<h1 class="wp-block-heading">Empowering Communities, One Panel at a Time: Solar Austin’s Vision for the Future</h1>



<p class="wp-block-paragraph">Imagine driving down any street, in any neighborhood across Austin, and looking up to see solar panels glinting in the Texas sun.</p>



<p class="wp-block-paragraph">That is the vibrant, sustainable future we envision for Austin. When clean energy becomes a visible staple of every sector in our community, it means something incredibly powerful: energy costs go down, and the benefits of a modern, resilient power grid finally reach everyone.</p>



<p class="wp-block-paragraph">Since our founding in 2002, Solar Austin has been dedicated to the inclusive advancement of clean energy. Thanks to years of policy advocacy, the market has matured, and many of our early policy goals are now reality. Because of this success, we’ve embarked on the next evolution of our mission: <strong>community-based installations</strong>.</p>



<h3 class="wp-block-heading">Why Focus on Nonprofits and Community Hubs?</h3>



<p class="wp-block-paragraph">By partnering with local nonprofits, we are able to achieve two major goals simultaneously: raising community awareness and providing direct, tangible financial relief to organizations doing critical work on the ground. When a nonprofit saves money on its electricity bill, those crucial dollars go right back into serving the community.</p>



<p class="wp-block-paragraph">Here is a look at how solar is transforming lives through some of our incredible local partners:</p>

<li><strong>Education and Opportunity:</strong> Local organizations are hosting youth and community camps, bringing people right up onto the roofs to see solar technology firsthand and learn about growing job opportunities in clean energy.</li>



<li><strong>Clean Mobility for an Aging Population:</strong> Partners focused on bicycle access and electric transportation note that combining solar power with EVs and bikes helps seniors stay mobile, independent, and rooted in their neighborhoods as they age.</li>



<li><strong>Equity in Affordable Housing:</strong> Everyone wants to protect the environment and enjoy the financial perks of solar, but low-income communities have historically been shut out. We are working hard to ensure that residents in affordable housing are never excluded from the clean energy transition.</li>

<p class="wp-block-paragraph">Texas weather can be unpredictable. In recent years, severe storms have knocked out the local power grid, leaving vulnerable residents without heat, air conditioning, or electricity.</p>



<p class="wp-block-paragraph">By pairing solar systems with battery storage on local community hubs and nonprofits, we aren’t just cutting costs—we are building <strong>Resiliency Centers</strong>. These are safe havens where neighbors can gather during a grid crisis to warm up, cool down, plug in their phones, and find safety.</p>

<p class="wp-block-paragraph"><strong>BACKGROUND: What are peakers and why does Austin Energy want them?</strong></p>



<p class="wp-block-paragraph">The electric grid requires a constant perfect balance of supply and demand to function. Because demand can change quickly and because some energy resources, like wind and solar, don’t produce all the time, flexible energy resources are needed to fill in the gaps. Traditionally, gas-powered peaker power plants that can turn on and off quickly have been used for that purpose. Now, batteries are often filling that need in the ERCOT market. Currently, most batteries are able to discharge energy for 2-4 hours, but 8-hour, 12-hour, and even up to 100-hour batteries are available. Demand response, which is when customers reduce energy usage during times of high demand is also used to balance the grid and is very cost-effective.</p>



<ul class="wp-block-list">
<li><strong>Transparency is essential to building trust with voters.</strong> Purchasing and installing 400 megawatts of gas peakers could cost up to $1 billion and just the equipment will be several hundred million dollars. An investment of that magnitude demands full, transparent vetting. The cost of contracts from everything to wind and solar power purchase agreements, battery contracts, and all sorts of equipment and services for Austin Energy and the rest of the City are regularly posted with the company, the amount of the contract and basic information about the timing and what is being purchased. This aligns with the Austin City Charter and state law. Plenty of companies might like to keep their pricing secret, but that doesn’t serve the best interest of voters or Austin Energy customers. <em>How can City Council expect voters to have the trust to approve bonds and future tax rate elections, if massive purchases like this are done in the dark?</em></li>



<li><strong>Natural gas peakers come with significant financial risks.</strong> The cost of the equipment has increased over 50% just in the last couple years. Austin Energy says it’s a “sellers market” for gas peakers. Maybe this isn’t the best time to buy. The costs of other components and labor needed to install peakers has likewise risen sharply. Natural gas prices are also up and prices in the United States will continue to fluctuate in response to world events, including wars, because we are the leading exporter of natural gas. Some utilities have already experienced hundreds of millions of dollars in added expenses due to natural gas price spikes in recent years. Customers will be paying for those costs for many years. If the Austin City Council approves the purchase of peakers, Austin Energy customers will be on the hook to pay for all these costs. <em>A decision like this deserves careful scrutiny by external entities, which is why Austin Energy needs to release its modeling assumptions and results and why the Austin City Council should require an independent third-party analysis. </em>
<ul class="wp-block-list">
<li>NOTE: In 2014, Austin Energy wanted to spend $5 billion to build a 500 megawatt combined cycle gas power plant, but after the independent analysis that City Council required showed that the plant wouldn’t make any more money than investing in renewables, Austin Energy reversed course and by a couple years later was saying that combined cycle plants weren’t a good investment. Austin Energy doesn’t always get it right. </li>

</ul>
</li>



<li><strong>Austin Energy committed to 100% carbon-free energy.</strong> Right before the “<a href="https://austinenergy.com/-/media/Project/Websites/AustinEnergy/About/PDFs/Austin-Energy-Resource-Generation-and-Climate-Protection-Plan-2035.pdf?rev=e5b94823f2b44098af37946e8bd1dd21&amp;hash=6A2058B098FBB53A02851F655B1D741A" target="_blank" rel="noreferrer noopener">Austin Energy Resource, Generation and Climate Protection Plan to 2035</a>” was adopted, Lisa Martin stated at a City Council work session that Austin Energy wasn’t backing off the goal to transition to 100% carbon-free generation and that the goal would apply to both supply (generation) and demand (serving customers). <a href="https://www.youtube.com/watch?v=yDgrqtpQGiY" target="_blank" rel="noreferrer noopener">Two minute clip here.</a> Austin Energy is now trying to say that the way they wrote the carbon-free goal allows the utility to purchase renewable energy to equal customer demand, but also operate fossil fuel power plants to make money. </li>



<li><strong>Carbon-free energy resources are available. </strong>Gas peakers were included as an option in the “<a href="https://austinenergy.com/-/media/Project/Websites/AustinEnergy/About/PDFs/Austin-Energy-Resource-Generation-and-Climate-Protection-Plan-2035.pdf?rev=e5b94823f2b44098af37946e8bd1dd21&amp;hash=6A2058B098FBB53A02851F655B1D741A" target="_blank" rel="noreferrer noopener">Austin Energy Resource, Generation and Climate Protection Plan to 2035</a>” only if carbon-free energy sources weren’t available. They clearly are available &#8211; Austin Energy has just been slow to implement them. Austin Energy has asked for approval for 3 battery contracts, but none have had time to be implemented. Austin Energy just recently made changes to 2 local solar programs. These solutions, along with demand response (customers shifting energy use) can be scaled up with Austin Energy support. Austin Energy should pursue medium-duration and long-duration battery storage instead of gas peakers. <em>Austin Energy hasn’t given the clean energy path a chance to succeed and is rushing into buying gas peakers.</em>
<ul class="wp-block-list">
<li>Sacramento’s municipal electric utility is <a href="https://essinc.com/ess-commissions-first-iron-flow-battery-deployment-for-sacramento-municipal-utility-district/" target="_blank" rel="noreferrer noopener">investing in medium-duration energy storage</a>. </li>



<li>Google and Xcel Energy are <a href="https://www.utilitydive.com/news/worlds-largest-grid-battery-part-of-google-xcel-energy-agreement/813793/" target="_blank" rel="noreferrer noopener">building 300 megawatts of 100-hour batteries</a>. </li>
</ul>
</li>



<li><strong>Gas peakers will add to local air pollution. </strong>Austin Energy says that the new peakers will run instead of its older, less efficient peakers. That will likely be true some of the time, but not on the hottest summer days, when air pollution is worst. On those days, Austin Energy is likely to run the new peakers in addition to the older peakers at its Sand Hill Energy Center, creating more pollution on those days. Austin Energy won’t commit to shutting down any units and hasn’t stated any limits on daily air pollution, which is what matters for public health. Austin-area air ground-level ozone pollution and particulate pollution already exceeds EPA standards and is unhealthy. This is a particular risk for children, the elderly and those who work or exercise outdoors. <em>Financial analysis of gas peakers and the clean energy alternatives should include financial analysis of health and climate costs from air pollution. </em>
<ul class="wp-block-list">
<li><a href="https://www.utilitydive.com/news/4-hour-batteries-best-replacements-for-aging-maine-peaker-plants-study/715118/" target="_blank" rel="noreferrer noopener"><strong>Battery Storage for Fossil-Fueled Peaker Plant Replacement: A Maine Case Study</strong></a><strong> </strong>“If the most inefficient and aging fossil-fueled peakers in Maine were retired and replaced with new, more efficient gas plants, Maine would see an increase in total emissions of about 104,000 tons of CO2, 12 tons of NOx, and 0.5 tons of SO2. This increase in emissions occurs because the new gas plants would be able to economically run for more hours per year than the existing, aged fossil-fueled plants; and more run-time results in higher emissions, despite the increased efficiencies of the newer plants.”</li>



<li><a href="https://kleinmanenergy.upenn.edu/commentary/blog/replacing-californias-peaker-plants-with-long-duration-energy-storage/" target="_blank" rel="noreferrer noopener"><strong>Replacing California’s Peaker Plants with Long-Duration Energy Storage</strong></a> “Peakers disproportionately operate when air quality is already most dangerous. During the<a href="https://www.publicadvocates.cpuc.ca.gov/-/media/cal-advocates-website/files/press-room/reports-and-analyses/220922-caladvocates-sept-22-heat-wave-analysis---full.pdf" target="_blank" rel="noreferrer noopener"> September 2022 heatwave</a>, emissions from California’s gas plants spiked by 60% compared to baseline summer days, causing an estimated<a href="https://efiling.energy.ca.gov/GetDocument.aspx?tn=255872&amp;DocumentContentId=91721" target="_blank" rel="noreferrer noopener"> $12.3–$27.8 million</a> in negative health impacts.”</li>
</ul>

<p class="wp-block-paragraph"><strong>Sites for gas peaker plants haven’t been selected by the City Council.</strong> Austin Energy has shared a long list of potential sites, including many in East Austin, but won’t say which sites it wants to install the peakers at. This ignores a commitment in the Austin Energy Resource Plan to incorporate public input on site selection before moving forward with a contract. <em>Site selection should be made before a commitment to purchase equipment that costs hundreds of millions of dollars. What happens if the City Council can’t agree on sites?</em></p>

<p class="wp-block-paragraph">Navigating Austin’s local government can feel like a maze of acronyms and administrative layers, but it’s one of the most accessible ways to actually influence policy.</p>



<p class="wp-block-paragraph">Here is your primer for engaging with the <strong>Electric Utility Commission (EUC)</strong>, <strong>Oversight Committees</strong>, and <strong>City Council</strong>.</p>



<h2 class="wp-block-heading"><strong>1. Electric Utility Commission (EUC)</strong></h2>



<p class="wp-block-paragraph">The EUC is an advisory body that reviews Austin Energy’s policies, budgets, and rates. They don&#8217;t pass laws. They make formal recommendations that City Council usually follows.</p>



<ul class="wp-block-list">
<li><strong>When:</strong> Generally the <strong>second Monday</strong> of each month at <strong>6:00 p.m.</strong></li>



<li><strong>Where:</strong> Austin Energy Corporate Headquarters (Shudde Fath Conference Room), 4815 Mueller Blvd.</li>



<li><strong>Who Can Speak:</strong> Any member of the public.</li>



<li><strong>How to Engage:</strong> * <strong>Public Communication:</strong> At the start of the meeting, there is usually a &#8220;citizen communication&#8221; period for items <em>not</em> on the agenda. You can speak for up to 3 minutes. Neither Austin Energy nor the EUC commissioners are allowed to respond to what you say after you speak. They may ask for more information to be sent to them or for a follow up conversation.
<ul class="wp-block-list">
<li><strong>Specific Items:</strong> You can speak on specific agenda items as they are called.</li>



<li><strong>Registration:</strong> Usually, you sign up on a clipboard at the front of the room before the meeting begins.</li>

<h2 class="wp-block-heading"><strong>2. Council Oversight Committees</strong></h2>



<p class="wp-block-paragraph">Before a major issue (like a new audit or a massive utility contract) hits the full City Council, it goes through a &#8220;Committee of the Whole&#8221; or a specific oversight committee. Common ones include <strong>Audit and Finance</strong> or the <strong>Austin Energy Utility Oversight Committee</strong>.</p>



<ul class="wp-block-list">
<li><strong>When:</strong> These vary.
<ul class="wp-block-list">
<li><em>Audit and Finance:</em> Usually meets monthly on <strong>Wednesdays</strong> (e.g., May 20, July 15).</li>



<li><em>Utility Oversight:</em> Often meets on <strong>Tuesdays</strong> at 9:00 a.m. or 1:30 p.m.</li>
</ul>
</li>



<li><strong>Where:</strong> Austin City Hall (301 W. 2nd St.), typically in the Council Chambers or Boards and Commissions Room. You can also speak and listen online via <a href="https://www.austintexas.gov/communications/watch-atxn-live">ATXN livestream here.</a></li>



<li><strong>Who Can Speak:</strong> Any member of the public.</li>



<li><strong>How to Engage:</strong><a href="https://cityofaustin.formstack.com/forms/austin_city_council_speaker_signup">Register online here</a> or via the kiosks at City Hall. Speakers may sign up to speak remotely or in person on a specific agenda item. Remote registration closes at 12:00 p.m. the day before the meeting. In-person registration is available at the City Hall kiosks shortly after this form closes until 45 minutes before the meeting is scheduled to begin. Registration for committee meetings typically opens the Monday before the meeting.
<ul class="wp-block-list">
<li><strong>Strategy:</strong> Committees are smaller and less formal than full Council meetings. It is often the best place to have a &#8220;real&#8221; conversation with Council members.</li>
</ul>

<h2 class="wp-block-heading"><strong>3. Austin City Council (Regular Meetings)</strong></h2>



<p class="wp-block-paragraph">This is where the final votes happen. It is high-stakes and can be a very long day.</p>

<li><strong>When:</strong> Most <strong>Thursdays</strong> starting at <strong>9:00 a.m.</strong></li>



<li><strong>Where:</strong> Austin City Hall, Council Chambers. You can also speak and listen online via <a href="https://www.austintexas.gov/communications/watch-atxn-live">ATXN livestream here.</a></li>



<li><strong>Who Can Speak:</strong> Anyone registered.</li>

<h3 class="wp-block-heading"><strong>How &amp; When to Speak:</strong></h3>



<ol class="wp-block-list">
<li><strong>General Public Communication (Noon):</strong> This is for topics <strong>not</strong> on the agenda.
<ul class="wp-block-list">
<li><em>The Catch:</em> Only 10 slots are available.</li>



<li><em>The Window:</em> You must register between <strong>21 days</strong> and <strong>14 days</strong> before the meeting. It’s a very specific &#8220;Goldilocks&#8221; window.</li>
</ul>
</li>



<li><strong>Agenda Items:</strong> To speak on a specific item (e.g., a zoning change or a contract):
<ul class="wp-block-list">
<li><em>Online Registration:</em> Opens at <strong>10:00 a.m. the Monday before</strong> the meeting and closes at <strong>noon the day before</strong>. <a href="https://cityofaustin.formstack.com/forms/austin_city_council_speaker_signup">Register online here</a>.</li>



<li><em>In-Person:</em> You can use the kiosks at City Hall up until 45 minutes before the meeting starts.</li>
</ul>
</li>



<li><strong>Time Limits:</strong> You usually get <strong>2 minutes</strong>. If you find two friends to &#8220;donate&#8221; their time to you (and they are physically present), you can get up to <strong>6 minutes</strong>.</li>
</ol>



<h2 class="wp-block-heading"><strong>Pro-Tips for Maximum Impact</strong></h2>



<ul class="wp-block-list">
<li><strong>The &#8220;Backup&#8221;:</strong> Always check the &#8220;Meeting Backup&#8221; on the city&#8217;s<a href="https://www.austintexas.gov/department/city-council/council/council_meeting_info_center.htm"> Council Meeting Information Center</a>. These are the actual PDFs and slide decks the Council is looking at. Reading these makes you 10x more prepared than the average speaker.</li>



<li><strong>Don&#8217;t wait for Thursday:</strong> If you want to change a vote, email the Council offices <em>before</em> the Tuesday Work Session. By Thursday morning, most members have already made up their minds.</li>



<li><strong>Be a &#8220;Remote&#8221; Speaker:</strong> You can now register to testify via telephone. This saves you 4 hours of sitting in City Hall and paying for parking, though &#8220;in-person&#8221; presence often carries more emotional weight.</li>
</ul>



<p class="wp-block-paragraph"><strong>Note:</strong> If you are speaking on a complex technical issue at the EUC or Audit &amp; Finance, bring 15 copies of a one-page &#8220;cheat sheet&#8221; to hand out to the members. They love data that is easy to digest.</p>

<p class="wp-block-paragraph"><strong>Messaging guide for talking to Austin City Council</strong></p>



<p class="wp-block-paragraph">In less than a month, on May 21 or May 28th, Austin Energy is planning to ask the Austin City Council to approve a contract for additional gas-burning peaker power generation units. Austin Energy recently hosted a few poorly advertised ‘community’ meetings to check a required box before bringing this request to Council. Neither the Electric Utility Commission nor the Resource Management Commission were given adequate notice to enable participation, or sharing of information with the community. Community members and neighborhood associations in close proximity to the most likely sites for these polluting facilities weren’t aware of the meetings until after they happened. The same was true of many City Council offices.</p>



<p class="wp-block-paragraph">Never-the-less, the people who did attend the meetings gave overwhelmingly negative feedback on the idea of adding more fossil fuel generation in Austin, at any site. While Austin Energy has not said where it plans to install these gas peakers, the most likely sites, due to existing infrastructure, are Austin Energy’s two existing gas-burning power plant sites in East Austin.&nbsp;</p>



<p class="wp-block-paragraph">With this one-pager, you should go to your council member and explain to them that the city of Austin does <strong>not need</strong> new gas plants, Austin Energy does not have the community’s support in this, and that Austin Energy must host better community meetings, allow for input and feedback from the public to influence what moves forward, and bring relevant city advisory commissions into the planning process.&nbsp;</p>



<p class="wp-block-paragraph"><strong>City Council must consider these factors:</strong></p>



<ol class="wp-block-list">
<li>Solar and batteries can be built in 18 months; peaker plants will take 3-7 years. With strong global trends toward solar and batteries and with other possible emerging technologies (especially geothermal), a gas peaker plant could be obsolete by the time they’re operational leaving Austin residents and businesses paying for a plant that doesn&#8217;t benefit them.</li>



<li>Other tools, such as demand response, energy efficiency, and virtual power plants, are additional tools that can be used to balance supply and demand in Austin Energy’s load zone/service area.&nbsp;</li>



<li>It is impossible for Austin Energy to build gas peakers and be a good neighbor to the community. Austin’s air is already polluted in excess of health-based standards and gas peakers would only make that worse. The entire region would suffer, and people living near the plant will suffer the most.</li>



<li>Natural gas prices and supplies have been volatile not only over the last month, but over the last 6 years. Solar and batteries offer a more reliable and steady output even with variations in weather.&nbsp;Geothermal is 100% independent of weather and provides firm baseload power all year around.</li>



<li>Solar and batteries will make money year round, while revenue from a gas peaker plant will go down as more battery storage systems are implemented in Austin and across Texas.&nbsp;</li>



<li>Austin Energy adding gas peakers won’t prevent Austin Energy customers from losing power if there’s another situation like Winter Storm Uri. ERCOT requires every utility to reduce demand based on the utility’s percent of the ERCOT total, regardless of how much energy that utility is producing. Only behind-the-meter energy resources &#8211; such as solar and batteries &#8211; can prevent a power outage.&nbsp;</li>
</ol>



<p class="wp-block-paragraph">Its time to meet with, email and call your City Council member to ensure Austin Energy does a better job evaluating all the options and presenting the ones that provide the most reliable, affordable, and CLEAN electricity to Austin residents and businesses.</p>

<p class="wp-block-paragraph">Celebrating solar installations is a core effort at Solar Austin. On April 10, 2026 the Austin community came together to help celebrate the 19.7 kW solar canopy Solar Austin helped install at the 900 Springdale Rd Food Park in collaboration with BikeTexas.</p>

Solar Austin worked closely with Austin Energy&#8217;s marketing team, KOOP Radio, Lighthouse Solar, and American Youthworks to make this project and video happen.</span></div>

<p class="wp-block-paragraph">The two images below show how KOOP Radio is benefiting financially from the solar system. In February 2026 the total bill was -$0.09.</p>
