Whatever Happened to Obama's Civilian National Security Force?

Obama's administration has a few more things on the agenda for you and me. Just like Eric Holder promised some action on gun control. Whatever happened to the community organizing of the Civilian National Security Force that Obama touted as a Presidential candidate Obama in 2008? We Believe some things are better left undone. Perhaps work on this is really going on "under the radar" as you read this.

Plans on destroying American's firearms freedoms were being done "under the radar" as Obama explained to the Brady Coalition's Sarah Brady when she gave the White House an "F" on gun control. Obama apparently doesn't like to receive "F" grades, but we don't really know because he won't release his college records. Yes, some things like the Civilian National Security Force" are better left undone like the "under the radar" and murderous Fast and Furious "Gun Walker" Obama Justice Department scam. And, Holder is still standing. The rules are always different for Democrats.

His pronouncement of the need for a Civilian National Security Force initially conjured up visions of brown shirted Storm Troopers with some people. Who knew what the hell this man meant then or now in his 2008 campaign speech. We still don't know. Some web sites, such as "Fact Check" spin this "National Security Force" as meaning he would double the size of the Peace Corps. But those very words that Obama used," We cannot continue to rely on our military in order to achieve the national security objectives that we've set. We've got to have a Civilian National Security force that's just as strong, just as well funded" do not conjure up Peace Corps visions.

Were these words just poorly chosen? Poor word choices and misstatements are the province of poor old Joe Biden. Try as hard as Obama and his side kick may try, their sometimes off the cuff statements really reveal their true beliefs. Remember Obama's off the teleprompter "spreading the wealth is a good thing" to Joe the Plumber. Just consider Joe Biden recently saying that the Taliban are not our enemies. Tell that to the families of the five Polish soldiers who were killed by a Taliban roadside bomb within hours of that declaration. And, try those words with the families of U.S. Soldiers, Sailors, and Marines killed and wounded by the peace loving Taliban.

Mr. Biden should have a chat with Navy Cross and Purple Heart recipient SEAL Marcus Latrelle, who single handedly managed to hold off and kill many of the the remainder of between 80 and 150 peace loving Taliban in Afghanistan as the sole survivor of the attack on his four man SEAL team patrol. His commander was awarded the Medal of Honor posthumously for bravely climbing under heavy Taliban terrorist fire to higher ground to radio for help. And, our side kick in chief Vice President doesn't even know who the enemy is. This is absolutely beyond belief. Its incomprehensible. How can this administration advance any of our nebulous "National Security Objectives," whatever they are, in any manner with this kind of thinking?" Does he even know what our real National Security Objectives are?

And, just whom would Obama choose as the Czar of the National Security Force? Another Chicago political machine crony like Rahm Emmanuel, David Axelrod, or some Cass Sunsteen-esque Chicago political hack? Its sure to be someone in the ultra liberal ruling class mold who believes that they are more fit to run our lives and take care of our families than we can ourselves. And, where's the money coming from to pay for this?

There already is a Civilian National Security Force. Its called the Reserve Militia or Unorganized Militia as created by the Militia Act of 1903. If you are an able bodied "man" between 17 and 45, then you already belong. Of course, leftists spin this Militia Act as being the creation of the"National Guard." But, the National Guard was already in existence when the Militia Act was passed. Isn't that amazing? Apparently, The Organizer in Chief was not even aware of the existing Militia until recently.

The Civilian Marksmanship Program, a Federally funded organization sprang from this Act. Their job is to help train Americans as marksmen, and to arm the populace as exemplified by the CMP shooting matches at Camp Perry, a military installation. They also have a few vintage M-1 Garands left for for sale at their website.

Obama apparently just recently discovered that the U.S. Government was actually selling vintage military semiautomatic rifles to the American public. He recently had the State Department ban the importation of hundreds of thousands of M1 Garands loaned to Korea to be returned to the American Taxpayers and sold through the CMP. The State Department said those rifles would be disposed of by other means. This means their destruction. Why can't the taxpayers get these rifles back? They paid for them? It was just to please the anti gun rights organizations in order for them to claim one of their rare successes and aid in their fundraising marketing efforts. Its hard for a loser to get contributions.

And, he wants this "Force" to be just as strong and well funded as the military. Well, the Government is now preparing to destroy the military by budget cuts of half a trillion dollars. The Secretary of Defense since last July, Leon Panetta, an Obama appointee, has said that these budget cuts will gut the military. Among other things, these budget cuts will put the Navy back to the same place where it was before the Pearl Harbor sneak attack, and the Army will be returning to pre-World War One levels. Obama can't even logistically manage our real military, let alone strategically. Maybe he could recruit the "Occupiers" for the National Security Force. He would just have to teach them where to use the restroom and what one is.

History will repeat itself. We couldn't even begin to undertake the massive wartime defense manufacturing in a national emergency. We have no manufacturing of the type that helped us win in WWII left because manufacturers that would be making armaments and supplies have been forced off shore. The kind of factories that sustained us in World War II have disappeared. Gone for good. Once the ships, airplanes, and present armaments are gone, and the number of personnel in the military is cut to shreds, we will be helpless. Right now before the cuts, no one can defeat us in conventional warfare. But, not for long. The liberals who refuse to balance a budget, and the House and Senate are fast heading to making us equals with Europe in the economy, in healthcare, and militarily.

All this destruction of the military being done with not one sign of objection by Obama. Not a single line or even a whimper of complaint about destroying our military has crossed the teleprompter of our Commander in Chief. We can only hope that the plans for the National Security Force never become reality.

AND, CONGRESSMAN JOE WALSH SAID EXACTLY THAT

A major foe of anti gun rights efforts, and Tea Party favorite, Illinois Congressman, Joe Walsh, and 20 other co-sponsors have introduced a bill that would strip the United Nations of all United States funding if the UN’s Arms Trade Treaty is adopted. Obama's State Department reversed its position against anti Second Amendment Treaties in 2009 after Obama put the United States under his heavy hand. Stripping American taxpayer's funding would be a good step toward sending the UN to Europe and on into oblivion, where it belongs.

The Bill blasts any treaty that would pose a threat to national security or infringe or abridge the rights of Americans to keep and bear arms or any other Constitutionally protected rights of our citizens. Citing the Constitution’s Supremacy Clause, the Bill specifically forbids American United Nations funding if such a restrictive treaty is adopted.

However, on the unlikely chance that the bill is passed by the House and Harry Reid’s Senate, it’s a sure thing that Obama’s veto pen will be full of ink when the bill hits his desk.

Anti Gun Non Government Organizations such as IANSA, and domestic gun rights control groups are giddy with the prospects of the complete world ban of semiautomatic firearms and high capacity magazines. You know who these domestic groups are. IANSA works closely with the United Nations in gun rights control lawmaking. These groups ignore the undeniable fact that criminals who possess hundreds of thousands of guns will only give them up from their proverbial cold, dead hands or when they are cuffed behind bars. Getting caught with illegal guns and spending time behind bars is just a cost of doing business for the career criminal or the common gang banger street thug.

A BILL

To express the sense of the Congress that the United States

should not adopt any treaty that poses a threat to national sovereignty or abridges any rights

guaranteed by the United States Constitution, such as the right to

keep and bear arms, and to withhold funding from the

United Nations unless the President certifies that the

United Nations has not taken action to restrict, attempt

to restrict, or otherwise adversely infringe upon the

rights of individuals in the United States to keep and

bear arms, or abridge any of the other constitutionally

protected rights of citizens of the United States.

1 Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,

3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ‘‘Second Amendment

5 Protection Act of 2011’’.

6 SEC. 2. SENSE OF THE CONGRESS.

7 (a) FINDINGS.—The Congress finds that—

8 (1) it is the constitutional power of Congress to

9 determine United States foreign policy through the

10 ratification of international treaties and adoption of

11 laws;

12 (2) by prematurely signing treaties and execu-

13 tive agreements, Presidents of the United States

14 have opened the door for international organizations

15 to unilaterally regulate the lives of citizens of the

16 United States;

17 (3) these international agreements, laws, and

18 regulations are being applied domestically in the

19 United States through the Supremacy Clause, which

20 states, ‘‘This Constitution, and the Laws of the

21 United States which shall be made in Pursuance

22 thereof; and all Treaties made, or which shall be

23 made, under the Authority of the United States,

24 shall be the supreme Law of the Land; and the

1 Judges in every State shall be bound thereby, any

2 Thing in the Constitution or Laws of any State to

3 the contrary notwithstanding’’;

4 (4) the Supremacy Clause is useful to supersede

5 conflicting Federal and State laws;

6 (5) international and transnational organiza-

7 tions force their rules on people of the United States

8 through conventions, multilateral agreements, and

9 nonratified treaties, such as agreements that affect

10 the private ownership of firearms by law-abiding citi-

11 zens; and

12 (6) United States sovereignty is risked by do-

13 mestic legal applicability of international treaties

14 and executive agreements that have not been voted

15 on and congressionally adopted through formal proc-

16 esses which pose a threat to national sovereignty

17 and the liberty of the people of the United States,

18 including fundamental rights guaranteed under the

19 United States Constitution, such as the right to

20 keep and bear arms.

21 (b) SENSE OF THE CONGRESS.—That it is the sense

22 of the Congress that the United States should not adopt

23 any treaty that poses a threat to national sovereignty or

24 abridges the rights guaranteed by the United States Con-

25 stitution, such as the right to keep and bear arms, and

1 should cease the provision of financial support to any enti-

2 ty that does so.

3 SEC. 3. CONDITIONAL PROHIBITION ON UNITED NATIONS

4 FUNDING.

5 (a) IN GENERAL.—Notwithstanding any other provi-

6 sion of law, the United States may not provide any fund-

7 ing to the United Nations for a fiscal year unless, before

8 the last day of the preceding fiscal year, the President

9 makes the certification described in subsection (b).

10 (b) CERTIFICATION.—The certification described in

11 this subsection is a certification submitted to the Congress

12 by the President, that states that the United Nations has

13 not taken action to restrict, attempt to restrict, or other-

14 wise adversely infringe on the rights of individuals in the

15 United States to possess a firearm or ammunition, includ-

16 ing by imposing burdens on international commerce, or

17 abridge any of the other constitutionally protected rights

18 of citizens of the United States.

New York City Police Investigate Internet Gun Sales and Advertisements

The name of the report was "Point, Click, Shoot," An Investigation of Illegal

Online Gun Sales.

This report is misleading and inaccurate for many reasons. It paints with a broad brush that says that the majority of online firearms ads lead to illegal sales.

New York City Cops, under the direction of Mayor Bloomberg, have issued a report on Internet gun sales called "Point, Click, Shoot. They claim that 62 percent of internet web site gun ads lead to illegal sales.

But, the report is misleading in a number of respects.

For example, the photograph on the first page of the report shows a Craigslist ad for a firearm placed by an individual. The ad said, “ Draco AK47 $575.00. I have a Draco AK47 in like new condition. Only shot about 300 rounds through it to break it in. Hasn’t jammed or misfired once. Great home defense weapon to keep under your bed or in your vehicle. Packs a lot of punch in a small package. This gun is registered as a pistol so don’t put a stock or fore grip on it without the SBR Stamp. If you do, it makes it illegal.” This gun was not bought by Bloomberg's investigators. But it appeared that something illegal was going on by highlighting the ad.

Craigslist has a policy of no firearms sale ads who are quick to flag anything out of the ordinary on their site. It is mostly policed by Craigslist users. But, Craigslist also has a policy against sex for sale ads, but there are plenty of them there. Sex for sale is illegal. However, posting a firearms ad on Craigslist is a violation of their terms of use, and not against the law. But, Bloomberg doesn’t like it one bit. Private individual to individual gun sales are not illegal in Louisiana. Further, no background checks are required in this type of sale.

But it is against the law for a person to give, sell, donate, lend, or otherwise deliver or transfer a firearm to a person he or she knows to be a convicted felon. La. Rev. Stat: 14:95.1.1 Incidentally, Louisiana does not prohibit individuals convicted of misdemeanor domestic violence from possessing firearms or ammo. The state Concealed Carry law allows n CCP holders to buy firearms without a background check. Buy, Federal law does not recognize that state’s exemption to a check for those purchasers.

Bloomberg’s investigators claim that 62% of internet sellers will sell to those who are barred from ownership due to age, felony convictions, etc. They came up with an integrity test to determine if sellers would sell to a “prohibited” person. They would show an interest in the gun’s specifics. They would establish that the seller did not have a FFL and there would be no background check. They would then say they probably couldn’t pass a background check. Then they would get the advertiser to agree to meet with them for the sale. If they crossed state lines to buy those guns, its quite possible that they broke the law themselves when they made their buys as out of state buyers.

Mayor Michael R. Bloomberg, Police Commissioner Raymond W. Kelly and Chief Policy Advisor John Feinblatt today announced the results of an investigation into internet gun sales, which found a vast and largely unregulated market for illegal guns, with 62 percent of private sellers willing to commit a felony by selling firearms to people who likely could not pass a background check. The investigation probed 10 websites that had 25,000 guns available for purchase and investigators contacted 125 private online gun sellers located in 14 states. The investigation included sellers on Craigslist, which prohibits the sale of firearms in its site according to its posted policies. The investigators clearly noted they probably could not pass a background check during each interaction with a seller. Videos of the illegal sales, including where the investigator meets the seller and the weapon and cash is exchanged, and a report on online gun sales – “Point, Click, Fire” – are available at www.nyc.gov. The Mayor unveiled the videos and the results of the investigation at City Hall, where some of the illegally purchased guns were displayed, including an illegally sold Ruger P95 9mm handgun – the exact make and model of the weapon a career criminal used to murder New York City Police Officer Peter Figoski earlier this week.

“Over the past decade, we’ve launched a wide-ranging attack on illegal guns – and today, we’re opening a new front in that battle by targeting what has become an increasingly prevalent and dangerous problem: illegal gun sales on the internet,” said Mayor Bloomberg. “Our investigators found that online gun sellers were all too willing to make illegal sales – and one of the guns we bought was the same make and model as the one that took the life of Police Officer Figoski this week. When illegal guns can be bought and sold without background checks, tragic and deadly consequences result.”

“We’ve been contending with the Iron Pipeline bringing guns into New York City, the last thing that we need is an electronic pipeline,” said Police Commissioner Kelly. “When the world learned that Lee Harvey Oswald purchased his weapon through the mail, there was a huge outcry and the Gun Control Act of 1968 regulated the sale of guns through the mail. We shouldn’t have to wait for the assassination of a president or the killing of a police officer to dismantle a conduit bringing illicit guns into the city.”

“This investigation – for the first time – takes a snapshot of this new online gun market, and unfortunately it’s not a pretty picture,” said the Mayor’s Chief Policy Advisor John Feinblatt. “Congress has to take action to require background checks of all sales, but the websites who profit off of this dangerous unregulated online market can clean up their acts right now. They can take simple steps to lift the veil of secrecy and reduce illegal gun sales by requiring sellers and buyers to provide identification, training users to follow the law, creating an effective way to flag violations and searching their sites for illegal activity. There’s nothing extraordinary about those recommendations and in fact, many responsible websites already have them in place.”

There are more than 4,000 websites that offer guns for sale, according to the Department of Justice. Similar to gun shows, many websites offer forums for both Federally licensed dealers and unlicensed “private sellers” to advertise side by side, creating a lucrative new market for firearms. Licensed dealers are required to conduct background checks on prospective buyers, but private sellers are not – a gap in Federal law often called the “private sale loophole.” Private sellers may not, however, sell guns to people they have reason to believe could not pass a background check – a law most those contacted in the investigation would have violated. An estimated 40 percent of gun sales in the United States are conducted privately, according to the Department of Justice.

The Investigation

The City hired licensed private investigators supervised by the global investigative firm Kroll to conduct a series of online purchases. Investigators captured audio of telephone calls with private sellers who advertise on websites, and used concealed cameras during in-person interactions. The investigative team placed telephone calls to 125 private sellers who posted online gun advertisements on 10 websites in 14 states, including Arizona, Colorado, Indiana, Kansas, Kentucky, Louisiana, New Mexico, Ohio, South Carolina, Tennessee, Texas, Utah, Virginia and Wisconsin.

The Results

A clear majority of the sellers – 77 of 125 private sellers – failed the integrity test by agreeing to sell to a purchaser who said he probably couldn’t pass a background check.

Private sellers on Craigslist failed the integrity test at the highest rate, despite the fact that the site says that it prohibits the listing of weapons on its server. On the five websites where investigators contacted the most sellers, an illegal sale was agreed to:

Craigslist.com: 82 percent of the time
Glocktalk.com: 78 percent
Gunlistings.org: 77 percent
KSL.com: 67 percent
Armslist.com: 54 percent

eBay, which reportedly owns a substantial share of Craigslist, also has a policy prohibiting its users from selling guns, but unlike Craigslist, eBay.com appears to be enforcing its policy. Several reviews of the site by investigators did not identify a single firearm for sale on the site.

Investigators arranged to meet five of the sellers who failed the integrity test in person and exchange the guns for cash. As a result, investigators purchased four handguns, including one assault-style pistol, and an assault rifle, which ranged in price from $300 - $650.

The 48 private sellers who refused to make illegal sales confirms that some sellers know and obey Federal law governing gun sales to prohibited purchasers. As one seller explained, “because you just told me that, though, I can’t sell it to you…because if you just told me that you can’t pass, it would be a felony for me to sell it to you, so thanks, have a good day.”

Recommendations for Reducing Illegal Online Gun Sales

To ensure the legality of online gun sales, the report says, Congress, Federal law enforcement and websites hosting gun sales should take steps to keep guns out of the wrong hands. Among the recommendations in Point, Click, Fire:

Federal law should require a background check for every gun sale. Legislation now pending in both chambers of Congress – The Fix Gun Checks Act of 2011 (S.436/H.R.1781 (112th Congress)) – would enact this reform.

The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) should improve enforcement of existing laws. ATF should conduct undercover investigations on a variety of websites, track whether guns recovered in crimes were originally sold online and offer online tutorials to train sellers and buyers on federal gun laws governing online sales.

Websites should adopt tougher protocols for self-policing. Websites that permit gun sales demand transparency from sellers and buyers and facilitate reporting of suspicious behavior by site users.

The Mayor’s Chief Policy Advisory John Feinblatt wrote to websites reviewed in the investigation to request meetings to review the evidence and discuss measures the sites can take to deter criminal sales.

The City has submitted evidence from the investigation, including audio and video, to ATF Director B. Todd Jones and to the ATF field offices in the locations where purchases were made.

2009 and 2011 Undercover Gun Show Investigations

In 2009, the City of New York conducted a similar investigation and documented problems at seven gun shows in three states. Nineteen of 30 private sellers at these gun shows – 63 percent – sold guns to investigators who said they could not pass a background check. Since the 2009 investigation, four of those seven gun shows have improved their safety practices.

The City conducted new undercover investigations at Arizona gun shows shortly after the January 8, 2011 mass shooting in Tucson, Arizona. Investigators purchased a Glock pistol with a 33-round extended magazine, like the weapon Jared Loughner used to kill six people and would 13 others, including Congresswoman Gabrielle Giffords, with no background check. City investigators bought two other semi-automatic pistols with no background checks even after the sellers were told that the buyers probably could not pass a background check

About the Investigation

A team of investigators supervised by Kroll, a leader in business intelligence and investigations, conducted undercover investigations to capture audio and video recordings of online gun sellers. The investigators were licensed as private investigators in more than 21 states, with more than 80 years in combined law enforcement experience, including retired prosecutors and police officers. Every investigator who participated in the integrity tests was required to complete an intensive training program designed and administered by Kroll.

Canadian legislator Jim Hillyer experienced political correctness run amok after he was forced to apologize for making a handgun gesture after his vote to abolish the repressive Canadian Long Gun Registry.
Liberal members of parliament claim they were deluged with complaints over Hillyer's gesture. They claim his gesture offended victims of violence.

This video was edited to emphasize the gesture, and was released on the anniversary of the Montreal massacre, when a lunatic gunman roamed the corridors of Montreal's École Polytechnique and killed 14 women. Hillyer questioned the timing of the release of the video on Youtube.

He had to apologize to Parliament and said, "If I had intended to cause any offence to victims of violence or anyone else, that would not only demand an apology it would demand far worse than just an apology." He also said, "The people who caused the association, the offence, are the people who connected the video at the wrong day. That is terrible." He also told Parliament, "I will not make gestures any more," he said. "I, uh, I have nothing but sympathy for victims of violence and I continue to remain committed to ending violence toward women and all Canadians."

Not to take anything away from the Chinese military, but just add up the domestic deer license sales in just a handful of states and arrive at a striking conclusion:

The State of Wisconsin had over 600,000 hunters in the field during their nine day hunting season last year.

Allow me to restate that number, 600,000 in the field. Red Dawn has nothing on these guys.

During the last hunting season, Wisconsin 's hunters became the eighth largest army in the world.

More men under arms in one state in the homeland of the United States than in Iran.

More than in France and Germany combined.

These men deployed to the woods of a single American state to hunt with firearms, and no one was killed.

That number pales in comparison to the 750,000 who hunted the woods of Pennsylvania and Michigan's 700,000 hunters.

Toss in a quarter million hunters in West Virginia and it literally establishes the fact that the hunters in those four states alone would comprise the largest army in the world. And let's not forget those in Texas, Louisiana, Alabama, Tennessee, Kentucky, Montana, Wyoming, Colorado, Iowa, Ohio, North and South Dakota, Nebraska, and hunters in every other State.

And, don't forget the armed women of America who are skilled with handguns, rifles, and shotguns. Granted, many are in the woods during the hunting season, but there are many more of whom that you would not be on the wrong side of her barrel. Does anyone think that they would not be ferocious armed protectors of their husbands, boyfriends, and children, and our freedom?

Just visit your local rifle rifle range on most days and see what's typical of the the attendance at rifle ranges nationwide.

Most of America's hunters are adept at extremely long shots with accurate scoped rifles. And there are countless others who are just as accurate at 500 yards plus with iron sights. Just remember the Minutemen's admonition to their riflemen about foreign invaders, "Take out the officers first." They don't need to have officer's insignia for a person to know who they are.

The point?

America will forever be safe from a foreign invasion or a lasting foreign occupation with that kind of home-grown firepower.

A domestic invasion may be another matter. However, these interlopers would have their hands full too.

As one foreign enemy of the United States may or may not have said,
“You cannot invade the mainland United States. There would be a rifle behind every blade of grass.” Admiral Yamamoto.

It has been declared this attribution is "unsubstantiated and almost certainly bogus, even though it has been repeated thousands of times in various Internet postings. Connecticut Hearing On Bill Requiring Confiscation Of Firearms Magazines Holding More Than 10 Rounds

The Connecticut General Assembly held its first hearing this week in its effort to ban and confiscate all firearms magazines with a capacity of over 10 rounds. If passed, the bill would require forfeiture to the state of all of these magazines no later than 90 days after the law‘s effective date. If the owner does not remove the magazine from the state or turn it in for destruction, that person would be prosecuted for a five year felony and a $5,000.00 fine. After the 90 day effective date only police could have magazines banned for private ownership. this is a flagrant violation of the Second Amendment and Due Process.

Of course, like with all firearms laws only the law abiding would obey them. However, New Jersey passed a law banning “assault” rifles in the 1990's, and requiring their being turned in to the state. We know how well that “turn in” law worked. Of course, there are the criminals who see violation of laws, including firearms laws, and being sent to jail for breaking those laws are just a cost of doing business. Jail time is just a way to boost their street "Cred" reputation.

About 200 letters from individuals and elected officials were sent to the committee to be entered into the record. We took a close look at about the first 100 letters sent to the hearing committee. With the exception of three letters out of the first 100 they were all opposed to the bill becoming law. Because of citizen's overwhelming opposition to the bill in the first 100 letters, we only took a glance at the other 100. They showed the same result.

Among those supporting the confiscatory bill in the first 100 letters were the usual suspects. Support was shown in a letter from Police Chiefs Anthony Salvatore and James Strillacci of the Connecticut Chiefs of Police organization. Also voicing wholehearted support were Mayors Bill Finch, Mayor of Bridgeport, Mayor Pedro Segarra, City of Hartford, and Mayor John Stefano, Mayor of New Haven. These Mayors are all proud members of Bloomberg’s Mayors Against Illegal Guns. Although these magazines aren’t illegal yet, in their wisdom they believe they should be.

One group coming out of the proverbial left field supporting the ban and confiscation was the Connecticut League of Women Voters.

On the positive side, hats off to Connecticut Representative Christopher D. Contu. His letter to the Hearing Committee called this yet another assault on the Second Amendment. He believes that this bill is a knee jerk reaction to the Giffords Arizona shooting. Apparently the letter from the police Chiefs do not speak for all law enforcement in Connecticut. Countering the letter from the Connecticut Chiefs of Police, Contu said that some of the most vocal opponents of the confiscation scheme that he has talked to are members of state and local law enforcement organizations. They have told him that this law would only punish law abiding citizens while failing to protect the citizens from violent criminals determined to do harm or cause havoc. He added that, “While large capacity magazines hold a larger amount of ammunition in one clip (sic), banning them would not make a determined shooter any less deadly.” Contact his office and thank him for his defense of the Second and Fourth Amendments.

There will be no grandfathering of current ownership of these magazines. As determined as a few powerful people are to ban and confiscate these magazines, Connecticut's gun owners must be more determined to stop this bill from becoming law. No one is "credited" as being an original sponsor of this bill. It appears that the Senate judiciary Committee itself raised the bill for consideration to give political cover to the culprits responsible for initiating it.

AN ACT BANNING LARGE CAPACITY AMMUNITION MAGAZINES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2011) (a) As used in this section, "large capacity magazine" means any detachable ammunition feeding device with the capacity to accept more than ten rounds of ammunition, but does not include: (1) A feeding device that has been permanently altered so that it cannot accommodate more than ten rounds, (2) a .22 caliber tube ammunition feeding device, or (3) a tubular magazine that is contained in a lever-action firearm.

(b) Any person who possesses a large capacity magazine shall be guilty of a class D felony.

(c) Any person who (1) prior to the effective date of this section, lawfully possessed a large capacity magazine, and (2) not later than ninety days after the effective date of this section, removes such magazine from this state or surrenders such magazine to an organized local police department or the Department of Public Safety for destruction, shall not be subject to prosecution for a violation of subsection (b) of this section.

(d) The provisions of subsection (b) of this section shall not apply to the possession of a large capacity magazine by:

(1) Members or employees of organized local police departments, the Department of Public Safety, the Department of Correction or the military or naval forces of this state or of the United States for use in the discharge of their official duties;

(2) A person, corporation or other entity that manufactures large capacity magazines for persons specified in subdivision (1) of this subsection or for export in accordance with federal regulations;

(3) Any person engaged in the business of selling or transferring large capacity magazines in accordance with state and federal regulations who possesses such magazines solely for the purpose of such sale or transfer; or

(4) A gunsmith who possesses such large capacity magazine for the purpose of maintenance, repair or modification.

Classic Obama St. Patrick's Day Goof- He Thanks Himself For Giving a Party

To celebrate St. Patrick's Day today, Joe Biden hosted a breakfast for Ireland's Prime Minister Enda Kinney at the Naval Observatory. Obama and Biden later met the Prime Minister at the White House this morning.
Obama and his wife will host a reception for Kinney at the White House this evening.

Being entirely dependent on his teleprompter to think for him, Obama has pulled some bone head comments, with one of his best on St. Patrick's day in 2009 when he had a similar reception for then Prime Minister Brian Cowen. This is a good day to commemorate one of the top ten Obama goofs.

At the St. Patrick's day party at the White House on 03/17/09, Irish Prime Minister Cowen was just a few lines into his speech when he stopped reading from the teleprompter and told Obama that he was reading the same speech that Obama had just read.

Obama took to the stage again to try to save the day, and when he reached the stage, the teleprompter switched to the correct speech for the prime minister. Barack Obama started reading the Irish Prime Minister's speech, and thanked himself for giving the St. Patrick's Day party at the White House, when he realized the mistake.

Perhaps it was the green beer that made the Irishman for the day, Barack O'bama, unconscious to what he was reading.

Obama is not a great speaker like the "Great Communicator," as his flunkies would have those who are gullible in America to believe. He is just a good reader who is devoid of ideas and true leadership.
If its not preprogrammed onto his teleprompters, he is at a loss for words.

Incredibly, Obama is so smooth at reading from a teleprompter and that he doesn't even know or comprehend what he is reading to the world. Hopefully, some prankster won't let Obama read from the teleprompter that the 101st Airborne landed just south of the Moscow city limits for maneuvers. Obviously, what's next is an embarrassing open mike moment, where Obama spontaneously says what he is really thinking.

New Mexico Mayor, Police Chief, City Councilman Arrested For Gunrunning To Cartels

There are the “Gunwalkers” at ATF, and then there are the real Gunrunners. In addition to turning a knowingly blind eye to gun smuggling, some New Mexico City officials are alleged to be willing participants in gunrunning for profit for them. Eddie Espinoza, Mayor of Columbus, New Mexico, its Police Chief, Angelo Vega, who had just come off administrative leave for alleged wrongdoing, and Blas Guiterrez, a city councilman, have been arrested for suspected gunrunning across the border from this town. They were among eleven arrested under an 84 count indictment. The town’s last claim to fame was that it was where Poncho Villa entered the United States when he made a raid there.

Police found and seized 40 AK-47rifles, over 1,500 rounds of ammunition and 30 high-capacity magazines from those suspects before they crossed the border. At least 12 firearms have already been located in Mexico were traced back to them. What in the world makes people like this think that firearms they send over won't be used against law makers and law enforcement such as themselves? Or, does it matter?

The Bradys, Violence Policy Center, and Ceasefire have been yelling to the rooftops that gun dealers have been indiscriminately letting guns go across the border into Mexico. This has become their latest cause. But, instead of expressing outrage over the ATF “Gunwalker” scandal, the "Brady Campaign is Outraged Over House Vote To Kill Funds To Curb Illegal Gun Trafficking" according to their recent press release. They are also touting Obama’s anti gun editorial letter published this weekend in a Tucson newspaper.

As much as these groups have pounded on illegal “straw man” sales of firearms, they have been as equally silent about the “Gunwalker” ATF scandal, where ATF allowed thousands of firearms across the border to “trace” them. Unsuspecting gun dealers who tried to cooperate with ATF have been smeared by ATF’s actions, and now, one group of New Mexico officials have been arrested for gun smuggling.

As far as dealers are concerned, many gun dealers tip off ATF when they suspect "straw purchases," in which a person buys for someone who is prohibited from owning a gun, a common practice in Mexican gun running cases. And that’s what happened recently at a big Arizona gun store. And, you’re going to read now that a small town New Mexico Mayor, Police Chief, and councilman have been indicted on over eighty counts of Gunrunning into Mexico for the cartels

But, before more on the city officials, here’s how one gun store was sucked into ATF wrongdoing. Someone came into nationally known retailer J&G Sales in Prescott, Arizona recently and plunked down enough cash to buy 40 WASR 10 AK47s.

The guys at J&G Sales called The National Instant Criminal Background Check System (NICS) and told them that something was “fishy” with the sale, and that they suspected that it was a straw man sale. But the FBI and ATF's tail wagging lackeys at NICS said, "Go ahead, Sell them." And, not only did the sale smell fishy, it stank. The ATF was in the midst of their “Project Gunrunner,” and was using the store as a patsy. But, this so called “Project Gunrunner” turned into “Gunwalker,” where the ATF was knowingly allowing firearms to be taken into Mexico to be used in drug crime there.

While ATF allowed at least 3,000 firearms to illicitly enter Mexico until a Federal Agent blew the whistle, the U.S. Embassy in Mexico had this to say about “Project Gunrunner.”

“ATF is deploying its resources strategically on the Southwest Border to deny firearms, the “tools of the trade,” to criminal organizations in Mexico and along the border, and to combat firearms-related violence affecting communities on both sides of the border…

Firearm tracing intelligence is critical because it allows ATF and its partners to identify trafficking corridors, patterns and schemes as well as traffickers and their accomplices. Firearms tracing helps identify firearms straw purchasers, the traffickers, trafficking networks and patterns, thus allowing law enforcement to target and dismantle the infrastructure supplying firearms to the DTOs in Mexico.”

What the hell is a gun shop supposed to do when they are told to “Go ahead, sell them,” by the government agency that approves the sales of guns at gun shops here? The Government was intent on their being sold and traced right to murder crime scenes.

It is known that a “Gunwalker” AK47 that the ATF intentionally "let walk" into Mexico killed Border Patrol Agent Brian Terry and it was being traced by Gunrunner into Mexico. God knows how many others that these guns that “Walked” into Mexico will maim and kill in the hands of Mexican drug lord maniac gunmen as allowed by ATF.

ATF has ordered its local P.R. people to release to the press "positive" reports and news stories about ATF branch activities to counter the scandal. It hasn't worked so far. One good question is how high in government does this scandal go? Janet Napolitano of “Homeland Security” has recently disavowed knowledge of this wrongdoing at ATF. But, Just like anti gun groups have remained silent on “Gunwalker,” she has said nothing more in hopes that this will just blow over.

Open Live Mike Gaffe- Iowa Republican Calls Republican Gun Bill "The Give A Schizophrenic A Gun Bill"

A comment that an Iowa Legislator called a bad joke was caught on a live microphone in the Iowa House of Representatives. Speaker Pro Tem Republican Jeff Kaufman was videotaped and recorded on a live mike off the record during a lull in a debate Friday on a Bill that would allow those in Iowa to carry guns in public without background checks. He called the bill “The give a handgun to a schizophrenic bill.” This is a “hot potato” issue in the state.

He and another legislator had been joking around about caucus business and the conversation turned to what is sometimes called the “Alaska Bill.” One of the House members asked what the “Alaska Bill” was and that was when he made his sarcastic joke about the Bill’s name. His joke refers to what apparently Democrats have been calling the bill. Democrats are trying to make political points by calling Kaufman's frivolous comment his true feelings about the "dangerousness" of the bill.

The Speaker Pro Tem later explained that he takes mental health issues seriously. He also said that a relative several generations back died in a mental institution from complications from a mental disorder. He also was a member of a county mental health task force previously.

Although this gaff does not come close to Ronald Reagan saying, "My fellow Americans. I'm pleased to announce that I've signed legislation outlawing the Soviet Union. We begin bombing in five minutes," it was probably as personally embarrassing.

Murderer Who Killed Child And Ate His Flesh May Be Released From Prison.

The father of a five year old child killed over 28 years ago by a 16 year old neighbor says he will kill the man as aggressively and painfully as he killed his son if the killer is released from prison. The Rhode Island Dad says he spends every waking moment to thinking about doing this. The maniac was sentenced to 40 years in a plea deal that avoided trial and the gruesome details of the murder being released at the trial for the parents to hear.

But, the killer, Michael Woodmansee, may be released after just doing 28 years of the 40 year sentence because of time deducted from the sentence for “good behavior” while incarcerated. He gets ten days extra credit for every 30 days served. He is entitled to more time of because he “worked” in prison. Dad is furious. The son’s bones were found in a box in the 16 year olds’ dresser. They had been polished and were covered with a coat of shellac. A diary of the crime's gruesome details was written by the maniac.

The teen lived next door to the child and his parents. He disappeared 30 feet from home. This man should not be released, and he may not be because he has been moved to a temporary location for a psychiatrist to determine if he is a danger to himself or others. Huh?

Could someone such as this be rehabilitated to the point that he is not dangerous? We are appalled that early release is being considered. His father does not care about the consequences, but will not be prosecuted for the threat unless he acts on it by stalking the murderer or actually killing or hurting him. The investigating detective says he still has nightmares about what he found in the dresser.

Yes, we feel for the Father. This makes blood boil. Maybe if Dad does kill the maniac, all those around him could claim that they did it too. Many could claim that they did just like in the actual case of an anonymous killing of the town bully in Skidmore, Missouri July 10th, 1981. Ken Rex McElroy was accused of dozens of felonies, including pedophilia, rape, arson, cattle rustling, and burglary. He even shot the town grocer.

No one missed the man, and no one was prosecuted because literally everyone in the town said they did it. They all had reason to. Dad really deserves to be able to do to the man what he did to the child. But, there is a law against cruel and unusual punishment. Think about what he did to the five year old. Would you want this guy to be your next door neighbor or living even in the same town? Would you want him walking around your neighborhood with an electronic GPS tether on his leg? The only tether this murderous vermin needs is one tied on at about neck level.

It Could Be Tough To Hold On To This Elephant Rifle After It Fires

You may have missed the introduction of the .577 T Rex when it debuted several years ago. Its an over sized elephant gun that shoots a 750 grain bullet at between 2,150 and about 2,500 fps depending on the load. The target is hit with 10,000 pounds of force when impacted by a round from this thirteen pound rifle.

There was a video made of of people test firing it. Of the twenty four unsuspecting people who shot it, seven people could not hold on to it during the recoil when it fired, and the rifle flew from their grasp. Its really a shoulder cannon.

Ray Bradbury, author of "A Sound of Thunder,"would be proud. And, of course, when zombies attack just try to line up 15 or so of them and take care of them like Pancho Villa did with 3 or 4 Federales at a time in the early 1900's. Zombies should be softer targets.

The Rabbinic Director of JPFO Writes Scathing Open Letter to Mayor Bloomberg About Firearms Rights

Rabbi Dovid Bendory, the Rabbinic DirectorFor Jews for the Preservation of Firearms Ownership (JPFO), an important pro gun rights group, has written a scathing open letter to New York City’s chief firearms hater Michael Bloomberg. If anyone would know the impact of gun control, it would be those who lost family in the Holocaust.
The Rabbi asked Bloomberg if he ever studied Jewish history and if he was aware that the Jews were disarmed before Kristallnacht, "The night of broken glass." That’s when there was a series of attacks by Storm Troopers against Jews in Germany when windows were smashed and Jewish stores were looted. Ninety one Jews were killed and a quarter of all Jewish men in Germany were hauled off to concentration camps. Ironically, Bloomberg is Jewish.

He also asked the Mayor why he, in effect, mimics tyrants like Stalin, Hitler, Mao, and Lenin. Here’s the letter.

Dear Mayor Bloomberg:
I am an Orthodox rabbi who lives in New Jersey but works in New York City. Approximately half of my waking life is lived under your laws and jurisdiction. Like everyone who lives or works in New York City, I have the right, even the obligation, to confront some of your policies regarding so-called “gun control”.
Why do I place the phrase “gun control” in quotes? Because this innocuous-sounding phrase, this expression that sounds like common sense, is in reality a dangerous bit of semantic trickery.
“Gun control” actually (and historically) means letting government, whether benign or ruthlessly evil, disarm certain sectors of society and allow others to remain armed. It means letting the government know where every gun owner lives and the number and types of firearms that he or she owns. It means putting the authority to decide who has the right to defend him or herself with a firearm into the hands of a government bureaucrat.
The honest definition of “gun control” is actually “victim disarmament”. Because the person with the gun will always control the person without the gun. Without the personal firearm as an “equalizer”, the stronger will always control the weaker. (Please see this “Genocide Chart” )
Mr. Bloomberg, our Jewish tradition tells us that righteous self-defense is not only permissible but an obligation: "If a murderer comes for you, strike him down first." (Talmud Sanhedrin 72a)
In your own New York City, hand guns are illegal for all practical purposes, yet the murderers, drug dealers, gangs, and other criminal predators in your City manage to acquire them nonetheless. How do you expect civilians to defend themselves against those who would harm them if we cannot use the most practical tool at our disposal -- the handgun? You tell us to “Dial 911”? And then wait ten minutes or more for police rescue? (See "Dial 911 and Die")
It deeply troubles me that I -- along with millions of others who live and work in your city -- are on your “disarmed” list. Mr. Mayor, this is not only immoral, it goes against the fundamental precepts of Judaism that you and I both honor.
The Torah teaches: “Do not stand idly by the blood of your neighbor.” (Leviticus 19:16), which Rashi explains means that one who is able to help another escape harm and fails to do so is held culpable in the Heavenly Court for the harm he failed to prevent. You, Mr. Mayor, by disarming your citizens, place them in harm’s way every day.
Jews are commanded by G-d to value all human life. How can you, a religiously committed Jew, say you truly value human life? Every second you stand as Mayor you advocate laws that strip millions and millions of people in your city completely defenseless in the face of the criminal predators who roam your streets.

Mr. Mayor, your citizen disarmament is an act of hypocrisy. Unlike nearly all the rest of us, everywhere you go you are surrounded by official armed guards, police escorts, and your highly trained personal private bodyguards. (See adjacent photo). Mr. Mayor, is your life worth more than the lives of your fellow citizens? Or are we mere “subjects” in your eyes?
As Jews, Mr. Mayor, we believe that all life is precious, not just the lives of our leaders. Have you ever, in your time as Mayor, walked the streets of New York City alone and unarmed?
I am nearly certain you would have to answer “no” to this question. Therefore I must further ask you: How, in clear conscience, do you require the rest of us to do so? Would you willingly live under this prejudicial burden? Can you recognize and admit the arrogant hypocrisy this attitude displays?
Additionally, you are no doubt aware that the Jewish people have been at the wrong end of the gun barrel for far too long. America is one of the few countries in the world where Jews are entitled to embrace firearms as the most practical means of our own self-defense. And you would strip us of the right to defend ourselves? With all due respect, Mr. Mayor, this is shameful.
Mayor Bloomberg, have you studied Jewish history? Are you aware that the Nazis disarmed Jews prior to Kristallnacht and that those same Nazi gun laws are the foundation of the U.S. Gun Control Act of 1968? Are you aware that Senator Thomas Dodd asked the Library of Congress to translate the Nazi Gun Control Laws into English for him, and that he incorporated language from these laws into the Gun Control Act of 1968 that he authored? How can it be that you, a Jew, are enforcing Nazi-inspired laws? (See "Gateway to Tyranny")
Tyrants like Lenin, Hitler, Stalin, and Mao “pioneered” the bloody trail of “gun control” in the 20th Century. Why do you so thoughtlessly, in effect, mimic the insidious actions of these monsters?
This apparent elitism on your part makes your recent publicity stunt in Arizona even more cynical. You sent NYPD agents all the way across the country to purchase guns -- but you can't deploy enough police to protect your own City residents?
And if you expose your city’s residents via such a manpower diversion, how do you justify denying these residents the right to protect themselves with a firearm?
Mr. Mayor, do you need a rabbi to tell you that your actions are wrong and immoral?
This nation’s Bill of Rights is a sacrosanct public trust. You are a public servant. You swore an oath to uphold the Constitution. As you blatantly disregard the Second Amendment, the actual “Guardian” of all the rest of the Bill of Rights, I must ask you: Did you knowingly lie when you took your oath of office?

Utah Bill Would Allow U.S. Gold Coins To be Legal Tender There

The U.S. was on the Gold Standard from 1873 to 1933. Then, Franklin Roosevelt recalled United States Gold Coins in 1933. Private ownership was outlawed unless the coins had a clearly collectible value. This created a new era in coin collecting. Nixon later stopped the U.S. from redeeming dollars for gold in 1971.

Three hundred thousand 1933 Gold Double eagles were minted, but they were never officially released and were doomed to destruction. The few 1933 Double Eagles that weren’t destroyed and wound up in private hands are worth millions. One owned by Egypt’s King Farouk was confiscated by his new government when his reign ended, but wound up in private hands. When it was put up for auction, our Secret Service stepped in and confiscated it. But, lawsuits happened, and there was an agreement for it to be sold, and the owner and the U.S. Government split the proceeds 50/50. The sale price was 7.2 Million Dollars.

Due to uneasiness over the economy, the Utah House has just voted to recognize the Federal Government’s gold and silver coins as legal currency in the state. It would still have to pass the Senate and be signed by the Governor to become law. It may surprise some that it isn’t legal tender; however, in reality anyone would jump at taking gold and silver coins as payment for debts, goods, and services. It still is de facto currency. The question is how the coins would be valued. The coins won’t replace the current fiat currency, and their use is voluntary.

The coins would be exempted from capital gains taxes there. Utahans could pay their taxes and other obligations with gold. It also may come as a surprise that twelve other states including Georgia, Montana, Missouri, Colorado, Indiana, Iowa, New Hampshire, South Carolina, Tennessee, Washington, Vermont and Oklahoma are considering similar bills.

Congressman Ron Paul is applauding the state’s effort. On the other hand, Ben Bernanke has said that gold can’t return as the world standard because there’s not enough gold to do so.

             8      General Description:
             9          This bill recognizes gold and silver coins that are issued by the federal government as
             10      legal tender in the state and exempts the exchange of the coins from certain types of
             11      state tax liability.
             12      Highlighted Provisions:
             13          This bill:
             14          .    provides definitions;
             15          .    recognizes gold and silver coins issued by the federal government to be legal tender
             16      in the state;
             17          .    does not compel a person to tender or accept gold and silver coin;
             18          .    provides that the exchange of gold and silver coins for another form of legal tender
             19      does not create any individual income or sales tax liability;
             20          .    requires the Revenue and Taxation Interim Committee to:

             43          Section 1. Section 59-1-1501 is enacted to read:
             44     Part 15. Legal Tender Act
             45          59-1-1501. Title.
             46          This part is known as the "Legal Tender Act."
             47          Section 2. Section 59-1-1502 is enacted to read:
             48          59-1-1502. Gold and silver coin.
             49          (1) Gold and silver coin issued by the federal government is legal tender in the state.
             50          (2) A person may not compel any other person to tender or accept gold and silver coin
             51      that is issued by the federal government.
             52          Section 3. Section 59-1-1503 is enacted to read:
             53          59-1-1503. Nonrefundable credit -- Sales tax exemption.
             54          (1) There is a nonrefundable credit established for any capital gains incurred from the
             55      exchange of gold and silver coin issued by the federal government for another form of legal
             56      tender as provided in Section 59-10-1025 .

             57          (2) The exchange of gold and silver coin issued by the federal government for another
             58      form of legal tender is exempt from sales and use taxes as provided in Subsection
             59      59-12-104 (50).
             60          Section 4. Section 59-1-1504 is enacted to read:
             61          59-1-1504. Revenue and Taxation Interim Committee study.
             62          The Revenue and Taxation Interim Committee shall during the 2011 interim:
             63          (1) study the possibility of establishing an alternative form of legal tender for the
             64      payment of debts, public charges, taxes, and dues within the state;
             65          (2) recommend whether legislation should be drafted to establish an alternative form of
             66      legal tender; and
             67          (3) prepare any legislation that the Revenue and Taxation Interim Committee
             68      recommends in accordance with Subsection (2) for consideration by the Legislature during the
             69      2012 General Session.
             70          Section 5. Section 59-10-1002.2 is amended to read:
             71           59-10-1002.2. Apportionment of tax credits.
             72          (1) A nonresident individual or a part-year resident individual that claims a tax credit
             73      in accordance with Section 59-10-1017 , 59-10-1018 , 59-10-1019 , 59-10-1021 , 59-10-1022 ,
             74      59-10-1023 , [or] 59-10-1024 , or 59-10-1025 may only claim an apportioned amount of the tax
             75      credit equal to:
             76          (a) for a nonresident individual, the product of:
             77          (i) the state income tax percentage for the nonresident individual; and
             78          (ii) the amount of the tax credit that the nonresident individual would have been
             79      allowed to claim but for the apportionment requirements of this section; or
             80          (b) for a part-year resident individual, the product of:
             81          (i) the state income tax percentage for the part-year resident individual; and
             82          (ii) the amount of the tax credit that the part-year resident individual would have been
             83      allowed to claim but for the apportionment requirements of this section.
             84          (2) A nonresident estate or trust that claims a tax credit in accordance with Section
             85      59-10-1017 , 59-10-1020 , 59-10-1022 , [or] 59-10-1024 , or 59-10-1025 may only claim an
             86      apportioned amount of the tax credit equal to the product of:
             87          (a) the state income tax percentage for the nonresident estate or trust; and

             88          (b) the amount of the tax credit that the nonresident estate or trust would have been
             89      allowed to claim but for the apportionment requirements of this section.
             90          Section 6. Section 59-10-1025 is enacted to read:
             91          59-10-1025. Nonrefundable tax credit for capital gain transactions on the
             92      exchange of gold and silver coin for another form of legal tender.
             93          (1) As used in this section:
             94          (a) "Capital gain transaction" means a transaction that results in a:
             95          (i) short-term capital gain; or
             96          (ii) long-term capital gain.
             97          (b) "Long-term capital gain" is as defined in Section 1222, Internal Revenue Code.
             98          (c) "Short-term capital gain" is as defined in Section 1222, Internal Revenue Code.
             99          (2) Except as provided in Section 59-10-1002.2 , for taxable years beginning on or after
             100      January 1, 2012, a claimant, estate, or trust may claim a nonrefundable tax credit equal to the
             101      product of:
             102          (a) to the extent a capital gain is not offset by a capital loss under Chapter 1,
             103      Subchapter P, Capital Gains and Losses, Internal Revenue Code, the total amount of the
             104      claimant's, estate's, or trust's short-term capital gain or long-term capital gain on a capital gain
             105      transaction from an exchange made on or after January 1, 2012, of gold or silver coin issued by
             106      the federal government for another form of legal tender; and
             107          (b) 5%.
             108          (3) A claimant, estate, or trust may not carry forward or carry back a tax credit under
             109      this section.
             110          (4) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the
             111      commission may make rules to implement this section.
             112          Section 7. Severability clause.
             113          If any section of this bill or the application of any section of this bill to any person or
             114      circumstance is held invalid by a final decision of a court of competent jurisdiction, the
             115      remainder of this bill shall be given effect without the invalid section or application. The
             116      provisions of this bill are severable.
