In yet another case of honour killing, a 17-year-old girl was poisoned by her father and brothers. Ghaziabad: Sunil Sharma can't believe his twin daughters Avika and Anika are no more. The textile merchant from Ghaziabad had never imagined that a measles vaccine at a private nursing home in the town would take the life of the his nine-month-old daughters. Sunil claims his daughters died minutes after being administered the
vaccine, usually given when a baby is nine months old, at Divya Nursing Home. Akhil Sharma, an uncle of the twins, said: "I took them for the vaccination around 6 pm on Wednesday. They were given the vaccination around 7.15 pm. In 15 minutes, the children started breathing heavily.
We rushed to the doctor who gave them oxygen. But the babies had died by them. Still Dr Satyaveer Singh referred them to Sarvodya Hospital." "My wife fainted on hearing about the death of our daughters. She could not believe the news," said Sunil, who stays in Swarnjayanti Puram. The family soon gathered at the hospital and sought an explanation.
When the doctors failed to provide a satisfactory explanation for the deaths, they lodged a complaint. The Ghaziabad police have registered an FIR at the Kavi Nagar police station against Dr Satyaveer Singh under Section 304 of the IPC for culpable homicide not amounting to murder. "I have given orders to seal the hospital and take samples of the vaccine.
The doctor is absconding. We have approached the Chief Medical Officer to probe the incident," said SSP Raghubir Lal. CMO A K Dhawan said he cannot comment on whether the vaccine caused the deaths as a probe is on into the incident.
The Indian Medical Association's local president Dr Santosh Aggrawal, who visited the hospital after the incident, confirmed that the health of the twins deteriorated after being administered the vaccine. "The doctor had a fresh supply of the vaccine. Still there could be something wrong with the batch of vaccines. Similar deaths have been reported from Kanpur and Lucknow," he added

As we respond to H1N1 influenza, it is important to remain vigilant in ensuring civil rights compliance. Access to accurate emergency and health information is critical to providing all people with the ability to make informed decisions and protect themselves, their families, and the community at large. In addition, science and the law must lead our efforts to ensure that unfounded fear and/or prejudice do not limit access to housing, education, benefits, services, employment, and information on account of race, color, national origin, disability, or other protected status.
The Civil Rights Division of the U.S. Department of Justice, together with other agencies throughout the federal government, have been monitoring civil rights issues related to H1N1 influenza. We will also continue to work within our federal agencies to ensure that civil rights issues are integrated into emergency planning and response.

1. Provide information in languages other than English. Public education is crucial for a successful response to any threat. Large numbers of people do not read or understand English well. Yet all people need to understand healthy behaviors, symptoms, and when to stay home. Messages directed at the entire country should be provided in the wide array of languages spoken by limited English proficient people in the United States. In addition, information at the state and local level should be provided in the languages most commonly spoken in those communities. 2. Ensure that there is no harassment or other discrimination directed at people who are immigrants or of Mexican descent. As in all emergencies, the H1N1 influenza outbreak has affected people of many different races and ethnicities. Harassment or other forms of discrimination is not only illegal, but may discourage people from coming forward to seek treatment or information. 3. Provide access to information and health services to people with disabilities. Many traditional notification methods are not accessible or usable for people with disabilities. For instance, people who are deaf or hard of hearing cannot hear radio, sirens, or other aural alerts. Individuals with cognitive disabilities may not understand complex language. Health care and other involved entities must make every effort to reach out to every segment of the disability community in formats that are accessible to them.
