Capt. Dastur proposal in 1977 envisaged construction of two canals, first 4200km Himalayan canal at the foot of Himalayan slopes running from the Ravi in the west to river Brahmaputra and beyond east and second 9300km garland canal covering central and southern parts. With both canals integrated with numerous lakes and interconnected with pipelines at two points Delhi and Patna. The estimated cost of the project projected by Capt. Dustur was 24,095 corers in Indian national rupees; proposal was examined by two committees of experts comprising senior engineers from CWC and the state Govt. Professors from IIT, Delhi and Rookie University and scientists from geological survey and Indian metrological department who opined that the proposal was technically infeasible. The cost estimated by experts during 1979 was about 12 million crores; realistic cost at 2002 price level comes to about 70 million crores.

In continuation to earlier blog we have shared few contents about groundwater table availability by 2020 do all we really know the essentiality of natural resources and how it's affecting unknowingly in the name of industrialization. we would need about 29% more water for agriculture whereas water availability is likely to be reduced by 12% therefore, not only sustainable development of potential sources of water but also to augment, conserve and manage these resources through improvement in water storage, conveyance, applicable and crop-water-use efficiencies, without detriment to environment and natural resource base is imperative. Hence enhanced effort and support is needed. Inequities in access are availability of water, its spatial / temporal variability, public or private investments and participatory management are some of the issues for research, development & policy paradigms.

Next to water, nutrients are an important input for guiding sustainable growth of agriculture. Nutrients use efficiency ranges from 2%-50%. In some states the farmers are using unusually high levels of nitrogenous fertilizers that has widened the gap in the N:P:K ratios; the N:P:K use in Punjab is 35:9:1 & for Haryana it has been as high as 75:24:1, as against recommended practice of 4:2:1. There is also a negative trend of organic-carbon depletion which is a major setback to soil health and it's productive potential. Therefore maintaining fertilizer balance would be the key to enhance productivity there is also an increasing trend to replace inorganic fertilizer with organic or bio-fertilizers.

Can organic farming produce enough food for everybody?

"Everything else may wait but not agriculture" these words of Pandit Jawaharlal Nehru our first prime minister bear ample testimony to the concerns of our national leadership towards strengthening agriculture. Water has been prioritized to be the most crucial resource, agriculture uses almost 85% of the total water available in the country. with existing practices water use efficiency may seldom increase 40% while technology potential exists to raise it to about 90%. Inefficient use of water leads to inefficiency of all other resources like seeds, fertilizer & pesticides etc., of the total 162Mha of arable land, about 60Mha is irrigated.

Even if the entire irrigation potential of the country is used still about 50% of the cultivated land will remain rain-fed. Rain-fed areas presently constitute about 65% of the net cultivated area, such areas can be productive and profitable by devising technologies for rainwater harvesting and commensurate agricultural production practices. Moreover, over mining of ground water will lead to drop in water table intrusion & also pollution by concentrated of toxic icons.

By 2020 we would need..... where we lead to if the same trend continue. wait for my next postings.
