Details:

On Sunday, January 3rd 2016 at approximately 7:20 PM, a phone call was received from the owner of a reported stolen SUV. The victim reported to police that they were following the stolen SUV in the southwest area of Grants Pass. Officers from the Grants Pass Department of Public Safety responded to the area, located the stolen SUV and initiated a traffic stop on the vehicle. The driver of the SUV did not yield, but instead attempted to elude the officers. The driver later identified as 19-year old Hunter Kearns, led officers on a pursuit in the Redwood Avenue/Redwood Hwy area. Based on Hunter Kearns’ reckless driving, the officers terminated their pursuit.

The Detective Unit of the Grants Pass Department of Public Safety had been working on several cases in which Hunter Kearns was considered a suspect. Through detective’s investigation, it was revealed Hunter Kearns had been frequenting several locations throughout the Grants Pass area. On Wednesday, January 6th, detectives were conducting surveillance in the 500 block of NW E St. During their surveillance, detectives observed Hunter Kearns enter the passenger side of a vehicle at a residence. Detectives followed the vehicle as they coordinated an effort for a marked patrol car to assist with a traffic stop.

When a marked patrol unit arrived, a traffic stop was initiated on SW 5th St., near SW Rogue River Avenue. The driver later identified as 20-year-old Christopher Kearns failed to yield. Christopher Kearns accelerated and drove through the River Rock Café lot, and onto SW 6th St. Police units gave chase south on 6th St., across Caveman Bridge. Christopher Kearns turned west onto West Park St., where a Deputy from the Josephine County Sheriff’s Office observed the reckless driving. The Deputy began pursuing Christopher Kearns west on West Park St., and south on Ringuette St. Christopher failed to stop for the stoplights at the intersection of Redwood Hwy. and Ringuette St., still traveling south.

When Christopher Kearns reached the 4-way stop at Ringuette St. and Union Ave., he again failed to stop. Christopher Kearns’ car collided with a vehicle that was passing through the intersection on Union Ave. The collision spun the unsuspecting motorist’s vehicle out of the intersection. Christopher Kearn’s vehicle continued in a southerly direction where it collided with a second vehicle that was stopped on Ringuette, south of Union Avenue.

After the collisions, both Christopher and Hunter Kearns got out of their vehicle and fled the crash scene on foot in opposite directions. The pursuing Deputy, along with numerous Grants Pass Officers and Detectives were immediately on scene following the crashes.

Christopher Kearns was apprehended from the roof of the Crisis Resolution Center on SW Ramsey Ave. Hunter Kearns was apprehended on the property of Three Rivers Community Hospital. Medical personnel from American Medical Response responded to assist with the motorists that had been struck by the car operated by Christopher Kearns. Both motorists were treated at the scene and released. Both Christopher and Hunter Kearns were transported to, and lodged at the Josephine County Jail. Investigations involving Hunter Kearns are ongoing with further charges expected. OSP: Fatal Traffic Crash - Highway 199 north of Cave Junction

Oregon State Police (OSP) troopers are continuing the investigation into Saturday afternoon's traffic crash on Highway 199 north of Cave Junction that resulted in the later death of a 42-year old Cave Junction woman. Any unidentified witnesses to the crash are asked to contact OSP.

According to Sergeant First Class Mark Byrd, on June 23, 2012 at approximately 6:30 p.m., a 1988 Ford Bronco driven by RALPH E. McCORNACK, age 44, from Cave Junction, was northbound on Highway 199 near mile post 27 when it veered across the centerline into the southbound lane. A 2012 Dodge Avenger driven by NICOLE M. FARAR, age 31, from Castro Valley, California, was southbound and swerved into the northbound lanes in an attempt to avoid a head-on collision. The two vehicles collided passenger side to passenger side.

After the initial impact, the Ford Bronco lost control and rolled several times. Its passenger, MICHELE R. HEBDON, age 42, from Cave Junction, was transported by LifeFlight to Rogue Valley Medical Center in Medford. She reportedly died of injuries sustained in the crash early Sunday morning.

McCORNACK was transported by ambulance to Three Rivers Hospital in Grants Pass where he was treated and released.

FARAR and her passenger, MATT BRIDGES, age 36, from Castro Valley, was evaluated on scene by paramedics but declined transport.

Troopers on scene were able to determine through their investigation that McCORNACK and HEBDON were not using seatbelts. FARAR and BRIDGES were using seatbelts.

OSP troopers from the Grants Pass and Central Point Patrol offices are continuing the investigation. OSP is requesting anyone witnessing the crash to call the Oregon State Police Dispatch Center at (541) 474-3174. Senior Trooper Scott Holsworth is the lead investigator.

OSP was assisted at the scene by the US Forest Service, Josephine County Sheriff's Office, Josephine County District Attorney's Office, Illinois Valley Fire District, and AMR Ambulance personnel.

Fatal Traffic Crash - Highway 238 east of Murphy in Josephine County

Oregon State Police (OSP) troopers are continuing the investigation into a late Saturday night single vehicle fatal crash on Highway 238 four miles east of Murphy that resulted in the death of a 19-year old male.

The driver and another passenger received non-life threatening injuries. Both were treated and released from a hospital after which OSP arrested the car's driver on multiple charges including manslaughter and DUII. Alcohol is a contributing factor and OSP urges drivers to have a designated driver today - Super Bowl Sunday - which is one of the nation's most dangerous days on the road due to impaired driving.

On February 4, 2012 at approximately 10:58 p.m., OSP was notified of a single vehicle motor vehicle crash on Highway 238 near milepost 8. Medical responders arrived on scene approximately five minutes later and discovered one deceased person lying in the roadway.

Initial investigation indicates a 1999 Saturn driven by RACHEL KELLY GREENTREE, age 18, from Grants Pass, was eastbound on Highway 238 near milepost 8. The car traveled off the right side of the roadway where it collided with a dirt embankment. The vehicle rolled, eventually coming to rest on its wheels on the left hand shoulder of the highway.

GREENTREE was transported by ambulance to Three Rivers Hospital in Grants Pass for treatment of non-life threatening injuries. After release from the hospital Sunday morning, OSP arrested GREENTREE and lodged her in the Josephine County Jail on the following charges:

* Manslaughter in the Second Degree
* Driving Under the Influence of Intoxicants (DUII)
* Reckless Driving
* Assault in the Third Degree
* Recklessly Endangering Another Person

Right front passenger JOHNATHAN STADER, age 18, from Grants Pass, was transported to Three Rivers Hospital where he was treated and released.

Rear seat passenger MAXX CHRISTOPHER, age 19, from Merlin, was ejected and pronounced deceased at the scene. He was not using safety restraints.

GREENTREE and STADER were using safety restraints.

The crash closed a portion of the highway for approximately three hours.

OSP troopers from the Grants Pass worksite and Central Point Area Command office, with the assistance of the Josephine County District Attorney's Office, are continuing their investigation into the cause of the crash.

OSP was assisted at the scene by ODOT, Josephine County Sheriff's Office, Rural Metro Fire Department and AMR Ambulance Services.

According to NHTSA, forty-eight (48) percent of fatalities nationwide on Super Bowl Sunday involve a driver or motorcycle with a blood alcohol concentration (BAC) of .08 percent or higher. In 2010, alcohol-impaired driving fatalities accounted for 31 percent of the total motor vehicle traffic fatalities in the United States.

Last year, two people died on Oregon roads following crashes after the conclusion of the Super Bowl football game. Both were in alcohol-involved traffic crashes. Over the last five years on Super Bowl weekend, 11 people have died in traffic crashes on Oregon roads.

The Penticton RCMP assisted by the "E" Division Major Crimes Unit are continuing their investigation into the disappearance of a Penticton couple after their family reported them missing March 31st. Law enforcement agencies in the western United States are assisting RCMP with the release of their information to area media and providing any needed help to locate the couple.

RCMP investigators obtained store security video footage from Baker City, Oregon confirming ALBERT CHRETIEN, age 59, and his wife, RITA CHRETIEN, age 56, made a gas purchase Saturday, March 19, 2011, at local Shell gas station/convenience store .

Investigators also confirmed that ALBERT and RITA CHRETIEN crossed into Washington via Oroville on March 19 at approximately 7:05 a.m. They stopped in Baker City where the gas purchase was made at 2:45 p.m. while they were on a business trip enroute to Las Vegas, Nevada. The couple did not arrive at their destination.

"To date, the couples banking activities and cell phone usage have been nil. The Penticton RCMP is liaising with several U.S. police agencies in order to forward the information state side in attempts to locate the couple," said RCMP Corporal Dan Moskaluk.

The couple's children grew concerned after the pair did not return from their trip to Las Vegas as planned. The couple was scheduled to return last week between Monday and Wednesday. Oregon State Police traffic stop south of Cottage Grove

An Oregon State Police (OSP) traffic stop south of Cottage Grove Sunday morning led to the arrest of a Vancouver, Washington man after the trooper found inside the vehicle approximately 23 oz. of marijuana and four weapons, two of which were stolen, in possession of the driver who is a convicted felon.

According to Lieutenant Rob Edwards, on December 19, 2010 at approximately 10:40 a.m. an OSP trooper stopped a 2000 Plymouth van displaying Washington license plates northbound on Interstate 5 near milepost 170 for a traffic violation. The vehicle's single occupant was identified as driver MICHAEL N. BRACHAIS, age 34, from Vancouver, Washington.

Subsequent investigation during the traffic stop led to the discovery of fourteen glass jars containing marijuana with a total weight of approximately 23 ounces in a duffel bag. Also discovered in the bag were two pistols, one of which were stolen, and under the bag rolled up in a blanket was a 12 gauge shotgun and a .22 caliber rifle. The rifle was also reported stolen.

BRACHAIS was arrested and taken to the Lane County Jail for Unlawful Possession, Distribution, and Manufacturing of a Controlled Substance – Marijuana, four counts of being a Felon in Possession of a Firearm, and two counts of Theft in the First Degree.

OSP Traffic Stop leads to Over 100 lbs. of Marijuana

Two men were arrested by Oregon State Police (OSP) early Tuesday morning after more than 100 pounds of marijuana was found concealed in a pickup during a traffic stop on Interstate 5 in the Medford area.

According to OSP Sergeant Tanya Henderson, on July 20, 2010 at approximately 4:38 a.m. an OSP trooper stopped a 2005 GMC pickup displaying California license plates northbound on Interstate 5 near milepost 32 for a speed violation. The two occupants were identified as driver JUAN CARLOS TINOCO-CARRANZA, age 25, from Tacoma, Washington, and passenger EUSTAQUIO GARCIA-GARCIA, age 23, from Brentwood, California.

Subsequent investigation during the traffic stop led to the discovery and seizure of approximately 102 lbs. of marijuana concealed under a blanket in the pickup's back seat. Estimated value of the seized marijuana is over $250,000.

Both men were arrested and lodged in the Jackson County Jail for Unlawful Possession, Distribution and Manufacture of a Controlled Substance – Marijuana. The Jackson County Sheriff's Office jail website also reflects ICE holds on both men.

OSP Drug Enforcement Section is continuing the investigation.

A 19-year old Sunriver resident is facing multiple charges following a near 4-hour search after he intentionally crashed into an OSP patrol car while trying to elude troopers in the Gilchrist area.

On June 20, 2010 at 5:15 p.m. OSP troopers were advised to be on the lookout for a white Nissan pickup displaying Oregon license plates. The driver was a suspect in a Bend-area beer theft and a later "dine and dash" in La Pine. Shortly after receiving the information, OSP Sergeant Mark Crisp saw the pickup at the Crescent Shell Station and contacted the driver inside the station. As OSP Senior Trooper Joe Smith arrived to assist, the driver, later identified as BLAKE MATTHEW KARLWICZ, age 19, from Sunriver, jumped into the pickup and fled from the gas station.

The troopers kept the pickup in sight as it reached speeds up to 80 mph southbound on Highway 97 for about three miles where it attempted to turn off onto a dirt road. As the pickup slowed to turn, Smith did a tactical vehicle intervention on the pickup's side causing it to spin out. Both troopers were moving into position to prevent the pickup from leaving when the driver intentionally crashed into the front of one of the OSP vehicles.

The pickup continued for about two miles on the dirt road before the driver abandoned it and fled on foot.

OSP troopers from Bend, a U.S. Forest Service law enforcement officer, and a Bend police canine unit responded to assist in the search for the driver.

At approximately 9:15 p.m. the driver, KARLOWICZ, was found at the Pilot truck stop in Chemult and arrested. Chemult is about 15 miles south of where the driver fled on foot from the pickup.

Both OSP patrol vehicles had minor damage related to the attempt to elude.

KARLOWICZ was lodged in the Klamath County Jail on the following charges:

OSP Traffic Stop Leads 2.5 lbs. Methamphetamine,

Traffic stop by Oregon State Police (OSP) troopers early Saturday morning northbound on Interstate 5 in the Medford area led to the arrest of three people following the discovery of approximately 2 1/2 pounds of methamphetamine concealed in their vehicle. All three were lodged on drug-related charges and ICE holds were placed on them at the Jackson County Jail.

According to OSP Drug Enforcement Section (DES) Sergeant Jim Johnson, on May 15, 2010 at approximately 4:30 a.m. an OSP trooper stopped a 2006 Lincoln Navigator displaying California license plates northbound on Interstate 5 near milepost 30 for a speed violation. Subsequent investigation led to the discovery of approximately 2 1/2 pounds of methamphetamine concealed inside the vehicle. An OSP drug detection canine assisted during the stop and seizure of the estimated $65,000 worth of methamphetamine.

The three occupants were taken into custody without incident and lodged at the Jackson County Jail on the following charges:

OSP DES was assisted in the investigation by detectives from the OSP Criminal Investigations Division, and detectives from the Rogue Area Drug Enforcement (RADE) team, Medford Area Drug and Gang Enforcement (MADGE) team, and Immigration and Customs Enforcement (ICE).

The investigation is continuing.

Operation Trucker Check 17" at Ashland Port of Entry

The 17th interagency operation focusing on removing impaired truck drivers and unsafe commercial vehicles from Oregon's roads is currently underway at the Interstate 5 Ashland Port of Entry. "Operation Trucker Check", a 48-hour interagency operation, began at 12:01 a.m., September 22, and ends at 11:59 p.m., September 23, with police officers and truck inspectors working with Drug Recognition Evaluators (DRE) and K9 officers targeting operator impairment, vehicle safety, and potential criminal activity related to commercial vehicle operations.

First held in 1998 at the Ashland Port of Entry, "Operation Trucker Check" is a successful enforcement and inspection program that provides an ongoing look into commercial vehicle and driver safety. The around-the-clock operation involves a team of police officers and Oregon Department of Transportation (ODOT) commercial vehicle inspectors looking for driver impairment related to alcohol, drugs, or fatigue, and vehicle equipment safety. Trucker check operations have also previously been held at the Woodburn Port of Entry and in Klamath Falls, Ontario, and Cascade Locks.

The last "Operation Trucker Check" was held during a 72-hour period April 7 – 9, 2009 at the Interstate 5 Woodburn Port of Entry. A total of 463 commercial vehicles were inspected of which 53 (11.4%) were placed out-service for critical safety violations. Ninety-three (93) drivers were also placed out-of-service for assorted safety violations including excessive driving hours, log book deficiencies, and driver qualification issues. Officers and inspectors issued 42 motor carrier-related citations and 367 warnings. Five arrests were made for Driving Under the Influence of Intoxicants and four drivers were cited for Driving While Suspended.

"This program continues to be successful and is a blueprint for how others have developed similar trucker inspection programs in other parts of the country," said Sergeant Dave MacKenzie, who oversees the OSP Motor Carrier Enforcement Unit. "With the support of the Oregon Trucking Association, ODOT and participating police agencies, these unannounced safety inspections help get dangerous impaired drivers and unsafe vehicles off the road before something bad happens."

Sergeant MacKenzie pointed out the program's four goals for "Operation Trucker Check 17":

1) Identifying commercial vehicle driver and equipment violations, with an emphasis on out-of-service violations;
2) Detecting operator impairment by alcohol and/or substance abuse;
3) Detecting operator impairment by fatigue; and,
4) Detecting any criminal activity occurring in conjunction with commercial motor vehicle operations.

Oregon State Police (OSP) and ODOT will work toward these goals by conducting Level I, Level II, and Level III truck inspections to identify drivers impaired by fatigue or substances, compliance with federal hours of service regulations, and federal requirement for commercial motor vehicle safety equipment. Trained Drug Recognition Evaluators (DREs) from OSP and the following agencies will evaluate and identify drug or alcohol impaired drivers:

Eugene Police Department
Corvallis Police Department
Medford Police Department

According to 2008 statistics provided by ODOT's Motor Carrier Transportation Division:

* 60,550 truck safety inspections were conducted in Oregon, down from 61,349 in 2007
* During inspections, critical safety violations were found in 28% of the vehicles and 19% of drivers
* Most common mechanical violation found during inspections continues to be brake-related
* Over 9,900 truck drivers were found during inspections falsifying or keeping inaccurate log books, a sharp rise from the more than 7,000 drivers caught in 2007 and more than 5,000 in 2006

TEN INJURED, TWO CRITICALLY, IN MULTI-MOTORCYCLE CRASH - INTERSTATE 5 SOUTH OF WILSONVILLE

en motorcyclists traveling together as part of the Brothers Speed Motorcycle Club was injured, two critically, Friday afternoon in a multi-vehicle traffic crash south of Wilsonville on Interstate 5. Partial information has been provided for release this evening.

On September 18, 2009 at approximately 2:45 p.m. approximately 26 motorcycles were traveling northbound in the left inside lane near milepost 282 in a formation of two columns when traffic ahead began to come to a stop. The first two motorcycles maneuvered to avoid a collision with the stopped vehicle, but the rest of the motorcycles could not react in time and crashed into the vehicle in front of their group and into each other.

Medical responders arrived and subsequently transported eight motorcyclists by ground ambulance. Two others identified as HERBERT SINCLAIR, age unknown, from Heyburn, Idaho and DAVID BOWYER, age unknown, from Coeur d'Alene, Idaho and were transported by LifeFlight to Oregon Health Sciences University and Legacy Emanuel Hospital, respectively.

Both men are reported in critical condition.

No information is available tonight regarding the other individuals involved in the crash. The total number of motorcycles that actually crashed is not confirmed at this time.

Interstate 5 northbound lanes were closed for about two hours before one lane was opened. All lanes of Interstate 5 were open at approximately 5:40 p.m.

Oregon State Police troopers were assisted at the scene by Tualatin Valley Fire & Rescue, Clackamas County Sheriff's Office, ODOT and other area emergency responders.

OSP Traffic Stop Leads to 70 lbs. of Marijuana

ONE ARREST - INTERSTATE 5 SOUTH OF ASHLAND

An Oregon State Police (OSP) traffic stop Wednesday morning led to the arrest of a California man and the seizure of approximately 70 pounds of high grade marijuana on Interstate 5 south of Ashland. The seized marijuana has an estimated value of $210,000.

On September 16, 2009, at approximately 6:37 a.m., an OSP trooper stopped a silver 2007 Pontiac G-6 displaying California license plates southbound near milepost 3 for a traffic violation. The lone occupant/driver was identified as EFRAIN NAVA, age 30, from Redwood City, California.

A subsequent investigation related to the stop led to the discovery of high-grade marijuana in sixty individually packaged plastic bags and a large black plastic garbage bag concealed within the trunk and back seat portions of the vehicle. The marijuana weighed approximately 70 pounds.

NAVA was arrested and lodged in the Jackson County Jail for Unlawful Possession, Distribution and Manufacturing of a Controlled Substance-Marijuana. Bail is set at $60,000.00.

BOISE WOMAN INJURED IN BICYCLE CRASH DURING CYCLE OREGON SOUTH OF GRANTS PASS

An Idaho woman participating in Cycle Oregon was seriously injured Wednesday morning when she crashed on her bicycle on Highway 199 south of Grants Pass. The woman is reported in stable condition at Rogue Valley Medical Center in Medford.

Preliminary information indicates on September 16, 2009 at approximately 8:30 a.m. CATHERYN ALEXANDER, age 48, from Boise, Idaho was riding northbound with a group of cyclists along Highway 199 near milepost 11. The group ahead of her began to slow down and her bike's front tire hit the back tire of another bicycle. ALEXANDER lost control and fell into the northbound lane.

ALEXANDER was wearing all required protective equipment including a helmet. She was transported from the area by Mercy Flights to Rogue Valley Medical Center.

Oregon State Police troopers arrived on scene about five minutes after the bicycle crash. The northbound lane was briefly closed while the cyclist was treated at the scene before transport.

Serious Injury Traffic Crash - Highway 242

A Bend-area couple was seriously injured Sunday afternoon when the motorcycle they were riding on crashed into the side of a passenger vehicle that turned in front of them on Highway 242 about three miles west of the viewpoint.

On August 16, 2009 at approximately 4:00 p.m. a 1999 Subaru Legacy driven by WILLIAM F. FOSTER, age 51, from Veneta, was westbound on Highway 242 near milepost 76 when it attempted to turn left toward a highway turnout. The Subaru turned directly into the path of an eastbound 2004 Honda motorcycle operated by RODNEY EARL KENTNER, age 52, from Bend.

RODNEY KENTNER and his passenger/wife, JEANNE T. KENTNER, age 47, were both ejected and seriously injured. They were wearing protective helmets. Both were transported by AirLife to St. Charles Medical Center in Bend.

FOSTER was not injured. He was using safety restraints.

Oregon State Police troopers from the Bend Area Command office are completing the investigation. FOSTER was cited for Dangerous Left Turn.

Troopers were assisted at the scene by Sisters Fire Department and ODOT. The highway was closed about 1 hour 45 minutes.
