Hide "Site Actions" for the anonymous users (The easy way)

Many times you need to give your anonymous users an access to add information to a part of your site. All will be fine except that when the users will have the “Site Actions” dropdown enabled with the action “View All Site Content”. Do not worry, here's the easy way to solve this out.
