The bond is part of a package of water bills passed by the Legislature last week.&lt;br /&gt;&lt;br /&gt;While some are calling this a victory, the policy package passed this week is more form than substance. The water package does nothing to reduce water exports from the Sacramento-San Joaquin Delta or provide for reliable and resilient water resources needed to support a healthy California public, environment, and economy.&lt;br /&gt;&lt;br /&gt;Sierra Club California Senior Advocate Jim Metropulos today released the following statement in response to Governor Schwarzenegger’s bill signing:&lt;br /&gt;&lt;br /&gt;“Today’s action looks like more of the same from Governor Schwarzenegger,” said Sierra Club California Senior Advocate Jim Metropulos. “It’s sad in this day and age that we have to continue to discuss whether expensive, cumbersome dams and canals are the right solution for California’s water troubles. We don't need 19th-century solutions to today's problems.”&lt;br /&gt;&lt;br /&gt;“If approved by the voters, the bond would obligate the state to spend over $800 million yearly in annual debt service. That is $800 million less for schools, social services and parks. It’s mind-boggling that the Legislature and the Governor would approve a pork-laden $11 billion general obligation bond as we are facing yet another General Fund shortfall.”&lt;br /&gt;&lt;br /&gt;“Two parts of the plan concern me most: a proposed allocation of several billion in continuous appropriation for water storage, and the proposal to spend money on dams that benefit just a few special interests.”&lt;br /&gt;&lt;br /&gt;“We can’t justify spending billions on dams that only benefit a few – especially in today’s fiscal climate. Water conservation, water recycling, stormwater recapture and cleaning up polluted groundwater represent faster and more cost-effective ways to fill our water needs”.&lt;br /&gt;&lt;br /&gt;“We have a water crisis today. This proposed bond wastes $3 billion on projects that will take decades to build before producing a single drop of water.”&lt;br /&gt;&lt;br /&gt;Today’s bill signing is being held at Friant Dam, outside of Fresno. "These laws are the cornerstone of those efforts. Without permanent protection, the work Governor Schwarzenegger has done to make California a leader in the clean energy economy could be derailed."&lt;br /&gt;&lt;br /&gt;Governor Schwarzenegger’s leadership made California’s climate change action possible, and he has called for raising California’s RPS to 33% by 2020, issuing executive orders to create rules using AB32. In 2002, California passed a law establishing RPS, mandating that 20% of the state’s electricity be generated from renewable resources by 2010, followed by AB32, legislation creating the world’s first comprehensive framework of rules to reduce greenhouse gas emissions.&lt;br /&gt;&lt;br /&gt;However, “If all we have is an executive order, then the RPS program could be brought to an abrupt halt by a future governor…Governor Schwarzenegger's vision of California as a global leader in renewable energy development may never be realized,” said Peter Miller, Senior Scientist, Natural Resources Defense Council (NRDC).&lt;br /&gt;&lt;br /&gt;“Renewable energy developers need the long-term market certainty that SB14 and AB64 provide,” said Faramarz Nabavi, Deputy Director, California Wind Energy Association (CalWEA). “Current laws prohibit the state to issue rules for a RPS above 20%. Dedicated volunteers from around the state travelled to Sacramento to urge their legislators to ramp up clean energy requirements and preserve our state parks.&lt;br /&gt;&lt;br /&gt;On August 23, participants gathered in the Capitol for briefings on how to lobby on the four bills we focused on this year – SB 14 (Simitian) and AB 64 (Krekorian), both of which would require electric utilities to get 33% of their power from clean, renewable sources by 2020, and SB 372 (Kehoe) and SB 679 (Wolk), both of which would establish public processes to protect parks from inappropriate uses.&lt;br /&gt;&lt;br /&gt;On August 24, the volunteer lobbyists kept a busy schedule of meetings with legislators and their staff, letting them know that their constituents support greening our electrical grid and protecting parks. Our participants reported very positive results from their meetings, with many saying they were impressed by how interested the legislators were in what Sierra Club California has to say.&lt;br /&gt;&lt;br /&gt;Midway through the day, Sierra Club California presented our Byron Sher Award, which recognizes outstanding achievements in environmental protection by California public officials. This year’s honorees are Senator Fran Pavley and Air Resources Board Chair Mary Nichols (ARB Legislative Director Rob Oglesby accepted the award on Nichols’ behalf). We honored Senator Pavley and Chair Nichols for their path-breaking work in passing and implementing California’s major laws to curb greenhouse gas emissions. Today's announcement will be followed by a rulemaking process for the Obama administration's comprehensive national plan for clean cars.&lt;br /&gt;&lt;br /&gt;Granting the waiver will allow California and the other states to move forward with standards for the model years 2009-2016. President Obama recently announced a national standard mirroring California's effort to cut global warming emissions from tailpipes 30 percent by 2016. That standard will be in effect for the model years 2012-2016, during which time California and the other states shall defer to the national standard.&lt;br /&gt;&lt;br /&gt;This is a huge win for Sierra Club California and the national effort to reduce the pollution that causes global warming! We were a sponsor of the first-ever law to reduce greenhouse gas emissions from motor vehicles (AB 1493, Pavley, 2002), and continued to back it through implementation at the Air Resources Board. We have joined Governor Schwarzenegger many times in calling on USEPA to get out of the way and grant CA the necessary waiver to allow our standards to go into effect, and now President Obama has kept his promise to do exactly that. In fact, he's done even better, by establishing a national GHG standard that is based on the California rules. The budget solutions that have been proposed balance the budget entirely on the backs of the most vulnerable in our state. We understand the magnitude and difficulty of the task you face. As you struggle to craft a budget solution, we urge you to reject any attempts to leverage fundamental policy protections.&lt;br /&gt;&lt;br /&gt;In every legislative session, business groups sponsor bills to take away the eight-hour day and weaken basic environmental standards. These bills do not make it through the Legislature because they are bad for workers and bad for California. But some are not satisfied by the results of the democratic process and seek to use the urgency of the budget process to leverage policy changes they cannot otherwise win. Rolling back the eight-hour day, taking away meal periods, scaling back environmental protections, or contracting out services without any standards do nothing to balance our budget. Instead, they cut worker pay, jeopardize health and safety, and cause irreparable harm to our communities. We cannot allow our core values as a state to be used as bargaining chips.&lt;br /&gt;&lt;br /&gt;Proposals to strip away basic labor and environmental standards hurt the very people who are already being harmed most by the budget. Working people and the poor face drastic cuts to healthcare and social services. These are the same workers who will see their wages cut from an overtime takeaway, will lose their lunch breaks in the face of employer coercion, and will see their neighborhoods polluted if environmental regulations are reversed. In the midst of record unemployment, reckless contracting out simply means more layoffs with less oversight for our tax dollars. Media reports indicate that the new national standard roughly mirrors the proposed California clean car standards—cutting global warming emissions approximately 30 percent by 2016 and significantly increasing fuel economy This is the first national tailpipe standard for global warming emissions. The administration will also reportedly grant California the Clean Air Act waiver for its clean cars program that it has long been seeking and was unlawfully denied by the Bush administration.&lt;br /&gt;&lt;br /&gt;Statement of Carl Pope, Sierra Club Executive Director&lt;br /&gt;&lt;br /&gt;"President Obama is putting the pedal to the floor when it comes to slashing our dependence on oil and confronting global warming. If enacted, SB 14 would increase the required amount of renewable energy sources in California’s portfolio to 33 percent by 2020 and make other necessary reforms to our state’s renewable portfolio standard (RPS) law.&lt;br /&gt;&lt;br /&gt;Current law requires the state to obtain 20 percent of its electricity from renewables by 2010.  However, the California Public Utilities Commission reports that in 2007 only 12 percent of the state’s electricity came from renewable resources such as geothermal, solar and wind.  The Commission and other interested parties agree that the state’s three investor owned utilities – PG&amp;amp;E, Southern California Edison and SDG&amp;amp;E – will not meet the 2010 deadline and won’t be in compliance with the law until 2013.&lt;br /&gt;&lt;br /&gt;Sierra Club California believes that the RPS law needs to upgrade both the targets and the rules under which it operates. Other states have adopted RPS laws and made significant strides in building renewable energy. In 2007 Texas reached a total installed wind capacity of over 5000 megawatts. In that same year California only built about 60 megawatts of wind turbines, a dismal performance. California once led the world in renewable energy and we need to regain our leadership.&lt;br /&gt;&lt;br /&gt;Sierra Club California supports many of the proposed reforms to the RPS law under SB 14, including: the adoption of an enforceable minimum 33% RPS for both investor-owned utilities and publicly owned utilities; improvements to the market price structure and program goals for renewables; and implementation of more democratic accountability at the Public Utilities Commission.  This is one of our top bills of the year and will be following it closely as it proceeds through the California Legislature.&lt;br /&gt;&lt;br /&gt;SB 14 was voted out of the committee with the bare minimum of 6 aye votes.  Committee members voting for SB 14, were Senators Padilla, Corbett, Kehoe, Lowenthal, Simitian and Wiggens.  Voting against the bill or not voting were Senators Benoit, Calderon, Cox, Strickland, and Wright.  It was disappointing to see Senator Strickland voting against the bill since he is one of the bill’s co-authors and had campaigned in last November’s election as a promoter of clean renewable energy. Click here for more information.&lt;br /&gt;&lt;br /&gt;For the first time, CA’s executive branch scientists now have the authority to keep consumer products free of harmful substances. The &lt;a href="http://www.dtsc.ca.gov/PollutionPrevention/GreenChemistryInitiative/index.cfm"&gt;Dept of Toxic Substances Control&lt;/a&gt;, and &lt;a href="http://www.oehha.ca.gov/multimedia/green/index.html"&gt;Office of Environmental Health Hazard Assessment&lt;/a&gt;, are hard at work on implementation, but most of the tough work lies ahead.&lt;br /&gt;&lt;br /&gt;To be successful, CA needs to create a system that can take timely and effective action, informed by sound science, to protect our families from chemical hazards in products. Assuming that the proposal passes the Senate and Assembly this weekend – and passage is still in doubt -- portions of the deal will need to go to the voters for approval, likely on a special election later this year.&lt;br /&gt;&lt;br /&gt;Given these serious funding cuts, and the myriad demands by Republican legislators to suspend or delay environmental protections, how did the environment fare in the final deal?&lt;br /&gt;&lt;br /&gt;Smoke from diesel off-road vehicles is a major source of pollution, and delaying these new protections prevents us from cleaning up this serious threat to public health.&lt;br /&gt;&lt;br /&gt;The biggest financial hit is to transit funding. The proposal suspends all state support for local transit for the remainder of 2009, as well as next year. The program remains, but has been totally de-funded. This brings the transit funding cuts from the last two budgets to about $3 billion.&lt;br /&gt;&lt;br /&gt;Department of Fish and Game takes a $30 million dollar hit as a “loan” to the general fund. This could have the effect of &lt;a href="http://www.sacbee.com/capitolandcalifornia/story/1618533.html"&gt;jeopardizing an additional $30 million in federal matching funds&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;Exemptions from the California Environmental Quality Act, and truncated permit review, for eight road building projects. Although the worst of the proposed road building exemptions were eliminated, several smaller projects were included in the final deal.&lt;br /&gt;&lt;br /&gt;The California Conservation Corp, a very popular and successful program that had been proposed for elimination, was saved.&lt;br /&gt;&lt;br /&gt;The Williamson Act for preservation of agricultural land was restored.&lt;br /&gt;&lt;br /&gt;Perhaps just as notable as what is included in the budget is how many of the Republican demands did not end up in the budget, including:&lt;br /&gt;&lt;br /&gt;-Hobbling the Air Resources Board with red tape;&lt;br /&gt;-Preventing the use of CEQA to address greenhouse gas pollution;&lt;br /&gt;-Weakening protections from pesticides; and&lt;br /&gt;-Far more sweeping exemptions for road construction projects.&lt;br /&gt;&lt;br /&gt;While this was a terrible way to develop a budget – by 5 people in total secrecy – there is one other upside. The proposed budget framework would cover the remainder of this year as well as next fiscal year (2009-10). That’s why our state’s renewable portfolio standard should be at least 33 percent by 2020.&lt;br /&gt;&lt;br /&gt;We can make that standard even stronger by requiring that newly generated power come from truly clean sources. It just makes sense to consider the potential impacts of building new dams and hydroelectric facilities, or of converting waste into energy. These proposals have a price tag that will be paid not only by ratepayers, but by California’s wild rivers and clean air.&lt;br /&gt;&lt;br /&gt;Now is also a great time to start thinking about an enforcement strategy for bringing California into the clean-energy future. As Senator Simitian mentioned while defending the bill, California’s Public Utilities Commission never has issued a single penalty for utilities that fail to meet state standards for new renewable power. Not one.&lt;br /&gt;&lt;br /&gt;That’s why it’s a good time to hold those commissioners to a higher standard as well, with regard to conflict-of-interest. We can’t continue the revolving-door policy that encourages the regulated to become the regulators.&lt;br /&gt;&lt;br /&gt;Sierra Club California pledges to continue working with Sen. So far, though, their voice hasn’t been heard by a minority of legislative Republicans from trying to erode these important existing laws that protect our air, our climate, our lungs and our land.&lt;br /&gt;&lt;br /&gt;Among them: regulations that protect Californians from diesel pollution caused by dirty engines; allow affected residents to sue to stop global warming pollution; require environmental review of the sale of state lands; and prevent the use of smog-forming pesticides. Another minority-group effort would tie the hands of California air regulators in an endless loop of red tape.&lt;br /&gt;&lt;br /&gt;Of course, governing by poll results isn’t always the best thing to do. But in a time of back-door budget blackmail, the recent poll results provide an important reminder of our democratic process.&lt;br /&gt;&lt;br /&gt;Let’s hope they’re listening now.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;a href="http://www.sacbee.com/static/weblogs/the_swarm/budget%20language.pdf"&gt;&lt;span style="color:#333399;"&gt;Want Proof? That this Administration will apply science and technology to the problem of global warming – just as his predecessor’s administration disregarded science – in time to turn back the threat to our trees.&lt;br /&gt;&lt;br /&gt;Last year, then-President Bush’s U.S. EPA &lt;/span&gt;&lt;a href="http://www.epa.gov/fedrgstr/EPA-AIR/2008/March/Day-06/a4350.pdf"&gt;&lt;span style="color:#333399;"&gt;denied California’s automobile greenhouse gas waiver request.&lt;/span&gt;&lt;/a&gt;&lt;span style="color:#333399;"&gt; The waiver would have allowed California and other states to implement a plan to fight greenhouse gases created by cars, trucks and vehicles – the top source of the pollution that causes global warming in our state, scientific studies have shown.&lt;br /&gt;&lt;br /&gt;California Air Resources Board Chair Mary Nichols has written the Obama Administration &lt;/span&gt;&lt;a href="http://www.arb.ca.gov/newsrel/arbwaiverrequest.pdf"&gt;&lt;span style="color:#333399;"&gt;a letter requesting that the waiver be granted&lt;/span&gt;&lt;/a&gt;&lt;span style="color:#333399;"&gt;. Quick action on this matter will allow other states to follow in California’s lead – and perhaps prompt the production of cleaner cars.&lt;br /&gt;&lt;br /&gt;At the same time, we need to keep in mind that harm to our forests has already begun, and is unlikely to stop even if we begin to reduce greenhouse gas emissions. That’s why Sierra Club California started working with state officials to craft a plan to lessen the inevitable effects of global warming on habitats and wildlife.&lt;br /&gt;&lt;br /&gt;Obama’s Administration can also follow California’s path in this – or work with our state’s leaders to ensure that science and protection prevails. Arnold Schwarzenegger’s short “State of the State” address with disappointment. &lt;/span&gt;&lt;br /&gt;&lt;span style="color:#333399;"&gt;&lt;br /&gt;Like most Californians, we are caught up in the pain and worry surrounding the state’s fiscal crisis. &lt;/span&gt;&lt;a href="http://www.sacbee.com/static/weblogs/capitolalertlatest/018621.html"&gt;&lt;span style="color:#333399;"&gt;Gov. Schwarzenegger’s short speech&lt;/span&gt;&lt;/a&gt;&lt;span style="color:#333399;"&gt; failed to address those very real concerns by proposing real leadership (Click on the photo at right to watch the speech).&lt;br /&gt;&lt;br /&gt;Instead of spinning his wheels with a short address, Gov. Schwarzenegger should be declaring 2009 to be the Year of the Green Jobs, &lt;/span&gt;&lt;a href="http://www.kqed.org/epArchive/R901150900"&gt;&lt;span style="color:#333399;"&gt;as Director Bill Magavern suggested in a recent KQED radio interview.&lt;/span&gt;&lt;/a&gt;&lt;span style="color:#333399;"&gt; We have opportunities to create and improve public transit, water supply, affordable housing, flood protection and energy efficiency – all without harming our environment or spending money we don’t have.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;a href="http://www.sierraclubcalifornia.org/Documents/Budget/1%2014%2009%20green%20stimulus%20package%20handoutx.pdf"&gt;&lt;span style="color:#333399;"&gt;California’s legislative leaders, Assembly Speaker Karen Bass and Senate President Pro Tempore Darrell Steinberg, have a plan&lt;/span&gt;&lt;/a&gt;&lt;span style="color:#333399;"&gt; to stimulate the state’s economy by spending already-approved bond money on “green infrastructure” projects that would improve our state’s economy without affecting its ecology. What’s more, the proposed Green Economic Stimulus Plan looks out for the next generation by providing green jobs training.&lt;br /&gt;&lt;br /&gt;Gov. One is a $165-million carpool-lane expansion on U.S. 50 in Sacramento that a judge has delayed because of the amount of greenhouse gas emissions it could generate, among other concerns.Protections would also be lifted on a freeway-widening project through an ecologically sensitive area of coastal San Diego County and on a controversial plan to drill a tunnel into the Berkeley Hills. Arnold Schwarzenegger continues to press for unnecessary big-road-project exemptions to the California Environmental Quality Act. In fact, that’s one of the reasons why he vetoed a proposed budget fix advanced by the democratic leaders in the Legislature.&lt;br /&gt;&lt;br /&gt;He’s trying to make something out of nothing. &lt;/span&gt;&lt;a href="http://www.lao.ca.gov/2008/trns/trans_projects/trans_projects_121108.pdf"&gt;&lt;span style="color:#333399;"&gt;Nonpartisan analysts at the Legislative Analyst's Office have identified problems with Schwarzenegger’s approach&lt;/span&gt;&lt;/a&gt;&lt;span style="color:#333399;"&gt;. For example, the efforts to roll back California’s environmental protections only would advance many projects by a few months. Other projects may be held back by Prop. 1B limits on spending bond money on project design.&lt;br /&gt;&lt;br /&gt;The state’s best hope for economic stimulus may instead lie with investment in rehabilitation and safety improvement projects, such as bridge maintenance, drainage improvements and pothole repair, according to the analysts. Arnold Schwarzenegger’s inaction on the state’s budget crisis, California’s Assembly and Senate leaders have challenged the governor to sign their proposal to help balance the state budget.&lt;br /&gt;&lt;br /&gt;So far, the governor has refused to sign a Dec. 19 package of budget-boosting fees, including his own proposal to tax oil companies for the harm they do to California’s air, land and water.&lt;br /&gt;&lt;br /&gt;Gov. Schwarzenegger keeps moving back the goalposts. Rather than working to stabilize California’s chilling economy, the governor has been holding the proposals hostage in order to roll back California Environmental Quality Act regulations for a number of massive freeway expansion projects.&lt;br /&gt;&lt;br /&gt;Putting the brakes on environmental protections means less consideration for the potential effects of construction: increased global warming pollution; more bad emissions in affected neighborhoods; and potential harm to water, land and endangered species. The Memorandum of Understanding caps a year of intense negotiation, and offers agencies a series of best practices to conserve water. &lt;/span&gt;&lt;div&gt;&lt;div&gt;&lt;span style="color:#333399;"&gt;&lt;/span&gt; &lt;/div&gt;&lt;div&gt;&lt;span style="color:#333399;"&gt;"In 1997, a 10-year time frame for meeting conservation goals was set to end in 2008. By approving a new 10-year period, adding flexibility to the Best Management Practices and reorganizing them into programmatic groupings, California continues its role in leading water conservation and innovation in the United States," said Lynn Florey, Sonoma County Water Agency representative and emeritus Council Convener. &lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;span style="color:#333399;"&gt;Water conservation is going to become even more important in California in the future. "By showing we could work together, we are setting a path for meeting even greater challenges in future years," said Jim Metropulos, Sierra Club California representative anewly appointed 2009 Council Convener. As applied in Germany, this system sets a fair price for renewable power, encouraging widespread generation and use. &lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span style="color:#333399;"&gt;&lt;br /&gt;Not only would feed-in tariffs encourage cleaner power production, they also represent a good way for the state to take on climate change. Sierra Club California has &lt;/span&gt;&lt;a href="http://www.sierraclubcalifornia.org/Global%20Warming%20docs/Proposed%20Scoping%20Plan%20Comments%2011.19.08.htm"&gt;&lt;span style="color:#333399;"&gt;urged the California Air Resources Board to consider this powerful economic tool&lt;/span&gt;&lt;/a&gt;&lt;span style="color:#333399;"&gt; as it considers the Climate Change Scoping Plan today and tomorrow. &lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span style="color:#333399;"&gt;&lt;br /&gt;But for now, the state has proposed a limited version of feed-in tariffs, limiting them to smaller plants (less than 20 megawatts in size). The letter asks the regulators to improve enforcement and enaction of their proposed diesel truck rule, set for a Dec. 12 vote.&lt;br /&gt;&lt;br /&gt;The rule would require trucks to lower the amount of harmful diesel emission particles they exhaust into California’s air. With diesel emissions expected to go up as much as 40 percent by 2020, it’s a good time to address these harmful pollutants. What’s more, with the fuel efficiency improvements brought on by changes to the truck rule, truckers will recoup their costs in about 2-3 years.&lt;br /&gt;&lt;br /&gt;Cutting truck emissions will lessen the environmental health burden on California families. A November 2008 study found that &lt;/span&gt;&lt;a href="http://sierraclubca.blogspot.com/2008/11/cost-of-bad-air.html"&gt;&lt;span style="color:#333399;"&gt;air pollution in just the South Coast and San Joaquin Valley regions costs the California economy $28 billion annually&lt;/span&gt;&lt;/a&gt;&lt;span style="color:#333399;"&gt;.&lt;br /&gt;&lt;br /&gt;A tight, responsive rule also will help the state reduce the pollution that causes global warming, the environmental experts say. Arnold Schwarzenegger signed an executive order calling on the state to streamline its renewable energy process, ideally making it easier to produce and sell renewable power. He also is expected to sign a memorandum of understanding among resources-protection agencies, prompting more sustainable siting of clean-energy plants.&lt;br /&gt;&lt;br /&gt;The governor’s action comes at a critical time for the state of California. Most experts agree that clean energy will provide new “green jobs” to lift the Golden State’s economy, while reducing the pollution that causes global warming. Still, groups and individuals who want to protect our state’s wilderness resources worry that these same facilities could hurt animals, plants and wilderness areas in their path.&lt;br /&gt;&lt;br /&gt;“Everyone agrees that generating more renewable power will energize our economy and reduce pollution, but we can’t ignore the impacts to wilderness in our quest to generate more clean energy in California,” said Jim Metropulos, Senior Advocate, Sierra Club California. “Sierra Club California hopes that involving agencies like the Department of Fish and Game and the U.S. Fish and Wildlife Service that protect these resources will lead to a better understanding of how we can build a clean-energy future that doesn’t hurt our precious ecosystem in the process.”&lt;br /&gt;&lt;br /&gt;Sierra Club California has long called on lawmakers and the Schwarzenegger Administration to increase the standard to at least 33 percent by 2020. This summer, the California Air Resources Board joined that call, asserting that raising the standard would reduce the pollution that causes global warming.&lt;br /&gt;&lt;br /&gt;Simply raising the required amount of renewable power generated by utilities won’t accomplish everything, Metropulos said. Sierra Club California urges additional reforms to ensure the continued success of a renewable energy program.&lt;br /&gt;&lt;br /&gt;First, our state currently ties the price of clean energy to its future projected price of natural gas, known as the market price referent, which the state consistently underestimates. This forces would-be clean energy projects to compete against an artificially low fossil-fuel-based standard – an archaic, unsustainable practice that California must reverse.&lt;br /&gt;&lt;br /&gt;In designing a new approach to renewable energy, the Schwarzenegger Administration and the California Legislature would do well to look to programs that already work. In Germany, a program known as “feed-in tariffs” sets up fixed prices for renewable energy, rewarding investors leery of our “boom or bust” system. Meanwhile, throughout California, communities are scrambling to get into “community choice aggregation,” pooling their buying power to get more bang for the buck.&lt;br /&gt;&lt;br /&gt;As they move to expand renewable power generation in the state, state lawmakers and regulators always must keep in mind whether renewable sources of energy are equally sustainable in terms of environmental impacts or energy supply. For example, outdated methods of drawing on geothermal energy involve essentially poking holes in the ground and allowing the underground steam to escape into the atmosphere. This process releases both greenhouses gases as well as toxic materials.&lt;br /&gt;&lt;br /&gt;“California has the power to retake the lead in developing new sources of clean, renewable power, as long as Gov.
