How It All Began

Back in 2008, HUD to help communities suffering from foreclosure established the Neighborhood Stabilization Program (NSP). Resources were quickly mobilized to purchase and redevelop foreclosed properties with the end goal of putting them back in the market. Local and state governments, non-profits and NSP funds were all used for this program.

Over time, the NSP saw changes as the situation demanded it. In July of 2010, it combined with the First Look Sales Methods of the FHA. This provided NSP grantees the exclusive option to purchase HUD homes before they are offered to other purchasers.

At this point, it became formally known as First Look. It was designed to counter the effects of property abandonment especially in communities still struggling with foreclosure.

By Sept. 2010, First Look took on a national scale and became a public-private partnership. It gave non-profits and communities the opportunity to purchase REO property for repair, selling or demolition. This is the result of collaboration with Freddie Mac and Fannie Mae.

Results Speak for Themselves

As 2010 ended, First Look has successfully transferred more than 3,000 homes to private ownership. Through this program, low-income neighborhoods have been re-stabilized by homeownership to private individuals. This preference over investors is the main thrust of the program, hence the “first look” label. 

A Faster Process

Investors have cash money, which enables them to decide faster and buy foreclosed properties at a faster pace. First Look counters this by limiting a non-profit’s timeframe to make a decision. Instead of weeks, they often have days to decide.

NSP grantees just have 24 to 48 hours to express their interest in the property. Inspections, establishing repair costs and making an offer may only be done between five and 12 days. This effectively forces non-profits to act like investors in terms of making a final decision.

The idea is to bring foreclosed properties to non-profit organizations with no plans of flipping them. There is to find foreclosed homes, make all the necessary repairs then put it back into the hands of homeowners. Everything is done in an effort to establish the community.
