நொய்யலில் சாக்கடை கழிவுநீர் கலந்தால்... குற்றவியல் நடவடிக்கை எடுக்க வலியுறுத்தல்

""நொய்யல் ஆற்றில் சாக்கடை கழிவுநீர் திறந்து விடும், உள்ளாட்சி நிர்வாகம் மீது குற்றவியல் நடவடிக்கை எடுக்க வேண்டும்'' என, விவசாயிகள் வலியுறுத்தியுள்ளனர். கோவை கலெக்டர் அலுவலகத்தில் நடந்த விவசாயிகள் முறையீட்டுக் கூட்டத்தில், நொய்யல் ஆற்றை பாதுகாக்க அனைத்து தரப்பு விவசாயிகளும் குரல் கொடுத்தனர்.

விவசாயிகள் சங்க பொதுச்செயலாளர் கந்தசாமி பேசியதாவது: கோவையின் வற்றாத ஜீவ நதியாக இருந்த நொய்யல், உருத்தெரியாமல் அழிந்து வருகிறது. மரங்களை வெட்டி, பாலைவனம் போல் மாற்றி விட்டதால், மழை பெய்வதும் அரிதாகி விட்டது.நொய்யல் ஆற்றை ஆதாரமாக கொண்டு சங்கிலி தொடர் போன்று குளங்கள் அமைந்துள்ளன. ஒரு குளம் நிரம்பி, இன்னொரு குளத்திற்கு தண்ணீர் செல்லும். இறுதியில் நொய்யல் ஆற்றுடன் இணைந்து விடும். நொய்யல் குளங்களிலும், நீர் வழிப்பாதைகளிலும், ஏராளமான ஆக்கிரமிப்புகள். சமீப காலமாக நொய்யலை மாசுபடுத்தும் செயலும் அரங்கேறுகிறது. சங்கனூர் பள்ளம் ஆக்கிரமிப்பால், சிங்காநல்லூர் குளத்திற்கு தண்ணீர் செல்லாது.நொய்யல் ராஜ வாய்க்காலில் உள்ள ஆக்கிரமிப்புகளை அகற்ற கலெக்டர் உத்தரவிட்டும், பொதுப்பணித்துறையினர் மெத்தனமாக உள்ளனர். சரவணம்பட்டி குளம் ஆக்கிரமிப்புக்கு வழக்குப்பதிவு செய்யப்பட்டும் நடவடிக்கை இல்லை. அரசியல் தலையீடுகளை தவிர்த்து குளங்களையும், நொய்யலையும் காப்பாற்ற உடனடி நடவடிக்கை தேவை. இவ்வாறு, கந்தசாமி பேசினார்.

பொதுப்பணித்துறை உதவி பொறியாளர் பேசுகையில், "குளத்திலும், ஆற்றிலும் சாக்கடை கழிவுநீர் திறந்து விடக்கூடாது என மாநகராட்சி நிர்வாகத்திற்கு எச்சரிக்கை நோட்டீஸ் அனுப்பப்பட்டுள்ளது. இதுபற்றி கலெக்டருக்கும் பரிந்துரை செய்யப்பட்டுள்ளது' என்றார்.

இந்த விளக்கத்தால் கோபமடைந்த கலெக்டர் கருணாகரன், ""உங்க வீட்டுகள் குப்பை கொட்டினால், சும்மா இருப்பீங்களா? அதுமாதிரி தான், இதுவும். நொய்யல் ஆறு, குளங்கள் பொதுப்பணித்துறைக்கு சொந்தமானவை. அதை யார் மாசுபடுத்தினாலும் நடவடிக்கை எடுக்க உங்களுக்கே (பொ.ப.து.,) அதிகாரம் உள்ளது. ஒவ்வொரு விஷயத்துக்கும் "பேப்பர் ஆக்ஷன்' எடுக்காமல், சம்பந்தப்பட்டவர்கள் மீது நடவடிக்கை எடுங்கள்'' என்றார்.

நொய்யல் ஆற்றில் தெர்மாகோல் பெட்டி:மாநகராட்சி அகற்ற வேண்டுகோள்

திருப்பூர், நொய்யலாற்றில் தெர்மாகோல் பெட்டிகள், மீன் இறைச்சி கழிவுகள் கொட்டப்பட்டுள்ளதால், சுகாதாரக்கேடு ஏற்பட்டுள்ளது.திருப்பூர் பார்க் ரோட்டில், நொய்யலாற்றையொட்டி மீன் மார்க்கெட் உள்ளது. தினமும் 15 டன் மீன்கள், இங்கு விற்பனைக்கு வருகின்றன. மீன்கள் கெடாமல் இருக்க, தெர்மாகோல் பெட்டிகளில், ஐஸ் கட்டிகள் வைத்து கொண்டு வரப்படுகின்றன. மீன்களை எடுத்தபின், காலியான தெர்மாகோல் பெட்டிகள், மார்க்கெட்டுக்கு பின்புறம் உள்ள நொய்யலாற்றில் வீசப்படுகின்றன. மண்ணில் மக்காத தெர்மாகோல் பெட்டிகள், அப்பகுதியில் பரவிக் கிடக்கின்றன. ஆயிரக் கணக்கான பெட்டிகள் ஆற்றுக்குள் கிடப்பதால், தண்ணீர் செல்வதில் இடையூறு ஏற்பட் டுள் ளது. மீன் இறைச்சி கழிவுகளும் ஆற்றில் கொட்டப்படுகின்றன. நொய்யலாற்றில் நீர் செல்ல முடியாத அளவுக்கு கழிவு அடைத்துள்ளதால், கழிவுநீர் தேங்கி துர்நாற்றம் வீசுகிறது; அப்பகுதியில் சுகாதாரக்கேடு நிலவுகிறது. சில நாட்களில் மீன் மார்க்கெட், தென்னம்பாளையம் பகுதிக்கு மாற்றம் செய்யப்பட்டதும், நொய்யலாற்றில் உள்ள தெர்மாகோல் பெட்டிகள் உள்ளிட்ட கழிவுகளை அகற்ற மாநகராட்சி நிர்வாகம் நடவடிக்கை எடுக்க வேண்டும். அப்பகுதியில் நீர் வழித்தடத்தை ஆக்கிரமித்துள்ள கட்டடங்களையும் அகற்றி, ஆற்றை தூர்வார வேண்டும்

Funds awaited for desilting channels and tanks

he 180 km-long river and 92-km distribution channels and 31 tanks under the Noyyal river basin that badly requires repairs and renovation await funds, especially with South-West monsoon two months away.

The Corporation, which has taken some of the tanks such as Narasampathy, Selvampathy, Krishnampathy, Kolrampathy, Kumarasamy Kulam, Selva Chinthamani Kulam, Ukkadam, Valankulam and Singanallur on a 99-year lease in 2009 is waiting for funds.

It was planning to repair and revive these tanks at a cost of Rs. 200 crore and turn them into bird sanctuaries and recreation spots.

Under the National Lake Conservation Project (NLCP), the Water Resource Organisation (WRO) of the Public Works Department (PWD) has planned repairs of eight tanks in 12 to 18 months at Rs. 100 crore. Works will include de-silting 31.8 km channels and help irrigate about 2,248 hectares. The tanks will include Perur, Kuniamuthur, Kurichi, Vellalore, and Odderpalayam. The Detailed Project Report is under preparation and is likely to be submitted by May.

Meanwhile, WRO has mooted a proposal for desilting 92 km of the channels and 23 tanks under the Noyyal river system besides strengthening their bunds. Officials anticipate the sanction to come any time, so that the works could be completed before May-end.

Nanjundapuram STP issue: civic body confident of resuming work

The one-step-forward-two-step-backward phenomenon has hit again the Coimbatore Corporation in the Nanjundapuram Sewage Treatment Plant issue. On Tuesday last, the National Green Tribunal’s southern Bench restrained the civic body from resuming the STP work. The Mayflower Sakthi Gardens Owners’ Association, the petitioners, contended that the STP’s location does not confirm to the criterion the Tamil Nadu Pollution Control Board (TNPCB) has laid. The STP site should at least be 500 m away from the residential area.

It was only on March 18 that the Corporation moved a resolution before the Council seeking the elected body’s approval to resume the STP construction. It said that a delay of 42 months has forced the Corporation to cough out an additional Rs. 17.50 crore. It said that the Corporation issued work order in May 2008 to Hindustan Dorr Oliver Ltd., a Mumbai-based company, to start construction of the STP with a capacity to treat 40 million litres a day at the Nanjundapuram site. By April 28, 2009 the work had come to a halt as the residents of the area moved a court, opposing the construction of the STP.

After 42 months, in October 2012, the TNPCB gave the Corporation consent to establish order on the conditions that the civic body will shift the C-Tech Basin away from the residential buildings, increase the height of the compound, install odour mitigation system and increase the diesel generator capacity from 750 kVA to 1,250 kVA. The Board also asked the Corporation to put in place a mechanism whereby it will be easy for the environment engineers at the TNPCB office in Chennai to monitor the functioning and maintenance of the STP on a real-time basis.

The Corporation sent the proposal to the office of the Chief Engineer at the office of the Commissioner for Municipal Administration, who, suggested a few changes and added that the Corporation could go ahead with the proposal provided it bore the cost from its general fund. The Corporation took the proposal to the Council, which waved the green flag.

Sources in the civic body say that they are not worried as the Corporation is confident of getting the stay vacated. The civic body will highlight to the Bench that the Corporation pumped its untreated waste at the very site and now has chosen to treat the waste and pump it to River Noyyal. The site has been a sewage farm for over for over 30 years. The sources point out that at the time of granting approval for the housing project, the residents of which are now opposing the STP, the Corporation has said that the sewage farm was nearby and that the project promoters were building the same at their risk knowing fully well the consequences. The sources add that the civic body has facts on its side to fight the case and resume the work at the earliest.

Accent on need to prevent pollution of River Noyyal

Neer Naadi,’ a programme organised by five green non-governmental organisations here on Friday to mark the World Water Day.During the event, the results of a study on water quality undertaken by non-governmental organisations and students of Nehru College of Arts and Science in 83 of the 100 wards that comprise the Coimbatore Corporation were presented.Samples were tested for total dissolved solids (TDS), besides calcium, fluoride and nitrate that might come from pesticides or fertilizers.While the permissible level for TDS was 200 milligrams/litre (mg/l), many wards had as high as 9,000 mg/l. The lowest level recorded was 24 mg/l.

The permissible upper limit for fluoride in drinking water was 1.5 mg/litre. Only in 35 wards were fluoride levels under this norm. While in 19 wards the levels were high, three wards were found to have dangerously high levels of fluoride.To reverse this decline in water quality, the study suggested that Noyyal River should be safeguarded by preventing discharge of industrial effluents and sewage. Further, fresh water sources must also be protected from pollution.

The NGOs were planning further studies on water resources in the district with long-term periodic survey to monitor the water levels across the seasons.Remote sensing data on wetlands and water resource would also be compiled. Establishing a mechanism comprising NGOs and Government institutions to monitor human-made changes to water sources was also being contemplated. A video documentary — ‘Save Noyyal’ — was screened and a booklet ‘Noyyal — The lifeline of Coimbatore’ was also released. Prizes were also given to winners of various contests held to mark the World Water Day.

Tense moments prevailed in the city on Tuesday as water level rose in River Noyyal following heavy rain in the upstream as well as due to widespread encroachments that extend well into the water body and indiscriminate dumping of wastes into it.

The water entered 15 houses in Royapuram situated on the edge of the river. However, no significant damages were reported from any part of the city.

The revenue and the police officials patrolled many areas to find whether the water level was rising and to check the contingency steps drawn to evacuate people in the case of an emergency.

It should be noted that nine persons living on the banks of River Noyyal and its tributaries passing, all of them residents in encroached dwellings, were killed in floods occurred in 2011. The revenue administration, disaster management and mitigation department sources said that the district received 304.7 mm rainfall, with an average of 43.53 mm, in the 24 hours ended at 8 a.m. on Tuesday. Following is the rainfall recorded at various places: Udumalpet — 123 mm; Avinashi — 40 mm; Tirupur — 42 mm; Palladam — 75.50 mm; Dharapuram — 3 mm; Kangayam — 6.2 mm and Mulanur — 15 mm. The inflow into Amarvathi Dam was not encouraging due to poor rain in its catchments in Kerala.

With effluent treatment in place, knitwear industry hopes for revival

The knitwear cluster of Tirupur is set for a revival as production units are close to ensuring zero liquid discharge (ZLD) from their effluent treatment plants, as demanded by the Madras high court.According to the Dyers Association of Tirupur, 16 out of the 18 Common Effluent Treatment Plants (CETP) are now engaged in the process and the remaining two are expected to commence trial runs some time in December. Two treatment plants are now functioning at 70% of capacity while another one is presently operating at 40% with zero liquid discharge. "We are upgrading the common effluent treatment plants with the help of the government and are enhancing the capacity of the common effluent treatment plants in the cluster," said S Nagarajan, president, Dyers Association of Tirupur (DAT).

The Madras high court had come down heavily on the knitwear cluster for upsetting the ecological balance of the region by releasing untreated chemical effluents into Noyyal river and its tributaries since January 2011. The court ordered the state administration to close down more than 700 dyeing and bleaching units in the region until measures were put in place to ensure ZLD from the treatment plants. At the moment CETPs at Arulpuram, which has 15 units connected to it, are functioning at 70% of its total operation capacity. "Our total capacity is to treat 55 lakh litre daily and now we are treating 38 lakh litre and will further upgrade the facility as we expect to achieve total ZLD within the next three months," said S Selvakumar, managing director, Arulpuram CETP, Tirupur.

Similarly, the Park CETP in Tirupur is presently operating at 70% capacity and the treatment plant at Veerapandi is operating at 40% capacity. The state government had also announced financial aid amounting to Rs 179 crore for the cluster owners to upgrade equipment and machinery at the treatment plants. Work towards that is underway in the district. "Mangalam CETP has approached us to start trial run and one more at S Periapalayam is also expected to follow suit. The units that are presently running at 70% will be allowed to go to the next stage after they upgrade their machinery and reverse osmosis reject treatment facility," said R Kannan, district environmental engineer, Tamil Nadu Pollution Control Board, Tirupur.

Noyyal river pollution study findings

Myilsamy.A (2012) was undertaken the study to economic impact of water pollution on rural households – A case study of Noyyal river basin in Tamil nadu. He was finished the Ph. D at Bharathiar Univeristy Coimbatore. From his study following conclusion was he made.

The present study on the assessment of economic losses in Noyyal river basin was undertaken with a view to know the extent of average economic loss per annum. It was very clear and evident from the study that the ample villages in Noyyal river basin have been directly affected by the partly treated or untreated industrial effluents. The magnitude of damage caused to the agricultural sector and livestock was very heavy. Likewise, the impact on drinking water was also severe and it was evident that the surface water and ground water were polluted, the fisheries activities and recreation facilities were also significantly affected. There were the incidents of migration of labours and residents in the area due to lack of agricultural activities and poor environmental conditions. In nutshell, it was observed that the sample villages in Noyyal river basin were directly affected by the effluent and the damages were heavy to different sectors.

Suggestion

1. The authorities concerned, regarding this issue, shall not permit any more new processing industries like bleaching and dyeing in Tiruppur area.

2. Processing industries can be allowed to have their units only near seashore and after treatment by the proper method the effluents may be allowed to confluence in the sea.

3. Instead of the present treatment methods of effluents, an alternate technology (R.)., Biological etc.,) may be considered in consultation with the Pollution Control Board.

4. On the basis of the extent and magnitude of damage the villagers especially the farmers may be given compensation for their loss on the basis of Polluters Pay concept.

5. In future a pollution vigilant committee may be formed to control and regulate the process of treatment. The committee may be formed with villages, farmers, industry owners and government official as members. The committee may be recognized by a suitable Act.

PWD - Water Resource Organization Study finding

Senthilnathan (2004), study the micro level environmental status report of river Noyyal Basin. Most of the industries are located on either side of the Noyyal river bank at Tiruppur. These industries especially dyeing and bleaching units are the water consuming one. Nearly 9,000M³T of effluent from these industries are released directly in to the river Noyyal with incomplete treatment. This ultimately affects the river surface water system severely. The characterization of the water quality of the surface water samples of the river Noyyal is found higher and well above the threshold limit. Though the surface water is clear it looks slightly gray colour due to the domestic effluent mixed with the industrial effluent. Thus the water samples were very turbid throughout these areas. The colloidal material associated with turbidity provides adsorption surface for various chemical wastes from the industrial treated effluent. The chemical composition is likely to be greatly affected by the nature and amount of effluent dumped into it as well as biotic and abiotic processes in the water body.

Works on sewage treatment plant at Ondipudur to begin soon

The much delayed sewage treatment plant proposed at Ondipudur near Coimbatore as part of the ongoing under ground drainage system overseen by the Coimbatore city municipal corporation will eventually be realised. The civic body is expected to complete the exercise of land acquisition from private land holders and has so far acquired about 13 acres of land. The documentation of about one acre of land is expected to be completed soon, out of the total 14.4 acre of land identified to set up the plant. The delay in documentation is due to some internal dispute among private land owners who have already given their consent in principal to hand over the property to the civic body.

This project is most needed one for the save Noyyal river, Because more than15 lakhs people discharge the waste water into the Noyyal river with out treated. Government must take action in time.

Polluted Noyyal river in Tamil Nadu is turning land and people barren

Land has turned barren though there's water aplenty. And it can't even quench their thirst. If this was the pathetic story so far of the villages along the Noyyal river, the worst has befallen downstream in the boomtown of Tirupur - infertility is staring the villagers in the face. Fishes floating along the river because of discharge of toxic industrial waste and attendant loss of agriculture. What rattles the villagers more is the increasing rate of infertility among men and women and its social consequences. Not surprisingly, there is a surge in the rural populace approaching fertility clinics which have mushroomed in Erode, Tirupur, Karur and Coimbatore districts. There are about 30 hospitals in Erode and Tirupur - the worst affected by water pollution because of effluent discharge from dyeing and bleaching units. "We are witnessing a significant rise in the number of men and women coming for infertility treatment from the areas next to the Noyyal. Environmental degradation is a major cause of this," Dr Nirmala Sadasivam, a specialist in IVF treatment, said.

"We were taken aback when 210 couples were found with fertility disorder at a medical camp as late as 2009 in Karur. All of them were from the villages downstream," the doctor added, claiming that the sperm count in the region had come down to 40 million from the earlier 120 million. Urging the government to make efforts to reclaim the land and the river, she disclosed "30 to 40 couples visit our hospital daily". Dr S. Dhanabagiyam, another popular IVF specialist in Tirupur, carried out a study of the region. Her research revealed that an alarming 80 per cent of impotence cases were a result of water pollution. "High water contamination," she said, "reduces sperm count, while in women it creates ovarian complications and hormonal changes, leading to loss of oestrogen as well as abortions." Her hospital was recently in the news for the birth of 26 babies on a single day to couples treated for infertility from all over India. A visit to these villages downstream Noyyal found many elders lamenting about the growing incidence of impotence.

"Our youth are shunned in the marriage market. Word about impotence in these areas has spread. There is growing apprehension about sterility coupled with worry over the loss of livelihood. Our women too face this problem as the frequency of conception has come down drastically," T. C. Duraisamy, 56, former panchayat president of Thammareddypalayam, a fertile village now desertified, bemoaned. The villagers initially believed the problem was confined to cattle. "As a boy, I saw our milch animals, especially cows, yielding a minimum of 10 calves. It is not the case nowadays and has had a cascading effect on the local economy. Most farmers have taken to making charcoal," he said.

Farmer-turned-shepherd Nachimuthu Gounder, 52, also complained: "First the land turned barren and then it (water pollution) caught up with the cattle. Now, we've become the victims." The malaise is not confined to a few areas but is prevalent in over 71 revenue villages with a population of nearly 2 lakh spread across the three districts of Tirupur, Karur and Erode, through which the Noyyal river passes. A detailed study by an academic had revealed in 2003 that water pollution had given rise to over 60 per cent of ailments such as skin diseases, respiratory problems and gastritis.

"Infertility accounts for 40 per cent of health disorders in the pollution-hit villages. We have been pressing the government to carry out a scientific study. We are tired of submitting petitions from the district collector to the CM. But nothing has happened," said V. Ramasamy, adviser to the Noyyal farmers' forum which took up the over-a-decade-long legal battle against the polluting industries. The irony, however, is that the residents of most villages are turning to Tirupur for employment. "It is a classic case of the victim turning to the perpetrator for succour," Ramasamy added.

Farming and allied activities were thriving in these villages, surrounded by coconut and mango groves, barely two decades ago. Even now they have electric pump-sets for their wells but nothing grows with the water. If at all anything is grown, it is maize and that too when the rain comes. After the Madras High Court directive in November 2010, effluent discharge from the dyeing and bleaching units, numbering over 700 in Tirupur, had almost come to an end. "But the level of water pollution has not come down and there is no effort to resolve the problem," Ramasamy said.

According to a recent study, 2,300-2,500 total dissoluble solids (TDS) still make up the water. If the number crosses 500, the water becomes unfit for drinking and above 1,500 TDS, it can't be used for farming, he pointed out. Despite pollution plaguing the region for over a decade, the government has not conducted any study on health disorders. The affected districts have no data on the spurt in certain diseases. "We will certainly look into the demand for a health survey. Proactive steps would be initiated and if any work has been carried out earlier, it will be given thrust," was all that Erode collector V.K. Shanmugham said.

Cauvery River Basin is located in between the longitudes 75⁰ 30’ and 79⁰ 45’ and north latitudes 10⁰ 5’ and 13⁰ 30’. The Cauvery River Basin covers an area of 87,900 km2 and flows in Karnataka, Kerala and Tamil Nadu. The Cauvery basin is bounded on the West by the Western Ghats, on the east and south by the Eastern Ghats and on the north by the ridges separating it from the Tungabhadra and Pennar basins.

Drainage

The Cauvery rises at Talakaveri on the Brahmigiri range of hills (12⁰25'N, 74⁰34'E) in the Western Ghats in the Coorg district of Mysore State, at an elevation of 1,341 m. above mean sea level.

In Tamil Nadu, the Cauvery continues to flow eastwards and forms the boundary between the Salem and Coimbatore districts. At Hoganekal falls, the river takes a southerly course and enters the Mettur reservoir, which was constructed in 1934. The river emerges from the Eastern Ghats below the Mettur reservoir and continues southwards. The Bhavani river joins it on the right bank about 45 km. below the Mettur reservoir and, thereafter, the river takes a more easterly course to enter the plains of Tamil Nadu, where it is joined on the right by two more tributaries, the Noyyal and the Amaravathi, before entering the Trichy district. Here the river widens with a sandy bed and flows in an easterly direction, as the ‘Akhanda Cauvery’. Immediately below Trichy, the river splits into two branches, the northern branch being called the Coleroon, and the southern branch retaining the name of the parent river. The well-known Upper Anicut was constructed in 1836 at this point to facilitate diversion of the low supplies of the river into the Cauvery, which was the feeder channel for the old delta. It is here that the Cauvery delta begins. Some 16 km. below, the two rivers join again to form the Srirangam Island. The Grand Anicut is situated at the junction point below the island and forms the head of the great irrigation system in the Thanjavur district. Below the Grand Anicut, the southern or Cauvery branch further splits into two, one being called the Cauvery and the other, the Vennar. These channels are utilised as the main canals for the supply of irrigation water to the fields in the delta. The water is regulated at their heads by regulators. The branches, in turn, divide and sub-divide into innumerable smaller branches, which form a network all over the delta, distributing the Cauvery waters in the vast irrigation system. Some branches ultimately find their way to the sea while others peter out in the wide expanse of fields. The branch, which retains the name of the Cauvery throughout its course, enters the Bay of Bengal, as an insignificant stream at Kaveripatnam, about 13 km north of Tranquebar.

The northern branch, or the Coleroon, is the main flood carrier. After its bifurcation at the upper Anicut, it continues to flow in a north- easterly direction to enter the Bay of Bengal near Porto Novo.

The total length of the river from the head to its outfall into the sea is 800 km, of which about 320 km. are in Karnataka, 416 km in Tamil Nadu and the remaining length of 64 km forms the common boundary between the States of Mysore and Tamil Nadu.

Tributaries of Cauvery basin

The river Cauvery is the largest in Tamil Nadu and its major tributaries in the state are Bhavani, Noyyal and Amaravathi. The Bhavani River is an important tributary of river Cauvery in its mid-reach. The National Water Development Agency of Ministry of Water Resources classified the entire Cauvery river basins into five sub-basins, with the Bhavani basin being one of the sub-basins. The Bhavani sub-basin constitutes 7.58% area of the Cauvery basin.

Bhavani Sub Basin

The Bhavani sub basin lies between north latitudes 10º 56’33” and 11º 46’ 14”, and east longitudes 76º 24’ 41” and 77º 41’ 11”. The average length of the basin area is 138 km and the average width is 57 km. The basin elevation varies above the MSL from 166m in plains to 2634m in hills. The total drainage area of the basin is 6154 Sq. km.

The river Bhavani originate from the forests in the hill ranges in the neighborhood of Silent Valley in Kerala, and flows in the southeastern direction up to Mukkaliyar. During its course a number of smaller streams of various orders and rapids join to the river. Further to Mukkaliyar, it takes a northeastern course until its confluence with the river Moyar, a tributary originating in the Nilgiris.

Noyyal Sub Basin

The river Noyyal originates in the hills of Western Ghats and flows through Coimbatore, Erode and Karur districts. It has a catchment covering 3,510 km² falling in seven taluks namely, Coimbatore, Tirupur, Avinasi, Palladam, Karur, Erode and Dharapuram. Out of 3510 km2 of Noyyal basin, 1752 km² is under cultivation which accounts for 49.9%; the rest of 1580, km² comes under barren, uncultivated lands, rocky strata, permanent pastures and fallow lands accounting for 45%.

The river Noyyal lies between north latitudes 10°54’00” and 11°19’03” and east longitude 76°39’30” and 77°05’25”. High terrain ranging upto 1200m marks the western periphery of the river catchment. In the central and eastern parts and towards the confluence of the river with the river Cauvery the terrain is plain and altitude falls to around 200m.

Amaravathi Sub Basin

Amaravathi river is one of the main tributaries of river Cauvery which flows nearly about 192 Km from its origin. The river Amaravathi originates from Munar hills of Western Ghats in the Kerala state and enter into Annamalai hills in Coimbatore district of Tamil Nadu flows through Coimbatore, Erode and Karur districts and confluences with river Cauvery near Karur. Amaravathi river basin is bounded in the north by Noyyal sub basin of Cauvery basin, in the South by Vaigai basin, the West is bounded by the Kerala state and Parambikulam Aliyar basin, and in the east by Cauvery basin. Noyyal water quality to be monitored online

To make monitoring of effluent discharge by dyeing units in Tirupur and Erode districts more effective, the Tamil Nadu Pollution Control Board (TNPCB) will have an online water quality monitoring system this year in the Noyyal river and Kalingarayan canal.

In the policy note tabled in the Assembly on Tuesday, Environment Minister B.V. Ramanaa said the process of procurement of instruments for continuous online monitoring of water quality in Noyyal river and Kalingarayan canal will be completed by May 31. TNPCB officials say there will be three online TDS (Totally Dissolved Solids) meters to measure the TDS levels. There will be a meter upstream, well before the effluent discharges begin, one right in the middle of the polluted river and canal and one downstream.

At present, the TNPCB officials are using hand-held devices to measure the TDS levels and the samples are tested in laboratories and only one test sample is taken every month, say sources. The online monitoring system that will be connected to the TNPCB website to make the readings public will give a real-time reading revealing patterns of discharge, sources add.

The instrument is expected to cost Rs 3 to 4 lakh a piece. Initially, the plan was to have 10 TDS meters in both but as it has not been tried before anywhere in the country, the government has decided to start with three. The data available will be for every minute and it could be made into a compilation of an hour's readings or as per required specifications. However, there is still the safety of the instruments that has to be addressed, officials say. The use of technology has been arrived at after farmers started complaining that there were indiscriminate discharges of effluents despite the court mandate of zero liquid discharge from dyeing units. “Once the online system is in place, we will be able to ascertain and zero in whenever there is any deviation from the normal pattern,” said a TNPCB official.

Environment organisations oppose TANGEDCO work

A host of environment organisations have petitioned the district authorities seeking their direction to the Tamil Nadu Generation and Distribution Corporation to stop work in Valangulam. The TANGEDCO has dumped earth in the tank to erect electricity poles.

In the petition, Environment Groups have said that the earth dumped in the tank would drastically reduce the water holding capacity of the tank, which had already lost half its original extent to various government departments.

A release from R. Mohammed Saleem of Environment Conservation Group, said that the district Collector M. Karunagaran and Revenue Divisional Officer R. Sahnthakumar had promised to look into the issue.The press release that was issued also said that the tank and others that form part of the Noyyal basin played an important role in regulating water levels, mitigating floods, recharging ground water and hosting migratory birds.It also said that if the authorities failed to control the damage, the environment organisations would have little choice but to take up the matter legally.

Kodumanal - Civilized city was converted as desert

It is a long, tiring journey to Kodumanal, a tiny village in western Tamil Nadu -- a place virtually unheard of until archaeologists recently unearthed a 2,500-year-old industrial estate there.

Now,there is only the occasional coconut tree. It is hard to believe that this area once held a thriving town. Modern Kodumanal has just around 1,000 people to make a living they breed cattle and work in the nearby textile town of Tirupur.

At the archaeological site near Kodumanal, even at 8 am the sun is merciless. Approaching the arid excavation area, one hears the sounds of digging, and of instructions being yelled to the scores of archaeology students busy on the site.

Kodumanal was a manufacturing and trading centre in the 4th century BCE. It is mentioned as such in the Sangam literature of classical Tamil (circa 300 BCE-300 CE). The settlement, which would have accommodated several thousand people in its heyday, appears to have been abandoned after the 3rd century CE.

Kodumanal was one of the earliest wootz steel centres of the world. Wootz steel, a form of carbon steel, was a prized, highly durable speciality of ancient India, and much sought-after in the West.

Kodumanal is not far from Tirupur, the textile hub of modern India. Ancient Kodumanal also manufactured textiles. A number of terracotta cotton spindles pierced through the centre with an iron rod have been unearthed here. Incredibly, a well-preserved piece of actual cotton has been found. It is believed to be 2,200 years old.

More proof of Kodumanal's trade links comes in the form of Roman coins, dug up in hoards as well as single pieces. The town lay on a trade route frequented by Roman merchants, who came to buy beryl, quartz and other stones.

Goods to be exported to the West were carried by road to the Chera port of Muziris (Pattinam) on the west coast near Thrissur, and then went by ship. Goods for South-east Asia were carried east to Karur, capital of the Chera kingdom, then to Poompuhar near the mouth of the Kaveri, and then overseas.

Judging by the trade pattern, and as is suggested by finds of beryl jewellery in eastern Europe and elsewhere, Kodumanal's exports went a long way. Although Kodumanal is on the Noyyal, a tributary of the Kaveri, the river was not used by shipping. The Noyyal is shallow, rocky and has strong currents, so the trade route followed its banks.The number and variety of the tombs and graves tell us what the rest of the site already makes clear: at its peak this was a prosperous place, with many residents, whose pride in their work, which was organised on an industrial scale, reflected the strong worldwide demand for it.

Efforts on to stop Erode farmers from renting land to illegal dyeing units

COIMBATORE: What came as a boon for the heavily polluted Noyyal River in Tirupur district has slowly become a curse for the Cauvery in neighbouring Erode district. When the Madras HC directed all dyeing units in the hosiery hub polluting the river to shutdown, many units shifted base to Erode.

The district co-ordination committee acting against illegal dyeing units swung into action and over 123 such units have been razed down in the district so far. Many of these units operated out of farmland, paying heavy rent to agricultural land owners. Consequently, the district administration issued a firm warning to farmers, prohibiting them from renting out their land to illegal units.

Erode district administration is also thinking about initiating legal action against agricultural land owners renting out their premises to illegal dyeing units through its revenue wing. "We have been constantly instructing the landowners not to rent out their land for the running of illegal dyeing units," said Dr VK Shanmugham, district collector, Erode.

சென்னை, மார்ச் 21: திருப்பூர் சாயக் கழிவால் சாகுபடி நிலங்கள் பாதிக்கப்பட்டதற்காக வழங்கப்பட்ட ரூ.75 கோடி இழப்பீட்டைப் பெற 535 விவசாயிகளுக்கு மட்டுமே தகுதி உண்டு என்று தமிழ்நாடு மாசுக் கட்டுப்பாட்டு வாரியம் தெரிவித்துள்ளது.இது தொடர்பாக கரூர் மாவட்டம், அரவாக்குறிச்சி வட்டம் வலயப்பாளையத்தைச் சேர்ந்த எம். ராமசாமி உயர் நீதிமன்றத்தில் மனு தாக்கல் செய்திருந்தார். திருப்பூர் சாயப்பட்டறைகளிலிருந்து வெளியேறிய சாயக் கழிவால் கோவை, திருப்பூர், கரூர், ஈரோடு மாவட்டங்களில் உள்ள 68 கிராமங்களைச் சேர்ந்த 28 ஆயிரத்து 449 ஹெக்டேர் விவசாய நிலம் பாதிக்கப்பட்டுள்ளதாக தமிழக அரசால் அமைக்கப்பட்ட சூழலியல் அழிவைத் தடுப்பதற்கான ஆணையம் கண்டறிந்துள்ளது. நொய்யல் நதிப் பாசனப் பகுதியைச் சேர்ந்த 28 ஆயிரத்து 596 விவசாயிகள் இழப்பீடு பெறத் தகுதியானவர்கள் என்றும் அந்த ஆணையம் கூறியுள்ளது. இந்நிலையில், தமிழக அரசின் சுற்றுச்சுழல் மற்றும் வனத் துறை கடந்த 31.12.2011 அன்று ஒரு அரசாணையை வெளியிட்டுள்ளது. இந்த அரசாணையின்படி நொய்யல் நதிப் பகுதி விவசாயிகளின் இழப்பீட்டுக்காக ரூ.75 கோடி வழங்கப்பட்டுள்ளது. எனினும், நொய்யல் நதி விவசாயிகள் பாதுகாப்பு சங்கத்தில் உறுப்பினர்களாக உள்ள 535 விவசாயிகளுக்கு மட்டும் அந்தத் தொகை வழங்கப்பட்டுள்ளது. பல்லாயிரக்கணக்கான விவசாயிகள் பாதிக்கப்பட்டிருக்கும் சூழலில் வெறும் 535 விவசாயிகளுக்கு மட்டும் இழப்பீடு வழங்கப்பட்டுள்ளது விதிகளுக்கு முரணானது ஆகும். ஆகவே, இது தொடர்பான அரசாணையை ரத்து செய்ய வேண்டும் என்று அந்த மனுவில் கூறப்பட்டுள்ளது.இந்த மனு நீதிபதிகள் எலிபி தர்மாராவ், எம். வேணுகோபால் ஆகியோர் முன்னிலையில் அண்மையில் விசாரணைக்கு வந்தது. அப்போது, தமிழ்நாடு மாசுக் கட்டுப்பாட்டு வாரியம் சார்பில் பதில் மனு தாக்கல் செய்யப்பட்டது.விவசாயிகளுக்கு இழப்பீடு வழங்குவது தொடர்பாக சூழலியல் அழிவைத் தடுப்பதற்கான ஆணையம் கடந்த 17.4.2004 அன்று உத்தரவு பிறப்பித்தது. அந்த உத்தரவை எதிர்த்து தாக்கல் செய்யப்பட்ட மனுக்களின் மீதான விசாரணை நீதிமன்றத்தில் இன்னும் நிலுவையில் உள்ளது. ஆகவே, அந்த ஆணையத்தின் உத்தரவுப்படி இப்போது விவசாயிகளுக்கு இழப்பீடு வழங்கப்படவில்லை. சாயப்பட்டறை உரிமையாளர்களிடமிருந்து வசூலிக்கப்பட்ட அபராதத் தொகை, விவசாயிகளுக்கு வழங்குவதற்காக வசூலிக்கப்பட்ட இழப்பீட்டுத் தொகை ஆகியவை வங்கியில் இருப்பு வைக்கப்பட்டிருந்தன. கடந்த 22.12.2006-ம் தேதி உயர் நீதிமன்றம் பிறப்பித்த உத்தரவின் அடிப்படையில் நொய்யல் நதி விவசாயிகள் பாதுகாப்பு சங்க உறுப்பினர்களுக்கு மட்டுமே அந்த இழப்பீட்டைப் பெற உரிமை உண்டு. இதன்படி அரசாணை வெளியிடப்பட்டு, அந்த சங்கத்தின் உறுப்பினர்களுக்கு இப்போது இழப்பீட்டுத் தொகையும் வழங்கப்பட்டு விட்டது. ஆகவே, இதுபற்றி மனுதாரர் கேள்வி எழுப்ப முடியாது.எனினும், இழப்பீடு கிடைக்காத நொய்யல் நதி விவசாயிகள் தாங்கள் பாதிக்கப்பட்டதற்கான உரிய ஆதாரங்களுடன் அரசை அணுகினால், அவர்களுக்கு இழப்பீடு வழங்குவது பற்றி பரிசீலிக்கப்படும் என்று மாநில அரசு தெரிவித்துள்ளதாக மாசுக் கட்டுப்பாட்டு வாரியம் தனது பதில் மனுவில் கூறியுள்ளது.இதனைத் தொடர்ந்து இந்த வழக்கின் விசாரணையை மூன்று வாரங்களுக்கு ஒத்திவைத்து நீதிபதிகள் உத்தரவிட்டனர்.

சாயப் பட்டறைகளுக்கு மூடு விழா! ஜூ.வி. அதிரடி ஆக்ஷன்

'திருப்பூரில் இழுத்து மூடப்பட்ட சாயப் பட்டறைகள், தேனி மாவட்டத்துக்கு இடம் பெயர்ந்து விட்டன. இங்குள்ள மறைவான மலைப்பகுதிகளைத் தேர்வுசெய்து சிலர் சாயப் பட்டறைகளை நடத்தி வருகிறார்கள். அதில் இருந்து வெளியாகும் சாயக் கழிவுநீர் ஆறு, ஓடைகளில் வழிகிறது. இதைத் தடுத்து நிறுத்த வேண்டிய அதிகாரிகள், பணத்துக்கு ஆசைப்பட்டு நடவடிக்கை எடுக்க மறுக்கிறார்கள்’ - என்று ஜூ.வி. ஆக்ஷன் செல்லுக்குத் (044-66808002) தகவல்கள் வந்த வண்ணம் இருந்தன.

தகவல் தெரிவித்த வாசகர்கள் உதவியோடு தேடினோம். தேனி அருகே உள்ள தர்மாபுரி மலை அடிவாரத்தில் இரண்டு சாயப் பட்டறைகளும், ஆண்டிப்பட்டி வைகை ஆற்றங்கரையோரம் டி.வாடி ப்பட்டி அருகே இரண்டு சாயப் பட்டறைகளும் இயங்குவதாக சொல்லப்பட்டதை, மிகுந்த சிரமத்துக்கு இடையில் கண்டுபிடித்தோம்.

தர்மாபுரி மலை அடிவாரத்தில் இயங்கும் சாயப் பட்டறை கண்ணுக்கு சிக்காமல் ரொம்பவே டிமிக்கி கொடுத்தது. கழிவு நீர் துர்நாற்றத்தை வைத்தே அது இயங்கிய இடத்தைக் கண்டுபிடித்தோம். சாயப் பட்டறையின் மூன்று பக்கமும் மலை சூழ்ந்திருக்க... ஒரு பக்கம் வனம். பட்டறையைச் சுற்றி முள்கம்பிகளால் ஆன வேலி. சாயப் பட்டறை தண்ணீர்த் தேவைக்காக புதிதாக ஒரு ஆழ்குழாய் கிணறு அமைக்கப்பட்டு இருந்தது. மின்சாரத்துக்காக இரண்டு மிகப்பெரிய ஜெனரேட்டர்கள் இயங்கிக்கொண்டு இருந்தன. ஒரு பக்கம் சலவை ஆலை. இன்னொரு பக்கம் சாய ஆலை. கிட்டத்தட்ட 10 தொழிலாளர்களுக்கும் மேல் வேலை செய்துகொண்டு இருந்தார்கள்.

நம்மை எதிர்பார்க்காத பணியாளர்கள் மிரண்டு போய் வனத்துக்குள் ஓடி ஒழிய... உள்ளே நுழைந்தோம்.

சற்று நேரத்தில் எட்டிப்பார்த்த ஒருவர், சாயப் பட்டறையின் பங்குதாரர் என்று தன்னை அறிமுகப்படுத்திக்கொண்டு பேச ஆரம்பித்தார். ''என் பேரு சிவஞானம். எங்களுக்கு அள்ளிக் கொடுத்து வாழவைத்த திருப்பூர், கைவிட்டு விட்டது. நீதிமன்றத் தீர்ப்பால் இரண்டு ஆண்டு காலமாக சாயப் பட்டறை வேலைகள் முடங்கி விட்டன. இந்தத் தொழிலில் ஈடுபட்டவர்கள் அனை வரும் கஞ்சிக்கு வழியில்லாமல் தவிக்கிறோம். வேறு வழி இல்லாமல்தான் சாயப் பட்டறையைத் திருட்டுத்தனமாக நடத்தி வருகிறோம். சாயப் பட்டறை நடத்த மாசுக்கட்டுப்பாடு வாரிய அனுமதி அவ்வளவு எளிதாகக் கிடைக்காது. அப்படியே கிடைத்தாலும், பல லட்ச ரூபாய் செலவு செய்தால்தான் சாயக்கழிவுகளை சுத்திகரிக்க முடியும். முடிந்தவரை இந்தப் பகுதிக்கு எந்தப் பாதிப்பும் இல்லாமல் சாயப் பட்டறைகளை நடத்தி வருகிறோம்'' என்று சொன்னார்.

அந்த இடத்தை சுற்றிப் பார்த்தோம். ஓடைகளின் குறுக்கே வனத் துறையினர் கட்டி இருந்த தடுப்பு அணைகளில் சாயக்கழிவுகள் நிரம்பி அருகில் உள்ள தோட்டங்கள் வழியாகப் போனதை காண முடிந்தது. இந்தக் கழிவுகள் தேங்கிய இடங்களில் செடி, கொடிகள், புல் ஆகியவை கருகி இருந்தன.

இன்று, ஒன்றாகத் தொடங்கி இருக்கும் சாயப் பட்டறை மீது உடனடி நடவடிக்கை எடுக்கவில்லை என்றால், நாளையே பல்கிப் பெருகிவிடும் என்பதால் அங்கு இருந்தபடியே தேனி கலெக்டர் பழனிச்சாமியை தொடர்புகொண்டு விஷயத்தைச் சொன்னோம். ஒரு மணி நேரத்தில் நாம் இருந்த இடத்துக்கு அதிகாரிகள் புடைசூழ வந்தவர், சாயப் பட்டறையை சீல் வைக்க உத்தரவிட்டார். இதுபோலவே மலை அடிவாரத்தில் இயங்கி வந்த இன்னொரு சாயப் பட்டறையும் கலெக்டர் உத்தரவுபடி அப்புறப்படுத்தப்பட்டது. டி.வாடிப்பட்டியில் வைகை ஆற்றின் கரையோரம் இயங்கிவந்த சாயப் பட்டறையை பெரியகுளம் ஆர்.டி.ஓ. அனிதா பார்வையிட்டு, நடவடிக்கை எடுக்க உத்தரவிட்டார்.

அதனை அடுத்து கடந்த 15-ம் தேதி தேனி மாவட்டத்தில் உள்ள கிராம நிர்வாக அலுவலர்கள், பஞ்சாயத்து கிளார்க்குளை அழைத்து மீட்டிங் நடத்திய கலெக்டர், ''கிராமங்களில் உங்களுக்குத் தெரியாமல் சாயப் பட்டறைகளை யாரும் நடத்தவே முடியாது. அதனால், நீங்கள் விழிப்போடு கவனித்து, அனுமதி இல்லாமல் யாராவது சாயப் பட்டறை நடத்தினால் உடனே எனக்குத் தகவல் கொடுங்கள். உங்கள் மூலமாக அல்லாமல், எனக்கு வேறு வழியாகத் தகவல் கிடைத்தால், சாயப் பட்டறைகள் மீது நடவடிக்கை எடுப்பதற்கு முன்பாக உங்கள் மீது ஒழுங்கு நடவடிக்கை பாயும்'' என்று எச்சரித்தார்.

சாயப் பட்டறைகள் மீது நமக்கு தனிப்பட்ட விரோதம் எதுவும் இல்லை. ஆனால், விவ சாயத்தை அழிப்பது சரியல்ல என்பதை சாயப் பட்டறைத் தொழில் அதிபர்கள் உணர வேண்டும். கண்ணுக்குத் தெரியாமல் முறை கேடாக தொழில் நடத்துவதை விடுத்து, அரசு வழிகாட்டுதல்படி சாயப் பட்டறை அமைக்க வேண்டும் என்பதுதான் நம் விருப்பம்.
