Bulk Plant Operator - 71 open positions

Performs Asphalt top loading operations.
Performs or assists in the start-up or shut-down of assigned bulk plant product loading and unloading equipment according to approved OIM procedures.

Works with the contractor/driver to ensure trucks/tankers are properly inspected and meet company fueling standards.
Inspect tank truck before entering the plant.

Minimum Requirements:

Completion of engineering degree with two (2) years operating experience with proven ability to operate bulk plant equipment of low complexity. Or Completion of technical vocational courses with six (6) years work experience with proven ability to operate bulk plant equipment of lox complexity. Completion of Bulk Plant Operator Course is an advantage.

Good understanding of bulk plant layout and the processes involved in the loading and unloading of refined petroleum products.

Must be flexible to work shifts and be rotated through Bulk Plants in other areas.

New age limit for OFWs to work in KSA

DAMMAM â€“ The Royal Embassy of Saudi Arabia in the Philippines has released new minimum age requirement for several categories of Filipino workers who will be recruited for deployment in the Kingdom.

The new age limits of Saudi-bound Filipino workers were released by Consul Faisal H. Al-Kahtani, head of the consular section and are effective immediately.

The new minimum age requirements for the following categories are as follows: Domestic helper â€“ 21 years, female nurse and flight attendant â€“ 21 years, babysitter (should be Muslim) â€“ 21 years, dressmaker â€“ 30 years, salesman for textiles and ladies wear apparel shops â€“ 40 years, barber â€“ 35 years, physical therapist â€“ 35 years, family driver â€“ 21 years, and male worker â€“ 21 years.

Al Kahtani, in his circular to Saudi Embassy accredited recruitment agencies, said the new age limit will be strictly enforced. He said job agencies that violate the new age limit requirement will be penalized.

An official of the Philippine Overseas Labor Office (POLO), Philippine Embassy in Riyadh, said the reason for setting the new age limit could be the need to establish the maturity of the workers, particularly domestic workers. â€“ SG

Number of displaced OFWs bottoms out; hiring on – DoLE

The number of displaced overseas Filipino workers (OFW) has bottomed out as the demand for Filipino workers abroad continues.

The Department of Labor and Employment (DoLE) noted that in Taiwan, where the biggest number of displaced OFWs came from, has started to rehire OFWs.

Citing data from the Manila Economic Cultural Office (MECO), Labor Secretary Marianito Roque said that a total of 468 OFWs found jobs in Taiwan in March this year. Another 851 displaced OFWs were re-hired by their employers in Taiwan.

Companies affected by the global crisis are keeping the OFWs to avoid losing their quotas and in anticipation of improvement in the economy of Taiwan in the fourth quarter.

MECO data also indicated that displacements of foreign workers in Taiwan have been marginalized. During this same period, no OFW in this country was laid off due to the crisis.

Roque also noted that no additional OFW dislocation was recorded, saying that the number of OFWs displaced by the global crisis remained at 6,000 and not 12,000 as alleged by reports.

He said the situation in many countries with OFWs appear to have stabilized as the demand for Filipino manpower by foreign employers still continues.

The Middle East (ME) countries remained the top countries of destination for OFWs. For the first quarter of 2009, Roque said the Philippine Labor Offices in ME have monitored 106,800 new job opportunities for OFWs excluding the job orders registered with the Philippine Overseas Employment Administration (POEA).

E2 Visa

The E2 visa is a special non-immigrant visa available to nationals of treaty countries entering the US to do the following:

a.) Develop and direct the operations of an enterprise in which they have invested, or are actively in the process of investing a substantial amount of capital;

b.) Invest substantially in an already-established US enterprise;

c.) Develop and direct investments from the treaty country.

The investment should create job opportunities for US workers. While it is preferable to have the U.S. workers hired at the time of application for the treaty investor visa, reasonably achievable projections of jobs that will be created in the future is often sufficient.

There is no specific dollar amount that must be invested to meet the substantial amount requirement, but the investment must meet one of two tests:

1.) It must represent a significant proportion of the total value of the business enterprise; or

2.) It must be sufficient to establish a profitable and viable business of the type contemplated.

Family members (spouses and unmarried children under 21) of the principal Treaty Investor visa holder may obtain derivative status that allows them to live, work and attend school in the US.

Treaty Investor visas are generally issued for four or five years, although some consulates issue the first visa for two years. Extensions are generally unlimited as long as the investment continues, and are often reissued for five additional years at a time.

Applicants in this category must have extensive documentation detailing the business plan, the amount of the investment, the nature of the capital, and calculation of jobs to be created. A successful visa application will also demonstrate how the proposed enterprise will benefit the United States.

Treaty Investor (E-2) versus the Business Expansion Visa (L-1A)

It is often the case that one may qualify for either the Treaty Investor (E-2) or Business Expansion (L-1A) visa. The question then arises as to which of the two visas is the most advantageous. Following is our analysis of this question:

The Business Expansion visa has the following distinct advantages:

One does not have to invest a specific amount of cash in advance of visa approval;

Once the case is presented, one can have approval in as little as 7 - 10 days;

Adjudication of the case takes place in the US, rather than at the relevant U.S. Embassy or Consulate (which can be quite tough on investor cases);

The spouse of the principal gets a general work permit during the life of the visa;

Eligibility for Priority Permanent Residency in the US after 1 year.

In contrast, as explained above, the Treaty Investor visa requires the investment of a "substantial" amount of money, in advance of approval, and usually requires adjudication at an American Embassy or Consulate, which can take several weeks.

Also, although one may plan to remain in the US for only a few years, one might very well change one's mind about this at some point in the future; the Treaty Investor visa does not lead to Permanent Residency regardless of the amount of time one spends in the US.

Tier 2 - Sponsored Skilled Worker

Tier 2 - General (Sponsored Skilled Worker)

On 27 November the UK Border Agency, part of the Home Office, implemented Tier 2 of the new Points-Based System. Tier 2 replaces the Business and Commercial Work Permits Scheme. Tier 2 is for students who have a sponsor (employer) and a certificate of sponsorship (job offer) and who meet the points requirement.

In order for employers to employ students or other migrants, they must be registered as a sponsor with the UK Border Agency and they must fulfil certain sponsor duties such as making sure employees meet the conditions of their . Employers will issue a certificate of sponsorship which migrants will use to apply for permission to stay in the UK to work under Tier 2.

If you are an international student with a job offer from an employer and you want to apply under Tier 2 you will have to meet the points requirements set out by the UK Border Agency. You can earn points for:-

* Qualifications
* Future expected earnings
* Sponsorship
* English Language skills
* Available maintenance (funds)

Applying from the UK (switching from Student to Tier 2 Sponsored Skilled Worker)

The standard fee for Tier 2 postal applications is £400 and we recommend that you pay with postal orders from the Post Office as they are a guaranteed form of payment.

Dependants (applying from the UK)

If you have dependants who hold student dependant visas they are also eligible to switch in the UK from dependant of a student to dependant of Tier 2 Sponsored Skilled Worker. Each of your dependants will have to apply on a separate dependent application form but if they apply at the same time as you, the Tier 2 applicant, you will only have to pay one application fee. Your dependants should read the Help text at the end of the form and also the dependants policy guidance provided by the UK Border Agency

Switching from Tier 1 Post Study Work

If you currently have leave to remain under Tier 1 Post Study Work and you have been working for the same employer for at least six months and you wish to continue to work for this employer you can, if you wish, switch to Tier 2 Skilled Worker.

You can claim 30 points if you are switching from:-

* Tier 1 Post Study Work category
* Fresh Talent: Working in Scotland Scheme
* International Graduate Scheme

If you have been working for your employer for at least six months your employer does not have to meet the resident labour market test. If you wish to eventually settle in the UK you may wish to switch to Tier 2 because time spent working under Tier 2 counts towards settlement. Tier 1 Post Study Work does not count towards settlement.

You can also apply for Tier 2 Sponsored Skilled Worker if you are overseas, visit the UKVISAS website for more information.

Please note there is currently a maintenance concession in place which means you only have to show that you meet the maintenance requirement at the time of making your application, not for the three months prior to making your application. This concession is only in place for four months (until March 2009) after which time you will have to show that you meet the maintenance requirement for the three months prior to making your application.

The maintenance requirements are the same as if you were applying from within the UK; you need to show that you have had £800 for yourself and £533 for each dependant.

You will need the following:-

* Application form VAF-9
* PBS Migrant VAF-9 Guidance Notes
* Tier 2 Guidance Notes
* Tier 2 Appendix 5 self assessment form

Take or send your application form, fee and supporting evidence to your nearest visa application centre. You must also arrange to give your biometrics information (fingerprints and a facial image) which are usually taken at the visa application centre.

Maintenance

To meet the maintenance requirement you will need to show that you have £800 in your bank account at the time of your application. Please note this is a temporary UK Border Agency concession which will be place until March 2009. After the concession ends you will need to show that you have had £800 in your bank account for the last three months prior to your application.

If you have dependants you must show that you have an additional £533 available for each of them. Alternatively you can include a letter from your A-rated sponsor that confirms they are willing to maintain and accommodate you and your dependants during your first month of work in the UK.

The Points Systems for Working in the UK

From 2008 onwards changes are being made to the UK immigration process. One of the major changes is the introduction of a points-based application system for those who wish to come to the UK to work. As well as introducing a points system for people applying to work in the UK the new system also redefines many of the existing work categories.

The Points-Based System
Under the new system foreign citizens applying to live or work in the UK will have to score a certain number of points in a range of categories in order to secure their visa or permit. The number of points that must be scored and the areas they relate to will vary depending on the type of visa that is being applied for.

The UK Border Agency website has a “points calculator” so that potential applicants can find out in advance whether their application is likely to be successful. Points are given in three general areas:

* Age, qualifications, salary, experience of the UK, sponsorship – different criteria apply to different categories of worker. Some applicants must be sponsored, or have a job offer, in order to apply. Others may be entitled to apply because of the skills and qualifications they have;
* English language skills – the importance of being able to communicate in English is a prominent feature of the new immigration system;
* Available funds – applicants may have to show that they can support themselves once they arrive in the UK.

Under the new system immigrants will be divided into five categories:

* Tier 1 – Highly skilled workers;
* Tier 2 – Skilled workers;
* Tier 3 – low-skilled workers;
* Tier 4 – Students;
* Tier 5 – Applicants under the youth mobility scheme and temporary workers.
Tier 1 – Highly Skilled Workers
Tier 1 applies to highly skilled individuals, investors, entrepreneurs and graduates of UK universities. The previous system for this category of worker ended on 29 June 2008. Applicants under Tier 1 must score at least 75 points for age, qualifications etc and 10 points each for English language skills and available funds.

Applicants in Tier 1 can subsequently switch to a different immigration category and may bring dependents with them.

Tier 2 – Skilled Workers
Tier 2 applies to sponsored skilled workers with job offers who are needed in the UK due to a shortage of that type of worker. This replaces many of the previous work permit categories and is due to come into force in November 2008. Ministers of religion and sports people will also apply under this category. General workers in Tier 2 will need a total of 70 points made up of 50 points for qualifications, salary etc and 10 points each for funds and English language skills.

Workers in Tier 2 may switch to another immigration category and can bring dependents.

Tier 3 – Low-skilled Workers
This immigration category is intended to provide workers to fill a short-term gap in the labour market. Workers in this category would not be able to switch to another immigration category and cannot bring dependents to the UK. This Tier is not currently in operation as at October 2008.

Tier 4 - Students
This category is due to be implemented in spring 2009 and will introduce stricter requirements for foreign nationals wishing to study in the UK. Students may switch to a different immigration category and can bring dependents but dependents may not work if the student’s permission to stay is for less than 12 months.

Tier 5 – Youth Mobility and Temporary Workers
This Tier applies to a range of temporary workers including au pairs, students on gap years and voluntary workers. This category is due to be introduced in November 2008. Applicants in most categories of worker covered by this Tier will need 40 points divided between sponsorship and available funds.

Workers in this Tier cannot switch to a different immigration category and dependents are allowed but may not work if the temporary worker is permitted to be in the UK for less than 12 months.

Filipinos in the US: What’s the real score?

We have to categorize the Filipinos in the United States to better understand the effects of the financial crisis on their lives.

The Overseas Foreign Workers are better known as working visa holders with work authorizations that expire in three years; renewable for another three years. The corporations that hire them can sponsor their green cards within the period of the validity of their working visas. From OFWs, they become permanent legal residents.

With the financial crisis, the dreams of getting employment-based green card sponsorships may not materialize especially if the sponsoring corporations are affected by the financial meltdown. If they cannot get the green cards within the maximum six years of allowable legal stay, the working visa holders are expected to go back to the Philippines or look for other means to become legal residents.

The other category is that of permanent legal residents. Their immigrant visas expire every ten years. The only things that they can not do compared to the US citizens are:

1. To get employment in federal governments. During times of economic crisis, the government provides a stable employment.
2. They cannot stay in the Philippines for more than the allowed number of months.
Basically, they are still Filipino citizens. With the financial crisis, even those who have already retired and are receiving Social Security pensions cannot go home. They can’t bring home pensions and their Medicare coverage.

Why don’t they apply for citizenship to enjoy the privilege of staying in the Philippines to enjoy the retirement in dollars? Many of these old Filipinos have pending petitions for their dependents and a change in their immigration status will adversely affect these petitions.

Like US citizens, they live on plastic (read: credit cards). Their savings are not in the form of cash. They are in investments they don’t control. They contribute a percentage of their gross pre-taxed income to a retirement account popularly known as 401 K. Their employers match the employees’ contributions.

The retirement fund is managed by appointed trustees/investment managers which put the money in different investment instruments such as stocks, mutual funds, cds and money market.

Filams do not realize the heavy losses from their retirement funds since they think that they can still recover in due time. The statements they receive from the investment managers/trustees are too complicated to understand by laypersons who cannot distinguish what is a stock and how it differs from bonds or mutual funds. Those whose retirement kitties were put in stocks lost as much as 50 percent. The conservative investors lost about 20 percent. All in all according to the news some $2 trillion were lost in the retirement accounts of US employees.

Some Filipino old timers and those who dreamed big put up small businesses in the US thru the assistance of the Small Business Administration. The capital mostly comes from credit provided by the banks or their personal credit cards.

While publicly traded corporations source their additional capitalization through the sale of their stocks in Wall Street or capital infusion of their existing stockholders, small businesses rely on banks.

The financial crisis had affected the liquidity of most banks. Even if these banks did not engage in sub prime mortgage lending, their bigger sister corporations may have taken the risk. Once in crisis, the conglomerates rally for their white elephant-corporations by moving cash from one corporation to another until both or all them sink together.

My friend who was in the care home business can not meet the cash flow requirements of the day-to-day activities. Most of care home businesses rely on reimbursements from government agencies which payments take a long time due to strict auditing procedures of the documentations.

Some clients pay from out of their private funds which may have been managed by their investment counselors/executors. These funds may have dried up during the recent Wall Street fiasco. The relatives of the patients may transfer them to government-run convalescent facilities. Loss of patients means loss of income.

Another friend who is into online marketing is suffering from zero sales. The customers have cut down on non-essentials. His product lines are electronic and electrical products.

They are invisible…they have no bank accounts…they have no credit cards and they work under the table in jobs which are recession proof…caregiving. Free housing, free food and no transportation expenses. This is the decade when baby boomers are retiring. Financial crisis or not, someone has to take care of them in their homes.
