<p>The Ash Center for Democratic Governance and Innovation at the John F. Kennedy School of Government, Harvard University has chosen the SFMTA&#8217;s SF<em>park</em> as one of 25 projects eligible for <a title="Ash Announcement" href="http://www.ash.harvard.edu/Home/News-Events/Press-Releases/Innovations/Top-25-Innovations-in-Government-Announced2" target="_blank">this year’s</a> Innovations in American Government Award competition. SF<em>park</em> was recognized for its ability to &#8220;utilize data analytics to enhance government performance&#8221; and &#8220;achieve a broad suite of social benefits.&#8221; Selected by a cohort of policy experts, researchers, and practitioners, four finalists and one winner of the Innovations in American Government Award will be announced in the fall.</p>
<p><a href="http://www.ash.harvard.edu/Home/Programs/Innovations-in-Government/Awards" target="_blank">The Innovations in American Government Awards</a> was created by the Ford Foundation in 1985 to shine a light on effective government programs. Since its inception, over 400 government innovations across all jurisdiction levels have been recognized and have collectively received more than $22 million in grants to support dissemination efforts. Such models of good governance also inform research and academic study.</p>

<p style="text-align: center;"><em>New policy intends to improve parking availability and reduce congestion by preventing circling for on-street parking during events.</em></p>
<p><strong>SAN FRANCISCO (February 19, 2013)</strong> —To better manage increasing parking and traffic demand, the San Francisco Municipal Transportation Agency (SFMTA) will debut evening metering and event rates at meters in the blocks around AT&amp;T Park on Monday, March 4.</p>
<p>Meters on blocks within walking distance of AT&amp;T Park will operate until 10pm Monday to Saturday and be priced lower on non-event nights. These changes will make more parking spots available in South Beach and Mission Bay, especially during events, and help reduce congestion by discouraging circling for parking near the ballpark. Circling pollutes the air, slows Muni buses trying to move through the area, and provides more opportunities for conflicts with people on foot or on bicycles. Managing parking to reduce circling reduces all of those adverse impacts.</p>
<p>Rates at SFMTA meters after 6pm will be set at $0.25/hr, except during events. The first event with special meter rates is the World Baseball Classic at AT&amp;T Park, which runs March 17-19. During events, metered parking will cost $5 or $7 per hour, depending on proximity to AT&amp;T Park.</p>
<p>“The evolving nature of this neighborhood compels us to implement effective strategies to ease traffic congestion and provide parking availability,” said SFMTA Director of Transportation Ed Reiskin. “Appropriately pricing parking on our public streets makes sense and supports the city’s Transit First policy, especially in this growing neighborhood that is home to AT&amp;T Park and many special events.”</p>
<p>The new metered parking policies in and around AT&amp;T Park will help to make parking management policies in the neighborhood more consistent and effective. Evening metering and event rates have been in effect at meters owned by the Port of San Francisco for three years, and have been used successfully in other cities. Several modifications were made to the original plan based on community input from area residents, merchants and developers.</p>

While citizen satisfaction with government rises and falls—according to the American—one trend has held: Customer satisfaction with e-government has risen steadily, currently scoring 75.2 on a 100-point scale. This satisfaction is driven by widespread and growing adoption of e-services.</p>
<p><strong>Reduce productivity losses.</strong><br />
Many Americans face an everyday predicament: finding a parking spot. The frustrating experience of endlessly circling the block searching for an empty space costs drivers—and society as a whole—more than one might imagine. Drivers looking for a parking spot in one district of Los Angeles drove an estimated 950,000 miles a year, equivalent to four trips to the moon. According to San Francisco officials, drivers searching for parking spots generate 30 percent of all downtown congestion. On average, Americans waste 3.5 to 14 minutes a day looking for parking, or up to 85 hours a year. With more than 210 million licensed drivers in the country, this amounts to 17.8 billion hours annually.</p>
<p>Mobile technology may hold the answer to the problem. San Francisco is leading the way with a $20 million parking program known as SF<em>park</em>. The city has placed sensors in 7,000 metered parking spots and 12,250 spots in city garages. As spaces open up, the sensors communicate wirelessly with computers that immediately disseminate the information to mobile app users. The app’s color-coded map shows which blocks have open spots and which are full, saving users time, mileage, and stress.</p>

<p><em>Customers can now use their phones to pay for parking at any SFMTA meter</em></p>
<p><strong>SAN FRANCISCO (January 7, 2013)</strong>—The San Francisco Municipal Transportation Agency (SFMTA) today announced that all SFMTA parking meters now accept payment by phone. Customers can pay for parking at City meters by phone, receive a reminder message when time is almost up, add time without returning to the meter (subject to time limit restrictions), and receive a receipt via email.</p>
<p>“We are proud to provide additional convenience for our parking customers,” said Tom Nolan, Chairman of the SFMTA Board of Directors. &#8220;We want to make parking as simple as possible, which furthers our goal of developing smarter parking solutions and more convenient payment and information options.&#8221;</p>
<p>“The SFMTA is committed to improving parking throughout the city,” said Ed Reiskin, SFMTA Director of Transportation. “PayByPhone is one more tool to help improve the parking experience in San Francisco by making it easier to feed the meter and avoid citations.”</p>
<p>With PayByPhone, customers can pay for metered parking using their credit card at any type of meter, including single space meters, multi-space meters, motorcycle meters and SF<em>park</em> meters. Displays on the meters themselves don’t change after the phone transaction is complete, however parking control officers see that payments were made on their wireless handheld devices and will not cite vehicles at those meters.</p>
<p>Instructions can be found on a PayByPhone decal affixed to the side of the meter, and customers can call from any type of phone. To access PayByPhone, customers should call 866-490-7275 or download the app online at: <a href="http://www.paybyphone.com/">www.paybyphone.com</a>. Once a customer registers for the service by phone or online, they can enter the meter location number that is on the meter’s decal. Customers then enter the desired length of time to add to the meter. The length of parking time is limited to the time restrictions for that specific meter. The PayByPhone option is provided at no cost to the City, so the service provider adds a 45 cent fee per meter transaction to cover all costs.</p>
<p>Customers with smartphones that have Near Field Communications (NFC) payment capability can “tap” the meter to initiate streamlined payment. With about 29,000 meters throughout the city, this NFC deployment becomes one of the largest single NFC deployments in the United States.</p>
<p>The 1,000 meters near and along The Embarcadero that fall under the Port of San Francisco jurisdiction do not have PayByPhone yet. The SFMTA and the Port are currently assessing the feasibility of bringing PayByPhone to these meters.</p>
