From what I understand, I'm not eligible for any IRA's since I don't have any taxable income.  The help I get falls under 'gifts' and is much less than the $18,000/yr threshold that must be reported to the IRS.<br />

The only option I see is to open a brokerage account and put all my money in an index fund like the S&amp;P 500.  This is for my retirement so I don't intend to touch the money for at least 20 years.<br /></div>

For example, purchased online an airline ticket and rental car for travel to Chicago. Get to Chicago, try to charge $20 on my ventra card account, and it is refused. This happens all the time. Recently went to the UK, got off the plane, tried to purchase a tube ticket at the machine and got refused. Tried to fund my new giffgaff sim card online, refused. That's after telling the card issuer of our travel plans. (AAA Visa issued by Comenity / Bread Financial). Went across to Paris, could not buy Louvre ticket online. Etc. My current card is trash. I do have a Delta Amex card and that works well but in Europe there are places that do not accept Amex.<br /></div>

Can I reduce the $500 by $400 (the loss) from the stock situation and report $100 of gains instead of $500?<br />

do stock losses only get applied to stocks, and etf gains can only be offset with etf losses?</div>

I am looking for a refillable credit or charge card for a family member. The type that you can't over draft on ( take out more then you have credited on the card ) so they won't have a bill payment on it since they have really bad credit and can't seem to mange their personal expenses. We would recharge the card for them, but if they lost card we would like to be able to replace it without losing the positive balance of course. We like to have a no fee card, but if that's not possible the next best thing and of course be able to deposit funds into the card.<br /></div>
