and they voted for the previous resolution about Iran. Their positions sometimes differ from those of the West and go back to Russia's own national interest. On the one hand they are cooperating with us on nuclear issues and on the other they are cooperating with America. They are really playing a two-sided game, one side must have their point of view and the other side must have ours.

Elbaradei's reports are also two-sided. On the one hand the reports confirm that Iran's nuclear activities have not deviated, and on the other hand they say Iran's activities are not clear. In other words the reports give a dual message that will be heard by both sides based on the interest they want to secure.

However with respect to Russia sending fuel to Iran, it is true that the West has announced that with the sending of this fuel Iran has no need to enrich unranium, but the mere sending of fuel to Iran shows that the Russians have distanced themselves to some extent from the West in their positions and have come closer to us, as was seen in Mr. Lavrov's remarks at the Berlin meeting.

This resolution provides that the 5+1 Group should have direct talks with Iran, and this is something new that did not previously exist in this form. These things show that the Russians have insisted a little regarding the Western postions and this has also caused them to change the language of the resolution somewhat.

Announcer: It appears the Russians are trying to win Iran's confidence by sending fuel to it, leaving us with no reason enrich uranium and reinforcing the case for our suspending enrichment. Do you think something like this is happening?

Anadi: This is true, and previously the issue has also been raised that it is not economical for Iran to have the fuel cycle because they are providing the fuel for this Bushehr power plant. They have announced this, but a point that exists is that Iran is doing this based on its existing track record. Look at Iran's record of coooperation with people who were supposed to deliver fuel to us, and this never happened.

In view of this dark background, it is natural for Iran to want to stand on its own feet. In view of the objective of producing 20,000 megawatts of electrical power, it is natural that Iran prefers to have the ability to produce fuel domestically so it will not have this worry in case for any reason Russia decides not to give us fuel. Iran must have a domestic fuel production capabiity so we can meet our needs ourselves.

Announcer: How long do you think the West will continue to insist on its demands about Iran and how long will it be before the West actually accepts a nuclear Iran?

Anadi: I think most of the West has come to realize that they must be prepared to live with a nuclear Iran. Mr. Brzezinski and others have said this. If we take this view, which is being discussed at the university level in the Europe and America and also has its adherents in public opinion, it appears they must move in this direction

These resolutions don't have any teeth. This resolution 1347 is much milder. Or for example this draft resolution that has just been discussed and has not been published makes no new demands. It just adds a psychological load to the other resolutions. These things show that the Westerners themselves are slowly concluding that they are going to have to back off. It is time for them to look for an honorable solution instead of making these maximum demands and risking their prestige.

It appears that things are moving in this direction Some people believe Mr Elbaradei is making clearer reports and is raising the issues more capably. Changes are taking place in America because of their elections, and Russia and China are playing a stronger role. Overall these things help with the acceptance of the idea of living with a nuclear Iran.

Announcer: Do you think Iran's cooperation with the IAEA is important?

Anadi: Naturally this is important. Consider the complicated climate that existed before 20 Tir [11 July] when they was talking about the resolution and even a military confrontation. After Iran's program with the IAEA began on 20 Tir [11 July] with several trips including one to Iran by Mr. Elbaradei himself, the political tensions subsided and the climate became more centered on legal and technical issues. The IAEA became a prominent issue again. Before that everything revolved around the Security Council and the IAEA had been driven to the sidelines. We are now seeing the IAEA at the center again, and the participants at the Berlin conference emphasized themselves that we should give a greater role to the IAEA.

Mr. Lavrov said this clearly. He said the language used at the beginning of the resolution had a penalizing quality, but when this was suspended he emphasized that the negotiations must continue and be supported. This in itself shows that Iran's cooperation with the IAEA has to a great extent been able to a great extent to alleivate the pressure.

Announcer: Do you think the main problem of America and the West is that the IAEA is the primary arbiter of Iran's nuclear case?

Anadi: The problem is that the America and the West have made every effort to refer Iran's case to the Security Council and make it a security issue because it is a threat to world security. Topics are placed on the Security Council agenda that are security issues because circumstances have demanded their referral to the Security Council and because of Article 8. They thought that by referreing Iran's nuclear case to the Security Council they would achieve this demand.

Their concern now is that with the IAEA's return to prominence Iran's nuclear case will cease to be a security issue and become an ordinary and routine issue. This the main reason they are worried and they do not want this to happen at the level of the IAEA.

The IAEA is a specialist authority where America does not have a veto. It is correct that America is a member of the Board of Governors, but the IAEA tries to resolve issues through talks, negotiations and technical studies rather than through resolutions and threats.

Taken together, these things tie America's hands and prevent it from putting more pressure on Iran. At the same time Iran has support on the IAEA from powerful sources such as the Non-Aligned Movement, which has always taken strong positions against the Western nations.

Announcer: Do Mr. Soltanieh's policies help strengthen the positions of the Asian nations in the UN?

Anadi: Yes, this helps and reinforces Iran's nuclear diplomacy and positions.

Announcer: In light of these things, what are your predictions about Mr. Elbaradei's next report on Iran's nuclear case?

Anadi: Of course it is difficult to predict but based on the previous trend I expect that Mr. Elbaradei will publish another two-sided report and he won't be very clear about this issue, but since this is his personal role as general manager of the IAEA, when the IEAA is reinforced his position is reinforced too, just as he was forgotten when the case was referred to the Security Council.

Now in this situation I think his report will be positive, but we should not think that with his next report Iran's case will be completely closed. This will not happen!
