Abu Qatada treaty endorsed by King of Jordan

Abu Qatada was convicted of terrorism charges in his absence in Jordan in 1999

The King of Jordan has endorsed a treaty with the UK, paving the way for the extradition of radical cleric Abu Qatada.

The treaty will become law once the document is published in the Jordanian government's official gazette.

In the UK, the treaty is expected to be passed by MPs and become law on Friday.

The cleric has already indicated he will not challenge deportation if the treaty is passed because the document guarantees him a fair trial.

Once the treaty passes all of its legal hurdles in both countries, the cleric's deportation is expected to resume.

UK Home Secretary Theresa May would be able to issue a fresh deportation order. The cleric would have time to respond if he wished to, but that is expected to be only a few days.

Britain has been trying to deport Abu Qatada since 2005, and he has been detained and released several times during the legal battle. The Home Office has revealed the eight-year legal fight to deport the cleric has cost taxpayers more than £1.7m so far.

Terrorism charges

If Abu Qatada keeps to an assurance given in court that he will leave the UK because the treaty guarantees a fair trial, he would be put on a plane in a matter of weeks, not months.

Security minister James Brokenshire said: "The government remains committed to securing Abu Qatada's deportment as quickly as possible."

Abu Qatada arrived in Britain and claimed asylum in 1993, but became notorious for preaching radical views such as support for the killing of Jews and people who leave Islam.

In 1999, the cleric was convicted of terrorism charges in his absence in Jordan and sentenced to life in prison.

He now faces a retrial on those charges, but his lawyers have said some of the evidence may have come from people who were tortured to make them implicate him.

The European Court of Human Rights and senior British judges have ruled that before Abu Qatada can be deported, Jordan must show he would not face a trial that relied on evidence obtained by torturing others.

The UK-Jordan Treaty on Mutual Legal Assistance, signed in March, states that anyone deported from the UK must be treated humanely and be given a fair trial. It includes specific guarantees designed to ban the use of torture evidence.

Abu Qatada is currently in London's Belmarsh Prison after breaching a bail condition which restricted the use of mobile phones and other communication devices.

Riyadh, Asharq Al-Awsat—Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud, warned against “adventures being committed by some countries, [and] interference in the internal affairs of others,” stressing that this only leads to “more tension and instability” in the region.

Speaking following the cabinet session, Saudi Information Minister Dr. Abdulaziz Khoja informed the Saudi Press Agency (SPA) that the cabinet was briefed on the repercussions of the events taking place in the region, as well as international contacts, consultation, and discussions in this regard. He revealed that the Saudi cabinet discussed the widespread human rights violations taking place in Syria, and the ongoing massacres being carried out against the Syrian people.

The cabinet reiterated its position towards the Syrian crisis, calling on the Islamic community to stand together against the illegitimate Assad regime and work to prevent it being supplied with arms, ammunition, and fighters in order to end its aggression against the Syrian people.

King Abdullah also stressed his commitment to the security and stability of Saudi Arabia and its people, ensuring development in all fields in order to allow the Saudi people to meet the challenges of the era.

Dr. Khoja also expressed Saudi Arabia’s appreciation for the efforts exerted by the Human Rights Council to strengthen international cooperation in the field of human rights, lauding the decisions adopted by the 23rd Human Rights Council in Geneva.

The Saudi cabinet was also briefed of the progress of the ongoing expansion project of the Two Holy Mosques, including the expansion of the mataf (circumambulation area around the Kaaba), within the framework of Islamic Sharia law. These expansion project aim to increase the number of pilgrims that the Two Holy Mosques can accommodate.

This was the first cabinet meeting chaired by King Abdullah since his return to Saudi Arabia from Morocco last week.

G8 leaders agree tax evasion measures

Leaders of the G8 major economies have agreed new measures to clamp down on money launderers, illegal tax evaders and corporate tax avoiders.

They include requiring shell companies - often used to exploit tax loopholes and invest money anonymously - to identify their effective owners.

Governments also agreed to give each other automatic access to information on their residents' tax affairs.

The summit communique urged countries to "fight the scourge of tax evasion".

The measures are designed to combat illegal evasion of taxes, as well as legal tax avoidance by large corporations that make use of loopholes and tax havens.

It was agreed that multinationals should tell all tax authorities about what taxes they pay and where.

It follows revelations about the ways in which several major firms - including Google, Apple, Starbucks and Amazon - have minimised their tax bills.

Illegal activities, including tax evasion and money laundering, will be tackled by automated sharing tax information.

Among the information to be shared will be who actually ultimately benefits from the shadowy shell companies, special purpose companies and trust arrangements often employed by tax evaders and money launderers.

Earlier in the day, UK Chancellor George Osborne unveiled plans for a UK register of companies and their owners.

The White House also announced a similar plan for the US.

The G8 communique also demanded more transparency from mining firms.

It follows revelations that many major mining companies use complex ownership structures in the Netherlands and Switzerland to avoid paying taxes on the minerals they extract in developing countries.

"Developing countries should have the information and capacity to collect the taxes owed them," the communique said.

"Other countries have a duty to help them."

West Africa piracy overtakes Somali ship attacks

Piracy off the coast of West Africa has now overtaken Somali piracy, a report by the International Maritime Bureau (IMB) and other seafarers' groups says.

It says 966 sailors were attacked in West Africa in 2012, compared with 851 off the Somali coast.

West African pirates mostly steal fuel cargo and the crews' possessions, often resorting to extreme violence.

Five of the 206 hostages seized last year off West Africa have been killed, the document says.

Maritime piracy off West Africa differs from that off Somalia and may eventually prove harder to deal with.

In the Somali Basin there is a large concentration of patrolling warships - from the US Navy 5th Fleet, Nato, the EU and others - as well as reconnaissance aircraft, all acting in coordination. But in the Gulf of Guinea there is not one but several national coastlines to patrol with no single unified policing body.

Somali pirates generally aim to capture a ship with minimum casualties then hold the vessel, its crew and cargo to ransom for millions of dollars, sometimes for as long as two years. West African pirates tend to be land-based criminals, mostly from Nigeria, who look to steal the cargo and any valuables they can find in a quick grab-and-dash operation, often staying onboard for less than a week.

International efforts to tackle piracy off West Africa have been slow to take effect.

The report, entitled The Human Cost of Maritime Piracy 2012, was released by the International Maritime Bureau (IMB), the Oceans Beyond Piracy (OBP) project and the Maritime Piracy Humanitarian Response Programme (MPHRP).

It says that despite the growing number of pirate attacks in West Africa's Gulf of Guinea region "the area has not received the attention that was brought to Somalia".

Pirates typically target fuel cargo, selling it on the lucrative black market.

"In Nigeria, money moves quite quickly, unlike in Somalia," one seafarer is quoted as saying in the document.

"In Somalia, it would take months. In Nigeria, the pirates take our (oil) cargo and the money of the (shipping) company. It would take only weeks, it is quite fast."

The highest risk area for pirate activity in West Africa is off the coast of Nigeria, by far the biggest country, and oil producer, in the region.

Because successive governments there have failed to develop sufficient domestic oil refining capacity, Nigerian waters are full of tankers exporting crude oil and importing refined petroleum that are vulnerable to attack, says BBC international development correspondent Mark Doyle.

Corruption and, until recently, armed rebellion in the oil producing areas, have led to the development of an entire, well-organised industry for stealing - or "bunkering", as it is known in Nigeria - oil products, he says.

That industry has become almost institutionalised by a national government subsidy on petrol, our correspondent adds.

The report released on Tuesday says tackling piracy in both West Africa and Somalia requires "co-operation between efforts at sea and those on land to build maritime security and provide job opportunities to potential pirates".

At the same time, the findings show a 78% drop in piracy off Somalia last year compared with 2011.

The report says this is due to better practices by ship's captains and crews and the increasing use of armed guards aboard vessels in the region.

But it adds that at least 78 hostages are still being held captive by Somali pirates. Some sailors have been already held for more two years.

Many Somali pirates have used cruel and sadistic methods to extort ransom payments, it says.

Jeremy Forrest denies abducting the schoolgirl

A schoolgirl and her married maths teacher exchanged explicit text messages and had "multiple" sex sessions, a court has heard.

The girl was 15 when she started having a sexual relationship with 30-year-old Jeremy Forrest, after developing a crush on him at school in East Sussex.

She told Lewes Crown Court he travelled with her to France because he feared she might commit suicide.

Mr Forrest has denied a charge of child abduction.

The girl, now 16, said she had been experiencing personal problems in the months leading up to the relationship with Mr Forrest, a teacher at Bishop Bell C of E School in Eastbourne.

They included her mother going through a divorce and then finding a new partner and becoming pregnant.

The court heard the pair agreed to go to France after the girl had her phone seized by police investigating rumours of a relationship between them.

Mr Forrest booked them on a Channel ferry on 20 September before they spent seven days on the run in France.

Sex in school uniform

A friend of the girl, speaking in a video recorded police interview, said messages between the pair started off with Mr Forrest sending compliments such as "you're beautiful".

She said as the relationship developed the messages became more explicit.

She added: "There were some sexual ones, they were quite graphic things, it's really like cringy stuff.

"A lot of stuff about sexual things they wanted to do,"

The girl would reply in a similar way, she said.

"I think she kind of liked it, so she did play along with it, she said the same sort of things back to him," the friend said.

She said she had tried to stop the relationship, adding: "I had called him a paedophile to [a friend] but it got to a stage where I couldn't stop it."

She said the girl had told her she and Mr Forrest would go to hotels together.

In the taped interview, she said: "She did like say they had sex, it was multiple times in one night."

The friend added that the girl would meet Forrest in her school uniform and they would have sex in his car.

'I was desperate'

The girl earlier told the court she had planned to run away but Mr Forrest agreed to go with her to prevent her from getting into danger.

"He tried to persuade me not to run away," she said.

"I said I was going and nobody was going to stop me. I was very determined and once I had an idea in my head nobody was going to stop me, not Jeremy, not anybody."

Describing her mood at the time, she said: "I felt very low indeed, I didn't know what to do, I was very desperate."

When asked if she felt suicidal, the girl, who chose to give her evidence in court rather than by videolink, said: "Yes".

'Manipulated by police'

The girl told the court that Mr Forrest repeatedly asked her to return home but she refused.

"Numerous times on the way to France he would say he would give me the money so I could go home, but I didn't want to go home."

The girl said Mr Forrest was in tears as they drove.

She said she felt she had to run away because she did not want her mother to find out about a previous relationship as well as other personal issues she had been going through.

Speaking of her relationship with her mother, she said: "I didn't get on with her very well, I didn't like her, she wasn't supportive.

"When there's a divorce going on, the attention in the family is on the parents, not the children."

She said she also felt that her mother might throw her out of home.

The girl said she started to develop a crush on Mr Forrest after he helped her with her personal problems.

She said she began to confide in him during a school trip to Los Angeles in February 2012 and that after he began to give her advice and support, her attendance and grades at school had improved.

The girl said she had previously fallen in with a bad crowd and would take drugs and get into trouble.

She said that on the way home from LA she had held hands with Mr Forrest because she was having an anxiety attack because of her fear of flying.

"It wasn't hand-holding, it was squeezing hands. It wasn't affectionate, it was more caring."

The girl said she felt manipulated by the police after she was brought back to England from France.

She said she felt "if I didn't comply with what they (the police) were doing, I faced arrest".

'Standing man' inspires Turkish protesters in Istanbul

A Turkish protester dubbed the "standing man" has led a vigil on Istanbul's Taksim Square days after the authorities evicted demonstrators.

Performance artist Erdem Gunduz stood silently for eight hours, facing a portrait of Kemal Ataturk, the founder of modern, secular Turkey.

Hundreds of others joined him in the square, which was reopened on Monday, before being dispersed by police.

Mr Gunduz later told the BBC he had wanted to take a symbolic stand.

Two leading trade unions held rallies and a one-day strike in defiance of Prime Minister Recep Tayyip Erdogan on Monday.

Mr Gunduz appeared in the square at around 18:00 (15:00 GMT) on Monday and remained there until 02:00 when police moved in.

Ten people who refused to be moved on were detained.

"There are many, many young people on the streets," Mr Gunduz told the BBC.

"I'm nothing... The idea is important: why people resist the government. The government doesn't want to understand, didn't try to understand why people are on the streets. This is really silent resistance. I hope people stop and think 'what happened there?'"

His protest quickly captured the imagination of the protest movement. The hash tag "duranadam" ("standing man") dominated Turkish-language Twitter on Tuesday morning.

Mr Gunduz's protest contrasts sharply with the violent clashes of recent weeks, in which some 5,000 people have been injured and at least four have died.

The protests began on 28 May against a plan to redevelop Istanbul's Gezi Park, on the city's central Taksim Square, but it snowballed into nationwide anti-government protests after the perceived high-handed response of the authorities under their three-term prime minister, Mr Erdogan.

Iraq violence: Deadly suicide bomb attacks hit Baghdad

At least 31 people have been killed in a double suicide bomb attack at a Shia mosque in the Iraqi capital, Baghdad.

Two bombers blew themselves up inside the mosque in the eastern al-Qahira district.

Close to 60 people were also wounded in the attack, officials say.

The attack comes a day after bombings near Baghdad killed at least 10. There has been a surge in sectarian attacks in recent months on targets like mosques, restaurants and local markets.

The two suicide bombers shot the guards at the entrance to the mosque shortly after midday prayers, and then blew themselves up inside the mosque, eyewitnesses said.

The violence has rekindled fears the country is being dragged towards a wider conflict between the Shia majority and the Sunni minority.

"The suicide bomber detonated himself among the worshippers, who were gathering after the call to prayer," policeman Furat Faleh, who was near the site of the blast, was quoted as saying by Reuters news agency.

Tuesday's attack comes a day after bombings near Baghdad killed at least 10 people in the cities of Taji and Fallujah, and included a blast in a roadside restaurant.

Last month was the bloodiest in Iraq since June 2008, with 1,045 civilians and security officials killed.

Tensions between the Shia Muslim majority, which leads the government, and minority Sunnis has been growing since last year.

Sunnis have accused the government of Prime Minister Nouri al-Maliki of discriminating against them - a claim the government denies.

How Napoleon's semaphore telegraph changed the world

Napoleonic semaphore was the world's first telegraph network, carrying messages across 18th Century France faster than ever before. Now a group of enthusiastic amateurs are reviving the ingenious system.

Before the web, before the computer, before the phone, even before Morse code, there was le systeme Chappe.

Not for the first time or for the last, at the end of the 18th Century France made an important technological advance - only to see it overtaken by newer science.

In this case, it was the world's first ever system of telegraphy.

According to most accounts, the very word "telegraph" - distance writing, in Greek - was coined to describe Claude Chappe's nationwide network of semaphore.

At its most extensive, it comprised 534 stations covering more than 5,000km (3,106 miles).

Messages sent from Paris could reach the outer fringes of the country in a matter of three or four hours. Before, it had taken despatch riders on horseback a similar number of days.

But then it ended almost quickly as it began. In the 1840s and 50s, electronic telegraphy - with stations set up along the new railway lines - began to take over.

The Chappe stations disappeared into obscurity, plundered for materials and buried in vegetation.

Only in recent years has a resurgence of amateur interest permitted a handful of sites to be rescued from oblivion.

One such is the station of Mollard-Fleury, half-way up a mountainside near Modane in the Alps.

How a Chappe station worked

The two arms each rotate into seven separate positions, creating 49 combinations, while the central beam can be vertical or horizontal - making 98 in all
Six of these positions represented service messages - "ready to transmit", "taking a break" and so on
The remaining 92 corresponded to 92 pages in a code-book or vocabulaire, each of which contained 92 different words
That made a total vocabulary of nearly 8,500 words
The word army, for example, might be the 24th word on page 19. So the operator would send the signal for 19 to indicate the page, then 24 for the word on that page

Enthusiasts worked out the probable location by consulting maps in the archives in Paris. In 2002 they found the remains of the post in woods above the village of Sardieres.

Now they have just rebuilt an exact replica, using original designs drawn up by an inspector on the line.

Visitors who make it up the brisk climb find a two-room cabin of wood and stone. The second room contains a system of wheels and pulleys, controlling the signal system which is set on a mast above the roof.

A panaromic view looks south-east across the valley to more snow-capped mountains. Beyond is Italy.

"This station was part of the Lyon to Milan line that Napoleon built in 1805 as he prepared to resume war in Italy," explains Bernard Pinaud, who over the summer will give demonstrations of the semaphore.

"Ultimately it extended as far as Venice, allowing the emperor to get messages to his armies in northern Italy in a matter of a few hours."

One such message has been discovered in the records of a nearby village.

It reads: "The Legion of the South may recruit men in Turin from among the Piedmontese prisoners-of-war or Austrian deserters . However it must not recruit men who are not from Piedmont."

This message would have been transcribed into semaphore signs by a superintendent in Paris.

It would then have been passed down the chain of stations, each about 10km (six miles) and visible from the next.

The last French telegraphy stations were built in the mid-19th Century - many disappeared into obscurity

In each hut, a single operator had the task of surveying his neighbours by telescope. As soon as there was activity, he copied down the signals and passed them on.

Of the meaning of the message, the operator had not a clue. He merely worked the machine.

Born into a family of scientists in western France, Claude Chappe (1763 - 1805) made the important observation that the human eye is excellent at discerning angles.

So he designed a system built round three parts - a long central beam, with two shorter arms attached at either end.

Each manoeuvre was reckoned to take about 30 seconds, and the messages were transmitted in full - words like "de" and "a" included. Telegram-ese had not yet been invented.

For the operators it was tiring and laborious, especially as they had pay docked for delays.

1848 - Fall of King Louis-Philippe; Louis-Napoleon, nephew of Napoleon Bonaparte, proclaimed president of Second Republic.

1852-1870 - Louis-Napoleon takes title of Napoleon III in Second Empire.

Still, by all accounts they acquitted themselves well. The record was 60 minutes for a message travelling from Paris to Strasbourg. It bore news of the birth of Napoleon's son.

We have a description of one of the Chappe stations in Alexandre Dumas's The Count of Monte Cristo, which was written in 1844 and set 30 years earlier.

The count sees the contraption "like the claws of an immense beetle" and feels wonder that "these various signs should be made to cleave the air with such precision as to convey to the distance of three hundred leagues the ideas and wishes of a man sitting at a table".

He then bribes the operator to send false information down the network, causing a financial panic in Paris.

From the outset, the prime purpose of the system was military.

Four years into the Revolution - with fears growing of foreign invasion to restore the monarchy - the Republican government commissioned Citizen Chappe to build the first line, from Paris to Lille.

A year later, in September 1794, the government heard news - on the day it happened - that the northern border town of Conde had been captured. They telegraphed back their congratulations, which were received in Conde the very same evening.
