Latvia sold a deserted town built around a Soviet-era radar station to a Russian investor who bid $3.1 million at an unusual auction Friday, officials said.

The town formerly known as Skrunda-1 housed about 5,000 people during the Cold War but was abandoned over a decade ago after the Russian military withdrew from Latvia following the Soviet collapse.

A representative of a Russian investor won the bidding contest in Latvia's capital, Riga, with an offer of 1.55 million lats ($3.1 million), said Anete Fridensteina-Bridina, a spokeswoman for the Baltic country's privatization agency. She said the buyer was Aleksejevskoje-Serviss, a Russia-based firm, though she could not provide details.

It wasn't immediately clear what plans the buyer had for the 110-acre (45 hectare) property, which is located in western Latvia about 95 miles (150 kilometers) from Riga. The town contains about 70 dilapidated buildings, including apartment blocks, a school, barracks and an officers' club.

Built in the 1980s, Skrunda-1 was a secret settlement not marked on Soviet maps because of the two enormous radar installations that listened to objects in space and monitored the skies for a U.S. nuclear missile attack. Like all clandestine towns in the Soviet Union, it was kept off maps and given a code-name — which usually consisted of a number and the name of a nearby city.

After the Soviet Union fractured in 1991, a newly independent Latvia was eager to scuttle all Soviet military bases and expel Russian troops. Russia's Defense Ministry, however, continued to rely on Skrunda's early warning system, and as a result the radar base was for years used as a negotiation tool between Washington and Moscow.

One of the radar buildings — dubbed Pechora — was enormous, soaring 60 meters (180 feet). In May 1995, it was ceremoniously blown up by a U.S. demolition firm using over a ton of dynamite.

Finally, in 1998 the last residents of Skrunda-1 departed, leaving behind hundreds of vacant apartments and dozens of buildings. Talk about transforming the town into a recreational area went nowhere, and finally two years ago Latvia's government decided to put the entire settlement on the auction block.

Sarmite Stradniece, a resident of Skrunda, which is 3 miles (5 kilometers) south of Skrunda-1, praised the idea to sell the former military base. "They need to restore that place and let some people live there," she said.

Brittany Murphy Died of Pneumonia and Drugs, Coroner Says

Pneumonia was listed as the primary cause, according to coroner's spokesman Craig Harvey. But secondary factors were iron-deficiency anemia and multiple drug intoxication. All the drugs ingested were prescription medications, Harvey says. The death was ruled accidental.

A more detailed report—with information on the types of drugs Murphy was taking and whether she died following an overdose or harmful drug interaction—is expected in about two weeks.

The actress died Dec. 20 in her home, despite the frantic efforts of her mother, Sharon, and husband, Simon Monjack, to revive her.

Both her mother and Monjack have made the media rounds in recent weeks insisting that Murphy did not have a drug problem or any kind of eating disorder. Neither has commented on today's announcement.

Coroner's investigators returned to the home just yesterday to get more information on the types of medications Murphy was using and who was prescribing them.

Monjack had been planning to hold a memorial/fundraiser for the Brittany Murphy Foundation in Beverly Hills Thursday evening. However, he scrapped the event earlier this week due to an unspecified illness.

The main goal of the group is to create the tools companies need to evaluate and develop the next generation of sustainable products and give customers a consistent way to determine how green their purchases are.

The first line of business for the Sustainability Consortium was to develop a new label to identify green electronics. The consortium hopes to go beyond the other labels by also taking into consideration the impacts the products have on the users, manufacturers, and disposers. The different environmental impacts of the products through each stage in their lifecycle will also be a factor considered.

Beyond the label, the consortium will create a central database for product information required to make decisions on purchasing. This data will be used in a tool available to all members of the supply chain to help calculate their products' LCA, and also enable innovation to create greener products. With a central database for all products, manufacturers can compare themselves to other companies, and report their own information without needing to give up on proprietary information.

The first round of products available in the system will be laptops, desktops, and computer displays, to be releases sometime in the third quarter. As more brands come on board, the list of products available for review will expand. The Sustainability Consortium is not looking to create an "index" for green brand products, nor is it looking to be another certification program for sustainability. The data they provide could certainly be used by green brands to create their own internal certification program or personal index system, but the board is more interested in educating consumers and manufacturers, not creating a seal of approval similar to Energy Star.

So what is Streaming audio?

A. It's a method of delivering an audio signal to your computer over the Internet, and differs from the "normal" method of receiving Internet audio in one important way: instead of having to download a ".wav", ".au" or other type of file completely before being able to listen to it, you hear the sound as it arrives at your computer, and therefore do not have to wait for a complete download (which would be difficult with a live broadcast anyway!).

As the data arrives it is buffered for a few seconds and then playback begins. As the audio is playing, more data is constantly arriving (or streaming), and as long as you are receiving a constant stream of data, you should hear constant audio. Obviously you'll need a soundcard, speakers (or headphones) and the appropriate software for this all to work. Think of a bucket (the buffer) with a hole in the bottom, being topped up with water (the data). As long as there is water in the bucket, it will continue to pour out of the hole, and will do this as long as there is water in the bucket. Similarly, as long as there is data in the buffer, you will continue to hear sound. Unfortunately the buffer can empty due to congestion on the Internet which may stop you from receiving data - this explains the "net congestion - rebuffering" message you may see from time to time with the RealAudio software.

Software required
Depending on the station, it will probably use one of the 2 major formats currently available: RealAudio® or Windows Media Player®. A growing number of stations are using streaming MP3 format and Winamp can be used to play these. However, if you don't have it you can configure RealPlayer to play MP3 streams (eg.pls and m3u streams). You will need Winamp though to play Ogg streams as neither Windows Media Player nor RealPlayer can handle these (you'll need the Winamp Ogg plugin). Alternatively you can download Paul Quinn's QCD CD player, which has the ability to play Ogg streams built into it, and saves a LOT of hassle downloading the plugin for Winamp -- it'll also play your cds! Below are screenshots of these players.
