<p>Late September, Recreation and Park Commission approved design for Fillmore Turk Mini Park. Now, the design team can proceed with construction documents to realize the improvements initiated by Community Opportunity Fund (COF) award in 2016.</p>
<p>Over the past year, the project team gathered the existing conditions documentation, conducted assessments and confirmed compliance, resulting in a refined COF design by T. S. Studio, Landscape Architects.</p>
<p>In addition, the New Community Leadership Foundation, in partnership with San Francisco Beautiful initiated fundraising efforts to expand the COF design with additional improvements.</p>

<p>Please be mindful the next several weeks of <strong>parking restrictions at both ends of South Park</strong> (indicated in red on the attached map).<a href="https://sstasio.wpengine.com/south-park-traffic-calming-improvements-march-2018-follow-up/south-park-update-parking-restrictions-2018-0327-2/" rel="attachment wp-att-119892">South Park Update &amp; Parking Restrictions 2018 0327</a></p>
<p><span style="color: #333333; font-family: 'Helvetica',sans-serif; font-size: 11.5pt;">Expected activities: The crew will first remove and patch the temporary asphalt near the new bulb-outs; then pave and grind the street asphalt for the asphalt stamper to impress the brick pattern on the street at the east and west ends of South Park.</span></p>
<p>As long as it is dry and warm, the contractor can install the tan color (see posting in early March 2018) and reflective finish which require these conditions to cure.</p>
<p>Once the asphalt finish passes inspection,  SFMTA will schedule and return to install</p>
<p>the crosswalk striping.</p>

<p><strong>Geneva Community Garden- Contract Time and Budget Increase</strong>&#8211; Discussion and possible action to amend the contract with GECMS, Inc DBA Giron Construction for the Geneva Community Garden Project (3063v) to increase the change order amount allowed under the contract from $69,477 to an amount not to exceed $104,216, which is greater than 10% over the original approved contract amount, and to extend the contract duration by changing the substantial completion date from May 29, 2017 to no later than January 24, 2018</p>

										<content:encoded><![CDATA[<p>It is the extra soil generated by the underground installation of plumbing and electrical utilities, trees wells, concrete foundations, etc. The extra soil will be off-hauled starting early morning on Oct 10.</p>
<p>For safety and maneuverability, there will be no parking on both sides of the south side of South Park Street as indicated by the diagram below. Although the parking permits are for the entire day, the construction crew anticipates doing the work from 7AM -1PM.</p>
<p>Keep a watchful eye for big trucks removing dirt!</p>
<p>Also,</p>
<p>The repairs to the historic curbs started this week. It involves injecting a binder in between the deep cracks before concrete patching and shaping the profile to match the historic shape. Additional no parking signs will be installed; however, the contractor is combining tasks to keep as many parking spaces available for residents and visitors.</p>

<p>Construction is progressing and the vision for Hilltop Park is coming to life. For months the site looked messy due to all the subsurface work and now the distinguishing site features, throughout the park, are taking shape. How exciting!</p>
<p style="margin-bottom: 19.5pt; line-height: 18.3pt;"><span style="font-size: 11.5pt; font-family: 'Helvetica',sans-serif; color: #333333;">So what happened in the past few months?</span></p>
<p style="margin-bottom: 19.5pt; line-height: 18.3pt;"><span style="font-size: 11.5pt; font-family: 'Helvetica',sans-serif; color: #333333;">February-March focused on demolition and subsurface work. Failing trees were removed per the recommendation of a certified arborist, obsolete features were off-hauled and earth graded to new contours. During these months, the team addressed unforeseen site conditions that were revealed by demolition.</span></p>
<p style="margin-bottom: 19.5pt; line-height: 18.3pt;"><span style="font-size: 11.5pt; font-family: 'Helvetica',sans-serif; color: #333333;">April-May focused on the subsurface utilities and structural foundations which included tasks such as digging the trenches for electrical and plumbing, installing and interconnecting the utility lines and rerouting lines due to unforeseen site conditions.</span></p>
<p style="margin-bottom: 19.5pt; line-height: 18.3pt;"><span style="font-size: 11.5pt; font-family: 'Helvetica',sans-serif; color: #333333;">In June, the final vision started to come to life. The concrete walls were formed and poured for the accessible paths, the seat walls, retaining edges showing us a glimpse of the final product. The skate park builders will begin the final grading creating the concave/convex curves for the exciting ride on wheels.</span></p>

This is a very demanding process, and I commend all of your for your extraordinary work and efforts. As you know, this was the most completive rounds to date, with $5,000,000 in applications, with only $1,200,000 in funding to allocate.</p>
<p>The projects listed below are recommended for the 5th round of COF funding:</p>

<p>• Waller Street/ Golden Gate Skate Park $65,331: Addition of a few skatepark elements near Waller and Stanyan Streets.</p>
<p>• Camp Mather $103,903: Court improvements to make a multi-purpose basketball and sports court.</p>
<p>• Youngblood Coleman Park $70,000: New park elements including benches, grills, picnic tables, activity boards, bollards, and drinking fountain.</p>

<p><span style="color: #1f497d">The general contractor has installed construction fencing around the park to secure the site for the start of the renovation.. Demolition, one of the first tasks, will be starting next week and continue through February.</span></p>
<p>Throughout January, a group of workforce trainees will be up at the park learning construction skills such as pouring concrete and formwork.</p>

<p>I hope this email all finds you well. Thank you all so much for working so hard on your applications this round.  I am always really impressed with your efforts and talent!</p>
<p>We have been hard at work, meeting with each of your groups, and reviewing and refining the cost estimates, and refining scopes. Many of the projects have required some adjustment, and more time has been required.</p>
<p>We want all of the applications to be as strong as possible. For this reason, we will extend the COF round 5 Final Application Deadline from  August 7, 2015 to August 21<sup>st</sup>, 2015.</p>

The artwork at the top of the stairs, completed in 2011, now cascades in full color down the 57 steps entering the park, a beautiful transition from street. No longer will pedestrians run through these steps without contemplating the intricate work showcased on each step.</p>
<p>The past few months several partnering contractors shared ideas, worked elbow to elbow, dodged wind, rain, fog and hot sun to build a successful project. The work, 90% complete, consisted of:</p>
<ul>
<li>&#8211;Preparing the concrete surfaces to receive new tiles. The steps were cleaned, cut, patched, and a special substrate was installed to absorb potential cracking on each step.</li>
<li>&#8211;Patching the pillars and benches to receive a similar treatment, each one shaped to align with the tile design envisioned by the Friends of Lincoln Park and the artist.</li>
<li>&#8211;Installation of handrails and new top and bottom landings.</li>
</ul>
<p>What&#8217;s left?</p>
<p>Installation of the top level concrete path and finishing details at each of the eight pillars which will take several weeks.</p>

<li>&#8211; If you are planning to apply, I should be corresponding with you, and confirming if you need additional community meetings, or if you applied last round, you do not need to hold them.</li>
<li>&#8211; If you did need community meetings, your flyer should have already been submitted to me, mailed out to the public, and the meetings are either completed or on-going, to wrap up soon for the DRAFT application deadline.</li>
<li>&#8211; Again, you are reminded to work closely with the Parks Service Area managers to review the items you are considering in your application. Their feedback and review is essential.</li>

<p>Are you a group or individual with an idea for how to improve your neighborhood park? Apply for a<strong> Community Opportunity Fund</strong> (COF) project and help make a difference in your community.</p>
<p>As part of the 2012 Clean and Safe Neighborhood Parks Bond, the Department’s COF program is a $6 million capital program that encourages residents, neighborhood groups and park advocates to propose capital projects that will improve their local parks &#8211;  this can include many different types of exciting improvements such as skate parks, benches, drinking fountains, play equipment, sports courts and more!</p>

<p>As part of the 2012 Clean and Safe Neighborhood Parks Bond, the Department&#8217;s COF program is a $6 million capital program that encourages residents, neighborhood groups and park advocates to propose capital projects that will improve their local parks, e.g., the installation or replacement of playgrounds, paths, benches, drinking fountains or sports courts.</p>

<p>First of all, thank you for applying this round &#8211; these were the most impressive applications this program has received. This program is now on its fourth round, each round, they are getting better and harder to select.</p>
<p>The challenge is: we received 16 very strong applications totaling over $5 million in requests for this $1.2 million round. Across the board, the applications were very strong; clearly, it was a difficult decision. The Selection Committee met several times in July, August and September to thoroughly evaluate and discuss each application.</p>
<p>With such high caliber applications, the Selection Committee had to select the projects that most successfully met the program criteria with the funding we have available.</p>
<p>The projects listed below are recommended for funding this round:</p>
<p>Hilltop Park Skate Park Renovation</p>
<p>West Portal Playground Renovation</p>
<p>Lake Merced Boat Ramp Improvements</p>
<p>Bayview Playground (MLK Pool) Path and Playground Improvements</p>
<p>Tank Hill Trail Improvements</p>
<p>I promise you – it was a hard decision for the committee.</p>
<p>Workshops for the next round begin at the end of October (soon!) and we anticipate an April 2015 draft application deadline.</p>

<p>Last week, the field was reseeded so new grass will grow and fill in the sand channel grid. It takes about eight weeks for the seeds to germinate, take root and establish itself.</p>

<p>Can you spot the grid pattern throughout the field? Those are 1”wide by 9” deep sand channels that will aid the soil in absorbing standing water. The sand removes the water from the surface so the top soil won’t get muddy and also holds moisture within the soil so the lawn can absorb water slowly.<br />
Last week, the field was reseeded so new grass will grow and fill in the sand channel grid. It takes about eight weeks for the seeds to germinate, take root and establish itself.</p>

<p>Over the next two weeks, there will be minimal site work as the lead contractor samples the soil before mobilizing for construction end of the month. Then there will be several months of construction such as trenching, installing additional catch basins (drains), drain pipes and then reestablishing lawn in the trenched areas. We expect to open late spring and exact date to be determined once we are in construction.</p>

<p>The system is being designed by Department of Public Works engineers so that the construction contractor may start installation late February. The park will reopen spring 2014.</p>

We anticipate completion of the project within the next two months. Due some unanticipated construction issues work has slowed over the last few weeks. This past week, with help from DPW&#8217;s site survey team, we believe we have resolved the issues and expect work to resume within the week. <p>The new youth play area at Duboce Park, an innovative play area geared toward school-aged children, is now officially open!  This project has activated an unused corner of Duboce Park and has given children a place that invites imaginative play and physical challenges.</p>

<p>We have also completed work at Sutro Dunes, installing benches at the Great Highway and Balboa Street to provide a quiet place to take advantage of the ocean views.</p>

<p>We have completed paving improvements to Precita Park, making this heavily-used park a safer place.</p>

<p>There are currently two projects in the construction phase – the Balboa Skate Park and Pioneer Park.  Balboa Park Skate Park, a skating destination designed to incorporate all skill levels, will be open in September.  This project, initiated by community members, has transformed a derelict corner into a much-needed recreation outlet.</p>

<p>In Pioneer Park, we have installed new lighting to improve safety, decrease vandalism, and reduce energy use and maintenance costs.</p>
<p>The projects that will be underway this Fall include: the Golden Gate Park Lawn Bowling Green improvements, the McLaren Park Peru street playground replacement, and the Panhandle Park paving and landscape improvements.</p>
<p>We have several other projects that will start in the late Fall/Early Winter, including the installation of the Boeddeker Park Adult Fitness Area, the Geneva Community Garden phase one installation, the Lincoln Park Steps repairs, the Jose Coronado Playground sign and fence improvements, the Upper Douglass Dog Park drainage and irrigation improvements, and the McLaren Park kiosk and signage installation.</p>
<p>The Community Opportunity Fund is an exciting way to bring locally-sourced park improvement ideas to fruition. We are thrilled to have your support and hope you all get a chance to go out and play!</p>

At the end of October the Recreation and Park Commission approved the award of ten Round 2 projects!
