Whiting had been without a general store for some years, since one a bit further down South Main Street closed.

The store's Day 1 offerings included coffee, snacks, grocery / home essentials, holiday cards and treats. Many goods are from Vermont producers. (I picked up a Sap! maple soda.)

The building, which first housed a general store at least 150 years ago, is bright and clean with antique charm. It is decorated with old time photos and grocery containers.

Among the Day 1 visitors was a descendant of the family that long ago ran the Whiting General Store. He reminisced about the old store layout.

Proprietor Garrett Law says he's hoping to hear suggestions about how to best serve the community. Business hours are weekdays 6 a.m. to 6 p.m., Sat 7 a.m. to 5 p.m., Sun 8 a.m. to 3 p.m.

The store's website is whitinggeneral.com.

It also has pages on Facebook and Instagram.

Copyright © 2025, Thomas Hunt

Concetta Mangione Prisco (1921-2020)

A few months shy of her ninety-ninth birthday, Concetta (Mangione) Prisco, grandmother and great-grandmother of Whiting residents, died Monday, May 4, 2020, of COVID-19 complications at Mamaroneck, New York.

Concetta "Connie" was born Maria Concetta Mangione to Liborio and Emma (Arnetta) Mangione, Sicilian immigrants, in Manhattan, New York, on August 5, 1921. (Baptismal records from St. Lucy's Church on East 104th Street place her birth on August 2, 1921.*) Brother Vincent "Sonny" was born in June 1925, and brother Joseph was born four years later. The family's early homes were in Italian East Harlem: first with Liborio's parents Vincenzo and Maria (Capizzi) Mangione at 344 East 105th Street and later at 225 East 108th Street.

Her later childhood appears to have been spent with relatives in the Little Italy neighborhood in the Bronx, New York, while her parents and brothers continued to live in Manhattan. Concetta graduated from the Industrial Course of Study of Junior High School No. 45 in the Bronx on January 25, 1938.
Concetta married George M. Prisco, who had been raised in the Mount Eden section of the Bronx and had relatives in East Harlem, on February 3, 1940, at Our Lady of Mount Carmel Church on Arthur Avenue in the Bronx. The ceremony was performed by the Rev. Aldo Carniato, with Alfonso and Antonetta Prisco serving as witnesses.

Concetta's father Liborio died at Manhattan Metropolitan Hospital at the age of fifty-two on May 2, 1942.
George and Concetta Prisco lived initially with George's widowed mother (his father Salvatore died in 1924), Carolina Prisco, at 2315 Hughes Avenue in the Bronx. About the time of Carolina's 1942 death, they moved to 3341 Paulding Avenue. In the early 1950s, they moved again to 808 Adee Avenue, their longtime home. They raised their family in a top-floor apartment (6C) of the six-story building, with Concetta's mother Emma Mangione living next door (6C-A). For a time, much of the Prisco-Mangione clan resided in two apartment buildings diagonally across the intersection of Adee Avenue and Matthews Avenue.

In addition to her family responsibilities, Concetta worked outside the home, holding a position with Al's Camera Shop in the Bronx.

George and Concetta Prisco built a vacation home for themselves in New Fairfield, Connecticut, between Connecticut's Ball Pond and New York's Putnam Lake. It was a long-term project. From modest beginnings, the home expanded dramatically over the years. With their children raised, George and Concetta turned the New Fairfield home into their full-time residence in the late 1970s.

Concetta's mother Emma passed away in August 1978 at the age of eighty-six.

Concetta loved to cook for family and friends ("arancini" rice balls, cream puff pastries, "pignoli" cookies...) and regularly made presents of her latest kitchen creations. She also enjoyed gardening and games of chance. She often hosted family get-togethers and took great interest in her grandchildren (who still recall her singing a rendition of "See Saw, Knock on the Door..."). She was a longtime member of St. Edward the Confessor Church in New Fairfield and the New Fairfield Senior Center.

Following the February 2006 death of her husband, Concetta moved to an apartment off Orchard Street in northern Brookfield, Connecticut.

She is survived by three daughters - Concetta Hunt (the late Patrick) of Orlando, Florida; Caroline Andreana (Joseph) of Stamford, Connecticut; Emily Schmetterer (Jerry) of New York, New York - and daughters-in-law Marilyn Prisco of Las Vegas, Nevada, and Debby K. Prisco of Bronx, New York. She also is survived by ten grandchildren, residing in Connecticut, Florida, Georgia, Nevada, New Jersey, New York and Vermont; great-grandchildren; nieces and nephews. Her oldest grandson, Thomas Hunt, and his family have been Whiting, Vermont, residents since spring 2012.

In addition to her husband, Concetta was predeceased by her son George, Jr., and her brother Vincent. Her brother Joseph passed away a few days after her death.

Burial was scheduled for May 18, 2020, at St. Raymond's Cemetery in the Bronx. Bosak Funeral Home, 453 Shippan Avenue, in Stamford, Connecticut, handled funeral arrangements.
The morning of May 9, 2020, brought a bit of whitening to Whiting - temperatures at the freezing point allowed just enough snow accumulation to be noticeable. By afternoon, the snow had melted away and local fields emerged bright green, while the supposedly-Green Mountains remained snow-covered.

Update, March 26, 2020: The governor has directed schools in the state to remain closed for the rest of the 2019-2020 school year, according to a press release.

Scott called for local school districts to plan for the food and special needs services of children, for childcare requirements of healthcare workers and others essential to the state response to the crisis and for the continuation of student education during the dismissal period. This last priority is to include the assignment of trackable work for students to do at home and the creation of a remote learning plan in case the closure must continue past April 6.

The governor's March 15 announcement stated that no students in the state would be required to be in school on Monday or Tuesday, March 16-17, if their parents or guardians would prefer to keep them at home.

"The orderly dismissal of schools is essential to support both the state's response to COVID-19 and the needs of children and families in Vermont," the governor said. "We must ensure children are safe, nourished and still learning even as the traditional structure of the school is disrupted."

Rutland Northeast Supervisory Union, which oversees the schools of the Otter Valley Unified Union in Whiting, Sudbury, Leicester, Brandon, Pittsford and Goshen, responded to the governor's directive by notifying district parents in a March 15 letter signed by Superintendent Jeanne Collins.

The school district stated that its buildings would be closed to students after Tuesday, March 17. Teachers and paras have been assigned to spend the remainder of the week preparing assignments for students to complete at home.

The district is planning to deliver meals to any student/household requesting the service. It intends to deliver bagged breakfast/lunch to homes using buses. The buses may also be tasked with delivery of school lesson materials.

The Addison Central School District, including Middlebury schools, released a March 15 letter confirming that students would be dismissed at the end of the day Tuesday, March 17. The district pledged additional communication with parents on matters relating to continuing educational services and providing food and learning support.

COVID-19 in Vermont

The State of Vermont has a dozen COVID-19 cases, according to a March 16 report by the Seven Days newspaper. Three of the most recent four cases do not appear to be related to travel by the affected individuals. That indicates that "community transmission" from one person to another is occurring within the state.

The U.S. Centers for DIsease Control and Prevention (CDC) reports that COVID-19 is a global pandemic. At last count, more than 6,500 people around the world have died from the virus. As of midday, March 16, there were at least 3,910 cases within the United States. Though the U.S. is still in the early stages of an outbreak, seventy Americans already have died. West Virginia is the only state without a reported case. (West Virginia's coloring in the CDC map below appears to be an error.)

According to a press release by Vermont Commissioner of Health Mark Levine, M.D., symptoms of a COVID-19 infection include fever, cough, fatigue and shortness of breath. Most people affected by the virus - classified as the SARS-CoV-2 virus - will have mild symptoms. About 15 to 20 percent of patients will experience severe illness. Older people and those with existing health problems, including lung disease, heart disease and diabetes, are particularly at risk.

Not a roll in sight.
(Middlebury Hannaford)

Dr. Levine urged those who experience mild symptoms to remain home and contact their healthcare provider for guidance. Patients with more severe symptoms and patients who have mild symptoms but also belong to high-risk groups should contact a physician as quickly as possible.

The possible transmission of the virus from one person (who may or may not have symptoms) to another person has caused the cancellation of numerous gatherings and popular sporting events, as well as the closures of colleges (see Middlebury College article), schools, museums and other establishments. On Monday, March 16, Governor Scott issued an executive order banning large nonessential gatherings. Gatherings are limited to no more than fifty people or fifty percent of an establishment's occupancy, whichever is less. The states of New York, Connecticut and New Jersey also have banned groups of more than fifty people. Rhode Island has banned groups of more than twenty-five.

Around the country, retail stores are experiencing panic buying and hoarding of various food items and supplies. Stores in the Whiting area have bare shelves where hand sanitizer, cleaning products and toilet paper were formerly found. Certain food items, including pasta and some frozen items, are in short supply.
Copyright © 2025, Thomas Hunt

Virus concerns close Middlebury College campus

Middlebury College is moving up its spring break and telling students to remain home until further notice.

In a lengthy series of Tweets released on Tuesday, March 10, 2020, the college announced that spring break would begin this Friday, March 13 (one week earlier than originally scheduled), and on-campus classes would not resume until further notice. The college plans to offer remote instruction following a two-week break. The situation is to be reviewed by the college in the first weeks of April.

"We are aware that the impact on everyone—students, faculty, and staff—will be great," one of the Tweets stated. "However, our top priority is the health and welfare of the entire Middlebury community, and to minimize the risk of exposure to COVID-19."

Most students will be required to leave the Middlebury campus. Those who cannot return home will require prior approval to remain on campus. They must submit a form to the college no later than 3 p.m. on Thursday, March 12. Middlebury's student population includes about 10 percent international students. The college acknowledged that some of those students may be at increased risk of exposure to COVID-19 if they returned home.

All spring athletic activities, including practices and home and away games, have been suspended until further notice. Group events are limited to no more than 120 people. Dining service operations will limit the number of students in the dining halls at any one time. And no visitors - including prospective students, alumni, job applicants, speakers, performers - will be permitted on campus.

The measures taken by the college may appear extreme, since the campus is located in a rural setting and no cases of COVID-19 have been reported in the area. The administration addressed this in an online statement:

Unfortunately, it is not possible to isolate the campus, and we have
limited ability to have control over when students or others leave
campus. The strategy we've outlined focuses on social distancing in
order to prevent a local or regional surge in cases and preserve
critical medical services. Due to shared facilities, including dorms,
bathrooms, dining facilities, classrooms, college environments are not
ideal places for social distancing. Dispersing students, ideally before
there is a known case on campus, allows for the strongest level of
social distancing.

The college, which sits about 10 miles north (Route 30) of the center of Whiting, has opened a web page with coronavirus-related questions and answers:

On Monday morning, March 9, 2020, workers were removing tables, booths, seating, counters and garbage containers from the standalone restaurant at the northeast corner of the plaza. These were initially placed along the entrance ramp on the building's west side and then appeared to be moved into a large dumpster dropped across the building-hugging parking spaces.

The restaurant's entire parking lot was blocked off at its north and south ends. Contractor vehicles were parked within.

The restaurant was serving drive-thru customers only. The short-term waiting spaces for drive-thru customers had been moved from the outside of the drive to the inside, closer to the restaurant. Unable to pass through the parking lot into the shopping center area, patrons could only leave the drive-thru using the one-way exit onto Court Street.

The Middlebury restaurant is the closest McDonald's to Whiting. A McDonald's had been located within the JiffyMart building on Grove Street (US-7) in Brandon, but it was closed when that building was renovated. The JiffyMart now provides Subway sandwiches and Ramunto's pizza.
Copyright © 2025, Thomas Hunt

Local, state Democrats back Sanders in primary

Eighty-five ballots were cast in the Town of Whiting, March 3, 2020, for the hotly contested Democratic Presidential Primary. The majority - forty-six votes (fifty-four percent) - went to Bernie Sanders, the U.S. senator from Vermont who is making his second run for President. Former Vice President Joseph Biden was supported by eighteen local votes (twenty-one percent).

Results are posted on the Vermont Secretary of State website.

Votes were also received by candidates Michael R. Bloomberg and Elizabeth Warren, as well as Pete Buttigieg, Amy Klobuchar and Andrew Yang, who had previously ended their campaigns.

The local percentage figures for the top two finishers were a close match for the statewide tallies. More than fifty percent of the 157,649 Vermont votes cast supported Sanders, while just under twenty-two percent backed Biden.
Statewide, Elizabeth Warren, U.S. senator in the neighboring state of Massachusetts, received twelve and a half percent, and Bloomberg received about nine percent.

Vermont voted along with thirteen other states and American Samoa in the "Super Tuesday" primary that, at this moment, appears to have given the Biden the lead in Democratic convention delegates over former frontrunner Sanders.
On the Republican side, no real challenger has emerged to take the nomination from incumbent President Donald Trump. Nearly eighty-seven percent of the 39,049 Vermonters casting ballots in the Republican Presidential Primary supported Trump. About ten percent backed former Massachusetts Governor Bill Weld. Less than one percent voted for Roque "Rocky" De La Fuente.
The district plans to spend $20,377,427, according to its annual report. That amount results in equalized per pupil education spending of $15,399, an increase of 3.86 percent increase over the current year but reportedly still below the state average.

The annual report states that the budget increase is due in large part to an increase in the cost of health insurance.

District residents will vote on the budget proposal at the usual polling places on Tuesday, March 3, 2020. Voting in the Town of Whiting will be from 7 a.m. to 7 p.m. at the Town Hall.

The school district is comprised of the towns of Whiting, Sudbury, Leicester, Brandon, Pittsford and Goshen. It includes Otter Creek Academy (preschool/elementary school with campuses in Whiting, Sudbury and Leicester), Neshobe School (preschool/elementary school in Forest Dale, serving Brandon, Forest Dale and Goshen), Lothrop School (preschool/elementary school in Pittsford) and Otter Valley Union Middle and High School (Brandon).
Copyright © 2025, Thomas Hunt

Whiting Free Library featured in 'Seven Days'

The Whiting Free Library was featured in the February 19, 2020, issue of the weekly Vermont newspaper, Seven Days. The report was mailed to registered voters of the town on Feb. 10, 2020. It was also made available online through the town website (see below). The report includes department reports, contact information, local budget data, the minutes of the 2019 Annual Town Meeting and the "warning" for the 2020 Annual Town Meeting, scheduled for the Town Hall on Tuesday, March 3, 2020, at 7:15 p.m.

[Update: Noticed a minor printing error on Pages 12-13 of the annual report. Within the Road budget, the Road Winter Sand expense is shown twice - once ending Page 12 and once beginning Page 13. The lines, showing actual spending for 2017 through 2019 and proposed spending for 2020, are identical and the duplication was not reflected in the budget total.]
It is no coincidence that this blog became inactive at the same time the town established its official web presence. Frankly, the town website is so comprehensive and well presented that we could not hope to compete with it. We have no current plans to resurrect this blog.
