Expansion of BC LightRecycle Program:

Product Care’s BC LightRecycle program began in 2010 and is currently limited to residential-use fluorescent lamps. This program will expand on July 1, 2012 by Product Care to provide a compliance option for all obligated parties, and will capture all lamps, ballasts and fixtures sold into the residential, commercial and industrial sectors in BC.

Obligated parties:

The British Columbia Recycling Regulation requires the “producers” (typically first importers, including retailers, distributors and manufacturers) to be part of an approved stewardship program by July 1, 2012.

Joining the LightRecycle Program:

If your company is obligated under the BC Recycling Regulation, becoming a Product Care member for the LightRecycle program will enable your business to comply with these requirements. Product Care membership is available to all obligated producers and offers a “turn‐key” solution for compliance with the BC Recycling Regulation. Program members are not required to take back old products and there is no fee to join the LightRecycle program.

Which lamps are affected by the latest amendment to Canada Energy Efficiency regulations?

All General Service Incandescent Reflector lamps not meeting minimum efficacy levels set by the Government.

Which General Service Incandescent Reflector Lamp bulb types are legislated?

General service incandescent reflector lamps, including halogen lamps, include R, PAR, ER, BR or any lamp of similar shape with:

•  a medium screw base
•  a nominal voltage between 100 and 130 volts
•  a nominal diameter greater than 57 mm (2.25 inches – or 18/8 inches)
•  a nominal power between 40 W and 205 W.

The majority of the lamps affected by the legislation are frosted PAR halogen and 130 volt lamps, as well as BR lamps greater than 65 watts.

Are there lamps which are exempt from the regulations?

Yes, specialty lamps such as coloured lamps, heat lamps, plant growth lamps, some special service and use lamps are exempt but some specific shapes and wattages are also exempt such as the following:

• R20 45W
• BR30 and BR40 of 50W or less
• BR30 and BR40 65W

Will these lamps affected by the energy efficiency regulation still be available after April 12, 2012?

As of April 12, 2012 legislated lamps will no longer be allowed to be imported into Canada.

However manufactures and retailers can continue to sell remaining stock of these products. These lamps will be available until stock is depleted.

Does this legislation affect the regular A19 lamp?

No. The amended legislation targeting the General Service Incandescent lamps, mainly the regular A19 lamp, has been postponed until 2014. Until then, the regular A19 lamps can be bought and sold as usual (outside of British Columbia).
